This article considers the current state of help with funeral expenses in Britain. It argues that assistance has been progressively and deliberately eroded to the point where the famous ‘from the cradle to the grave’ protection of the welfare state has been removed from increasing numbers of poor people. The article sets these developments within the context of the contemporary British funeral industry, with emphasis upon its treatment of less-well-off consumers. The changing nature of social security provision for funeral expenses is traced in detail, including the actions of the incoming 1997 Labour government. This article investigates the public health role of local authorities in the case of burials, concluding that such services are insufficiently robust to meet the new weight placed upon them. The article ends with a consideration of the impact which these different changes produce in the lives of individuals upon whom they have an effect.

Walfare State concept born in the era of the 20th century as a correction of the development of the concept of the country as night watchman, the phenomenon of economic capitalism that gradually leads to lameness in the distribution of sources of prosperity. In the Walfare State concept, the state is required to extend its responsibility to the socio-economic problems facing the people. The functions of the state also include activities that were previously beyond the scope of state functions, such as extending the provision of social services to individuals and families in specific matters, such as social security. The role of the state can not be separated with Welfare State because the state that plays a role in managing the economy which includes the responsibility of the state to ensure the availability of basic welfare services in certain levels. Welfare State does not reject the existence of a capitalist market economy system but believes that there are elements in the public order that are more important than market objectives and can only be achieved by controlling and limiting the operation of such market mechanisms.Keywords: walfare state, country, economic systemKonsep Walfare State yang lahir di era abad ke-20 sebagai koreksi berkembangnya konsep negara sebagai penjaga malam, gejala kapitalisme perekonomian yang secara perlahan-lahan menyebabkan terjadinya kepincangan dalam pembagian sumber-sumber kemakmuran bersarma. Fungsi negara juga meliputi kegiatan-kegiatan yang sebelumnya berada diluar jangkauan fungsi negara, seperti memperluas ketentuan pelayanan sosial kepada individu dan keluarga dalam hal-hal khusus, seperti social security, kesehatan.  Peran negara tidak bisa dipisahkan dengan Welfare State karena negara yang berperan dalam mengelola perekonomian yang yang di dalamnya mencakup tanggung jawab negara untuk menjamin ketersediaan pelayanan kesejahteraan dasar dalam tingkat tertentu. Welfare State tidak menolak keberadaan sistem ekonomi pasar kapitalis tetapi meyakini bahwa ada elemen-elemen dalam tatanan masyarakat yang lebih penting dari tujuan-tujuan pasar dan hanya dapat dicapai dengan mengendalikan dan membatasi bekerjanya mekanisme pasar tersebut. Kata Kunci: walfare state, negara,sistem ekonomi

Despite growing awareness about the potential for genomic information to improve population health, lingering communication challenges remain in describing the role of genomics in public health programs. Identifying and addressing these challenges provide an important opportunity for appropriate communication to ensure the translation of genomic discoveries for public health benefits. In this commentary, we describe 5 common communication challenges encountered by the Centers for Disease Control and Prevention’s Office of Genomics and Precision Public Health based on over 20 years of experience in the field. These include (1) communicating that using genomics to assess rare diseases can have an impact on public health; (2) providing evidence that genetic factors can add important information to environmental, behavioral, and social determinants of health; (3) communicating that although genetic factors are nonmodifiable, they can increase the impact of public health programs and communication strategies; (4) addressing the concern that genomics is not ready for clinical practice; and (5) communicating that genomics is valuable beyond the domain of health care and can be integrated as part of public health programs. We discuss opportunities for addressing these communication challenges and provide examples of ongoing approaches to communication about the role of genomics in public health to the public, researchers, and practitioners.

In times of crisis, a government’s communication with the public is fundamental, as one of the government’s main tasks is to provide critical information to protect the population. In the current context of the COVID-19 pandemic, public health communication has been paramount because of the elevated risk of contagion. Moreover, in public health communication, experts play a pivotal role by providing reliable information on the basis of their technical expertise. The impact of the COVID-19 pandemic is often compared to that of the Spanish flu, a pandemic occurring in 1918-1919, whose global spread decimated tens of millions of people. This contribution aims to assess the role of experts in the two crises by highlighting the differences in France’s public health communication during the two events. Assuming that the objectives of public health communication during the two pandemics were more or less identical, i.e. to prevent the spread of disease and inform and protect the public, the paper inquires about the means used to achieve them, focusing on the contribution of experts. The main characteristics of public health communication during the Spanish flu will be investigated by analysing articles published in the period between 1918 and 1919 in two French newspapers Le Matin and Le Petit Parisien. In terms of the current COVID-19 pandemic, this paper will probe articles published since December 2019 in the newspaper Le Monde.

