In general, the state of seed production in Kazakhstan can be characterized by the following figures. According to Kostanay branch of Kazakh research Institute of mechanization and electrification of agriculture total requirement of seeds is around 2 million tons. These farms provide 70% of the Republic'sfarms with seeds, the remaining 30% are imported from Russia. The studies have shown that all grain-producing regions of Kazakhstan can be classified into three categories according to the annual gross grain harvest, respectively, 16; 15; 3.26 and 2.9 million tons. It is advisable that typical seed farms have the following characteristics: in the first category of regions — the average area of one farm — 2.8 thousand hectares, the average annual grain harvest — 8.06 thousand tons, agro term — 10 days, the required total seed collection -1.78 million tons for all seed farms in the amount of 220 units. Accordingly, in the second category of regions — 1100 hectares; 2.82 thousand tons; 9.5 days 360 thousand tons and 128 units. In a third category — 322 hectares of 1.02 million tons, or 9.1 days, 320 thousand tons and 312 units. Total number of typical specialized farms should be approximately 660 units.

Research work was carried out in the State University "Transnistrian Research Institute of agriculture" in film greenhouses (spring-summer and summer turnover) and in the open field on the trellis. The aim of the work is to study the source material and create promising lines of cucumber with high parthenocarpic ability, yield and resistance to downy mildew to obtain on their basis heterosis hybrids of cucumber of universal type for various crop rotations. To achieve this goal in 2013-2017 the following tasks were identified: to study the collection samples and to identify the most resistant to downy mildew; to evaluate the source material and select the stable forms; to study the combinational ability of the main features and properties of the parent forms of cucumber hybrids (parthenocarpy, yield, disease resistance); to study the variability and inheritance of the main useful features and properties; to test promising cucumber hybrids for economically valuable traits and properties. The standards were hybrids Enthusiasm (selection RF) and Claudia (Dutch selection). In order to create a source material of parthenocarpic hybrids of cucumber resistant to peronosporosis, 20 samples of breeding material from different countries of origin were studied in the closed and open ground. Four maternal and six paternal forms, as well as eighteen large-humped hybrid combinations were evaluated by the topcross method according to the complex of economically valuable traits and properties. And full diallele the scheme of the seven lines and forty-two tuberculate hybrid combinations. The regularities of variability and signs manifestation in the first generation of hybrids are studied. Given information about the inheritance of the trait of resistance to downy mildew is a promising parthenocarpic hybrid combinations of cucumber created in the Transnistrian agricultural research Institute. Highlighted is sixty-six hybrid combinations of cucumber. Three samples that showed high resistance to downy mildew, was submitted to the State varietal Inspectorate of the Republic of Moldova and Transnistria under the name Condor, Orlan and Shegol.

The „Law on Archives" (2008) and corresponding bylaws regulate issues related to managing records of their custodians/creators and the Archives of the Republic of Srpska, but the conditions that custodians/creators must fulfill in order to be classified into one of the categories are not precisely defined. The obligations of custodians/creators of records should depend on the category into which the creator of records is categorized. Two years after the „Law on Archives" was published, the "Rules on the conditions and methods of transferring public archival material between the creators and the Archives of the Republic of Srpska" mention creators of category I, II and III, and the "Rules on the categorization of archival fonds" specify conditions that creators must fulfill to be categorized to category I. Six years after these two Rules were published (2010), the appraisal of creators of the first category was done. The first category relates to creators which create archival records of importance for history and other sciences, for culture in general and also for other social needs of the State. The Archives of the Republic of Srpska has made the appraisal of public records creators as bearers of certain functions within their activities. The paper presents the process, goals and significance of categorisation/appraisal of creators from the experiences of the Archives of the Republic of Srpska.

The aim of our research was to study the consumer properties of six varieties of tomatoes bred in the Russian federation. The following tasks were solved to achieve the desired goal: research of the commodity characteristics of tomatoes, studying the safety of tomato varieties, and carrying out an organoleptic assessment of the samples under study. We studied six hybrids, namely ‘Mobil’, ‘Bulat’, ‘Dubok’, ‘Rosalina’, ‘Volgogradets’, and ‘Lakomka’ that were cultivated in the Republic of Crimea. Breeding work was carried out on the experimental fields of the FSBSI “Research Institute of Agriculture of Crimea” in the Department of Breeding and Seed Growing of Vegetable and Melon Crops. Based on our studies, tomato varieties ‘Rosalina’, ‘Lakomka’ and ‘Bulat’, which are high in quality and excellent in taste, are recommended for cultivation in the Republic of Crimea.

A retrospective analysis of the state of sugar beet seed production in the Krasnodar Territory has been carried out. The problems are reflected and the factors of intensification of the seed-growing process are named as a necessary condition for the restoration of domestic seedgrowing and an increase in the proportion of seeds of the Kuban selection in the crops of sugar beet in the North-Caucasian region. The results of production testing of sugar beet hybrids selected by the FSBSI “Pervomaysky Selection und Experimental Station of Sugar Beets” in 2019-2020 are presented.

Описаны технологические особенности процесса семеноводства, представлен видовой состав болезней и вредителей семенных растений в условиях исследований.The results of the original primary seed growing of root crops in cells at breeding and seed production centre of Poisk Agro Holding (Ramensky district, Moscow region) are given. Technological peculiarities of the process of seed production, species composition of pests and diseases of seed plants in terms of research are presented.

This article discusses the general characteristics of the electoral system of Kazakhstan by the example of elections of the President of the Republic, the Senate of the Parliament of Kazakhstan and deputies of the Mazhilis. The features of dividing this system into majority and proportional are also disclosed. The article analyzes the features of the appointment and conduct of elections and the principles on which they are based. It is also shown how the active activity of the state in the field of legal education of young people and their familiarization with the electoral system affects the high participation rates of citizens in elections.

Water plays a very important role in supporting human life and other living beings as goods that meet public needs. Water is one of the declared goods controlled by the state as mentioned in the constitution of the republic of Indonesia. The state control over water indicated that water management can bring justice and prosperity for all Indonesian people. However, in fact, water currently becomes a product commercialized by individuals and corporations. It raised a question on how the government responsibility to protect the people's right to clean water. This study found that in normative context, the government had been responsible in protecting the people’s right over the clean water. However, in practical context, it found that the government had not fully protected people's right over clean water. The government still interpreted the state control over water in the form of creating policies, establishing a set of regulations, conducting management, and also supervision.

The article is devoted to the analysis of interethnic relations in Bosnia and Herzegovina (BiH) in the 1940s and 1960s. The article is based on materials from the archives of BiH, Croatia, Slovenia, Yugoslavia. The documents show the state of affairs in the Republic – both in the economy and in ideology. In one or another way, all of them reflect the level of tension in the interethnic relations. For the first time, the article presents the discussion on interethnic relations, on the new phenomenon in multinational Yugoslavia – the emergence of a new people in BiH under the name of “Muslim”. The term “Muslims” is used to define the ethnic identity of Bosniaks in the territory of BiH starting from the 1961 census.
