As stated in Article 28 H Consitution on Republic of Indonesia 1945, that every person has rights of good and healthy environment, medical service. The needs of healthy environment in neighborhood is highly demand in a few years. People starts to realize the importance of living in a healthy way. The issue is how the role of governance to build a healthy environment, in order to fulfill the rights of good environment so the people can do the activity without pollution. Government has an important role to make regulations and must be an eco regulations which environment friendly and put the needs of healthy environment as top priority. The regulation of spatial area should be supported with the related regulations and implementation. There should be comprehensive regulations substantively due to the issue. The method of this article is normative approach by analyzed the related regulations and comparative approach. The conclusion is the government has to starts to make an eco regulations to fulfill the needs of healthy environment and regulate the reuse of environment in future.

This research raises the problem of the Citarum River which is increasingly being neglected even though the Provincial and Regional Governments have conducted various solutions at a significant cost. This should be a concern for us together and the community around the Citarum River Region in particular in general the people of West Java. In addition to the program that was launched, Dinas Lingkungan Hidup Kabupaten bandung Barat (DLH KBB) created an ecovillage program as a facilitator to the community directly with the aim of changing the mindset so as to maintain a clean and healthy environment. At this time civic responsibility is needed so that the programs organized by the government are successful and efficient. The problem to be examined is how the DLH program and the role of ecovillage in building the Citarum River civic responsibility are in line with the expectations and targets of DLH KBB program. The research method uses a qualitative approach by conducting observations, interviews with related sources both in the office, village head and community who are moving as ecovillage cadres. The results of community research still do not have full participation even to the awareness of civic responsibility due to various factors ranging from mindset, education, even daily work that hinders the success of the program.

In carrying out the tasks of government carried out by the government apparatus is essentially an emphasis on the function of government that is carried out. Based on the nature of the function of government (governmental power) as an active function in the sense of driving or controlling the life of the people and the state to realize the welfare of the people (welfare staat), and directed to the function of fostering and protecting the community, is the real reason for the role of government intervention in each sector social life, or in other words if it involves public interests, then there is also the implementation of government affairs which become the affairs and responsibilities of the government.

ABSTRACTThis article highlighted the role and policies of the government and its staff in carrying out the tasks or functions of community empowerment, including identifying the supporting and hindering factors in the community empowerment process. Community empowerment also has several principles in its implementation, namely awareness of the community, providing education and training, organizing, developing strengths, and developing dynamics (decisions in the hands of the community itself). Community empowerment is focused on various aspects related to people's lives as a nation's society, namely empowerment in the fields of education, economy, socio-culture, psychology, and politics in the era of the digital economy. Through literature studies and qualitative approaches aimed to examine and interpret the events related to policies and the role of government, then compare to Islamic governments in the past. In the era of Amirul Mukminin bin Al-Khattab as the second caliph, he ran the government firmly but was very sensitive to his people. The policies, that he issued, were for the benefit of the people, not only Muslims but also all citizens who live in the authority of Umar's caliphate. These policies in community empowerment during Umar's time should be interpreted in the current context. The era is known as the digital age, of course, it needs to modify the policies of the previous era so that they can be relevant and able to be implemented in real terms.Keywords: Government Policy, Community Empowerment, Digital Economy Era.ABSTRAKArtikel ini menyoroti peran dan kebijakan pemerintah dan jajarannya dalam menjalankan tugas atau fungsi pemberdayaan masyarakat, termasuk mengidentifikasi faktor pendukung dan penghambat proses pemberdayaan masyarakat. Pemberdayaan masyarakat juga memiliki beberapa prinsip dalam pelaksanaannya, yaitu penyadaran terhadap masyarakat, memberikan pendidikan dan pelatihan, pengorganisasian, pengembangan kekuatan, dan pengembangan dinamika (keputusan di tangan masyarakat itu sendiri). Pemberdayaan masyarakat difokuskan pada berbagai aspek yang berkaitan dengan kehidupan masyarakat sebagai masyarakat bangsa, yaitu pemberdayaan di bidang pendidikan, ekonomi, sosial budaya, psikologi, dan politik di era ekonomi digital. Dengan melakukan studi pustaka dan pendekatan kualitatif untuk menelaah dan menginterpretasikaan kejadian-kejadian yang terkait dengan kebijakan serta peran pemerintah dan membandingkannnya dengan pemerintahan Islam di masa lalu. Di era Amirul Mukminin bin Al-Khattab sebagai khalifah ke dua, ia menjalankan pemerintahan dengan tegas namun sangat peka terhadap rakyatnya. Kebijakan-kebijakan yang dikeluarkannya adalah untuk kemaslahatan umat, tidak hanya umat muslim tetapi juga seluruh warga yang berada dalam naungan kekhalifahan Umar. Kebijakan-kebijakan dalam pemberdayaan masyarakat di masa Umar tersebut patut diintepretasikan pada konteks sekarang. Zaman yang dikenal dengan zaman digital tentu perlu modifikasi kebijakan era dulu, sehingga dapat relevan dan mampu diterapkan secara nyata.Kata Kunci: Kebijakan Pemerintah, Pemberdayaan Masyarakat, Era Ekonomi Digital.

