Channeling the “Restless Spirit of Innovation”: Elite Concessions and Institutional Change in the British Reform Act of 1832

The long-standing understanding of the British 1832 Reform Act as an elite response to a revolutionary threat has been given renewed prominence in recent work on the political economy of democratization. But earlier episodes of popular revolt in Britain led to elite unity rather than elite concessions. This article argues that the absence of effective elite closure against parliamentary reform in the early 1830s was the result of an extended process of state reform that had the effect of gradually reducing the capacity of the monarchy. This deprived the crown of patronage required for the construction of an antireform coalition, while also mollifying the reformers' fears that mass mobilization would invite repression and with it the recalibration of the constitution in favor of the monarchy. Therefore, while pressure from below was indeed critical to the passage of parliamentary reform, its contribution was mediated by institutional changes that, over time, weakened the sources of resistance to change and rendered reformist elites more amenable to the necessary reliance on the threat of force. This case study thus establishes that change at critical junctures can be subject to the influence of incremental institutional change occurring in relatively settled periods.

Purpose: The focused on linking change to success organization in the case of Kenya Revenue Authority.Methodology: A case study design was adopted. The population entailed 180 employees in management at KRA. A sample of 20% of the management employees was considered representative. Therefore, 36 managers were selected using a stratified systematic sampling technique where every fifth (5th) manager in the list obtained from the department was included in the sample. Primary data was collected by the use of a questionnaire and was the main data used in the research. Secondary data involved collection of already processed information such as KRA performance reports for the fiscal year 2004/2005, 2006/2007 and 2007/2008. The data collected was analysed by use of correlation analysis. In addition, general data such as demographics was analysed by use of descriptive statistics such as means and percentages. The data was then presented using tables, graphs and charts.Results: The type of change observed at KTRA was strategic change as opposed to evolutionary change. In addition, the management of KRA believed that people are rational and will follow their self-interest once it is revealed to them. A strong positive correlation was found to exist between the reform costs and the performance variables. Consequently a positive movement in the cost element of the reform initiatives was accompanied by a positive movement in the performance and vice versa. It was also noted that the costs of the reform /change initiatives were positive correlated with each other. Furthermore the three performance variables had a strong positive correlation with each other. Finally, it was observed that the significant sources of resistance were related to both the formulation and implementation stages of change managementUnique contribution to theory, practice and policy: The study recommended that the sources of resistance to change be addressed in order to boost the performance of KRA in terms of revenue collection and soft performance such as employee satisfaction and morale as well as customer satisfaction. The researcher suspects that the impressive performance of KRA is also attributed to good economic performance. Consequently, it is recommended that further research into the relationship between economic indicators such as interest rates, inflation rates, gross National product and KRA performance.

Consumers have been advocating for a variety of causes, and in turn, retailers are expressing their political opinions through social-media posts in hopes of aligning with their customers’ views. This study looks at a single case in which customers reacted to a retailer’s political opinion posted on a social media account. Data was collected at the time of the retailer’s political post and up to three years afterward. Content analysis was employed to identify themes from the customer reviews posted, and four themes were identified. Of significance, this study found that customers of a retail store typically merge feelings on the retailer’s product and political post or the retailer’s service and the political post within their social media responses. Thus, a majority of customers in this case were not exclusively focused on battling the political post on social media. Also, a shift in customers’ opinions of the retailer shifted positively over time.

Abstract The “citizen revolution” was a political project executed mainly between 2007 and 2016 by the former president of the Republic of Ecuador, Rafael Correa Delgado, under the paradigm of 21st century socialism. The main characteristic of this project was to introduce a new political agenda to the country that was differentiated from past agendas, by focusing on issues such as the recognition of new rights, improvements to education, instituting a new economic model, and strengthening government and sovereignty, among others. Under this context, this work aims to analyze the political attention of the ex-president, explaining why some issues are more important than others, and why they varied over time. Based on a conceptual framework that takes ideas from the agenda-setting theory, the areas on which the political agenda concentrates are measured by the Shannon entropy index, and its various changes are explained as the results of preferences, institutional factors, and external events. The analysis is based on extensive database analyses of 10 years (covering Rafael Correa’s presidency) of government speeches, which are coded according to the methodology of the Comparative Agendas Project (CAP). To the best of our knowledge, this paper is the first work to apply the CAP methodology in Ecuador.

