With the rapid development of international carbon finance, the carbon finance market has already been developed worldwide, including China, and has a very good development potential in the future. This paper first introduces the background of carbon trading, analyzes the domestic and overseas carbon trading market, and studies the construction framework of China's carbon trading market. This paper also elaborates the analysis of global carbon trading market development status. Finally, the analysis of China's carbon trading countermeasures are provided as per the aforesaid analysis results.

The opportunities and challenges in the field of Chinese renewable energy were analyzed through the impact of global greenhouse gas (GHG) emission reduction trade, especially CDM on Chinese renewable energy, combined with the enhancement of awareness of voluntary emission reduction, relationship between emission reduction trade and renewable energy, changes in the international trade environment and the rise of the domestic trading system. It is suggested that the renewable energy industry integrates with GHG emission reduction trading system in China and explores the huge double benefit of emission reduction and income increase with market means, providing a reference for the smooth implementation of nationwide CN ETS including varies industries in the carbon trading market in the future, and striving for the speaking right for China to set the marketing price of international GHG emission reduction trading in the future.

Along with the rapid development of economy, China has become the leading emitter of greenhouse gases in the world. Carbon emissions trading system is an important tool and means to response to climate change effectively and reduce greenhouse gas emissions. At present, Chinese carbon trading market is still in its infancy, and there are many deficiencies: legal system is imperfect and carbon source monitoring regulation is lax, the variety of trading is single, China does not have pricing power of carbon emissions and the layouts of trading platform are not reasonable. Through using the implementation experience of the EU emissions trading system, we construct Chinese carbon trading mechanism based on total control principle: voluntary trading market should be carried out fist and mandatory transaction will be implemented when market condition is sufficient. According to the quotas allocation from free to auction, mandatory transaction shall be implemented in there stages.

Durban climate conference decided to continue the second commitment period of the Kyoto protocol, and announced to start Green Climate Fund, which provided great opportunities for the rapid development of the carbon trading market. The problem of grassland carbon sink has already received more and more attention from the countries all over the world, and the grassland carbon sink potential and value also got more attention from people. Xilinhot has abundant grassland resources and it is one of the main grasslands in Inner Mongolia. The huge carbon sink has important ecological function and also contains huge economic benefits. Based on the principle of additionality, this paper proposed the method of calculating the carbon sink potential of grasslands, and calculated and analyzed the carbon sink potential of degraded grasslands in Xilinhot. The results indicated that the existing huge carbon sink potential of Xilinhot grasslands was 0.733-0.869Tg C/a. According to the carbon sequestration cost price of afforestation cost method (260.9 RMB yuan / ton C), we estimated the value of grassland carbon sink was 191.2 - 226.7 million RMB yuan / year in Xilinhot.

In recent years, the world economy towards in the direction of low-carbon economy, which creates a new environment for the economic development. It is imperative to solve the problem of climate and develop low-carbon economy. This article mainly utilizes the literature material law, the comparative analysis, and the SWOT analysis. Firstly, this paper briefly introduces the international carbon trading market, the characteristics of the development of a global carbon market. Secondly, it uses the SWOT analysis to analyze the present situation of Chinese economic development under low-carbon economy. Finally, the author sums up enlightenments of the international carbon trading on China's economic development.

The Kyoto Protocol is the first international environmental agreement that sets legally binding greenhouse gas emissions (GHG) targets and timetables for Annex I countries. It incorporates emissions trading (ET), joint implementation (JI) and the clean development mechanism (CDM). From this perspective, this paper follows three aspects: (1) the global carbon trading market based on the principles of the Clean Development Mechanism (CDM) and the Kyoto Protocol, with special reference to Romania; (2) in the same time, the paper estimates the potential for Romania of the green investment scheme (GIS) under this Protocol. (3) Finally, the paper presents the National Framework Policy on CDM and GIS in Romania.

Since the establishment of the China (Heilongjiang) pilot free trade zone, the development of cross-border e-commerce with Russia has continued to increase speed and quality. With its geographical advantages and its comparative advantages in the Internet field, Heilongjiang Province promoted the rapid development of the Internet economy in Russia, fostered a new digital trade format represented by cross-border e-commerce, and promoted online and offline collaborative promotion of customs clearance logistics and financial services. The paper expounds foundation and development status of Heilongjiang Province’s cross-border e-commerce, analyzes in integrated development of digital economy with the Heilongjiang Province’s cross-border e-commerce with Russia, and further puts forward prospects and recommendations.

Research on military education under the rapid development and growth of armaments and equipment is booming. The field is continually gaining more key insights about this important and complex pedagogical problem. Academic interest on the systemic approach in the development of military education has consistently been a multidisciplinary effort. But perhaps systemic approach in pedagogic researchers are particularly well situated to be the leading voices on the public’s understanding of military education and many are heeding the call. With that responsibility in mind, in this paper, we offer to consider four elements of the educational process for the future of pedagogic research that we believe can help focus this line of inquiry to better ensure we address some of the most pressing problems. Based on critical assessments of the gaps in the literature, the paper cites the need to combine all elements of the educational process into a single system to achieve a focused result in the training of military personnel in educational institutions. Our list is not exhaustive, nor do we suggest that areas we do not cover are not important. Rather, we make these observations with the goal of spurring a conversation about the future of military education research, but especially a systemic approach in the development of military education.

The article researches on the development model of the National Public Information Sharing Platform for Transportation& Logistics (LOGINK), in which the author introduces the function orientation of the LOGINK. Based on the current development status of the platform, the article predicts the development trend in the future. Then, it analyzed the necessary of the transformation of the LOGINK’s development model. In order to ensure the sustainable development of the platform, this paper proposes that the development model should be changed from “Charity” to “Charity + Appreciation”. Lastly, the article gives a plan about the service model and profit model of the platform in the future.

Introduction. Mathematical methods and models are an effective tool for studying complex economic systems at different levels of enterprise management. Economic mathematical modelling is actively developing not only as a scien-tific field but also as a means of substantiating management decisions in business, in the analysis and forecasting of socio-economic processes and phenomena. In the arsenal of economic and mathematical modelling now are using- modern computing methods and computer technology. Libraries of economic and mathematical models are an integral part of the architecture of decision support systems in specific areas of the economy. The rapid development of computer technology stimulates the emergence and formation of new theoretical volumes and applied areas of modelling.Purpose. Like any large and complex field of knowledge, mathematical modelling is evolving in different direc-tions, acquiring new flexible research methods. Therefore, based on new hardware, technology and software platforms it is necessary to create new information systems using economic and mathematical models in particular for forecasting of enterprise activities.Results. The article analyses the methods of modelling and forecasting the enterprise, considers the principles of software design. Using systems analysis, the design problem was analytically divided into parts. Also were investigated the connections and relationships between these parts, in particular, were implemented the problem tree and the goal tree. Implemented business process modelling performs based on created structural-logical diagrams, namely the IDEF0 dia-gram, which helps to visually display data and information that affect software development, a server part, input data and users. Using the results of research, the authors developed an automated information system for modelling and forecasting the activities of the enterprise, which uses models of Holt, Brown, exponential smoothing and Box-Jenkins for modelling. Part of the developed system is a designed software product that implements the objectives of the research. The obtained program results allow creating a clear forecast of the future activities of the enterprise.Conclusions. Based on the built graphs of modelling and forecasting of the Cisco Systems company financial activity with using of the developed automated system, we established that the Brown model is the best for providing educational sampling and a forecast of activity. The development of the automated system in the future involves the expansion of functionality, improvement and increasing of quality, as well as the creation of powerful analytics for more detailed forecasting.
