The aim of the study is to analyze methodological approaches to assessing the budget component of financial and budgetary security and to develop a methodology for assessing the budgetary security of a region on their basis. In the process of research, statistical and mathematical methods were used, a comparison method, an indicative method, analysis and synthesis methods. A brief description of the main approaches and methods for assessing the regional budget security is given, and the most significant indicators are selected that allow diagnosing threats to the budget component of the regional financial and budget security. The article presents the author’s methodology for assessing the budget component of the financial and budgetary security of the region, a set of indicators and threshold values for its implementation is formed. The proposed methodology has been tested on the example of the analysis of budget security indicators of the Komi Republic.

The purpose of the study is to analyze the existing methodological approaches to assessing the investment component of financial and budgetary security and to develop, on their basis, a methodology for assessing the investment security of a region. In the course of the study, methods such as indicative method, comparison method, analysis, synthesis were used. The article provides a brief description of approaches to assessment of investment security and the author's methodology for assessing the investment component of the financial and budgetary security of the regions. In addition, the article presents the author's list of indicators, with the help of which it is proposed to assess, diagnose and identify threats that pose a threat to the financial and budgetary sphere. The proposed methodology has been tested on the example of the Komi Republic.

This article reviews the behavioral aspect of law as one of core factors of laws’ efficiency. In order to overcome gaps between law-making, legal consciousness and law enforcement, the author suggests investigating motives of the subject’s choice of this or that strategy for its legal status’ enforcement. On the basis of general scientific cognitive methods such as comparison method, historical method, analysis and synthesis methods, the author offers her own model typology through which the subject of law enforces its status. Factors of efficient enforcement of a government employee’s status are considered in the context of the administrative reform, as well as the global tendency to transition to the concept of a service-oriented state. The author identifies ways of overcoming restrictions in the process of assimilation of management concepts and technologies from business into the state management sphere. The author suggests expanding the list of government employees’ performance indicators through the inclusion of qualitative criteria, as well as through implementation of relevant educational programs.

Subject. The article addresses projections of regional budget revenues, using distributed lag models. Objectives. The purpose is to review economic and statistical tools that are suitable for the analysis of relationship between the revenues of the regional budget system and regional macroeconomic predictors. Methods. The study draws on statistical, constructive, economic and mathematical methods of analysis. Results. In models with quantitative variables obtained under the Almon method, the significant predictors in the forecasting of regional budget revenues are determined mainly by the balanced financial result, the consumer price index, which characterizes inflation processes in the region, and the unemployment rate being the key indicator of the labor market. Models with quantitative variables obtained through the Koyck transformation are characterized by a wider range of predictors, the composition of which is determined by the peculiarities of economic situation in regions. The two-year forecast provides the average lag obtained during the evaluation of the models. The exception is the impact of unemployment rate, which is characterized as long-term. Conclusions. To generate forecasts of budget parameters, the results of both the Koyck method and the Almon method should be considered, though the former is more promising.

Subject. This article deals with the issues relating to improving integrated reporting in terms of dovetailing strategic objectives with capital changes. Objectives. The article aims to develop a system of indicators for disclosure of capital types in integrated reporting of electricity generating companies, as well as recommendations aimed at implementing the fundamental concepts and guiding principles of integrated reporting. Methods. For the study, we used the methods of analysis and synthesis, comparison, generalization, and abstraction. As a case study, we conduct a comparative analysis of the disclosure of six types of capital by the largest electricity generating companies, namely PAO Inter RAO, AO Rosenergoatom and PAO RusHydro. Results. The article formulates proposals for disclosure of capital information to address such a lack of accountability as a contradiction to the principle of coherence. It proposes a system of indicators (core and additional) for disclosure of six types of capital by electricity generating companies. Conclusions. A significant reporting problem is the lack of correlation between key strategic objectives and capital changes. The formulated recommendations for disclosure of capital information can help solve this problem, and increase the attractiveness of the integrated report for capital providers.

Abstract Synthesis has become ubiquitous in ecology. Despite its widespread application to a broad range of research topics, it remains unclear how synthesis has affected the discipline. Using a case study of publications (n = 2304) from the National Center for Ecological Analysis and Synthesis compared with papers with similar keywords from the Web of Science (n = 320,000), we address several questions about the comparative impact of synthesis, the role of synthesis in driving key research themes, and whether synthesis is focused on different topics than is the broader ecological literature. We found much higher citation rates for synthesis papers overall (fivefold more) and within eleven key topic themes (e.g., species richness, biodiversity, climate change, global change). Synthesis papers often played key roles in driving, redirecting, or resolving core questions and exhibited much greater cross-theme connectivity. Together, these results indicate that synthesis in science has played a crucial role in accelerating and advancing ecological knowledge.