This article challenges Paul Pierson's account on the (supposedly declining) role of labor unions in the ‘new politics of the welfare state’. More specifically, the text compares labor's influence on the French and the American politics of pension reform since the 1980s. The analysis of recent reforms undertaken in both countries demonstrates the impact of institutions and managerial settings on labor's political strategies. These institutional variables explain the fact that French unions have a much more direct influence on public pension reform than their American counterparts. In France, labor unions have an ideological ‘veto point’ derived from their integration into the management process. Their strong influence on the ‘new politics of the welfare state’ is undeniable: labor still matters.

The strategy of price liberalisation and privatisation had been implemented in Sudan over the last decade, and has had a positive result on government deficit. The investment law approved recently has good statements and rules on the above strategy in particular to pharmacy regulations. Under the pressure of the new privatisation policy, the government introduced radical changes in the pharmacy regulations. To improve the effectiveness of the public pharmacy, resources should be switched towards areas of need, reducing inequalities and promoting better health conditions. Medicines are financed either through cost sharing or full private. The role of the private services is significant. A review of reform of financing medicines in Sudan is given in this study. Also, it highlights the current drug supply system in the public sector, which is currently responsibility of the Central Medical Supplies Public Corporation (CMS). In Sudan, the researchers did not identify any rigorous evaluations or quantitative studies about the impact of drug regulations on the quality of medicines and how to protect public health against counterfeit or low quality medicines, although it is practically possible. However, the regulations must be continually evaluated to ensure the public health is protected against by marketing high quality medicines rather than commercial interests, and the drug companies are held accountable for their conduct.

Background:Genetic research has become an indispensable instrument for medical research, and the subjects involved have both divergent and convergent interests.Objective:The possibility of having more detailed genetic information undoubtedly offers benefits for the health of the subject, but could also pose risks and make the subject vulnerable to discrimination.Methods:The scientific community has viewed very favorably the public health utility of family history, in which data from a family whose members suffer from chronic pathologies is collected and filed, in order to develop a sort of “stratification of family risk.”Even though in the last decade the scientific and juridical literature has contributed greatly to the topic of biobanks, the perplexities that continue to surround this theme give the idea that current ethical protocols on research are inadequate.Results:Researchers, citizens, International stakeholders, mass media, Public Health and Governments play a key role in genetic research. It is obvious that the methods used for genetic research do not present intrinsic risks; they are much less dangerous than other activities of diagnosis and research. Before authorizing a research project, it is important to reflect on the responsibility and transparency of the studies to be conducted, and on the impact they may have on the interests of public health.Conclusion:We believe that the highest priority need is to develop a common language on the theme, as is the case in the sphere of clinical experimentation where rules of good clinical practice, albeit at times conflicting, have led to uniform convergences in the scientific world on the points to be actuated.

