A large number of large industrial cities around the world are characterized by the presence of industrial sites in the Central part of the city and areas close to the center. A significant part of these zones have lost their relevance and are not used as production facilities, but function as rental businesses. The relevance of the study considered in this article is due to the need to create an organizational and technological model for the development of project documentation for the redevelopment of industrial facilities in the absence of Federal and regional programs in Russia that affect this area, as well as the lack of a regulatory framework for regulating the activities of project organizations that develop the above projects. The article deals with the General principles of developing an organizational and technological model that allows evaluating and optimizing the designer’s activity when repurposing industrial objects, as well as aimed at improving the design processes of such objects. For scientific, methodological and system-technical bases of designing organizational structures of enterprises and organization of production processes of modeling re-profiling of industrial territories, it was necessary to solve the following tasks: study and generalization of foreign and domestic experiences of redevelopment of industrial zones; identification of actual problems in the design of redevelopment of industrial territories; study of factors that affect the effectiveness of the designer; establishing the degree of influence of the identified factors on the quality of the project documentation produced. The parameters and organizational principles described in the article are taken into account when re-profiling industrial objects in the urban environment of large Russian megalopolises.

Bekasi Regency is the area with the largest industrial area in Southeast Asia, where there are 16 industrial areas with relatively large land area. In addition, there are also seven large industrial zones or industrial zones on an international scale, in line with this, the problem of public service delivery in the Bekasi District Government must be carried out properly to the public. In optimizing the public services, various innovative ideas and ideas are needed to create synergy and efficiency in the provision of these public services. In this study, the innovation system is a unified component that influences the direction of development and speed of innovation, diffusion, and learning processes in the development, mastery, advancement and application/utilization of science and technology. How sub-subsystems (elements / factors) play their roles, their interrelations (including policy coherence), and the dynamics of their interactions determine or influence the dynamic performance of innovation systems. Strengthening the innovation system means structuring the system (holistic, simultaneous, systemic issues) in a structured way. In a policy perspective, strengthening innovation systems means remedial steps that need to be directed to address systemic failures. Therefore, policy strategies need to be developed as a unified innovation policy framework (KKI) to strengthen the system.

Water management systems in industrial facilities, industrial zones, hospitals and other internal water systems relatively frequently fail to meet the intended purpose for which they were built when an extraordinary event occurs. They may even pose a safety hazard. The causes of this condition may be of internal or external origin. Given that internal water supply systems of large premises always have a multipurpose character, i.e. to provide enough drinking water for drinking and sanitation purposes and also as a source of fire water for the fire safety of buildings, they must meet a wide range of hydraulic conditions and technical-operational capabilities. By what means and methods it is possible to achieve the desired state in economically-acceptable dimensions, while maintaining all the necessary hydraulic capabilities of the supply points of drinking and fire water, is briefly described in this article.

Purpose: In most countries, development, growth, and sustenance of industrial facilities are given utmost importance due to the influence in the socio-economic development of the country. Therefore, special economic zones, or industrial areas or industrial cities are developed in order to provide the required services for the sustained operation of such facilities. Such facilities not only provide prolonged economic support to the country but it also helps in the societal aspects as well by providing livelihood to thousands of people. Therefore, any disaster in any of the facilities in the industrial area will have a significant impact on the population, facilities, the economy, and threatens the sustainability of the operations. This paper provides review of such literature that focus on theory and practice of disaster management in industrial cities.Design/methodology/approach: In the paper, content analysis method in order to elicit the insights of the literature available.Findings: It is found that the research is done in all phases of disaster management, namely, preventive phase, reactive phase and corrective phase. The research in each of these areas are focused on four main aspects, which are facilities, resources, support systems and modeling. Nevertheless, the research in the industrial cities is insignificant. Moreover, the modeling part does not explicitly consider the nature of industrial cities, where many of the chemical and chemical processing can be highly flammable thus creating a very large disaster impact. Some research is focused at an individual plant and scaled up to the industrial cities. The modeling part is weak in terms of comprehensively analyzing and assisting disaster management in the industrial cities.Originality/value: The comprehensive review using content analysis on disaster management is presented here. The review helps the researchers to understand the gap in the literature in order to extend further research for disaster management in large scale industrial cities.

The article presents the results of simulation modeling of the actions of the agent-customer in the procurement procedure in the framework of the development of a quantitative approach to business process management. During simulation, verification was performed and the efficiency of the developed method of actions of the agent-customer within the framework of purchasing business processes was proved. In order to verify the results and the proposed methodology, alternative calculations of the procurement process are presented. The results of simulation modeling of the purchasing process are implemented in the MatLAB application software package. Due to the decomposition of modeling actions in the procurement procedure, calculations are performed to verify all the processes under consideration and the results are shown for each stage separately. The results of variant calculations are presented in the form of quantitative and graphical information that can be used for making final management decisions, as well as for further formalization and automation of the business processes under consideration in network organizational structures. The output quantitative information does not contradict the General idea of procurement activities. Conclusions are drawn, which show the relevance of the developed methodology and model for further research of resource provision in network organizational structures when improving the organization of production and economic activities. The possibility of using the proposed methodology and model to improve production processes in the Russian Railways holding is shown.

