Today, digital transformation assists us to search for information on the Internet, to digitize data, to store and broadcast it conveniently; however, digital transformation changes not only the quality of technologies, but also the social reality, the structure of society, the ways of social interactions, the social actor, and research methods. Four breakthrough technologies — cloud computing, big data, artificial intelligence, and the Internet of things — determine the direction of these changes. The question is how sociology may use these technologies for its own purposes. In this paper, the outdated approaches of authorities are considered in relation to the monitoring criteria they use to evaluate their activities. We emphasize the potential to obtain representative data by using traditional survey methods. Nevertheless, changes in the socio-psychological characteristics of respondents actualize the transition from mass surveys to big data analysis and force us to replace directly posed questions with the indirect confirmation of hypotheses. The new technologies open greater opportunities for building correlations, identifying hidden patterns, and making predictions than it was possible till now. Thus, we need scientifically based coherent patterns across individual factors in order not to see cause-and-effect relationships in random matches. Research community has to develop these patterns. Keywords: Digital Transformation, Big Data, Cloud Computing, Artificial Intelligence, the methods of sociological research

Increases in the world’s population and population density promote the spread of emerging pathogens. Vaccines are the most cost-effective means of preventing this spread. Traditional methods used to identify and produce new vaccines are not adequate, in most instances, to ensure global protection. New technologies are urgently needed to expedite large scale vaccine development. mRNA-based vaccines promise to meet this need. mRNA-based vaccines exhibit a number of potential advantages relative to conventional vaccines, namely they (1) involve neither infectious elements nor a risk of stable integration into the host cell genome; (2) generate humoral and cell-mediated immunity; (3) are well-tolerated by healthy individuals; and (4) are less expensive and produced more rapidly by processes that are readily standardized and scaled-up, improving responsiveness to large emerging outbreaks. Multiple mRNA vaccine platforms have demonstrated efficacy in preventing infectious diseases and treating several types of cancers in humans as well as animal models. This review describes the factors that contribute to maximizing the production of effective mRNA vaccine transcripts and delivery systems, and the clinical applications are discussed in detail.

Today, each country has interest in digital economy and has established and implemented policies aimed at digital technology development and digital transformation for the transition to the digital economy. In particular, interest in digital technologies such as big data, 5G, and artificial intelligence, which are recognized as important factors in the digital economy, has been increasing recently, and it is a time when the role of the government for technological development and international cooperation becomes important. In addition to the overall digital economic policy, the Russian and Korean governments are also trying to improve their international competitiveness and take a leading position in the new economic order by establishing related technical and industrial policies. Moreover, Republic of Korea often refers to data, network and artificial intelligence as D∙N∙A, and has established policies in each of these areas in 2019. Russia is also establishing and implementing policies in the same field in 2019. Therefore, it is timely to find ways to expand cooperation between Russia and Republic of Korea. In particular, the years of 2020and 2021marks the 30th anniversary of diplomatic relations between the two countries, and not only large-scale events and exchange programs have prepared, but the relationship is deepening as part of the continued foreign policy of both countries – Russia’s Eastern Policy and New Northern Policy of Republic of Korea. Therefore, this paper compares and analyzes the policies of the two countries in big data, 5G, and artificial intelligence to seek long-term sustainable cooperation in the digital economy.

The information technology sector has experienced phenomenal growth during recent years. To follow this development many new technologies have emerged to satisfy the expectations of businesses and customers, such as Cloud Computing, mobility, virtualization, Internet of things and big data. Traditional network cannot longer support this growth and suffers more and more in terms of misconfiguration, management and configurations complexity. Software defined network (SDN) architectures can be considered as a big revolution in the field of computer networks, because they offer a centralized control on infrastructure, services and the applications deployed which facilitate configuration and management on the network. The implementation of this type of architecture is not obvious and requires great expertise and good handling and management of network equipment. To remedy this problem the SDN architectures have evolved towards distributed and hybrid architectures. Despites the advantages of using SDN, security issues remain a real obstacle in front of the deployment of this type of architecture. The centralized architecture of this type of networks makes it vulnerable to several types of attacks and intrusions, and the implementation of security equipment generally causes a decrease in performance and increase latency.

The work environment has deeply evolved in recent decades with the generalisation of IT in terms of hardware, online resources and software. Librarians do not escape this movement and their working environment is becoming essentially digital (databases, online publications, Wikis, specialised software, etc.). With the Big Data era, new tools will be available, implementing artificial intelligence, text mining, machine learning, etc. Most of these technologies already exist but they will become widespread and strongly impact our ways of working. The development of social networks that are "business" oriented will also have an increasing influence. In this context, it is interesting to reflect on how the work environment of librarians will evolve. Maintaining interest in the daily work is fundamental and over-automation is not desirable. It is imperative to keep the human-driven factor. We draw on state of the art new technologies which impact their work, and initiate a discussion about how to integrate them while preserving their expertise.
