Historical and Cultural Conditions of Political Corruption among the Hausa

If we regard corruption as the use of public office or authority for private advantage and gain, then corruption is always latent in centralized polities; but even when manifest, it is not always easy to isolate from other conditions of its context for formal analysis. The Hausa of Northern Nigeria, whose history is fairly well known, and who have long traditions of political centralisation, provide data well worth study from this point of view. The Hausa language contains several terms denoting political conditions and practices of interest in this connection. Zalunci refers to oppression, tilas to compulsion, zamba to oppression and swindling, rikice to fraud and confusion alike, ha'inci to bribery, cin hanci to taking bribes, yi gaisuwa to making greetings or gifts, tara to fines, cin tara to taking (keeping?) fines, wasau to forcible confiscation of property, munafunci to treachery and breaking of political agreements, hamiya to political rivalry, kunjiya to a faction or group of supporters, barantaka to clientage, chapka to allegiance, loyalty, fadanci to courtiership, jekadanci to political agency, kinjibibi and kutukutu to differing types of intrigue, character assassination, and so on. Clearly if an extensive vocabulary describing cows indicates a people's preoccupation with cattle, this Hausa vocabulary indicates parallel preoccupation with political organisation; but to my knowledge, Hausa lacks a term for the concept of political corruption outlined above.

The evolution of technology and the digital empowerment of society have led to the proliferation of Audiovisual Content Webs (ACWs) where users can share information and experiences, along with other commercial resources. ACWs have led to significant changes in the way users can select and access audiovisual content. The design of these websites combines various features, including a user community, streamed content, ticket sales, and recommendations, among others. Each ACW has a specific profile with respect to the mentioned variables. The aim of this study is to identify the critical success factors for a ACW, i.e., which features and the form they should take to attract followers, thus increasing the capacity to prescribe and broadcast content. Using qualitative comparative analysis (QCA), a formal analysis technique that allows the identification of combinations that produce a certain result, a sample of the 12 most representative cinema websites in Spain is analyzed. The results indicate that the incorporation of content recommendation systems and the connection with streaming platforms through which the content can be accessed are key factors in the success of these ACWs. This work contributes academically to the knowledge and explanation of audience behavior in the new audiovisual scenario. From a professional point of view, relevant design suggestions are offered to platform creators. Finally, the limitations of this work are described, and future lines of research are considered. Resumen La evolución de la tecnología y el empoderamiento digital de la sociedad ha dado lugar a la proliferación de webs de contenidos audiovisuales (WCA) donde los usuarios comparten información y experiencias, junto a otros recursos comerciales. Las WCA han provocado cambios significativos en la forma en la que los usuarios pueden seleccionar y acceder a los contenidos audiovisuales. En su diseño, estas webs combinan varias prestaciones: comunidad de usuarios, contenidos en streaming, venta de entradas o recomendaciones, entre otros. Cada WCA presenta un perfil específico respecto a las variables descritas. El objetivo del presente trabajo es identificar los factores críticos de éxito de una WCA, es decir las prestaciones y la forma que deben adoptar para captar seguidores, aumentando con ello capacidad de prescripción y difusión de contenidos. Mediante el análisis cualitativo comparado (QCA), técnica formal de análisis que permite la identificación de combinaciones que producen un determinado resultado, se analiza una muestra de las 12 webs de cine más representativas en España. Los resultados indican que la incorporación de sistemas de recomendación de contenidos y la conexión con plataformas en streaming desde las que poder acceder a los contenidos son factores claves del éxito. El trabajo contribuye académicamente al conocimiento y la explicación de la conducta de la audiencia en el nuevo escenario audiovisual. Desde el punto de vista profesional se ofrecen sugerencias relevantes de diseño para los creadores de plataformas. Por último, se describen las limitaciones del trabajo y se plantean futuras líneas de investigación.

Regional Comprehensive Economic Partnership (RCEP) is a cooperation framework formulated by ASEAN and 6 strategic partner countries and is the first proposal in ASEAN history to discuss comprehensive economic cooperation. RCEP is ASEAN's effort to strengthen its position as regional aktor in the Southeast Asian. RCEP negotiations underwent changes during India's decision to withdraw from the RCEP negotiations, which prompted ASEAN to respond to these developments. This study fokuses on response taken by ASEAN to India's decision to withdraw from the RCEP negotiations. The concept used is soft regionalism which emphasizes geographic proximity, historical relations and the comparative advantage of the region. Soft regionalism is driven by not only by economic and business interests, but also market interests that become the energy of soft regionalism in Asia. This concept is functioning well because it conforms to the pragmatic Asian political conditions. The findings of this study is that ASEAN cannot be separated from the concept of soft regionalism in which it has been running, and still sees all changes through static point of view. ASEAN needs to make new breakthroughs in realizing comprehensive cooperation in the region.