The basic conceptual characteristics of ‘regeneration’ are defined in this article, which demonstrates that the declaration of the authors of the project for the regeneration of industrial heritage sites can lead to the use of various methods and techniques, as well as to different results. Clarifying the question of what the meaning of the term culture-led regeneration in different countries is and analyzing specific projects with a culture-led concept, authors show the interdependence of the interpretation of culture and the scope of actions for updating the historical and architectural industrial heritage. It is defined that the term culture-led regeneration arises in specific sociocultural and theoretical circumstances of the rapid degradation of industrial heritage at the time of transition of the world’s economies to other forms and structures. It marks a paradigm shift in the attitude of specialists towards industrial heritage. From conservation and museification in increasingly alienating industrial zones, they move on to the actualization of industrial architecture objects by strengthening their ties with all urban processes, primarily sociocultural ones. The most prominent role in such an activity is played by institutional or non-institutional understanding of culture by the authors of the project, experts, administrations, and the community. To clarify the dependence of the culture interpretation and the goals of the regeneration projects, an analysis was made of the culture-led aspects of the rehabilitation of the industrial area of Emscher Park (Germany), the creation of an industrial park on the site of the former industrial zone in Bolzano, the decision to turn the post office building in Buenos Aires into a classical music center. The experience of these projects can be taken into account by the initiators of similar projects in Russia. The common methods of rapid implementation of commissioning of low-power private production should include the development of entrepreneurs on the basis of lease/purchase of empty industrial buildings, previously operating as part of an industrial facility located in the existing industrial area and represented or individual enterprises, or complex production of various industrial orientation, or provided for the reconstruction of a private enterprise already operating in a particular technogenic zone with an increase in its capacity.The possibility of placing diversifi ed industrial enterprises in a functioning industrial complex with the justifi cation of excluding the probability of the impact of industrial emissions of each of the newly placed or reconstructed facilities on the quality of products manufactured for the needs of the population is considered.The technical level of future production, the envisaged measures to prevent the formation and capture of air pollutants in General meet modern requirements for the safety of enterprises and for workers and for the population, the  optimization of working conditions.

In the scientific literature, the problem of reconstruction of urban industrial zones was considered by scientists mainly in terms of architecture and construction (Sedin V. L., Kravchunovskaya T. S., Kovalev V. V., Bronevitsky S. P. and others), the economic aspect - less attention was paid. Foreign scientists Pacer R., Aruninta A., Ha S., Dardya M., Davis T., Margolis K. studied the concept of "redevelopment" quite widely, both theoretically and on the basis of examples of specific cities.Over the last decade, the deindustrialization of large cities has become widely known. As a result of reduced production, large-scale degrading industrial areas with unused buildings, warehouses and related infrastructure. The spatial structure of such zones requires a consistent transformation based on multi-purpose analysis. In this regard, there is a need for work on the reconception of industrial zones, their adaptation to modern conditions of the city and sustainable development. Development is a good practice all over the world. Development has a multifaceted effect: improving the architectural and planning development of the city, the emergence of new land resources, real estate, jobs, transformation and development of the transport network, reducing pendulum migration, solving environmental problems and of course attracting large numbers of tourists.Relevance of research. The development of industrial territories is the re-profiling of obsolete industrial and administrative buildings in accordance with the needs of the modern market and social development. Since tourism is an industry that requires a strong material fund, it is obvious that the use of redevelopment of industrial areas is in order to develop tourist infrastructure.Field of application of results. The obtained results can be used in substantiation and implementation of redevelopment of industrial territories as a way to create new means of tourist interest.The aim of the study. The positive and negative aspects of redevelopment are analyzed, as well as the expediency of use and the need for optimization in the future are substantiated.The subject of the research is the consideration of problematic issues, obstacles and motivational levers in the implementation of redevelopment projects of industrial zones.Thus, the development of industrial zones can be a motivating incentive for investors only if the municipality is interested in this process. It is the redevelopment that offers a comprehensive solution to the issues related to the transformation of unclaimed industrial facilities or irrationally used areas into new, investment-attractive tourist facilities.

Abstract The article focuses on the analysis of the development and use of industrial zones, which represent areas for the concentrated location of manufacturing sites specialised in a particular industry, strategic services, or technology centres. Both services and industry have an impact as the top engines of Gross Domestic Product and the labour force employment both in the Czech Republic and European Union. The area and the predominant category of economic activities are important parameters of each industrial zone. They place demands on the employees, transport, technical equipment, landscape, and settlement within the impact on the territory. The main goal of the research was the analysis of the industrial zone as a territory where warehouse and production hall projects are implemented. The analysis of warehouse and production hall construction investment was performed in Žďár nad Sázavou. The study of this project presents the project impact on the industrial area and the deviation between the project plan and the audited reality. The research sample consisted of 12 selected warehouse and production hall projects located in Central and Eastern Europe in various phases of their life cycle - the planning, implementation or operational phases. One of the partial outputs of the article is a SWOT analysis which deals with variables that affect project effectiveness both from the perspective of the investor and the public in the area where they are located. Implementation and operation of such projects significantly affect public life, so their potential socio-economic impact on the economic cash flow creation was examined.

This paper investigates the broad subject of project management organizations as they enter a new era of organizational arrangements. Practitioners and academics often refer to these arrangements as globally dispersed or as virtual project enterprises. This paper focuses on four related areas of virtual project organizations and their project teams. The paper presents a brief history about approaches to project management theory and practice and defines virtual project organizations. The paper addresses challenges concerning communication and technology for virtual project organizations. The paper then summarizes four key organizational structures that form the basis of project-based organizations. This context is necessary in showing why some of the problems in understanding organizational structures are related to how well this information is communicated through models. An evolution of management approaches necessitates a modification in the types of project management models and communication tools. The paper introduces a new model that is capable of educating practitioners about the importance of focusing on people-centered project management tools for virtual project organizations. The final section of the paper examines one strategic and operational planning and communication tool: the roundtable road-mapping method. The tool is simple yet it is important in understanding the level of personal involvement that may be required for successful communication and planning in nontraditional virtual project structures.
