Enacting meaning-in-use: qualitative research on norms and international relations

AbstractThis article proposes a framework for empirical research on contested meaning of norms in international politics. The goal is to identify a design for empirical research to examine associative connotations of norms that come to the fore when norms are contested in situations of governance beyond-the-state and especially in crises. If cultural practices shape experience and expectations, they need to be identified and made ‘account-able’ based on empirical research. To that end, the proposed qualitative approach centres on individually enacted meaning-in-use. The framework comprises norm-types, conditions of contestation, types of divergence and opposition-deriving as a specific interview evaluation technique. Section one situates the problem of contestation in the field of constructivist research on norms. Section two introduces distinctive conditions of contestation and types of norms. Section three details the methodology of conducting and evaluating interviews and presents the technique of opposition-deriving with a view to reconstructing the structure of meaning-in-use. Section four concludes with an outlook to follow-up research.

 The pandemic created by the Corona virus and the history of biological events have brought to the fore some sort of relation between microorganisms and state affairs. This relationship has been studied through the perspective of the realism theory of international relations. This exploratory qualitative research employed data from various literatures and assessed those data to establish a link between them. The research has confirmed that security is a link between microorganisms and realism. Microorganisms affect human health, society and state affairs and create economic and political chaos. This anomaly in state affairs is seen to jeopardize a state’s security. It is established that microorganisms possess a threat for survival of the state by putting the cores of state security in peril. This research suggests that actions against these threats is a priority obligation for all states to fulfil.

This research aims to determine the mechanism of execution of fines of money from the Pulang Pisau Affairs attorney in the case of criminal acts of traffic violations, as well as to find out what matters for the Prosecutor State of the Pulang Pisau in carrying out its duties or roles as an execution of a fine of money in a criminal act of traffic violations, and knowing the actions taken as a solution to the problem. This research uses qualitative research methods. The results of this research can be known the effectiveness of the execution of fine speeding tickets in the state Attorney Pulang Pisau Office has shown positive results, this is demonstrated by the number of cases that have been executed as a percentage of Bigger than the ticketed thing that is still in arrears. However, the arrears that have not been completed can still require follow-up completion, given the magnitude of potential state acceptance that can be obtained from the payment of fine ticketed. The obstacles faced by the State prosecutor's Office in implementing the execution of fine ticketed are among other tickets that are not immediately paid by the violators, because of the ticket violators who are not residents originating from the Pulang Pisau but only riders passing through the Pulang Pisau; Violators reasoned if the busy factor had not attended trial; As well as the amount of workload received by the employees makes the handling of speeding things less efficient.

This article argues that the normative promise of recognition theory in International Relations has become increasingly inadequate to the cross-cutting and intersecting issues characteristic of a globalised and fragmented world. Engaging in critical readings of cosmopolitan forms of recognition theory, the critique of sovereignty and Markell’s influential critique of recognition theory, I suggest that the increasing ontological specificity of recognition theory in IR has come at the expense of its ability to develop links between different areas of international politics. The result is a failure to deal with recognition’s simultaneity, or the co-existence of analytically distinct and internally coherent recognition orders that is characteristic of the international. Building on this insight, I argue that a more historically-sensitive and materialist approach to recognition can be grounded in the concept of multiplicity. By opening recognition up to processes of interaction, and not merely reproduction, multiplicity frames the international more clearly as a historical presupposition, rather than a limit, of recognition. Furthermore, placing recognition struggles within the state, international institutions or transnational movements in relation to each other ensures that IR can contribute to the further development of recognition theory by situating recognition struggles at the intersection of different moral geographies.

As late as 1966, Martin Wight could still pose the question: “why is there no international relations theory?” By this he meant the absence of a tradition of speculation about relations between states, family of nations, or the international community, comparable to that of political theory as speculation about the state. To the extent that it did exist, it was marked by “intellectual and moral poverty” caused both by the prejudice imposed by the sovereign state and the belief in progress (Wight 1995: 15-16 &19). Unlike political theory, which has been progressivist in its concern with pursuing interests of state as “theory of the good life”, international politics as the “theory of survival” constituted the “realm of recurrence and repetition” (Wight 1995: 25 & 32). Essentially, therefore, it had nothing new to offer.

Qualifying a realist interpretation, this essay argues that the dialectical involvement of the state as an individual with its external relations exposes international politics as a matter of both anarchy and war, and mutual recognition and practical morality among states in Hegel's theory of international relations. With the absolute distinction between internal community and external anarchy removed, Hegel's account of civil society becomes relevant to his theory of international relations. Both as an analogy and concretely, it provides indications for a partial transcendence of sovereign statehood and international anarchy by institutionalised co-operation and political (self-)regulation in a transnationalising civil society.

