From Panic to Reconciliation: Protest Theatre and the State in Zimbabwe, 1999–2012

Between 1999 and 2008, Zimbabwe was in political and economic crisis. A number of theatre-makers responded by creating several different kinds of protest theatre. They did this to compensate for a media monopoly by the state, to promote active citizen engagement in politics, and to promote political change. This article first surveys developments in protest theatre at this time. It then draws attention to a brand of protest theatre that emerged after the crisis in Zimbabwe, after the formation of a Government of National Unity. Reconciliatory protest theatre, I explain, was concerned with issues of national healing and reconciliation which dominated the post-crisis situation in Zimbabwe. Whilst both the state and protest artists concurred on the fact that the nation ought to be healed and that reconciliation was needed, tensions emerged as to how the processes of healing and reconciliation were to unfold. By looking at two examples in detail, I explain how Zimbabwe's theatre artists viewed this issue, and how the state reacted.

The State reform is at the root of a deep mutation of institutions in Wallonia.  Indeed, the regionalist trend has increased. With this renunciation of the French speakers from Brussels, the two political parties, FDF and PRL, have decided to join their efforts in order to safeguard their interests. A lot of Walloons get worried about federal Belgium Kingdom. Being anxious to demonstrate their attachment to Belgium, they organize a unitary demonstration and thus show their affection to late King Baudouin, symbol of national unity. 1993 is also theyear of "juridical affairs". With the investigations about the murder of André Cools, some socialist politicians are harassed. Misappropriation of stolen securities, corruption, murder are the headlines in the newspaper almost wholeyear.  From an economic point ofview, the province of Hainaut region highly reached by the economic crisis gets some help from the European Community being called "Objective I Europe". In the educative field, the French speaking teaching is deeply modified.

In times of economic crisis, it is necessary for companies to create control and evaluation mechanisms that assist in the management of personnel and organizational organizations in order to overcome the crisis. The state of shock in performance evaluationprocesses has entered judicial decline in the western region of São Paulo state. The methodology consists of bibliographies, articles related to the theme and processes that compose the districts of the city of Presidente Prudente and region. The results were analyzed in the judicial recovery plan of the company under analysis, among the means provided in art. 50 of the law, only two items were contemplated, of the ten instruments to be applied. It is concluded that there is no installation of performance evaluation models in companies in which the crisis situation cannotbe considered judicial, limiting itself to simple actions and practices contemplated in the law.

This book is designed to remove Peter Kropotkin from the framework of classical anarchism. By focusing attention on his theory of mutual aid, it argues that the classical framing distorts Kropotkin's political theory by associating it with a narrowly positivistic conception of science, a naively optimistic idea of human nature and a millenarian idea of revolution. Kropotkin's abiding concern with Russian revolutionary politics is the lens for this analysis. The argument is that his engagement with nihilism shaped his conception of science and that his expeditions in Siberia underpinned an approach to social analysis that was rooted in geography. Looking at Kropotkin's relationship with Elisée Reclus and Erico Malatesta and examining his critical appreciation of P-J. Proudhon, Michael Bakunin and Max Stirner, the study shows how he understood anarchist traditions and reveals the special character of his anarchist communism. His idea of the state as a colonising process and his contention that exploitation and oppression operate in global contexts is a key feature of this. Kropotkin's views about the role of theory in revolutionary practice show how he developed this critique of the state and capitalism to advance an idea of political change that combined the building of non-state alternatives through direct action and wilful disobedience. Against critics who argue that Kropotkin betrayed these principles in 1914, the book suggests that this controversial decision was consistent with his anarchism and that it reflected his judgment about the prospects of anarchistic revolution in Russia.

