The disturbed balance of the “society-nature” system has led to the fact that the production of output usually involves environmental pollution. The reason is that most technological processes are far from perfect and involve formation of intermediate substances or end products that do not participate in further production process and consequently become waste. Therefore, the authors analyze the methodological approaches of integrated environmental and economic assessment of environment protection measures during the construction of gas industry facilities, which is a relevant issue in terms of ecology. The authors claim that the extraction of fuel and energy resources disrupt the biogeocoenosises’ components during the survey, development and exploitation of deposits, leading to the manifestation of dangerous natural management processes and destruction of flora and fauna. Therefore, the environmental-economic mechanism for the formation of environmental measures during the construction of gas facilities should be improved within the framework of the strategy of sustainable economic development of society and ensuring its environmental safety. Analysis of methods for assessing the environmental and economic impact of gas industry enterprises on the environment has shown that enterprises need further instrumental and methodological improvement.

The paper analyzes the methodological approaches to the sole environmental-economic estimation of natural measures. The issues of the improvement of environmental-economic mechanism and ensuring environmental safety towards the formation of ecological measures in the construction of oil-gas objects within SOCAR strategy of steady economic development have been studied, the analysis on the waste management within SOCAR carried out and as a result of conducted research, the priorities in the spheres of environmental protection and rational nature management of business entities in the oil-gas industry specified as well.

Presented the results of calculations of emissions of pollutants into the atmosphere from heat sources and their comparison with the permissible values for Lake Baikal basins. The ecological ranging of the territory made it possible to determine the areas of greatest emissions: Slyudyansky, North Baikal and the town of Severobaikalsk. As potential directions to reduce anthropogenic impact from heat source proposed: improving the system for cleaning off gases: transition to more environmentally friendly energy carrier medium, as well as renewable energy sources. For each of the directions of environmental protection measures, the areas of rational use were identified and the reduction of emissions of harmful substances into the atmosphere during their implementation. Considered only the possible environmental effect from the introduction of particular direction to reduce the impact on the atmosphere of thermal power facilities, without taking into account the technical and economic assessment of environmental measures, the identification of legislative measures, the development of preferential tariffs, energy prices and other financial and economic mechanisms.

During the analysis of legislation, regulations and their practical implementation we identified problems of maintaining the required level of environmental safety of agricultural land use. In this regard, the incentive of environmental measures implemented by economic entities in the agricultural sector is essential both by the state and through the intensification of private initiative. It is substantiated that due to the competent combination of parameters and tools of the regulator, landowners and land users will honestly comply with the requirements of environmental safety in land use. It is proposed to introduce changes to the legislation with a clear definition of the sources, grounds, procedure for compensation payments for implementation of environmental protection measures by agricultural land use entities. It is expedient to intensify the system of joint funds for restoration, reproduction and protection of agricultural lands.

Introduction. Development bank loans for environmental projects in Ukraine must be based on understanding and evaluating the increased risks that they objectively characteristic that may be attributed to unusual risks. An important element of financial security implementation of environmental policy should be the insurance of environmental risks. Environmental situation requires an expansion of traditional as well as search and introduction of new types of insurance, including insurance operating environmental projects from the risk of failure to achieve certain environmental effects. Purpose. Substantiate need for credit insurance and environmental measures as additional tools extrabudgetary funding projects to preserve the environment. Results. The theoretical and methodological approaches to project environmental security, based on insurance against the risk of inability to achieve projected environmental effects, based on the principles of mutual benefit and economic interest of the insured in improving their own environmental safety and to determine the damages as compensation for the losses incurred in connection ‘connection with failure to insured stated in the implementation of environmental projects. Conclusion. It is noted that the important criteria for evaluation of banking risks in this sector are: compliance with Environmental Project national, regional, sectoral objectives and development programs; scientific and technical level of the project; quality of corporate and regional management in the field of environmental protection.

Current assessments of sustainability are based on traditional indicators and need to be adjusted. The article analyzes the factors of environmental management efficiency and shows the interdependence of ecosystems’ state and economic development on example of the Baikal natural area. The development of economic activity in the region largely dependson the ability to use the water resources of the lake Baikal, which is experiencing a significant anthropogenic load, and the basis for the regulation of natural resources are prohibitive and restrictive mechanisms that do not take into account the interests of the local population. The article proposes approaches to improving the assessment of development, taking into account the socio-economic and environmental indicators of the Baikal natural area.

Постановка задачи. Ставится вопрос о необходимости развития методологических подходов градостроительного проектирования на микротерриториальном уровне, направленных на создание комфортной и безопасной среды жизнедеятельности в городах и поселениях. Результаты. Получила развитие методология разработки проектов планировки территории - градостроительной документации элементов планировочной структуры (кварталов, микрорайонов, жилых районов) - на основе разрабатываемой в РААСН парадигмы биосферной совместимости городов и поселений, развивающих человека. Предлагается методика оценки вариантов проектов планировки на основе сравнения четырех блоков индикаторов: экологической безопасности жилых территорий, пространственно-территориальных ресурсов, структурно-планировочной и архитектурной организации территории и обеспеченности городскими функциями. По каждому из этих блоков определен необходимый и достаточный состав индикаторов оценки проектных решений. Показаны перспективы развития количественной оценки проектных решений с использованием принципов парадигмы биосферной совместимости на микротерриториальном уровне. Выводы. Выполненная численная оценка проектных решений жилых кварталов показывает прежде всего социальное с точки зрения предоставления необходимых условий жизнедеятельности и развития человека содержание проектов планировки территории, а также их экологический императив. Statement of the problem. The question is raised about the need to develop methodological approaches to urban planning at the microterritorial level aimed at creating a comfortable and safe environment for life in cities and settlements. Results. The authors propose a methodology development project plan for the area - planning documentation of the town-planning elements of the planning structure (blocks, neighborhoods, residential areas) based on the paradigm developed in RAACS of biosphere compatibility of man-made cities and settlements. The method of evaluating variants of planning projects based on a comparison of four blocks of indicators: environmental safety of residential areas, spatial and territorial resources, structural planning and architectural organization of the territory and provision of urban functions. For each of these blocks, the necessary and sufficient composition of indicators is determined, which are calculated based on the design solutions. The prospects for the development of quantitative evaluation of design solutions using the principles of the biosphere compatibility paradigm at the microterritorial level are shown. Conclusion. The numerical evaluation of the design solutions shows the social content of the territory planning projects and reflects the decisions on the urban environment of the city.

This article describes the objectives and methods of ecological environment management and sustainable environmental management at the regional level and with the impact of economic instruments. The optimum solutions to environmental management problems with a view to preserving natural resources and the reduction of risk of harm to the ecological environment were examined. Based on the analysis of conceptual approaches to the formation of the economic mechanism for ensuring environmental safety, the fundamental principles of the formation of this mechanism in Kazakhstan have been determined. On the basis of scientific research, measures are proposed for the effective operation of the economic mechanism of environmental management in Kazakhstan, which ensures the competitiveness of national products in the domestic and foreign markets, overall economic stability and national welfare in general.
