Thanks to recent innovations in theories and methods of political history, an enormous task lies before those wishing to approach the social-scientific goal recently desribed as “total political history.” Research and theorizing on the subjects of political culture, the autonomy of the state, language and discourse, the public sphere, and the importance of gender to political life promise to displace a long-standing interest among political historians in locating the social groups that presumably composed the “base” of historical regime and policy formation. The understanding of past politics as the epiphenomenal superstructure to an ontologically primary base of past society has been radically revised by scholarship presenting evidence of the relative autonomy of the state and of cultural structures within which both society and politics operate (Kousser 1982,1990; Skocpol 1985; McDonald 1986; Tropea 1989; Hunt 1986; Reddy 1987; Palmer 1990).

Subject. The article provides considerations on the formation and development of a successful person model in the modern Russian society. Objectives. The study is an attempt to model a successful person in the Russian society, when the ideological subsystem of the institutional matrix is changing. Methods. The study relies upon the theory of institutional matrices by S. Kirdina, theories of human and social capital. We focus on the assumption viewing a person as a carrier of social capital, which conveys a success, socio-economic position, social status, civic activism, doing good to your family and the public, confidence in people and association with your region. The empirical framework comprises data of the sociological survey of the Russian population in 2018. The data were processed through the factor analysis. Results. We devised a model of a successful person in today's Russian society, which reveals that a success, first of all, depends on the economic wellbeing and has little relation to civic activism. The potential involvement (intention, possibility, preparedness) in the social and political life significantly dominates the real engagement of people. The success has a frail correlation with constituents of the social capital, such as confidence in people and doing good to the public. Conclusions and Relevance. Based on the socio-economic wellbeing, that is consumption, the existing model of a successful person proves to be ineffective. The sustainability of socio-economic wellbeing seriously contributes to the social disparity of opportunities, which drive a contemporary Russian to a success in life.

Importance: Social media is widely used by various segments of society. Its role as a tool of communication by the Public Health Departments in the U.S. remains unknown. Objective: To determine the impact of the COVID-19 pandemic on social media following of the Public Health Departments of the 50 States of the U.S. Design, Setting, and Participants: Data were collected by visiting the Public Health Department web page for each social media platform. State-level demographics were collected from the U.S. Census Bureau. The Center for Disease Control and Prevention was utilized to collect information regarding the Governance of each State’s Public Health Department. Health rankings were collected from “America’s Health Rankings” 2019 Annual report from the United Health Foundation. The U.S. News and World Report Education Rankings were utilized to provide information regarding the public education of each State. Exposure: Data were pulled on 3 separate dates: first on March 5th (baseline and pre-national emergency declaration (NED) for COVID-19), March 18th (week following NED), and March 25th (2 weeks after NED). In addition, a variable identifying the total change across platforms was also created. All data were collected at the State level. Main Outcome: Overall, the social media following of the state Public Health Departments was very low. There was a significant increase in the public interest in following the Public Health Departments during the early phase of the COVID-19 pandemic. Results: With the declaration of National Emergency, there was a 150% increase in overall public following of the State Public Health Departments in the U.S. The increase was most noted in the Midwest and South regions of the U.S. The overall following in the pandemic “hotspots,” such as New York, California, and Florida, was significantly lower. Interesting correlations were noted between various demographic variables, health, and education ranking of the States and the social media following of their Health Departments. Conclusion and Relevance: Social media following of Public Health Departments across all States of the U.S. was very low. Though, the social media following significantly increased during the early course of the COVID-19 pandemic, but it still remains low. Significant opportunity exists for Public Health Departments to improve social media use to engage the public better.

This article provides an alternative contribution to journalism studies on a foundational concept by analysing texts of Jane Addams, a public intellectual contemporary with the seminal scholars Walter Lippmann and John Dewey. The author uses methods of intellectual history to construct the concept of the public from Addams’s books: Democracy and Social Ethics and The Newer Ideals of Peace, showing that all three authors, Lippmann, Dewey and Addams, discuss the same topic of individuals’ changed engagement with public political life. Addams departs from Lippmann and Dewey in setting out from the standpoints of exclusion and cosmopolitanism. Her argument regarding the public, as constructed by the author, consists of two premises. First, public engagement is a method of democratic inclusion as well as social and political inquiry for Addams. She sees the extension of relationality across social divisions as a necessary method to understand society and materialise democracy. Second, Addams emphasises cooperative and reflexive involvement especially in the characteristic developments of a time. She considers industrialisation and cosmopolitanism as characteristic developments of her own era. Addams suggests an in-principle cosmopolitan concept of the public that includes marginalised persons and groups. Compared to Lippmann’s and Dewey’s accounts of the public, Jane Addams’s argument is more radical and far more sensitive to the social inequality and plurality of a drastically morphing society.

The level of social harmony in society and the development of democracy depends to a large extent on the level of development of parties, their ideological and political orientation, methods and means of action. The purpose of the article is to study the party system of Ukraine and directions of its development, which is extremely complex and controversial. The methods. The research has led to the use of such scientific search methods as a system that allowed the party system of Ukraine to be considered as a holistic organism, and the historical and political method proved to be very effective in analyzing the historical preconditions and peculiarities of the formation of the party system. The results. The incompetent, colonial past and the associated cruel national oppression, terror, famine, and violent Russification caused the contradictory and dramatic nature of modernization, the actual absence of social groups and their leaders interested in it, and the relatively passive reaction of society to the challenges of history. Officials have been nominated by mafia clans, who were supposed to protect their interests and pursue their policies. Political struggle in the state took place not between influential political parties, but between territorial-regional clans. The party system of Ukraine after the Maidan and the beginning of the war on the Donbass were undergoing significant changes. On the political scene, new parties emerged in the course of the protests and after their completion — «Petro Poroshenko Bloc», «People’s Front», «Self-help»), which to some extent became spokespeople for not regional, but national interests. Pro-European direction is the main feature of the leading political parties that have formed a coalition in the Verkhovna Rada of Ukraine. Conclusion. The party system of Ukraine as a result of social processes is at the beginning of a new stage in its development, an important feature of which is the increase in the influence of society (direct and indirect) on the political life of the state. Obviously, there is a demand from the public for the emergence of new politicians, new leaders and new political forces that citizens would like to see first and foremost speakers and defenders of their interests.

