The article presents current and prospective estimates of the climatic changes parameters and their contradictory impact on the productivity of the agrifood system in the country’s southern regions. In the period up to 2030-2050, against the background of an increase in heat supply and duration of crop season, a mixed arid-humid type of moistening will have been predicted with an increase in aridization towards an increase in the frequency of droughts, including soil ones, as well as increased harmfulness of certain types of agricultural pests and pathogens. A new climate-adapted paradigm of sustainable development of the agrifood system in the South of Russia, based on Climate-Smart Agriculture, is proposed. The priority measures of climatic adaptation of the agrifood system in the South of Russia are grounded in connection with the growth of the spacing of winter crops, heat-loving, fruit and berry crops, vineyards; water-saving and moisture-retaining technologies; phytosanitary measures for the prevention and control of climate-dependent pests; agrotechnical methods of increasing the adaptive potential of crops to climate change; climate-adaptive schemes for the use of pastures; engineering of highly productive and climate-resistant agrophytocenoses and agroecosystems. Measures to stimulate climatic adaptation of the agrifood system in the South of the Russian Federation should involve the development and inclusion in the sectoral State Program of the Russian Federation of the Adaptation of Agriculture of the Constituent Entities of the South of the Russian Federation to Climate Change pilot section with an annual competition of regional agro-climatic projects based on budget COFUND; financing farms for the implementation of climate-adapted and related agricultural activities, climate insurance.

The article analyzes the participation of the Russian Federation in international cooperation on the climate change prevention. Global climate change in terms of its impact on world economy is presented as a catalyst for multidirectional shifts in many sectors of economy. The adoption of international documents such as the United Nations Framework Convention on Climate Change (1992), the Kyoto Protocol (1997), the Paris Agreement (2015), and the 2030 Agenda for Sustainable Development (2015) are viewed as vital steps for regulating international cooperation in this sphere. Analyzing the provisions of the 2020 Climate Doctrine of the Russian Federation (2009), the authors emphasize the aspiration for international political and economic integration and deep economic interest in modernization as main factors, affecting Russian climate policy strategy. One of the mechanisms of implementing state policy in the field of environmental safety is the adoption of state regulation of greenhouse gas emissions and the consideration of these measures in the development of longterm strategies for socio-economic development. The authors urge for creating regional strategies for climate change prevention with necessary adjustment and adaptation to a specific region or constituent entity of the Russian Federation. In presenting the research results, the concept of “global warming potential” and the role of managing this potential in achieving sustainable development goals are disclosed. The authors argue that a significant contribution to the increase in greenhouse gas emissions is made by the production activities of the energy sector. Based on the data of the largest international companies (Chevron, ExxonMobil, ConocoPhillips, BP, PetroChina, Shell, Gazprom, LUKOIL, Rosneft), directions for reducing their negative environmental impact were determined, including the classification of tools for reducing greenhouse gas emissions. International practice analysis forms the necessary ground to elaborate the most promising modern tools for reducing greenhouse gas emissions by Russian oil and gas companies.

One of the main UN Summit 2015 outcomes is the adoption of global Sustainable Development Goals (SDGs) built on achievements of the Millennium Development Goals (MDGs) to guide the path of sustainable development in the world after 2015. World leaders gathered at the United Nations to take responsibility for the implementation of 17 Sustainable Development Goals – a truly universal and transformative global development agenda. The article analyzes main common features and distinctions of SDGs and MDGs. It addresses priorities for the 2030 Agenda on Sustainable Development and primary SDG targets. The SDGs are intended to go beyond the MDGs and apply in general terms to all countries, including developed states, emerging economies and developing countries. At the same time, examining the main achievements of MDGs on national and international levels, the authors stress their importance. SDGs provide a framework for every country to create focused and effective implementation strategies and plans within its own domestic context. The article demonstrates the importance for Russian Federation under its UN obligations to elaborate two documents: Sustainable Development Strategy of the Russian Federation and the 2030 SDGs adapted to national priorities. The authors develop main principles of SDGs adaptation to national priorities, conditionally dividing them into two groups: "internal" (combating poverty, education, health, sustainable production and consumption) – Russia has to realize them drawing on its own potential, and "external" (combating climate change, enhancing a global partnership for sustainable development) – Russia can play an important role in the world coordinating with other countries. The article, while demonstrating the importance of climate change issues for Russia after weather and climatic anomalies caused huge social, economic and ecological damages, discusses possible economic tools, such as carbon taxes, introducing the price of carbon, Stock Exchange for carbon trading. The article investigates two large components of global partnership support in international policy of the Russian Federation: financing the assistance to the international development, and forgiveness of considerable debts to developing countries. This article examines the issues and problems of ecology and climate change that concern an increasing number of people. In Russia, in particular, the attention of Russian companies and the government to the problem is increasing. Green finance is a tool that allows for a carbon transition to a green economy, providing extra-budgetary sources of funding for projects that provide this transition. To facilitate the transition of business to the principles of sustainable development, the Ministry of Industry and Trade of the Russian Federation has supplemented the compensation program for green bonds with green loans, and banks are developing new mechanisms to provide companies with a clear tool for cofinancing environmental projects.

The new phenomena of the world infrastructure practice are analyzed in the context of the paradigm of sustainable development. Special attention is paid to the conceptual and doctrinal design of new approaches to infrastructure development – the concepts of sustainable and high-quality infrastructure, responsible in-vestment. The efforts of the Russian Federation in this area are considered through the prism of the main trends in global infrastructure development. Conclusions are drawn about the key barriers that hinder the full-fledged development of the infrastructure complex, suggestions and recommendations are made on improv-ing approaches to the infrastructure development of Russia to achieve sustainable development.

Objective– analysis of epizootiological manifestations of natural focal infections in the territory of the south of the European part of the Russian Federation in 2017.Materials and methods. Statistical documentation data from the Rospotrebnadzor Administrations, Centers of Hygiene and Epidemiology in the constituent entities of the Russian Federation, and Plague Control Research Institutes and Stations were used. The information was processed using Microsoft Excel 2010 software.Results and discussion. Epizootiological survey for 19 nosological forms of natural focal infections in the territory of the south of the European part of the Russian Federation was conducted. The total of 70155 samples of field material was tested; markers of 14 pathogens of natural focal infections were identified. The circulation of Crimean-Congo hemorrhagic fever virus was revealed in 11 constituent entities, tularemia and Lyme borreliosis pathogens – in 8 entities, West Nile virus – in 7. Markers of leptospirosis, Q fever, human granulocytic anaplasmosis and human monocytic ehrlichiosis pathogens were detected in 6 constituent entities, markers of the agent of hemorrhagic fever with renal syndrome – in 5 entities; markers of intestinal yersiniosis pathogen – in 3 constituent entities of the Russian Federation, pathogens of tick spotted fevers group, tick-borne viral encephalitis and pseudotuberculosis – in 2. The circulation of the virus Sindbis was identified in the Rostov Region.
