Implementation of objectives set out in the Strategy for sustainable development of rural territories of the Russian Federation until 2030 requires solving the problems of spatial differentiation among rural territories in different regions of Russia. The article analyzes the level of differentiation using a set of socio-economic indicators of rural areas. The coefficient of variation was used as an indicator of the degree of spatial differentiation. In the course of analysis, the authors identified significant disparities in territorial development for most of the considered indicators, and particularly acute differences were found in economic parameters, including the volume of investment at the expense of the municipal budget. It is revealed that the degree of differentiation between rural territories is influenced not so much by economic development success as by the level of urbanization in the region. The empirical basis of the analysis is research results conducted within the framework of the research project “Improving the policy of state regulation of accelerated clustering of industrial regions” (AP05133531), carried out under grant funding from the Ministry of education and science of the Republic of Kazakhstan.

Целью исследования является обоснование продвижения государственного регулирования рынка местной сельскохозяйственной продукции в виде закупочных интервенций в регионах. Проведен анализ существующих зарубежных и отечественных государственных закупочных интервенций, дано обоснование закупочных интервенций в регионе, а также выработаны предложения по продвижению закупочных интервенций с федерального центра в регионы. This article was written in connection with a September 2018 release of the latest edition of a Regulation of the Russian Fed-eration Government on government purchasing interventions of agricultural products. An aim of the authors of the article is substantiation of promotion of the state regulation of a market of the local agricultural products in the form of the purchasing interventions in regions. The authors analyzed the existing for-eign and domestic government purchasing interventions, comments on the latest version of the Regulation of the Russian Federation Government on the govern-ment purchasing interventions, the substantiation of the purchasing interventions in the region and de-velopment of proposals to promote the purchasing interventions from the federal center to the regions. Relevance of the promotion of the purchasing interventions from the federal center to the regions fol-lows from Russian particularity: remoteness of the regions from the center, weak regional transport infrastructure, necessity to replicate a federal technology of the state regulation of the agricultural product market in the regions of the Russian Federation. In the Republic of Sakha (Yakutia), repeated attempts were made to create compensation funds of the regulation of agricultural product prices. However, in the region there is no full-fledged intervention fund effectively influencing sales of the agri-cultural products. Consequently, in conditions of the Republic, where a shortage of the agricultural products, raw materials and food is acute, implementation of the commodity intervention is the neces-sary condition for the regulation of the agricultural market. For the Republic of Sakha (Yakutia), in our opinion, it is advisable to carry out the commodity interventions concerning beef, meat of young horses, venison, fish, dairy products, game, fruits of wild plants and even for rough and succulent fodder for livestock. The latter are relevant due to droughts and floods that regularly occur in a area of the region. Manufacturing costs of the local products will always be higher than the ones of imported food, given the harsh natural and climatic conditions, the remoteness of agricultural commodity producers from the sale markets in the conditions of absence of the transport infrastructure. In this regard, the prices of the local products should be regulated by the state in order to support the local producers. Obviously, the government regulation should not replace market functions or impede operation of its laws. Its main task is to mitigate undesirable consequences of manifestations of market power. One of the main regula-tory methods is the commodity intervention.

The results of monitoring the state of inclusive education in educational organizations of higher education of the Republic of Adygea, Astrakhan region, Volgograd region, the Republic of Crimea and Sevastopol are presented in the article. The information was collected by fi lling out evaluation maps of the accessibility of higher education educational institutions and analyzing the offi cial websites of educational institutions of higher education. Particular attention was paid to the analysis of the requirements put forward to educational institutions of higher education by normative legal documents in the part of inclusive education, approved by the orders of the Ministry of Education and Science of the Russian Federation and resolutions of the Government of the Russian Federation.

