AbstractWith the rapid decline of traditional media in China, the party-state faces the growing challenge of shaping public opinion online. This article engages with one response to this challenge – a state-sanctioned digital media experiment aimed at creating a new form of journalism that appeals to the public and helps to disseminate Party propaganda. We analyse the emergence of a national success story, Shanghai-based model media outlet Pengpai, and its diffusion across different regions. We argue that the synergy between local officials and media entrepreneurs has propelled Pengpai’s national fame. We further demonstrate that while there has been a cross-national attempt to diffuse this model, it has produced mixed results owing to a number of factors, including the superficial commitment of local officials and media professionals. These findings demonstrate that state-sanctioned decentralized experimentation can deliver unpredictable results in the sphere of media policy, and they further question the capacity of the party-state to effectively reinvent public persuasion in the digital age.

Media is one of the main actors of these struggles. In fact, political scandals have a constructive function in democracies because they help releasing corruptions. After scandals, the public get the opportunity to discuss on the legitimacy of political-legal institutions and political system. However, this discussion is not possible in the conditions of scandal politics. This study is interested in scandal politics and political scandals in the era of digital interactive media. It evaluates the maintaining role of traditional media in the era of digital media, and the potentials of digital interactive media to utilize the constructive functions of political scandals in democracies. The cases of WikiLeaks and Ashley Madison affair are used to evaluate the scandal politics and political scandals in the era of digital interactive media.

Previous research into social media crisis communication has tended to focus on use by emergency managers rather than other key stakeholder, critical infrastructure (CI) operators. This article adds to the field by empirically investigating public expectations of information provided by CI operators during crisis situations and if CI operators currently meet such expectations. It draws on key themes that emerged from a review of the literature on public expectations of disaster related information shared via social media. Then, it presents the results of an online questionnaire and interview-based study of disaster-vulnerable communities in France, Norway, Portugal and Sweden. Results indicate that members of the public expect CI operators to provide disaster related information via traditional and social media, but not necessarily respond to their queries on social media. Operators appear to meet public expectations of traditional media use, but should expand their current practices to include digital media. Recommendations for CI operators on how to do use social media follow.

Durch den digitalen Medienwandel ist der Begriff der Öffentlichkeit problematisch geworden. Die Debatte fokussiert sich zumeist auf die Frage, ob die sogenannte bürgerliche Öffentlichkeit durch das Internet im Niedergang begriffen ist oder eine Intensivierung und Pluralisierung erfährt. Rudolf Maresch zeichnet die berühmte Untersuchung der Kategorie durch Jürgen Habermas nach und zieht den von ihm konstatierten Strukturwandel der Öffentlichkeit in Zweifel. Dagegen verweist er auf die gouvernementalen und medialen Prozesse, die jede Form von Kommunikation immer schon gesteuert haben. Öffentlichkeit sei daher ein Epiphänomen nicht allein des Zeitungswesens, sondern der bereits vorgängig ergangenen postalischen Herstellung einer allgemeinen Adressierbarkeit von Subjekten. Heute sei Öffentlichkeit innerhalb der auf Novitäts- und Erregungskriterien abstellenden Massenmedien ein mit anderen Angeboten konkurrierendes Konzept. Mercedes Bunz konstatiert ebenfalls eine Ausweitung und Pluralisierung von Öffentlichkeit durch den digitalen Medienwandel, sieht aber die entscheidenden Fragen in der Konzeption und Verteilung von Evaluationswissen und Evaluationsmacht. Nicht mehr die sogenannten Menschen, sondern Algorithmen entscheiden über die Verbreitung und Bewertung von Nachrichten. Diese sind in der Öffentlichkeit – die sie allererst erzeugen – weitgehend verborgen. Einig sind sich die Autoren darin, dass es zu einer Pluralisierung von Öffentlichkeiten gekommen ist, während der Öffentlichkeitsbegriff von Habermas auf eine singuläre Öffentlichkeit abstellt. </br></br>Due to the transformation of digital media, the notion of “publicity” has become problematic. In most cases, the debate is focused on the question whether the internet causes a decline of so-called civic publicity or rather intensifies and pluralizes it. Rudolf Maresch outlines Jürgen Habermas's famous study of this category and challenges his claim concerning its “structural transformation,” referring to the governmental and medial processes which have always already controlled every form of communication. Publicity, he claims, is an epiphenomenon not only of print media, but of a general addressability of subjects, that has been produced previously by postal services. Today, he concludes, publicity is a concept that competes with other offers of mass media, which are all based on criteria of novelty and excitement. Mercedes Bunz also notes the expansion and pluralization of the public sphere due to the change of digital media, but sees the crucial issues in the design and distribution of knowledge and power by evaluation. So-called human beings no longer decide on the dissemination and evaluation of information, but algorithms, which are for the most part concealed from the public sphere that they produce in the first place. Both authors agree that a pluralization of public sphere(s) has taken place, while Habermas's notion of publicity refers to a single public sphere.

