This chapter examines Article II of the Oklahoma constitution. Compared with other states in existence when Oklahoma’s constitution was written, Oklahoma’s contained a moderate list of rights. With few exceptions, these rights are similar, if not identical, to those found in the U.S. Constitution. The first two sections are theoretical statements concerning the role of government. These express ideas similar to those found in the Declaration of Independence. Indeed, Sections 1 and 2 explicitly recognize that the government is founded on popular consent and may be changed when the people consent to such changes. Among the “rights” not in the U.S. Constitution are: prohibition of imprisonment for debt; indictment by information; procedures for punishing for contempt; and regulations concerning the availability of corporate records to public inspection.

Community empowerment also has several principles in its implementation, namely awareness of the community, providing education and training, organizing, developing strengths, and developing dynamics (decisions in the hands of the community itself). Community empowerment is focused on various aspects related to people's lives as a nation's society, namely empowerment in the fields of education, economy, socio-culture, psychology, and politics in the era of the digital economy. Through literature studies and qualitative approaches aimed to examine and interpret the events related to policies and the role of government, then compare to Islamic governments in the past. In the era of Amirul Mukminin bin Al-Khattab as the second caliph, he ran the government firmly but was very sensitive to his people. The policies, that he issued, were for the benefit of the people, not only Muslims but also all citizens who live in the authority of Umar's caliphate. These policies in community empowerment during Umar's time should be interpreted in the current context. The era is known as the digital age, of course, it needs to modify the policies of the previous era so that they can be relevant and able to be implemented in real terms. This study explores the interplay between public measures adopted by the U.S. government to combat COVID-19 and the performance of the American hospitality industry. The recent global pandemic is a natural experiment for exploring the role of government interventions and their direct impact on hospitality stock returns in the U.S. financial market. Overall, our findings show that most of the government interventions were associated with a negative response in the returns of the hospitality industry, a response that became more negative as the COVID-19 pandemic evolved. Similar patterns were also detected for other industries such as entertainment and transportation that are closely related to hospitality. The findings we document are fundamental to understanding the trends and fluctuations in hospitality stocks in the current crisis and any similar crisis in the future.

The scope for involving private capital participation in wastewater treatment and pollution control is attracting attention in a number of countries. After noting briefly some influences giving rise to this trend, this paper discusses frameworks in which such participation may be developed. In some aspects, there are choices available and it is essential to shape the private participation appropriately to the community's situation and problems, with due recognition of the hazards also involved. In other aspects, policy choices are more constrained, and there are requirements which it is suggested all private participation frameworks should provide for as clearly as possible. Effective private participation generally depends on re-designing and strengthening the role of government as the scale of its former role is reduced. Getting this re-design of the government role right is at least as important as making appropriate choices for format of private participation.

To the dismay of today's social progressives, the Argentine Catholic church addresses the moral situation of its people but also shies away from specific political positions or other hint of secular involvement. At the beginning of the twentieth century, the church set out to secure its place in national leadership by strengthening religious institutions and withdrawing clergy from politics. The church struggled to overcome a heritage of organizational weakness in order to promote evangelization, that is, to extend its spiritual influence within Argentina. The bishop of the central city of Córdoba, Franciscan Friar Zenón Bustos y Ferreyra (1905-1925), reinforced pastoral care, catechesis, and education. After 1912, as politics became more heated, Bustos insisted that priests abstain from partisan activities and dedicate themselves to ministry. The church casts itself in the role of national guardian, not of the government, but of the faith and morals of the people.