The article analyzes the fiscal role of the excise tax on excisable goods (products) produced in Ukraine in the context of permanent changes in the tax legislative framework and within the framework of the global crisis through the coronavirus disease COVID-19. The concept of excise tax has been substantiated, a list of excisable products (goods) has been provided in accordance with legislative acts, the payers of this tax have been specified. The most important events and transactions that influenced the amount of tax revenues from excise tax are investigated. The authors believe that the main reason for the changes in the administration process and the receipt of the excise tax are the European integration transformations and the conditions of the global socio-economic crisis. Based on the difficult economic situation in the state, some legislative acts regulating the collection of excise tax from excisable products produced in the country were considered. It was revealed that a moratorium on the payment of excise tax was imposed on the territory of the studied state for a certain period. This event made its own adjustments to the proceeds from the payment of excise tax on excisable products (goods) produced domestically, and also allowed domestic producers to move from the place of economic stagnation. In Ukraine, they began to actively manufacture and sell antiseptic and disinfectants of their own production to protect citizens. According to the data of the State Treasury Service of Ukraine, the authors analyzed the indicators of tax revenues for each type of excisable products (goods) of domestic production. It was revealed from which products more tax was received during the study period. The main factors that influenced the receipts of excise tax from excisable goods produced on the territory of Ukraine in the period of 2019, as well as for 9 months of 2020, have been determined.

The author proves that the successful stability of independent Slovenia contributed to a number of factors, existing since its being incorporated in the SFRY. The factor, uniting the state has become the common goal – the aspiration to join the EU. The process of the European integration contributed to the modernization of a number of spheres, in particular social, cultural and economic ones. The global financial and economic crisis has revealed the turmoil in the economy of the state and its leadership was forced to gradually reduce a significant part of social privileges for the population. This caused the tension in the society and reduced the level of the national unity, having a negative impact on people’s wellbeing. However, since 2014, the Prime Minister M. Cherar has been trying to restore people’s trust in the state. The situation is getting better; indicators of trust in government are increasing, which also points to state capacity and political regime stability in Slovenia. ABSTRACT In the last ten years, Medellín, Colombia has undergone significant socioeconomic improvements and a reduction in homicides. By drawing from qualitative data collected in Medellín, this article shows how, despite these improvements, residents in the marginalized neighborhoods maintain a perception that the state is unable or unwilling to provide them with services, such as employment and order or social control. Criminal gangs in these neighborhoods appear to rely on, and even exploit, the weakness of the state, as they are able to get citizens to perceive them as more reliable and legitimate than the state. This article argues that it is important for Latin American policymakers to promote citizen engagement in the design and implementation of policies to reduce current levels of violence.

Zambia inherited a system of government and administration in 1964 which was ill-suited to the tasks of political development to which her new leaders were dedicated. What little national unity and mobilisation had been achieved in the independence struggle declined with the removal of the common enemy. The Government rested on a fragile base, without the support of agreed rules and practices to limit and contain conflict, and without adequate instruments available for the implementation of its policies. So the search began for a more suitable political system, which could cope with the new needs of independence, and provide for the stability of the state and the survival of the Government.

Public administration is carried out through the public service. Public administration is an instrument of the State which is expected to implement the policy decisions made from the political and legislative processes. The rationale of this article is to assess the working relationships between ministers and permanent secretaries in the Government of National Unity in Zimbabwe. The success of the Minister depends to a large degree on the ability and goodwill of a permanent secretary who often has a very different personal or professional background and whom the minster did not appoint. Here lies the vitality of the permanent secretary institution. If a Minister decides to ignore the advice of the permanent secretary, he/she may risk of making serious errors. The permanent secretary is the key link between the democratic process and the public service. This article observed that the mere fact that the permanent secretary carries out the political, economic and social interests and functions of the state from which he/she derives his/her authority and power; and to which he/she is accountable,  no permanent secretary is apolitical and neutral to the ideological predisposition of the elected Ministers. The interaction between the two is a political process. Contemporary administrator requires complex team-work and the synthesis of diverse contributions and view-points.

We examine the relationships between warfare, taxation, and political change in the context of the political unification of the Italian peninsula. Using a comprehensive new database, we argue that external and internal threat environments had significant implications for the demand for military strength, which in turn had important ramifications for fiscal policy and the likelihood of constitutional reform and related improvements in the provision of nonmilitary public services. Our analytic narrative complements recent theoretical and econometric works about state capacity.
