The article is devoted to the state strategic security ensuring study in current realities. In modern conditions the operational, tactical and strategic activities of the legal relationship subject occur in a difficult economic situation, which depends on the external and internal conditions of the legal relationship subject’s life, thus, uncertainty and risks i.e. an integral part of a market economy is the most important factor influencing the relevant decisions’ adoption in order to ensure the state’s economic security in general and business security in particular. For the purpose of effectively ensuring the state strategic security in current realities, the authors developed and proposed a special model for ensuring the strategic security of the state, which allows taking into account the parameters of the external and internal environment with an emphasis on strategic indicators in the context of space and time, interests and priorities of legal entities and mechanisms, methods, and means of influencing them, the area of possible strategic decisions and the control itself, i.e. the resulting factor determining the creation of the platform: the result, changes in resources, terms, responsible persons, result and ensuring the strategic security of the state.

Теневая экономика проникает практически во все экономические сферы жизнедеятельности общества. Она включает в себя различные экономические отношения, которые находятся за рамками закона в областях производства, потребления, обмена и распределения. Воспрепятствование теневой экономике, предстающей одной из базовых угроз экономической безопасности страны, есть необычайно актуальное явление в настоящее время. Современное состояние сектора теневой экономики в России весьма динамично развивается, что влечет за собой негативное воздействие на социально-экономическое положение государства. В основном, это относится к представителям малого и среднего бизнеса, который занимается предоставлением услуг и производством разнообразных товаров. Актуальность избранной тематики заключается в том, что сейчас в России большой процент теневых доходов, тогда, как эти деньги могли быть направлены на становление и развитие МСП, особенно во времена обостренной пандемии, что позволило бы минимизировать экономическую напряженность и нарастить результативность государственных финансов. The shadow economy penetrates almost all economic spheres of society. It includes various economic relations that are outside the scope of the law in the areas of production, consumption, exchange and distribution. The obstruction of the shadow economy, which appears to be one of the basic threats to the economic security of the country, is an extremely relevant phenomenon at the present time. The current state of the shadow economy sector in Russia is developing very dynamically, which entails a negative impact on the socio-economic situation of the state. This mainly applies to representatives of small and medium-sized businesses that provide services and produce a variety of goods. The relevance of the chosen topic lies in the fact that now there is a large percentage of shadow income in Russia, while this money could be used for the formation and development of SMEs, especially during times of an acute pandemic, which would minimize economic tension and increase the effectiveness of public finances.

The origin and spread of money-based commodity markets is normally attributed to a natural evolution from barter and is usually seen as a solution to problems of exchange. I want to propose that markets to a considerable degree develop historically out of a different set of dynamics. These are concerned with the state-building tasks of territorial conquest and control, and are closely related to specific modes of war fighting. In this connection, markets develop not only to facilitate exchange per se but also to facilitate the mobilization of resources and their management across space and time. This need to manage resources geographically and temporally contributes not only to the spread of commodity markets but also to the development of markets in land and in labor.

Given the formation of a market economy in Ukraine, which is based on small and medium-sized businesses, the question of their economic security, because economic security is one of the main components of the needs of not only the state, various associations, but also individual enterprises. Therefore, it is very important to have effective tools to protect enterprises from the information support. With the intensive spread of crises in Ukraine's economy, financial and political instability, increased competition and the negative impact of environmental factors, the problem of financial and economic security of the enterprise has become especially important, namely in the manifestation of information warfare and raids on enterprises of various forms of ownership. Economic information is considered as the main factor of effective activity of the enterprise in the conditions of market economy. Until the early 1990s (Soviet period), domestic enterprises, in particular agro-industrial enterprises, felt virtually no risk in their activities, as they were state-owned and bound by government contracts. In turn, the state interests in the field of economy were strictly protected by law enforcement agencies and special services. Now the situation has changed dramatically. Any business entity, regardless of the size of its working assets, is surrounded by a variety of risks, and therefore vulnerable to various raider attacks, which can instantly destroy financial and material resources. At the same time, the state structures that are supposed to defend entrepreneurship do not actually operate. In today's economic system, one of the most important tasks of economic security of the enterprise was the preservation of its property, resistance to raiding – forceful, unscrupulous seizure of someone else's property. This phenomenon has become a real threat to the economy as a whole, destroying domestic business, entrepreneurship and production, increasing tensions in the economic space of the country, as almost any company can be the object of a raider attack. Therefore, we can say that the problem of raiding in today's market conditions is quite relevant and threatens the economic security of enterprises and must be addressed immediately.

The content-typological characteristics of import substitution are considered, in particular, taking into account the regional specificity and focus on the economic security of the state. Protective and liberal views on import substitution policies are highlighted. It is concluded that the regional policy of import substitution is a separate integral direction of the state policy, which is implemented with the purpose of overcoming systemic risks and threats of import dependence of the interregional and local markets, and is implemented using a set of mechanisms, tools and measures available, most acceptable and effective at the regional level. A significant role is assigned to the generalization of the world experience of the state regulation of import substitution; this is especially important in the context of the formation and implementation of state policy in Ukraine in this area. The results of the analysis confirm the high level of import dependence of Ukraine’s domestic market and pronounced trends towards increasing dependence and growing threats to the economic security of the state. Assessments are made and features of import dependence by regions are identified; this shows excessive territorial-spatial differentiation and high criticality of the scale and trends of intra-regional consumption of imported goods in Ukraine. A high level of import dependence is inherent in all regions of the state, since the share of imports in domestic consumption has exceeded the critical value in 13 regions and the average share over the country – in six regions. The share of imports in domestic consumption was within the optimal value in three regions only. The systemic nature of the problem of import substitution involves the need to strategize the state policy in this area, in particular, taking into account regional peculiarities. Based on the preliminary grouping of the regions of Ukraine by the characteristics of import dependence and potential for counteraction, the authors propose strategic decisions on the state regulation of counteraction to import dependence, development of the domestic market, and strengthening of economic security of the regions as a prerequisite for ensuring the country’s economic security.

Enterprises of the construction industry are working in conditions of reduced investment in construction, falling sales markets, which entails an increase in the company's debt. The article discusses the threats to economic security faced by enterprises operating in the construction industry, formulates criteria and requirements for assessing the economic security of enterprises in the construction industry.

Introduction. Development of region in the quickly variables terms of sharpening of political and economic situation in a country requires the detection of threats to its financial safety, rapid reaction on negative factors, permanent monitoring of external and internal environment. There is a necessity in the presence of the bounded terminal set of indicators. The change of these indicators can signal about the change of the state of financial safety of region. Purpose. The aim of the article is the perfection of methodical approaches as for the determination and estimation of indicators of financial safety at regional level on the example of the Poltava region. Results. The determination of the terms «index of financial safety» and «indicator of financial safety» has been improved. We have proposed to take into consideration the specialization and structuring of regions, and also social orientation of economy of Ukraine in the process of development of method of estimation of financial safety of region. The priority and problem sectors and key indicators of financial safety of the Poltava region have been determined. The development of estimation of financial safety of the Poltava region will become the key point for further research.