The current realities of economic development bring to the fore tools that can provide not so much quantitative growth as qualitative changes in economic systems at different levels. Competitive advantages can be achieved by innovative tools, the development of which can be hindered by a number of factors: lack of funding, qualified personnel, high taxes, unfair competition, etc. Against the background of these problems, the advantages of special economic zones, industrial parks, clusters, territories of advanced socio-economic development, disclosed in this article, are obvious. The purpose of the study is to substantiate the need for active implementation of innovative tools for territorial development in municipalities of the Republic of Tatarstan, as well as in other regions of the Russian Federation, in order to activate innovative and investment activities in them. In terms of objectives, tasks of the article are: to describe an innovative infrastructure that defines territorial development in the Republic of Tatarstan; to investigate the basic results of activity of innovative tools for territorial development in the Republic of Tatarstan; to develop recommendations for implementation of innovative development of territories in the municipalities of the Republic of Tatarstan. Achieving this goal is realized through the use of research methods such as description, comparison, analysis, etc. The empirical basis of the study was data published on the websites of the Ministry of Economy of the Republic of Tatarstan and the Ministry of Economic Development of the Russian Federation, the Higher School of Economics, The Association of Clusters and Technoparks of Russia, and other materials. As a result of the research, the main tasks of ensuring positive progressive dynamics of the Republic of Tatarstan with the use of innovative tools for territorial development are formulated: SEZs, industrial sites, industrial parks, territories of advanced socio-economic development and others. The article pays close attention to the justification of the need for municipalities of the Republic of Tatarstan to use these innovative tools, which have proven their effectiveness as growth drivers for the development of territories.

Abstract. The article actualizes the need of foresight technologies in the sustainable development of strategic plans of sustainable development in rural municipalities at the level of the Russian Federation. It is pointed out that the modern methodology of foresight studies is quite flexible and multifaceted, has wide application at different hierarchical levels of management. The purpose of the study is to prove the need to use the foresight methodologies for rural development strategic planning and forecasting tool. In the course of the study, the following methods were used: strategic planning and forecasting, foresight technologies (expert survey and expert opinions), comparative analysis. The scientific novelty of the study is determined by the formation of a set of practical recommendations on the use of foresight tools at the municipal level of management in rural areas. The systematic approach usage in combination with foresight technologies allows to develop strategic plans for the development in rural areas from the perspective of long-term improvement of their economic and social component. A brief analysis of the current state and development of foresight research in the Russian Federation is presented. It is concluded that in modern conditions of rural development it is necessary to develop strategic programs and anti-crisis measures that should focus on the application of the foresight technologies. It shows that the characteristic features of the rural municipal foresight are, on the one hand, the obligatory interconnection of strategic priorities for rural areas development in the long term and, on the other hand, the need to achieve the interest of key factors in regional development. Results of a research: the algorithm of strategic planning of sustainable development of rural areas of the region based on foresight technologies and the mechanism for its implementation at the municipal level are considered; strategic goals and priority areas for sustainable development of rural areas of the Republic of Bashkortostan in the sub-regional context were defined. On the basis of the foresight analysis, a three-level branding of agri-food products manufactured in the region was carried out, and brands within the considered rural municipalities were identified. It is concluded that foresight technologies should be used as the system tool for the formation and implementation of sustainable development strategy in rural areas of the Republic of Bashkortostan.

The Baikal region, which includes 3 constituent entities in the territory of the Russian Federation - the Republic of Buryatia, the Irkutsk Region and the Trans-Baikal Territory - should be considered due to its location (in the territory of the Lake Baikal drainage basin) and from the point of view of the regional economy as a single socio-ecological and economic system, whose development should be aimed at preserving the unique ecosystem of the deepest lake on the planet. However, in the Territorial Development Strategy of the Russian Federation, the Baikal region is not included in the list of macroregions despite its compliance with the general principles of their formation. In our opinion, the Baikal region is united by a specific mission entrusted to its population - the need to preserve the unique Baikal ecosystem while ensuring a decent level and quality of life for people living in the Baikal natural territory. The article analyzes the need for a transition to an environmentally oriented innovation economy, which allows transforming the "Baikal factor" from a problem that hinders economic growth into a resource for territorial development.

This article is devoted to the consideration of the creation and current state of the free economic zone Altanbulag in Mongolia, which is a border zone with the Republic of Buryatia of the Russian Federation. A particular attempt is made to show concisely the current state of this free trade zone, state regulation and actions of the Mongolian government as well as to analyze the issues of attracting foreign investments. The article formulates proposals for improving the Mongolian-Russian cooperation in this free economic zone.

