This article studies the coordinated development of marine economic policy and marine service industry by constructing a system for evaluating marine economic policy and marine service industry indicators and applying a coupled coordination degree model, and analyzes its development laws. The research shows that the coordinated development level of marine economic policy and marine service industry is on the rise, the interaction level among the elements in the system is enhanced, the cyclic cumulative causal effect and cluster advantage are enhanced, and the coordinated development level is adjusted from primary imbalance to primary coordination. Under the comprehensive effect of the stable curve law of the development of marine economic policies and the stable rising law of the development of marine service industry, the development of marine service industry is in good condition, and the development of marine economic policies lags behind. To further promote the high-quality development of marine service industry, the government can strengthen Guide the connection between the main factors of the two systems and the positive and dynamic response to further promote the coordinated development of the two.

Firstly, this article uses the Entropy method to calculate the weights of economic development and ecological environment indicators in the eastern urban agglomeration of Qinghai Province from 2005 to 2019. Secondly, this article uses the calculated weights and linear weighting functions to construct evaluation models for economic development and ecological environment development, respectively. The results show that the comprehensive development level of the economic development in the eastern urban agglomeration of Qinghai Province cities is gradually rising, and the comprehensive development level of the ecological environment fluctuates slightly but the overall development trend is increasing. Then, using the Environmental-Economic Coordination degree evaluation model, quantitative analysis and evaluation of the Environmental-Economic system coordination degree, it is found that the coordinated development of the economic and ecological environment of the eastern urban agglomeration in Qinghai Province is relatively well. Finally, it analysis and proposes countermeasures and suggestions to promote the coordinated development of the economic and environmental system of the eastern urban agglomeration in Qinghai Province.

(1) Background: Clarify the coordinated development level of production, living, and ecological spaces in the underdeveloped areas of China and their relationship with the intensity of human activity. Explore and address the problems that are likely to be faced when developing these areas and improve the quality of China’s new urbanization development. Promote the coordinated and sustainable development of the economy, society and ecology in underdeveloped areas. Guizhou Province is located in southwest China; the landform is broken and complex. Its economic development level is low. It is one of the representatives of underdeveloped areas in China. Therefore, Guizhou Province of China was selected as the study area. (2) Methods: This paper constructs the evaluation index system of the production–living–ecological space (PLES) functional system in China’s underdeveloped areas, and uses the coupling coordination degree model to measure the development coordination level of the study area. The human activity intensity model was used to calculate the human activity intensity in the study area. Response index is introduced to analyze the relationship between the spatial function coupling coordination degree and the intensity of human activities. (3) Results: Before 2015, the level of functional coupling coordination degree of production–living–ecological space (PLES) in the study area fluctuated, and after 2015, it showed a stable and coordinated development trend. The intensity of human activity continues to increase, and the interaction between human activity and local production–living–ecological space (PLES) function coupling coordination is intense. (4) Conclusions: human activity is a significant factor affecting regional, coordinated and sustainable development. In less developed areas, the impact of human activity is more obvious. Human activity, in combination with the theory of the human–land relationship and the moderate intensity of human activity, are important ways to improve the coordinated and sustainable development of underdeveloped regions.

AbstractThere is a sharp contradiction between the economic performance of the Hungarian government of Victor Orbán and the institutional framework (toolkit) by which the seemingly stellar performance of the Hungarian economy has been achieved. It looks like as if the economic playground of the government (disciplined fiscal policy, unorthodox monetary policy and contradictory institutional system) and political-institutional order built by the same government during the last ten years, represent two different worlds. This paper provides a possible explanation to resolve this contradiction by identifying reversed relationship between tools and goals of economic policies. The genuine, hidden but most important goal of the present Hungarian government is to make Orbán and his political family wealthy and make their enrichment legitimate. In disguise of a public policy to achieve this (private, personal) goal, this government needs absolute and uncontrolled power certified by the scenery of the parliamentarian democracy. This private effort should be falsified, which could be achieved if his government pretends that it wants to pursue a disciplined economic policy.

