Based on the nature of the function of government (governmental power) as an active function in the sense of driving or controlling the life of the people and the state to realize the welfare of the people (welfare staat), and directed to the function of fostering and protecting the community, is the real reason for the role of government intervention in each sector social life, or in other words if it involves public interests, then there is also the implementation of government affairs which become the affairs and responsibilities of the government.

ABSTRACTThis article highlighted the role and policies of the government and its staff in carrying out the tasks or functions of community empowerment, including identifying the supporting and hindering factors in the community empowerment process. Community empowerment also has several principles in its implementation, namely awareness of the community, providing education and training, organizing, developing strengths, and developing dynamics (decisions in the hands of the community itself). Community empowerment is focused on various aspects related to people's lives as a nation's society, namely empowerment in the fields of education, economy, socio-culture, psychology, and politics in the era of the digital economy. Through literature studies and qualitative approaches aimed to examine and interpret the events related to policies and the role of government, then compare to Islamic governments in the past. In the era of Amirul Mukminin bin Al-Khattab as the second caliph, he ran the government firmly but was very sensitive to his people. The policies, that he issued, were for the benefit of the people, not only Muslims but also all citizens who live in the authority of Umar's caliphate. These policies in community empowerment during Umar's time should be interpreted in the current context. The era is known as the digital age, of course, it needs to modify the policies of the previous era so that they can be relevant and able to be implemented in real terms. July 12, 1889 Alexander III approved the draft law according to which “Regulations on territorial chiefs” was published. As of 1913, county congresses and governorate presences and territorial chiefs were introduced in forty-three governorates of European Russia, including the Tambov Governorate. The need for a new body of state control was due to the lack of a strong governmental power close to the people. The autocracy introduced this institute with the aim of restoring the landlords’ power over the peasant world, lost as a result of serfdom abolition in 1861. The powers of territorial chiefs were extensive: administrative, judicial, oversight, including control over the activities of peasant rural and volost institutions. However, over time, the functions of territorial chiefs were changed in comparison with what was originally written in the Regulation. We focus on issue of territorial chiefs participation in the political sphere of the state. The main sources for this research were data from the State archive of the Tambov Region. The government gave territorial chiefs the control of the peasant’s life from all sides, but due to circumstances, they were also drawn into the political processes of the state, especially at the beginning of the 20th century. We show that territorial chiefs were obedient executors of government policy, which was carried out in the counties, which was not at all provided for in their main functions. We investigate territorial chiefs’ role in the work of the State Duma. Thus, in the presence of different functions directions, we could hardly expect a positive effect from the institute as a whole.

Rural Development is viewed as strategy to bring improvement in the economic, political and social life of the rural people. The participation of people in rural development is a must because the developmental activities have to be carried out by the government along with their cooperation. The local government is considered as an instrument of development and welfare programmes. The full benefit of democracy can be realized only when there is true devolution of both power and resources down to the grassroots. Arunachal Pradesh, predominantly a tribal state with more than 26 major tribes and several dozen of minor groups fulfilled the constitutional requirement of institutional arrangement for decentralisation with formulation of Arunachal Pradesh Panchayati Raj Act, 1997 by replacing the NEFA (North Eastern Frontier Agency) Panchayati Raj Regulation, 1967. However, people still suffer from socio-economic backwardness and yet to reap the benefit of devolution of power to the people. Hence, the study is an attempt to analyse the role of panchayati raj institutions in rural development and perception of the rural locals in three districts of Arunachal Pradesh.

This chapter examines Article II of the Oklahoma constitution. Compared with other states in existence when Oklahoma’s constitution was written, Oklahoma’s contained a moderate list of rights. With few exceptions, these rights are similar, if not identical, to those found in the U.S. Constitution. The first two sections are theoretical statements concerning the role of government. These express ideas similar to those found in the Declaration of Independence. Indeed, Sections 1 and 2 explicitly recognize that the government is founded on popular consent and may be changed when the people consent to such changes. Among the “rights” not in the U.S. Constitution are: prohibition of imprisonment for debt; indictment by information; procedures for punishing for contempt; and regulations concerning the availability of corporate records to public inspection.