The study was carried out within the framework of program-targeted funding by the Committee of Science of the Ministry of Education and Science of the Republic of Kazakhstan ("Development of the concept and mechanisms of balanced territorial development of the economy and society of Kazakhstan"). The purpose of the study is to determine the role and significance of the development of ecological tourism in the Republic of Kazakhstan as a factor in the diversification of the sectoral structure of the country's rural economy. The study used a structuralfunctional approach, a review of scientific publications, including foreign authors from the Scopus, Web of Science databases; state programs and regulatory legal acts of the Republic of Kazakhstan on this issue in the Republic of Kazakhstan, statistical data. The article provides a comprehensive analysis of the theoretical foundations of economic diversification and its benefits. The theoretical and methodological aspects of the development of ecological tourism as a factor in the socio-economic development of rural areas have been studied. As part of the state program for the development of the tourism industry of the Republic of Kazakhstan for 2019–2025, tools have been proposed for transforming tourism into a highly profitable sector of the economy, the tasks of which include the creation of 75 thousand jobs in remote rural areas. The authors of the article consider the issues of priority of the development of rural areas, the need to find ways to normalize living conditions and economic growth, which should be the diversification of the economy. Tourist and recreational resources that provide the regions of the country necessary for the development of ecotourism were identified and substantiated.

The article is devoted to the study of the problems of the development of rural agglomerations of a coal-mining region. It was revealed that the intensive development of the coal industry leads to negative consequences for the environment, which affect the socio-economic development and the quality of life of the population of a region. The rural areas of the Russian Federation and each individual region are strategic resources, however, the lack of opportunity to meet their urgent needs, difficult living conditions of the rural population, isolation of rural settlements from scientific and technological achievements, poor development of transport infrastructure and communications do not allow unlocking the potential of rural areas. Analyzing the decisions made in recent years by the Government of the Russian Federation to regulate the development of rural areas and the agro-industry, we can conclude about a qualitatively new approach to state regulation of the agrarian sector. At the same time, the financial position of the overwhelming majority of the rural population does not allow contracting house construction mortgage loans. The level of improvement of the rural housing stock is 2-3 times lagging behind the urban one. Coal mining entails disturbance of land, which cannot be further used. It is accompanied by a high incidence of respiratory diseases and cancers, which tends to grow. The resources allocated for welfare programs do not allow the residents in rural areas to significantly improve their living conditions, to increase the availability of social services and their quality. To solve the identified problems, it is proposed to create rural agglomerations, allowing for more efficient and independent development of rural areas; to reduce the overlapping of management functions through streamlining management structures; implement a more equitable social policy for the residents of rural areas.

Currently, close attention is paid to industrial safety at hazardous production facilities. Compliance with industrial safety requirements is directly related to the risks of accidents that can lead to man-made disasters, negatively affect the health and life of the population. As in any other industry, there are problems in ensuring industrial safety. There are several reasons for this: the backlog of standards from scientific and technological progress, the exclusive competence of state authorized bodies, and the lack of a risk-based approach. After the collapse of the USSR, the requirements of industrial safety in the Republic of Kazakhstan have practically not changed: laws and statutory instruments (hereinafter-the LSI) are approved and put into effect, after which they are constantly changed and supplemented; the presence of national and international standards, which, in fact, are revised on the basis of the USSR standards, taking into account the influence of the realities of the time. It can be concluded that the current standards are not focused on the future, scientific and technological progress, innovation, so they are constantly undergoing changes, thereby adapting to the necessary requirements that dictate modernity. State regulation does not contribute to the effective development of industrial safety. This is due to the fact that the state performs exclusively supervisory functions (thus it is exclusively educational in nature), and there is no dialogue between authorized state bodies, expert organizations, scientific organizations, and testing laboratories. If we consider the experience of the Russian Federation in the field of industrial safety, then it makes no sense to accept even some experience, since: similar to the Kazakhstan’ LSI and regulatory and technical documentation (and their constant dynamics), the development of cooperation with the Russian Federation within the framework of the Eurasian Economic Union. Accordingly, it is advisable to consider the experience in the field of industrial safety in Europe and the United States of America because of the effectiveness of regulation and supervision than in the Republic of Kazakhstan and the Russian Federation. This article provides information about international experience in the field of industrial safety in the United States and the European Union. The tasks of state regulation in the field of industrial safety in the Republic of Kazakhstan, the Russian Federation, the United States, and the European Union are described in detail. The analysis of normative-legal acts and normative-technical documentation is carried out. Based on the analysis of international experience, solutions to problems in the field of industrial safety for the Republic of Kazakhstan are essentially presented. The purpose of this article is to reveal the problem in the field of industrial safety in the Republic of Kazakhstan and international experience that the Republic of Kazakhstan can borrow in order to effectively ensure industrial safety. Study of international experience (USA, EU countries, Russia) in the field of industrial safety in terms of: analysis of standards; regulation (control and supervisory functions) to ensure safety. The results of this article will reflect the problems that hinder the effective provision of industrial safety in the Republic of Kazakhstan and essentially suggest ways to solve them.