Objetivo: analizar los significados que construyen las madres de personas en condición de hemofilia, sobre ser portadoras de la enfermedad. Materiales y Métodos: Estudio cualitativo con enfoque del interaccionismo simbólico que, a través de una etnografía particularista y el uso de entrevistas semiestructuradas, observaciones y revisión documental, rescató el punto de vista de 17 madres pertenecientes a la Liga Antioqueña de Hemofílicos que participaron de manera voluntaria y residen en diferentes municipios del departamento de Antioquia. Resultados: Las participantes se reconocen a sí mismas como seres potenciales, es decir, no sólo como trasmisoras o cuidadoras de la enfermedad de sus hijos, sino como sujetos cognoscentes de su realidad dispuestas a reflexionar sobre sus aprendizajes e incorporarlos a favor de la relación consigo mismas y con los demás. Los significados más relevantes son: empezar a vivir con hemofilia, asumir la enfermedad, la familia, el cuidado y la crianza, la relación con los servicios de salud, caminando con algo que no se puede desprender y darse cuenta. Conclusiones: La salud colectiva es la posibilidad de tener un acercamiento más comprensivo al proceso salud – enfermedad – atención de los colectivos humanos, tomando en cuenta las condiciones económicas, sociales y culturales en las que estos se inscriben. La pregunta por los significados de estas madres develó el tejido de lo individual y lo colectivo, como un asunto que trasciende el plano biológico de la enfermedad y da cuenta de la construcción social en la que confluyen prácticas, saberes, imaginarios y sentimientos.Palabras Clave: Cuidadores, enfermedad crónica, hemofilia A, madresSignifi cance of being a hemophilia carrierAbstractObjective: Analyzing the meanings that mothers of people with hemophilia, build about being carriers of the disease. Materials and methods: Study based on the qualitative method supported by the approach of symbolic interaction, which through a particularistic ethnography, and the use of semi-structured interviews, observations and document review, rescued the point of view of 17 mothers belonging to the Liga Antioqueña de Hemofílicos. They participated voluntarily and reside in different municipalities of Antioquia. Results: The participants recognize themselves as potential beings, that is, not only as disseminators or carers of the illness of their children, but as cognocentes subject of their reality willing to reflect on their learning and incorporate them in favor of the relationship with herself and others. The most important meanings are: start living with hemophilia, assuming the disease, the family, the care and upbringing, relationships with health services, walking with something that can not be detached and realize. Conclusions: Collective health is the ability to have a more comprehensive approach to process health - disease - care of human groups, taking into account the economic, social and cultural conditions in which they are registered. The question of the meaning of these mothers, unveiled the tissue of the individual and the collective, as a matter that transcends the biological level of the disease and accounts for the social construction that blends practices, knowledge, imaginary and feelings.Key Words: Hemophilia A, chronic disease, mothers, caregivers. Significado de ser portadora de hemofiliaResumo                                   Objetivo: Analisar os significados construídos pelas mães de pessoas com hemofilia, sobre ser portadores da doença. Materiais e Métodos: Estudo qualitativo com foco no interacionismo simbólico, que, através de uma etnografia individualista e o uso de entrevistas semi-estruturadas, observações e revisão documental, resgatou o ponto de vista de 17 mães pertencentes à Liga Antioquia de Hemófilos que participaram voluntariamente e residem em diferentes municípios do departamento de Antioquia. Resultados: Os participantes se reconhecem como seres potenciais, ou seja, não apenas como transmissores ou cuidadores da doença de seus filhos, mas como sujeitos cognitivos de sua realidade que estão dispostos a refletir sobre sua aprendizagem e a incorporá-los em favor do relacionamento com eles mesmos e com os outros. Os significados mais relevantes são: começar a viver com hemofilia, assumir a doença, família, cuidados e educação, relacionar-se com os serviços de saúde, caminhar com algo que você não pode separar e perceber. Conclusões: A saúde coletiva é a possibilidade de ter uma abordagem mais abrangente para o processo saúde-doença-cuidado de grupos humanos, levando em consideração as condições econômicas, sociais e culturais nas quais estão registradas. A questão dos significados dessas mães revela o tecido do indivíduo e o coletivo como um problema que transcende o plano biológico da doença e explica a construção social em que as práticas, o conhecimento, o imaginário e os sentimentos convergem.Palavras-Chave: Cuidadores, doenças crônicas, hemofilia A, mães