Latin America was considered for many years the main bastion of Catholicism in the world by the number of parishioners and the influence of the church in the social and political life of the región, but in recent times there has been a decrease in the catholicity index. This paper explores three variables that have modified the identity of Catholicism in Latin American countries. The first one refers to the conversion processes that have expanded the presence of Christian denominations, by analyzing the reasons that revolve around the sense of belonging that these communities offer and that prop up their expansion and growth. The second variable accounts for those Catholics who still belong to the Catholic Church but who in their practices and beliefs have incorporated other magical or esoteric scheme in the form of religious syncretisms, modifying their sense of being Catholics in the world. The third factor has a political reference and has to do with the concept of laicism, a concept that sets its objective, not only in the separation of the State from the Church, but for historical reasons in catholicity restraint in the public space which has led to the confinement of the Catholic to the private, leaving other religious groups to occupy that space.

The article is devoted to procedural features and evidence during the consideration of social cases. The share of administrative lawsuits received by district administrative courts in social cases is more than 30%, which is a high figure among cases falling under the jurisdiction of administrative courts. A person goes to court when his right has already been violated by the state authorities. The administrative courts ensure the implementation of the social function of the state. Allegations that administrative courts serve public authorities are unfounded. Evidence of the court is provided by the parties to the case. The court can only invite the parties to provide evidence and collect evidence on their own initiative. The principle remains fundamental, in cases of illegality of decisions, actions or omissions of the public authorities, the burden of proving the legality of its decision, action or omission rests with the defendant. There is a problem of the possibility of considering social disputes under the rules of summary proceedings with the summons of the parties to the case in the event that there is a need to obtain an explanation from the parties or to examine witnesses. There is a need for legislative regulation of the possibility for the court to consider social disputes in the manner prescribed by the provisions of Article 262 of the Administrative Code of Judgment of Ukraine, after the opening of proceedings in the manner prescribed by the provisions of Article 263 of the Administrative Code of Judgment of Ukraine. It is important to ensure the possibility to continue the consideration of the case in the simplified claim procedure, with the summoning of the parties to the court session, after the opening of the simplified proceedings without summoning the parties. This article aims to discuss the dismantling that the neoliberal proposals have been making in relation to social policies, which the State, in fulfillment of its duty, should provide for the wellbeing of the population, in a democratic way. It was sought to clarify that the public-private relationship is nothing more than a major strategy of capital to create and expand new market niches to overcome the cyclical crisis of capitalism, always presented with new clothes in the mutations that are processed, to reduce the effects of the inevitable in the social asphyxiation that eventually generated great revolutions recorded in its historical process. This article is of bibliographic character, where information was sought in doctrines, periodicals, specialized magazines, official websites and others. Finally, it was a brief diagnosis of the current situation of the Brazilian public education that, from the third way, has been incorporating new forms of action based on the logic of the market.

This paper focuses on the issue social economy entities and the role they play in the public policy. The paper argues in favour of the thesis that social economy entities are an important component of what can be described as the capacity of the public policy system in a given country. They contribute significant resources – intellectual, organisational, executive [financial], etc. – to the system. The larger these resources are, the more efficient the whole system becomes, i.e. the ability to identify key public issues and to program their solutions, to implement these solutions and to evaluate the results of public policy actions in various forms. It indicates that it is in the interest of the State and the general public to strengthen the social economy entity sector.

The article examines justice as a principle of law and as criminal principle of justice as a principle of compensated justice. The measure of justice in punishment is mainly the correspondence of the punishment to the public danger of the committed crime, i.e. a certain equality of harm caused by criminals to other persons, society or the state, and the severity of the punishment imposed on them. The author argues that a court that follows the principle of justice in imposing punishments has to establish two types of genetic correspondence. The first type is the correspondence of the criminal behavior, circumstances of the crime and the culprit’s personality to the public danger of the criminal’s personality as a criminological basis for imposing punishment. This correspondence employs the genesis of criminal behavior to substantiate the imposed punishment. The rejection of this correspondence could lead to a misconception about the nature and degree of social danger of the perpetrator’s personality as well as an unreasonable type and amount of punishment for the committed crime. The second type consists in the compliance of the type and amount of punishment with the grounds for its imposition ˗the social need to oppose antisocial behavior and personality traits of the guilty person with such a punishment that meets the interests of law-abiding citizens, society, and the state, that is, a social phenomenon that embodies the genesis of criminal law regulation of public relations. The author claims that that it is necessary to identify not only the above-mentioned types of genetic and other correspondences in the mechanism of imposing a punishment, but also take into account the correspondence in terms of proportionality, especially when it comes to the compliance of the punishment with the gravity of the crime committed. Having analyzed all types of correspondences in the mechanism of punishment imposition, the author concludes that since the indicated types of orrespondences in the system of punishment imposition determine the activity of the court, insofar they act as its regulators. The ability to regulate the activities of the court turns their entire set into an instrument for introducing the principle of justice into punishment. Therefore, the mechanism for imposing punishment manifests itself in the process of regulating criminal law relations as a legal instrument for implementing the principle of justice in punishment.
