Abstract. It is a matter of current study to determine potential climate changes in different parts of the world, especially in regions like a basin which has the potential to affect socioeconomic and environmental issues in a defined area. This study provides a comparison between several climate change indices trends of two very different basins in Mexico, one located in the northern arid region (the Conchos River basin) and the other in the southern humid area (the Usumacinta River basin). First, quality control, homogenization, and completion of the missing data were applied before calculating the climate change indices and their respective trends for the combined period 1961–1994. A clear warming signal was found for the two basins in addition to an increment in the DTR, in agreement with other studies in Mexico. Also, the Conchos River basin was found to be more humid and the Usumacinta River basin drier, in accordance to a supposed seesaw behavior indicated in previous analysis.

It is known that the increase in air temperature from 1980 to present has dramatically changed the phenological periods of the plants in a large part of the world. In this study, the relationships between phenological periods of wheat plant, apple and cherry trees planted large areas in Turkey and climate change were investigated. In this study, the climate and phenological data for 1971-2012 period belonging to the General Directorate of Meteorology were used. The correlation coefficients between temperature and phenological data were calculated, and their trends were examined using Mann-Kendall trend analysis. In Turkey, positive temperature anomalies have been observed since 1994 until present days. Negative relationships were found between phenological periods of apple, cherry and wheat and the average temperatures of February-May period when the plants grow faster. This situation shows that the plants shift their phenological periods to the earlier times in response to the increasing temperatures. The trend calculated for harvest times of apple, cherry, and wheat are -25, -22, -40 days/100 years respectively. It was calculated that an increase of 1.0ºC in the temperatures of the February-May period will shift the harvest times of apple, cheery and wheat by 5, 4 and 8 days earlier respectively. Özet1980’lerden günümüze hava sıcaklıklarındaki artış, Dünya’nın büyük bir bölümünde bitkilerin fenolojik dönemlerini önemli ölçüde değiştirmiştir. Bu çalışmada Türkiye’de geniş alanlar kaplayan buğday, elma ve kiraz bitkilerinin fenolojik dönemleri ile iklim değişikliği arasındaki ilişkiler araştırılmıştır. Çalışmada Meteoroloji Genel Müdürlüğü’ne ait 1971-2012 döneminin iklim ve fenolojik verileri kullanılmıştır. Sıcaklık ile fenolojik veriler arasındaki korelasyon katsayıları hesaplanmış ve Mann- Kendall trend analizi ile eğilimlerine bakılmıştır. Türkiye’de 1994 yılından bu yana pozitif sıcaklık anomalileri bulunmuştur. Elma, kiraz ve buğdayın fenolojik dönemleri ile bitki gelişiminin fazla olduğu şubat-mayıs ortalama sıcaklıkları arasında negatif ilişki saptanmıştır. Bu durum bitkilerin artan sıcaklıklara tepki olarak fenolojik dönemlerini erkene kaydırdıklarını göstermektedir. Elma, kiraz ve buğdayın hasat tarihleri için hesaplanan trend sırasıyla-25, -22, -40 gün/100 yıl şeklindedir. Şubat-mayıs arası sıcaklıklarda 1.0°C’lik artışın anılan bitkilerin hasat tarihlerini sırasıyla 5, 4 ve 8 gün erkene kaydıracağı hesaplanmıştır.

As the effects of climate change increase in severity, organizations across the world are attempting to measures to mitigate these effects. In accordance with the Paris Agreement of November 2015, wherein participating nations agreed to restrict the increase in global temperature below 2 °C, Japan has formulated guidelines on creating adaptation plans that can be implemented by local governments. A Climate Change Adaptive Information Platform was also launched to promote understanding and cooperation by sharing information on climate risks. However, the literature on this topic lacks information related to the organization of requirements and challenges faced by municipal administrative officials that formulate adaptation plans. To address these issues, we examined the four municipal forums hosted at Hosei University to encourage administrative needs for new technological ideas in areas such as climate modeling and impact assessment. We used text mining on the transcripts of the various workshops conducted in these forums and attempted to understand the changes in discussions and to extract issues related to the formulation process. The results showed that various topics, such as creating adaptation promotion systems, assessing the impacts of climate change, formulating adaptation plans, communicating with related organizations and stakeholders, developing human resources, and capacity building, were discussed, and a need for information, procedures, and assistance was identified for the formulation of feasible adaptation plans. This study is expected to provide a useful reference to stakeholders involved in framing adaptation plans to mitigate the effects of climate changes, particularly at the municipal level.