The future of journalism is being shaped by the convergence of technology and societal shifts. For indigenous language press in Africa battling to stay afloat amidst stiff competition from traditional media, the pervasive and rapidly encroaching digital transformation holds both opportunities and potential threats. Using a qualitative approach, this paper examined the implication of the shift to digital media for the future of the indigenous language newspaper in Africa and identifies opportunities for its sustainability within the framework of the theories of technological determinism and alternative media. The analysis indicates poor funding, shrinking patronage, and competition from traditional and social media as the major factors facing indigenous newspapers. It emerged that for indigenous language newspapers to thrive in the rapidly changing and technology-driven world they need to not only adapt to the digital revolution but also explore a business model that combines a futuristic outlook with a practical approach.

Background: Chikungunya is a vector-borne disease, mostly present in tropical and subtropical regions. The virus is spread by Ae. aegypti and Ae. albopictus mosquitos and symptoms include high fever to severe joint pain. Dhaka, Bangladesh, suffered an outbreak of chikungunya in 2017 lasting from April to September. With the goal of reducing cases, social media was at the forefront during this outbreak and educated the public about symptoms, prevention, and control of the virus. Popular web-based sources such as the top dailies in Bangladesh, local news outlets, and Facebook spread awareness of the outbreak. Objective: This study sought to investigate the role of social and mainstream media during the chikungunya epidemic. The study objective was to determine if social media can improve awareness of and practice associated with reducing cases of chikungunya. Methods: We collected chikungunya-related information circulated from the top nine television channels in Dhaka, Bangladesh, airing from 1st April–20th August 2017. All the news published in the top six dailies in Bangladesh were also compiled. The 50 most viewed chikungunya-related Bengali videos were manually coded and analyzed. Other social media outlets, such as Facebook, were also analyzed to determine the number of chikungunya-related posts and responses to these posts. Results: Our study showed that media outlets were associated with reducing cases of chikungunya, indicating that media has the potential to impact future outbreaks of these alpha viruses. Each media outlet (e.g., web, television) had an impact on the human response to an individual’s healthcare during this outbreak. Conclusions: To prevent future outbreaks of chikungunya, media outlets and social media can be used to educate the public regarding prevention strategies such as encouraging safe travel, removing stagnant water sources, and assisting with tracking cases globally to determine where future outbreaks may occur.

AbstractThe COVID-19 outbreak is asynchronous in US counties. Mitigating the COVID-19 transmission requires not only the state and federal level order of protective measures such as social distancing and testing, but also public awareness of time-dependent risk and reactions at county and community levels. We propose a robust approach to estimate the heterogeneous progression of SARS-CoV-2 at all US counties having no less than 2 COVID-19 associated deaths, and we use the daily probability of contracting (PoC) SARS-CoV-2 for a susceptible individual to quantify the risk of SARS-CoV-2 transmission in a community. We found that shortening by $$5\%$$ 5 % of the infectious period of SARS-CoV-2 can reduce around $$39\%$$ 39 % (or 78 K, $$95\%$$ 95 % CI: [66 K , 89 K ]) of the COVID-19 associated deaths in the US as of 20 September 2020. Our findings also indicate that reducing infection and deaths by a shortened infectious period is more pronounced for areas with the effective reproduction number close to 1, suggesting that testing should be used along with other mitigation measures, such as social distancing and facial mask-wearing, to reduce the transmission rate. Our deliverable includes a dynamic county-level map for local officials to determine optimal policy responses and for the public to better understand the risk of contracting SARS-CoV-2 on each day.

Availability of alternative information through social media, in particular, and digital media, in general, is often said to induce social discontent, especially in states where traditional media are under government control. But does this relation really exist, and is it generalizable? This article explores the relationship between self-reported online news consumption and protest participation across 48 nations in 2010–2014. Based on multilevel regression models and simulations, the analysis provides evidence that those respondents who reported that they had attended a protest at least once read news online daily or weekly. The study also shows that the magnitude of the effect varies depending on the political context: surprisingly, despite supposedly unlimited control of offline and online media, autocratic countries demonstrated higher effects of online news than transitional regimes, where the Internet media are relatively uninhibited.

Are political parties in young democracies responsive to the policy preferences of the public? Compared to extensive scholarship on party responsiveness in established democracies, research on party responsiveness in young democracies is limited. We argue that weaker programmatic party–voter linkages in post-communist democracies create incentives for parties to respond to their supporters rather than the more general electorate. Such responsiveness occurs in two ways. First, parties follow shifts in the mean position of their supporters. Second, drawing on the research on party–voter congruence, we argue that parties adjust their policy positions to eliminate previous incongruence between themselves and their supporters. Analyses based on a comprehensive dataset that uses expert surveys, parties’ manifestoes and election surveys to measure parties’ positions, and several cross-national and national surveys to measure voters’ preferences provide strong support for this argument.