This qualitative research was conducted with a background to enrich the discourse and paradigm regarding the pattern of Early Childhood education in character formation. In addition, researchers want to detect and see the effects of center learning on the formation of early childhood character. Although each learning pattern has an influence and has a change in students, the center's activities have a unique value in character planting. This study uses a descriptive qualitative approach using Spradley analysis. The results of the study describe the state of character education in learning centers in the Islamic Village kindergarten. That the internalization of character values is carried out through the foothold in the center from the initial conditioning to the footing after playing. Thus this research is expected to provide a positive new discourse and has the aim to provide a true understanding of what is happening around us.

This article reviews the state of the art of qualitative research on femicide, which, until the publication of this Special Issue, has been extremely sparse. The paper mentions some of the limitations of the qualitative approach, such as time consumption, ethical liabilities, and non-generalizability. However, it advocates qualitative research because of its advantages in capturing the context, describing the experience, identifying the motives, highlighting the relationship between perpetrator and victim, identifying the risk factors, and suggesting apt policies. The article concludes by cautiously recommending a mixed-/merged-methods approach, which, in turn, depends upon the research question and has its own inherent disadvantages.

Artikel ini memaparkan data-data tentang kinerja Bawaslu Kabupaten Pamekasan dalam menangani pelanggaran Pemilu 2019 di Kabupaten Pamekasan. Merupakan penelitian kualitatif dengan pendekatan diskriptif-kualitatif. Teknik sampling yang dilakukan purposive sampling. Hasil penelitian menunjukkan bahwa dalam menangani pelanggaran Pemilu, Bawaslu Kabupaten Pamekasan memiliki wewenang untuk menindaklanjuti pelanggaran dari dua sumber. Pertama, pelanggaran yang bersifat temuan, yaitu pelanggaran Pemilu yang ditemukan berdasarkan hasil pengawasan Bawaslu Kabupaten Pamekasan beserta jajarannya. Kedua, pelanggaran yang bersifat laporan, yaitu dugaan pelanggaran Pemilu yang dilaporkan masyarakat kepada Bawaslu Kabupaten Pamekasan dan jajarannya. Bawaslu Kabupaten Pamekasan telah mewujudkan keadilan dalam pelaksanaan Pemilu 2019 di Kabupaten Pamekasan. Pertama, ditertibkannya setiap APK melanggar di berbagai titik, mulai ukuran terkecil yang dipaku di pohon hingga ukuran terbesar yang dipasang Billboard berbayar. Kedua, semua temuan dan laporan ditangani secara professional berdasarkan aturan dan prosedur yang ada. Juga telah dilibatkannya rakyat Kabupaten Pamekasan secara aktif untuk ikut mengawasi setiap tahapan Pemilu 2019. Banyaknya laporan masyarakat (22 laporan) yang masuk ke Bawaslu Kabupaten Pamekasan, menunjukkan bahwa keterlibatan rakyat di Kabupaten Pamekasan sudah cukup bagus bersama-sama Bawaslu Kabupaten Pamekasan menciptakan keadilan Pemilu di Kabupaten Pamekasan.This article presents data on the performance of the Bawaslu Pamekasan Regency in handling violations of the 2019 Election in Pamekasan Regency. Qualitative research with a descriptive-qualitative approach. The sampling technique used was purposive sampling. The result showed that in handling election violations, Bawaslu Pamekasan Regency had the authority to follow up on violations from two sources. First, violations which are findings, namely election violations were found based on the results of supervision of the Bawaslu Pamekasan Regency and its staff. Second, reporting violations, namely alleged election violations reported by the public to the Bawaslu Pamekasan Regency and its staff. Bawaslu Pamekasan Regency had brought justice in the implementation of the 2019 Election in Pamekasan Regency. First, it disciplines each APK to break at various points, from the smallest size nailed to a tree to the largest size installed by a paid Billboard. Second, all findings and reports are handled professionally based on existing rules and procedures. The people of Pamekasan Regency are also actively involved in overseeing every stage of the 2019 elections. The large number of community reports (22 reports) that came to the Bawaslu of Pamekasan Regency, showed that community involvement in Pamekasan District was quite good together with the Bawaslu of Pamekasan Regency creating Election Justice in Pamekasan Regency.