Subject The effect of the sacking of the central bank governor. Significance The Algerian cabinet decided on May 31 to replace the long-serving governor of the central bank, Mohammed Laksaci, with Mohammed Loukal, the CEO of the government-owned Exterior Bank of Algeria. The cabinet did not explain the decision, which was issued in the name of President Abdelaziz Bouteflika, but the governor had come under criticism from political figures because of the sharp depreciation of the Algerian dinar, and the erosion of foreign exchange reserves. Impacts Loukal will come under pressure to ease import controls, while defending the dinar. Given weak external accounts, further depreciation of the dinar on the black market is likely, along with further erosion of reserves. The government will soon need to resort to international borrowing, which will bring fresh scrutiny of its economic policies. The central bank governor sacking is most likely related to the political struggles within the establishment on who will succeed Bouteflika.

The Goulart Administrations (1961-1964), which consisted of a parliamentary period and a presidential period, are considered typical examples of populism in Brazil. The literature usually defines economic policies advanced by these administrations as "he-sitating", "irrational" or "ambiguous." We use a credibility model to argue that there is actually a consistent pattern in the manner in which economic policy was conducted. The credibility of the economic policies is defined to be the subjective probability that the government is following a monetary rule. Early on, the administrations enacted inflation-fighting measures. However, these policies were costly, and the administrations abandoned the course of austerity. As a result, their credibility was diminished, and attempts to achieve stabilization failed.

The degree of coupling and coordination between the pharmaceutical manufacturing industry and the medical service industry crucially requires improvement by promoting the development of the pharmaceutical manufacturing industry through industrial structure upgrading to narrow the gap between them. First, this article uses the coupling coordination degree model to measure the coupling coordination degree of the Chinese pharmaceutical manufacturing industry and medical service industry; then, it theoretically analyzes the mechanism through which upgrading the pharmaceutical manufacturing industry's industrial structure can improve the coupling coordination degree. Finally, we empirically test the impact of upgrading the pharmaceutical manufacturing industry's industrial structure on the coupling and coordination degree between it and the medical service industry. The main conclusions are as follows: (1). The quantile regression model shows that having an advanced pharmaceutical manufacturing industry positively affects its coupling and coordination with the medical service industry; (2). A threshold regression model is tested, and it is found that only when the pharmaceutical manufacturing industry reaches an advanced level can it significantly promote joint and coordinated development with the medical service industry; (3). Rationalizing the pharmaceutical manufacturing industry structure will inhibit a high level of coordination between it and the medical service industry and their coordinated development.

Subject The Abe government's economic policies. Significance The passage of unpopular defence legislation overshadowed the Abe government for most of 2015 and caused its popularity to sink to record lows. Now, ahead of an upper house election in July this year, Prime Minister Shinzo Abe has sought to return attention to economic policy -- the source of his government's original popularity. His 'three new arrows' of Abenomics indicate a reconsideration of the government's economic policy priorities. Impacts The government will increasingly focus on specific demography-related problems, setting numerical targets to make achievements visible. Raising fertility and preventing depopulation will emerge as the major strategic goals for any Japanese cabinet for decades to come. Immigration on a large enough scale to address demographic pressures has negligible public support and is not seriously considered.

Based on the data relevant to China’s tourism industry and ecological environment from 2005 to 2018, the entropy method and the coupling coordination degree model were used to analyze the coupling degree and coupling coordination degree of the tourism industry’s development and the ecological environment, and the GM (1.1) gray model was used to predict these values in the future. The model provided predictions and illustrated the trend in the changes in the degree of coordination between the development of China’s tourism industry and the ecological environment for the next five years. The results show the following. (1) The coupling degree between China’s tourism industry and the ecological environment was between 0.3 and 0.5. It was in the low-level coupling stage in 2005 and 2006 and generally low in 2005–2009, lower than the average level of 0.4204. In 2018, the coupling degree between the development of China’s tourism industry and the ecological environment was mainly in a stage of antagonism, reaching a peak of 0.4998 in 2013. The coupling degree declined slightly from 2013 to 2015 and then began to show an upward trend again in 2016. (2) The average coupling coordination level of China’s tourism industry development and ecological environment was 0.4266, which is in the medium coupling coordination stage. From 2007 to 2013, it was mainly in the phase of moderate coupling and coordination and high coupling and coordination from 2014 to 2018. (3) From the prediction results, the coupling degree will enter the coupling degree running-in stage in 2021 and the extreme coordination stage in 2023, but the coupling growth level during the running-in period will be significantly lower than the coupling coordination degree. Coordinated development of the two systems will take a long time, and active economic policies need to be adopted to promote their coordinated development.