- The aim of this essay is to examine the theory of secularisation process developed by Charles Taylor in his work, "A Secular Age". With this work an ambitious project is pursued: to offer a new point of view by which to construct a different image of secularisation. Taylor wants to understand the new socio-cultural conditions in which the moral and spiritual search of believers and non-believers develops. The process of modernisation of Western societies, in fact, has not only produced conceptions that are hostile to religion (jacobinism, marxism, anarchism) and conditions which have often made many of the old religious practices impossible, but have also led to creative adaptations of religious experience to the changed sociological conditions. The history of secularisation therefore demonstrates the "improbability" that autonomous religious aspiration has disappeared. Even in the framework of a secular society, religion represents an "anthropological universal". Taylor's theory of secularisation presents a notable affinity with all those theories which refute any form of sociological or biological reductionism, assuming the original nature of the religious phenomenon.Keywords: exclusive humanism, secularization, neutralization, religion, modernity

This chapter provides an overview, based on current research, on theoretical aspects of digital steganography— a relatively new field of computer science that deals with hiding secret data in unsuspicious cover media. We focus on formal analysis of security of steganographic systems from a computational complexity point of view and provide models of secure systems that make realistic assumptions of limited computational resources of involved parties. This allows us to look at steganographic secrecy based on reasonable complexity assumptions similar to ones commonly accepted in modern cryptography. In this chapter we expand the analyses of stego-systems beyond security aspects, which practitioners find difficult to implement (if not impossible to realize), to the question why such systems are so difficult to implement and what makes these systems different from practically used ones.

Surveys show that citizens in all parts of the world have a strong distaste for corruption. At the same time, and contrary to the predictions of democratic theory, politicians involved in the most glaring abuse of public office often continue to receive electoral support. Using an original survey experiment conducted in Spain, this article explores a previously understudied aspect of this apparent paradox: the importance of viable and clean political alternatives. The results suggest that voters do punish political corruption when a clean alternative exists, even when the corrupt candidate is very appealing in other respects. However, when only given corrupt alternatives, respondents become much more likely to tolerate a candidate accused of corruption—even when given a convenient “no-choice” option. I discuss how these results can help us understand corruption voting and why some societies seem to be stuck in a high-corruption equilibrium.

Chapter 7 takes up the political unintelligibility of the 1992 Los Angeles (LA) Riot/Rebellion to understand—if not why the riots remain unintelligible to us as political contestation of political conditions—how this unintelligibility is produced and what significance it bears for us now. While riots (and race riots in particular) might be politically intelligible under certain conditions, the consolidation of anti-Black racism with riots throughout the latter twentieth century rendered “America’s first multiracial riot” particularly unintelligible as a political contestation of constitutive exclusion. I discuss the interrelation of gender, class, and sexuality in the Rodney King beating, the murder of Latasha Harlins, and the multiracial geography of the riots to articulate how the continued unintelligibility of the 1992 Los Angeles Riot/Rebellion, as well as contemporary riots, constitute political agency now.

Purpose The purpose of this paper is to unearth the factors inhibiting the development of zakat (the Islamic obligatory alms) and waqf (endowment) institutions in Northern Nigeria, with the aim of proffering appropriate solutions. Design/methodology/approach This paper uses a qualitative research methodology whereby data was sourced from relevant stakeholders in Northern Nigeria. To select the appropriate interviewees, maximum variation and homogenous purposeful sampling techniques were used. Findings The findings of the paper show that zakat and waqf institutions in Northern Nigeria have not achieved their inherent Sharīʿah objectives because members of the public have little or no trust or confidence in the institutions. Also, the potential zakat payers and waqf donors dislike political office holders’ involvement in the appointment of the institutions’ administrators. Finally, the administrators lack adequate managerial and administrative knowledge of the two institutions. Research limitations/implications The current research focusses on causes of low performance of zakat and waqf institutions solely in Northern Nigeria. It is envisaged that subsequent researchers may conduct research on the possibility of having a federal law that will strengthen the overall establishment and development of zakat and waqf in Nigeria. This will affect both Muslim-majority and Muslim-minority communities. Originality/value This paper represents a referenceable work in the field of zakat and waqf in Northern Nigeria, as it uses an approach that sources primary data in the form of participants’ point of view instead of relying on literature or document analysis. It is not a mere theoretical study of the literature but an empirical investigation of the problem.

Abstract:The recent (2000) reenactment of the Shari'a legal code in twelve states of Northern Nigeria and the other expressions of Islam in public affairs in the region have been preceded by a long history that should also be understood as determined by the social and political conditions of specific stages in the evolution of the Nigerian social formation. This article attempts to explain Islamism in the region through such factors as Islamic identity for many Muslims, the competition over interpretation and representation of Islam, the nature of the Nigerian state and society, Muslim organizations and leadership, as well as the activities of other religious organizations (especially Christian evangelicals). In this regard, Islamism is driven essentially by internal (Nigerian) forces, even though external forces may have had an effect. The article argues that while Islamism poses major challenges to the Nigerian state and society, it has also exposed itself to challenges from both Muslims and Nigerian society as a whole.
