ABSTRACTDivisions in the Scottish political community that were evident by the end of the reign of James VI have been posited as roots of the Scottish revolution of 1638 and the wars of the three kingdoms. This article argues that the disengagement of central government from the political nation at large was a key factor in this development. By demonstrating the frequency of conventions of the estates, it highlights the intensity of consultation in James's Scottish government before 1603. A sudden decline in their frequency thereafter was symptomatic of a wider failure of government to adapt to the absence of the king in the context of a composite monarchy. While correspondence between the king and the privy council was copious, communication between the council and the political elites of Scotland withered. Without conventions of the estates as a vital point of contact in which new policies could be tested and negotiated, parliaments became more disagreeable. The crown's reliance on unprecedented levels of management and increased central direction alienated a significant proportion of the political elite, driving them into the oppositional stance which endured through the reign of Charles I.

The article analyzes the political and legal activity of the deputies of the North Caucasus in the early XX century, during the formation and activity of the State Duma. It is noted that the tsarist administration, modernizing the state-political system of the country, could not ignore the multinational and multi-confessional nature of the Russian state and therefore tried to take into account these features of the Russian state-political system. The article concludes that the involvement of regional MPs in political and legal activities of the first legislature (State Duma) at the beginning of the XX century has allowed to bring to the attention of Central government authorities, the main problems of the North Caucasus region and provides a process for the integration of national and regional elites in the Russian political elite to pinpoint the positions of North Caucasian elites in the political space of the Russian state. But many legislative initiatives put forward by the deputies of the North Caucasus did not find support from the government authorities and their decisions were ostponed indefinitely

A key factor that conditions the political leadership of elected politicians is the institutional structure of representative democracy. Political institutions constrain as well as enable political leadership. They regulate what politicians can do, and grant them the authority and legitimacy needed to act in the name of the members of the political community. Then, how do the institutions of representative democracy condition the performance of interactive political leadership? Chapter 10 shows that although the formal structure of representative democracy tends to encourage political competition, the non-formal political institutions promote political bargaining, negotiation and collaboration between political elites. Although neither the formal nor the non-formal institutions promote interaction between politicians and citizens, it takes relatively small-scale reforms to enable politicians to perform interactive political leadership. Political leaders are not only institution-takers but also institution-makers and it is their prerogative to improve the institutional conditions for performing interactive political leadership in representative democracies. A review of recent institutional reforms testifies to a growing interest among politicians in promoting dialogue between politicians and citizens around agenda-setting, policy innovation, and policy application.

Abstract The Development of public media in Latvia as a post-communist country has essentially been influenced by politicians. The political community has had consensus that certain reforms are necessary to ensure the development of public media given the changes in the communication space and its role in the facilitation of the strengthening of democracy, yet during the last fifteen years the political elite has not been able to come to a common agreement and to make decisions on systemic reforming and the development of public media. Since the communication environment has changed post digitalisation of television, the question about public media development and legitimisation has become increasingly topical. The aim of the study is to explore how the members of the parliament of Latvia (Saeima) position public service media (PSM) in Latvia and assess the public value of PSM. The theoretical framework for the research is based on the concept of public value „strategic triangle” (Benington & Moore 2011), which consists of three main elements: public value outcomes, the authorising environment and operational capacity. The study is based on qualitative research methods including 18 semi-structured interviews conducted with members of the Saeima in 2012 and 2013. The acquired data has been analysed by the principles of thematic analysis (Attride-Stirling 2001). Analysis of the interviews show that members of the Saeima recognise the need for public media to be independent whilst at the same time supporting a model in which public media is not supposed to have independent funding and they will continue competing with commercial media in the advertising market. High competition and resentment are characteristic features of the political elite in Latvia that apparently would also in future hamper the making of such decisions about public media that will facilitate their high-quality. Results of the research show the tendency for members of parliament to lack the necessary knowledge to formulate their opinion and to modulate relations of public media with society and their place in the overall media system in Latvia.

This article examines the development of political opposition in Scotland from 1695 to 1701 in the context of the Company of Scotland Trading to Africa and the Indies. It is argued that the potency of the political movement inspired by Darien derived from the view that King William was directly implicated in the failure of the colony. Three episodes in the Company's history—the loss of subscriptions in Hamburg, the appearance of memorials in the new world prohibiting English aid to the colony and the imprisonment of Darien sailors by the Spanish authorities—are examined in detail. The ramification of these controversies was increasingly seen as the result not of English interference, but rather the crown's refusal to act on behalf of the Company. Because a significant proportion of the population was invested in the Company, and because the press helped to keep Darien in the forefront of public consciousness, these issues transformed Darien into a major political grievance that united disparate political factions in support of a single cause. Although the alliance inspired by Darien was temporary, it, nonetheless, played a crucial role in disrupting the political status quo.