AbstractBecause of its early positive assessments, participatory budgeting (PB) has been and continues to be praised by several policymakers, and the Brazilian model has become an institutional blueprint around the world. No one questions the way the model has evolved in Brazilian municipalities with a long tradition of PB, but it was institutionalized there through practice and not through state legislation. It is thus highly permeable to political will and evolving ideas. Looking at the case of Belo Horizonte, where it was implemented in 1993, this study argues that while the political rhetoric of PB has remained central to political discourse over time, a significant but gradual policy change has occurred in practice. This change has important implications: not only does it have an impact on the policy outcomes of PB, but it also contributes to delegitimating the process for its participants, abetting its gradual deinstitutionalization.

Mass-Mobilization is one of the key ingredients for not only launching a movement but also for spreading any political agenda. The involvement of the masses always plays an important role in a process of bringing change anywhere and at any time. The history of South Asia, however, witnessed that in the struggle against the colonial rulers, to begin with, started by the elite alone. Politics was considered as the domain of a selected few and the common men were considered as ignorant and perhaps irrelevant and thus were kept at a distance. It was only after the beginning of the twentieth century and especially after the entrance of Gandhi on the political screen that the masses gained importance and were directly involved in political affairs. They not only became part of the Non-Cooperation Movement but also played an important role in spreading the movement all across India. In this paper, an attempt has been made to highlight Gandhi’s efforts to mobilize Indian masses during the Non-Cooperation Movement and its impact on the future politics of the region. The paper also discusses in detail different groups of society that actively participated in the process of mass-mobilization.

Institutional research increasingly suggests that organizations are not passive recipients of institutional demands. Organizations can adopt a variety of strategies, including dismissing, decoupling, and co-opting, in response to pressure to change. Over time, organizations likely adopt different approaches, particularly as the institutional field continues to evolve. Through a longitudinal case study of the National Football League’s responses to player concussions, we investigated shifts in how a powerful sport governing body responds to institutional change over time. We found that the National Football League moved through different responses, from more reactive strategies—including dismissing, decoupling, and acquiescing—to proactive attempts to control institutional change. Using data on the National Football League, we offer propositions about the factors that may influence organizational responses. This study advances understanding of powerful sport governing bodies’ responses to institutional change.

This study aims to develop a contextualized perspective for understanding the variation in the persistence of founders’ ideological imprints across different periods. We argue for the time-varying influence of political circumstances on ideological imprinting to grasp the consequences of multiple different imprints. Employing a multiple-case study research design that relies heavily on archival data, we explored the political contextual sources of variation in political cartoons of Turkish humor magazines from 1972 to 2015. Our findings show that the variation in the persistence of ideological imprints is related to political changes that result in (in)congruence between the founder’s political ideology and the ideology of the governing party, the type of political ideology that the founder represents, and change within the party ideology over time. By revealing how political contexts surrounding imprints lead to persistence, we contribute to imprinting theory and the organizational implications of political ideologies in non-Western contexts.

This paper presents the political economy of rice commercialisation in Tanzania. It is based on a review of trade policies, regulations, strategies, and programmes implemented since the 1960s to promote rice commercialisation, and the views of key informants. Key findings that emerge from the review of literature and key informant interviews indicate that the performance of the value chain over time has been negatively affected by the combined effects of the policies, regulations, strategies, and programmes implemented concurrently.

Taking the Vereinigung der Opfer des Stalinismus (Association of the Victims of Stalinism) as a case study, this article argues that civil society organisations which claim to represent the interests of victims of historical injustice must seek to construct and propagate notions of the political and social relevance of victimhood. They must do so in such a way that victimhood both offers a coherent point of identification for individual victims and speaks to the concerns of the political system on which victims rely for compensation and recognition. By examining the discourse of officials of this organisation over time, it is possible to demonstrate the extent to which victims’ representatives must adapt their conception of victimhood in order to respond to changing circumstances. The article also points to the challenges these organisations face in remaining relevant in the new political contexts.