An alternative method to analyze a class of nonlinear systems in a bond graph approach is proposed. It is well known that the analysis and synthesis of nonlinear systems is not a simple task. Hence, a first step can be to linearize this nonlinear system on an operation point. A methodology to obtain linearization for consecutive points along a trajectory in the physical domain is proposed. This type of linearization determines a group of linearized systems, which is an approximation close enough to original nonlinear dynamic and in this paper is called dynamic linearization. Dynamic linearization through a lemma and a procedure is established. Therefore, linearized bond graph models can be considered symmetric with respect to nonlinear system models. The proposed methodology is applied to a DC motor as a case study. In order to show the effectiveness of the dynamic linearization, simulation results are shown.

The purpose of the presented research is to analyze, systematize and formulate an enterprise strategy based on the analysis and synthesis of opportunities and threats of the external environment in combination with its strengths and weaknesses. Unconventional structuring of SWOT-factors, as well as their local synthesis for determination of the driving and inhibiting forces of the enterprise, has been offered. Ways to identify trends and patterns of external and internal environment based on a generalized model of SWOT-factors have been identified. Decisive in formulating a strategy (self-organized in nature) is a harmonization model of the goals system. General theoretical methods (analogy, abstraction, analysis and synthesis, idealization, imaginary modeling) and practical methods of research (observation, comparison, matching, analysis of statistical and other indicators) were used to solve the problems of the research. Methods such as empirical, statistical, graphical, etc. were used to process and summarize information.Thus, the approach study to the enterprise strategy formation based on the analysis and synthesis of the environment opportunities and threats in combination with its strengths and weaknesses allows to state that the development of a common structured list of major areas of enterprise activity is carried out taking into account the synthesis of all SWOT-analysis of the brand product, competitors and market segments, which allows the company to achieve a certain specific purpose of its activities.

The article presents the author’s approach to assessing the risks of corporate and financial security of the region. The purpose of the article is to develop, substantiate and test the author’s approach to assessing and measuring risks of corporate and financial security at the meso-level. The research used methods such as indicative method, comparison method, analysis, synthesis. The paper analyzes conceptual approaches to the concept of security risk, examines the distinctive characteristics of the definition of “risk” from the concepts of “threat” and “danger”. Further, the author examines the issue of the list of main risks in the field of corporate financial security, as a result of which a risk system is proposed that includes 7 main risks, which are assessed using a methodology based on the synthesis of an indicative approach and a minimax method using a normalizing function and a 100-point scale. For each of the risks, indicators are selected, and their threshold values are justified, which are used for comparison with the actual values of indicators, on the basis of which the level of risk is measured. Approbation of the approach proposed in the article was carried out on the example of the Komi Republic. As a result of the risk diagnostics, significant risks of the corporate and financial security of the region were identified, and some recommendations were proposed for solving the problem of improving the conditions for doing business in the region. The obtained results of the work can be used by public authorities in solving the problems of public administration and monitoring the risks of the corporate and financial security of the region.

The historical analysis of the development of national forms of economy has been carried out. It has been determined that the most economically advantageous for society, vital, rational, socio-ecological-economic forms of economy are peasant economies and farms. The methodological basis of the study as to the identification of rational and effective forms of economy are general scientific methods, including methods of historical analysis, generalization, comparison, analysis and synthesis, methods of expert evaluation, graphical method. In the course of the research, the methods of historical analysis, generalization, analysis and synthesis were used in carrying out a retrospective analysis, in particular the research of scientific opinion on the effectiveness of such forms of economy as peasants and farms and the impact of land reform on their development; the method of expert evaluation in the survey of peasants and representatives from the administration of Radomyshl region of Zhytomyr oblast to determine their opinion – how the land reform will affect on the development of peasants and farms; graphical method for constructing tables and graphs. The study of the world experience in agriculture confirmed that the development of the farm model as a priority model of economy in agriculture is possible only with the active support of a state, as an institution that regulates land use through administrative and economic measures and provides legislation through limitation of purchase of land and the potential withdrawal of this land from agricultural circulation, and also involves the implementation of targeted programs through the financing of individual activity. An important function of state regulation is the conservation of the agricultural land fund. In developed countries, there are some restrictions on the land market to prevent latifundia. It is substantiated that in the course of land reform, the agrarian policy should be focused on preventing the creation of latifundia with large land tenure, as well as on the support, protection and development of peasant economies and farms as viable forms.

The goal set by the author of the study is to consider the good European practices in the remediation and reuse of Brownfields and on that basis to outline the possibilities for the use of these practices in Bulgaria in order to limit the territorial expansion of settlements (populated places) at the expense of non-urbanized areas. The specific character of the issue under study determines the following research methods as most suitable: the document analysis method; the comparison method; the methods of analysis and synthesis. There are laid down the possibilities for Brownfield reuse in Bulgaria. The reuse of the so-called brownfields combines the advantages of the environmental, the economic and the social development as it results in a more sustainable development of settlements, as well as in reduced reclamation and building up of green areas and non-urbanized land for the erection of new buildings and the development of infrastructure (social as well as technical).