Climate changes seriously affect people's daily life, extreme climate events continue to occur throughout the world during 1961-2008. This research 1961-2008 by 51 meteorological stations in Xinjiang, the precipitation and temperature data, show that rising temperatures continue to increase 0.08 degrees Celsius per year and precipitation continues to increase for the 0.71 mm per year in Xinjiang. Climate models were used PRECIS to simulate how the regional climate might change during the present century. The climate of Xinjiang was found to be likely to be even more problematic in the years 2080s than it is at present.

The localities of Opuntia humifusa (Cactaceae) in the continental part of Ukraine are described. All previous findings reported in Ukraine were made in the territory of the Autonomous Republic of Crimea, where the species sometimes behaves as a transformer and is threatening Crimea's natural phytodiversity. The first locality in continental Ukraine was discovered near Smila (Cherkasy Region) in a ruderal habitat; observations were conducted since 2015, the species increased the size of its population due to vegetative reproduction. The second locality was discovered in 2020 in Holosiivskyi National Nature Park (Kyiv), in a pine forest on a hill. There are also several localities, information about which is published in social networks and databases. Information of the range of the species is analyzed. Given the current understanding of taxonomy of the species, some records of its finds in Ukraine and in the world may belong to O. humifusa s. str. and, in some cases, to other species of the O. humifusa group. It is emphasized that O. humifusa can be expected in new localities. The species needs further monitoring of its distribution, especially in view of current climate changes that may promote its further spread.

This journal article describes main results of the OECD Annual Report published in 2018, titled “Review and evaluation of agricultural policy in 2017” for 51 selected countries in the world, including Vietnam. The report is closely prepared by MARD and OECD experts. The journal article emphasizes more on Vietnam by updating and adjusting data, information and policies in 2017 and 2018. The description presents the changing trend of agricultural policies applied in the world, considering whether this trend is in the direction of achieving sustainable productivity growth, environmental protection, and adaptation to climate change. On average in the last 20 years, trend of world policies has been better but far to catch above purposes. The development of international trade has made the commodity movement more freely and price gaps narrowed between countries and regions. This trend made agricultural markets developed more toward reflecting the scarcity of good and services. Average level of total agricultural supports has been reducing. Consequently, the world price indices and the total support have been converted between countries and commodities. However, the total agricultural support reduction is mainly in developed countries like OECD countries. Emerging and developing countries have increased their agricultural supports. Relative to GDP, the level of the total agriculture support in Vietnam has been reducing.Inside the total agricultural support, producer supports accounted 78% while general service support accounted only for 14%. Inside the producer support, market price support accounted for more than 50% in many countries. Payments based on outputs and inputs also accounted more than 50% in many countries. In Vietnam, the producer support is very small, negative level in 2015 and 2016 and became positive in 2017 and 2018. The agricultural producer support in 2017 is about 900 million USD. In the overall service support, many countries mainly invest in infrastructure construction, for example in Japan and Vietnam over 70%, while investments in other items are too small, for example that in Vietnam is only about 16%.In conclusion, OECD suggests that market price support should be reduced and finally eliminated. Similarly, output and input payments should be reduced and eliminated. Future policies should focus on general support service that helps producers to achieve sustainable productivity growth in the context of a changing and uncertain climate. OECD especially emphasizes on appropriate investments in research, together with efforts to ensure that the outputs of this research reach farmers. OECD also emphasizes on research that help producers to better manage risks including business risk, weather risk, and climate changes. Agricultural production and climate changes are strongly interacted. Future research should be the better co-operation between public and private sectors with the leading role of public sector. The future research should be co-operated more strongly between countries and regions because of the differences in histories, cultures, geology and climate.

AbstractCoal, especially the inertinite in it, is highly sensitive to climate changes, showing an obvious response to paleoclimate conditions, in particular, to paleo-oxygen concentration (pO2). In this study, the inertinite abundance data of typical coal-forming periods in China were systematically collected and analyzed. Its characteristics and control factors were studied, and its evolution was established. Based on inertinite abundance data, pO2 evolution curves of various coal-forming periods in China were established, which fluctuated between 15% and 30% during the entire Phanerozoic. The inertinite abundance in coal deposits during Paleozoic in China was basically consistent with that of other areas of the world, while it was quite different globally from the Mesozoic to the Cenozoic. The results show that the inertinite abundance in coal deposits is controlled by pO2 and other factors including climatic zones, plant differentiation, sedimentary environments, and tectonic activities. The inertinite abundance in coal deposits in China during the Jurassic was high, suggesting dry paleoclimate of inland China.