This article seeks to define a theoretical framework for the study of the relation between religion and the political community in the Roman world and to analyze a particular case in point. The first part reviews two prominent theories of religion developed in the last fifty years through the combined efforts of anthropologists and classicists, arguing for their complementary contribution to the understanding of religion's political dimension. It also provides an overview of the approaches of recent scholarship to the relation between religion and the Roman polity, contextualizing the efforts of this article toward a theoretical reframing of the political and institutional elements of ancient Christianity. The second part focuses on the religious legislation of the Theodosian Code, with particular emphasis on the laws against the heretics and their performance in the construction of the political community. With their characteristic language of exclusion, these laws signal the persisting overlap between the borders of the political community and the borders of religion, in a manner that one would expect from pre-Christian civic religions. Nevertheless, the political essence of religion did also adapt to the ecumenical dimension of the empire. Indeed, the religious norms of the Code appear to structure a community whose borders tend to be identical to the borders of the whole inhabited world, within which there is no longer room for alternative affiliations; the only possible identity outside this community is that of the insane, not belonging to any political entity and thus unable to possess any right.

AbstractThe paper analyzes the transformation of identity politics of Kharkiv local authorities after the Euromaidan, or Revolution of Dignity, the annexation of Crimea, and the War in Donbass. Being the second largest city in Ukraine and becoming the frontline city in 2014, Kharkiv is an interesting case for research on how former pro-Russian local elites treat new policies of the central government in Kyiv, on whether earlier they tried to mobilize their electorate or to provoke political opponents with using soviet symbols, soviet memory, and copying Russian initiatives in the sphere of identity.To answer the research question of this article, an analysis of Kharkiv city and oblast programs and strategies and of communal media were made. Decommunisation, as one of the most important identity projects of Ukrainian central authorities after 2014, was analyzed through publications in Kharkiv’s city-owned media as well as reports from other scholars. Some conclusions are made from the analysis of these documents: Kharkiv development strategy until 2020, Complex program of cultural development in Kharkiv in 2011–2016 (and the same for 2017–2021), The regional program of military and patriotic training and participation of people in measures of defense work in 2015–2017, Program of supporting civil society in 2016–2020 in Kharkiv region and the city mayor’s orders about the celebration of Victory Day (9 May), the Day of the National Flag (23 August), the Day of the City (23 August) and Independence Day (24 August) in 2010–2015.

This book examines the implications of constitutionalism for the constitutional legal order and the political community which is meant to live by it. The book demonstrates what is at stake in the debate on constitutionalism through numerous examples of political anomalies and abuse of power. It presents stories of constitutional success and failure to give a sense of the current threats, arguing that constitutions are not mere practical applications of political philosophies or opportunistic political deals. The book considers foundational issues related to constitutions and constitutionalism as reflected in influential ideas, political practices, and social dynamics behind the scenes.

Chapter 1 introduces the long and difficult process of the theoretical legitimation of the political party as such. The analysis of the meaning and acceptance of ‘parties’ as tools of expressing contrasting visions moves forward from ancient Greece and Rome where (democratic) politics had first become a matter of speculation and practice, and ends up with the first cautious acceptance of parties by eighteenth-century British thinkers. The chapter explores how parties or factions have been constantly considered tools of division of the ‘common wealth’ and the ‘good society’. The holist and monist vision of a harmonious and compounded society, stigmatized parties and factions as an ultimate danger for the political community. Only when a new way of thinking, that is liberalism, emerged, was room for the acceptance of parties set.

Is the political community morally permitted to use neurointerventions to improve the moral conduct of children? Putting aside difficult questions concerning the institutionalization of moral enhancement, the authors address this question, first, by arguing that is not, in itself, always morally impermissible for the community to impose neurointerventions on adults. Although certain ideals, such as the ideal of individual autonomy, limit the permissible employment of neurointerventions, they do not generate a moral constraint that always forbids their use. Thereafter, they argue that because young children lack certain moral capacities that adults possess, the moral limits that pertain to the use of neurointerventions to improve their moral behaviour are, in principle, less restrictive than they are for adults.