Overall changes in political, social and economic spheres in Serbia, along with ongoing demographic processes, have affected various policies and all aspects of people’s lives, including system(s) of care. While care became an important analytical concept and category of social policy analysis internationally, it has not been systematically applied in the analysis of the Serbian welfare state. Incorporation of care in welfare state analysis is much needed as its organisation in the national context reveals a lot about the nature of the welfare state, changes in its socio-institutional arrangements and, most importantly, the effects of provision. This article thus aims to outline the evolution of childcare and eldercare policies in Serbia over the last decade, employing the concept of the care diamond developed by Shahra Razavi, which allows examining the “architecture” through which the care is provided: families/ households, markets, the state and the voluntary sector. By analysing the prevalent care policy “architecture” for children and the elderly in Serbia and the roles of different sectors in that respect, as well as by identifying similarities and differences in the provision of childcare and eldercare in the national context, the article exposes developments and current state in childcare and eldercare provision in Serbia. The analysis indicates the profound role of the informal sphere in both care systems in Serbia, childcare and eldercare. Some differences between the two care domains could also be noted. These relate to the configuration of welfare sectors involved in care provision, revealing the modified shape of the care diamond in the case of childcare. That is, while all four sectors are involved in providing care in the case of eldercare forming an eldercare diamond, this is not the case with childcare. In the latter case, the voluntary, nonprofit sector does not exist as a care provider in Serbia, with childcare “architecture” having a shape of a care triangle. In light of this evidence, the role of families and the voluntary, nonprofit sector should be taken into account in future planning and funding of policies as well as in their implementation. Recently income inequality has been growing in many countries, and it is one of the biggest economic and social problems. The International Monetary Fund, the Organization for Economic Co-operation and Development (OECD), and other organizations stress the importance of this issue. According to Atkinson, Brandolini (2009), changes in income inequality show whether a particular society becomes more egalitarian over time or not, in which socio-economic direction it progresses.Even countries with similar economic structures differ in the level of income inequality and, according to Stiglitz (2015), differences in income inequality are related to policy decisions. The decisions of countries may depend on the prevailing view if markets are efficient or inefficient. In the first case, countries tend to rely more on neoliberal economic doctrine, and in the second, on the welfare state, where the role of government is more active (Stiglitz, 2017). However, it is observed that the growing income inequality is related to the growing role of the financial market, i.e. the phenomenon of financialization, which weakens the role of government. Thus, assessing the impact of financialization on income inequality is an actual topic of scientific debate.The results of studies, assessing the impact of financialization on income inequality, are mixed. Some financialization dimensions, such as financial liberalization, banking / financial crises increase income inequality, but microfinance intensity reduces income inequality. The contradictory results can be explained by the fact that research samples differ, various indicators reflecting the financialization are used, different independent variables are included in the regression equations.Studies have also been conducted in groups of countries that belong to different welfare state regimes (Josifidis, Mitrović, Supić, Glavaški, 2016; Dafermos, Papatheodorou, 2013). These studies emphasize that the level of income inequality is related to the efficiency of the social security system, i.e. income inequality is lower in Social–democratic welfare state regime (inherent universal social services and benefits) and Conservative–corporatist welfare state regime (social security model related to employment status) groups of countries than in the Mediterranean welfare state regime (characterized by the fragmentation of the social security model) and Liberal welfare state regime (inherent the specificity of the social security model, there is no universality) groups of countries. However, there is a lack of research that assesses the impact of financialization on income inequality in different welfare state regime groups of countries. The research problem: what is the impact of financialization on income inequality, is this impact the same in different EU welfare state regime groups? The object of the research - the impact of financialization on income inequality. The aim of the research is to assess the impact of financialization on income inequality in EU country groups.Research methods: analysis of scientific literature, grouping, generalization, regression analysis of panel data.When assessing the impact of financialization on income inequality in different welfare regimes EU country groups during the period 1998-2017, the least-squares regression analysis method of the panel data was used. The conducted research confirms the hypothesis and clearly shows that financialization, measured both by financial development index and domestic credit to the private sector, increases income inequality in all groups of countries. Thus, it shows that the role of the financial market is growing and financialization processes are contributing to the growth of income inequality in all groups of welfare regime countries and may reduce the role of government. These results are in line with Stiglitz, 2012; Razgūnė, 2017; Dünhaupt, 2014; Golebiowski, Szczepankowski, Wisniewska, 2016; Palley, 2008) who analyzed the relationship between financialization and growing income inequality. However, the study of Dabla-Norris et al. (2015), by contrast, find that the ratio of domestic credit to GDP in developed countries reduces income inequality.

This chapter examines the political dynamics that have shaped the transformation of the Turkish welfare system since the 1960s. Over the years, income-based social assistance policies have supplanted employment-based social security policies, while the welfare state has significantly expanded. To explain why and how the Turkish welfare state has expanded during neoliberalism and why social policies have shifted from social security to social assistance, the chapter focuses on the rivalries between mainstream parties and the impact of grassroots politics, as well as the political mechanisms that mediate and transform structural pressures into policies. The chapter illustrates that political efforts to contain the political radicalization of the informal proletariat and to mobilize its electoral support have driven the expansion of social assistance policies during the post-1980 neoliberal period. State authorities now see the informal proletariat as a more significant political threat and source of support than the formal proletariat whose dynamism drove the expansion of the welfare state during the pre-1980 developmentalist period. The chapter provides a historical analysis of the interaction between parliamentary processes and social movements in order to account for the transformation of welfare provision in Turkey. It concludes by locating Turkey in a larger context, in which other emerging markets develop similar welfare states as a response to similar political exigencies.