Összefoglalás. A tanulmány a Covid–19 pandémiára adott jogalkotói lehetőségeket és válaszokat elemzi, külön figyelmet fordítva a vonatkozó hazai jogfejlődésre. A szerzők elméleti síkon haladva, de gyakorlati példákkal szemléltetve értelmezik a hazai megoldásokat, amelyeket a pandémiás válság kezelésére alkalmaztak az államok. Az alkalmazott megoldásoknak kettős feltételnek kell megfelelniük: a jogállamisági és hatékonysági szempontoknak egyidejűleg kell érvényesülniük. A demokratikus intézményeknek mindebben aktív szerepük van, ugyanakkor lényeges a meghozott intézkedések politikai elfogadottsága is. Summary. The essay displays the possibilities and answers of the legislature and the Government of Hungary regarding the COVID-19 pandemic, with a special focus on the Hungarian constitutional traditions and development. The essay reaches out from the theoretical for practical reassurance primarily through solutions used in Hungary and secondarily in other European countries. Displaying the struggles of solution seeking in Hungary and other European countries provides a platform for a much-needed comparative approach. These practices must comply with two conditions: maintaining the rule of law and effectiveness, both of which have to prevail simultaneously. Like in the case of the delicate and ever balancing antiterrorist solutions of western democracies, two very different questions of ‘How can we survive?’ and ‘How can our way of life prevail in the end?’ must be answered with the same answer. The democratic institutions have a crucial role, and with that role these institutions have to be continuously active. In times of grave danger, with a real threat to human life, an emergency with the possibility of such a devastation that paralyses or eliminates state and society, the original role of democratic institutions to serve the people is enhanced. The political acceptance (legitimacy) of the emergency measures taken during the pandemic can make a great difference, but the question of legitimacy itself, favorable as it should be, need not be the most crucial question regarding emergency laws. Introducing emergency legislation is based on some level of real or anticipated threat. The focus and only real goal of emergency legislation, by definition, must always be ensuring the safe return to normal or peacetime legislation. So we can say with confidence that functioning democratic institutions provide a much better chance of a safe and timely return to normalcy and leaving pandemic restrictions behind.

This study contends that poverty is a global phenomenon and no nation is immune to the scourge it is capable of causing especially when determined and clear policy measures are not put in place to check the menace. The objectives that interrogates the nerves of this discourse is to assess the rate of poverty in Nigeria as well as examine the role of government in poverty eradication. Also, to identify the various initiatives that governments in Nigeria have put in place since the pre; through and the post Structural Adjustment Programme era of the nation. Findings from the study reveals that attitudinal response and approach of both the government and the governed is appalling. Also, there exist a sharp disconnect between the government and the governed which has resulted into policy formulations that fail to meet the yearning, demand and desire of the people. Meanwhile, it was established that political and policy instability, poor targeting mechanism and inadequate coordination among the existing three tiers of government have done harm to programme implementation. The paper makes contribution by providing information and it adopt secondary source of data gathering. It concludes by recommending strengthened relationship/ communication between the governments and the governed to ensure proper and adequate policies that will meet their targets are made as well as enforcement of initiatives of governments directed at reducing poverty.

Every State wants a condition in which the people have a prominent level of welfare and prosperity, because that condition can reflect how a state has been successful in carrying out its development. The existence of development that can lead to prominent level of welfare and prosperity, certainly, shows the success of a state in achieving the state's goals. But in practice it is often found that the people of a state do not have a prominent level of welfare and prosperity due to the unprotected rights of the people. The lack protection rights of the people are one form of social problems; which of course requires a very fast handling. Therefore, in general, every state tries, so that the protection rights of the people can be fulfilled. Similarly, for the state of Indonesia, the protection of communal customderived land rights (ulayat rights) of indigenous peoples is one of the tasks that must be fulfilled by the government. The effort is not easy; therefore, needs a thorough study to overcome the problem. The method used in this research is a normative juridical method. The results of the study, indicate the role of government in regulating the recognition forms of the rights of indigenous peoples, especially, communal custom-derived land rights of indigenous people. In addition, there are various substances of legislation that must be regulated in order to recognize communal custom-derived land rights of indigenous people such as how to recognize indigenous peoples, their recognition procedures, indigenous peoples' obligations, and dispute resolution mechanisms. Finally, regulation about recognition of indigenous peoples is expected to have an impact on the economic development of indigenous peoples itself.

One of the social problems that often arise in urban areas is a waste problem. Waste problem is basically caused by many things, such as the lack of good waste management, the behavior of a society that is still low in maintaining hygiene and environmental health, as well as the growing population, thus adding of waste produced by households. Waste management in the region, will involve communities, government, NGOs and the private sector. But in Trenggalek, the absence of private parties who participated in addressing rural waste. Waste management in Trenggalek handled by the government and the people who lead the waste pelayananaan less than optimal or not in accordance with existing regulations. The aim of this study was to assess the extent to which institutional role in waste management in Trenggalek, in creating a healthy environment, berhindar of soil and water pollution caused by garbage. The analysis in this study was performed using Pearson correlation analysis, crosstab analysis and scale analysis. Results from this study were 1) Waste in Trenggalek differentiate into 2 (two), namely organic and inorganic waste, the most dominant is the leaf litter and food waste amounted to 81.30%. 2) Institute for waste management there are only two (2) institutions, namely the government and society. 3) Waste management in Trenggalek done by way of being transported by a janitor, burned and dumped into the river. 4) The role of each institution shows that government plays an important role in waste management in Trenggalek. 5) Based on the analysis of the correlation between institutional waste management indicates that the government has a weak relationship with the community, so that waste management is less than optimal.

This study aimed to describe the role of government-community on the development in the Sedati Gede Village, Sidoarjo Regency and its supporting and inhibiting factors. This research used qualitative descriptive method. The informants in this research are Head Village (as key informan), village government, Karang Taruna and citizen. Technique data is collected by triangulation (combined), data analysis is inductive, and qualitative research results further emphasize the significance rather than generalization. The results showed that the government's role in the development of Sedatigede village was quite good and balanced. Their cooperation was mutualistic which the parties involved in understanding the position and role in rural development. The village government got the role in facilitating community and provides good guidance to the public about the purpose of the development to be carried out. Society plays a role in contributing ideas, power, and material in succession of development. Meanwhile, the supporting factors in this cooperation used human society approach and they had a good understanding of the position and its role in development. In addition, the inhibiting factor is the lack of public awareness on environmental hygiene as well as the persistence of the notion that the government was subordinate to the people and objects in development supervision.

This chapter examines Article II of the Oklahoma constitution. Compared with other states in existence when Oklahoma’s constitution was written, Oklahoma’s contained a moderate list of rights. With few exceptions, these rights are similar, if not identical, to those found in the U.S. Constitution. The first two sections are theoretical statements concerning the role of government. These express ideas similar to those found in the Declaration of Independence. Indeed, Sections 1 and 2 explicitly recognize that the government is founded on popular consent and may be changed when the people consent to such changes. Among the “rights” not in the U.S. Constitution are: prohibition of imprisonment for debt; indictment by information; procedures for punishing for contempt; and regulations concerning the availability of corporate records to public inspection.

The government plays an important role in ensuring the country’s development.  Similarly, for a province; the government of a province should take actions to improve the quality of the province. However, besides the government there are the role of civil society organizations that could not be ignored. If the government and civil society organizations’ perspectives are contradicting to each other, community will be living in ambiguous situation; there could be some of the community will choose to be in the civil society organizations’ sides, or in support to the government. This essay will describe how the people in Aceh Province in Indonesia has experienced various challenge because of there were some contradictions between the government and certain civil society organizations. Therefore, it is necessary to have good cooperation between government and civil society organizations. Although the civil society organizations will act as oppositions or partners of government, but it should synergy with the main aims should be for the better life of the people; community development.  Keywords: government, civil society organizations, community, development
