Therefore, we should deepen the scientific and technological ethics under the guidance of Marxism, construct artificial intelligence ethical standards, strengthen the supervision of artificial intelligence, enhance the public ethical concepts, so that artificial intelligence can really cope with the risks and challenges under the guidance of scientific and technological ethics, and grasp the development opportunities of The Times.

Artificial intelligence technology has been widely used in all aspects of our life. Similarly, the application of artificial intelligence in the field of construction engineering is a necessary trend in the development of engineering industry, especially in the traditional construction engineering department. Under the background of the times, from the perspective of knowledge, artificial intelligence technology has appeared a huge development, which may have an impact on the employment of Chinese labor force, may create new jobs, or replace traditional jobs. This effect on employment is essential. From the perspective of machine learning and artificial intelligence, this paper reviews the transformation prospects of engineering industry and the development of agricultural industry in construction industry, and examines the intellectual transformation of individual human capital in Chinese labor force.

Under the background of global ocean development, artificial intelligence has increasing importance which urges the improvement of traditional research and exploration methods. Marine applications of artificial intelligence have been further practiced and expanded by Shanghai World Expo, which reflect in at least three major areas: firstly, the foundations of technical thought kernel, network expansion and intelligent navigation are laid in Maritime Internet of Things; secondly, in the field of far-reaching sea exploration, unmanned probe (deep-sea robot) relied on artificial intelligence technology has gradually become a major force in international competition; thirdly, as an ocean information and management comprehensive integration platform, digital ocean is applied to crack ocean information solitary island, jumbled information and other difficult problems through cooperation development, function integration and affinity services, enhancing the public ocean consciousness.

With the continuous development of China's economy, the level of science and technology has been improved to a great extent. The arrival of the era of big data has brought a certain impact on China's enterprise management and decision-making, and put forward higher requirements for China's enterprise management and decision-making. Therefore, enterprises need to constantly strive to improve themselves so as to better adapt to the era of big data. In order to keep pace with the development of The Times, major companies and enterprises need to constantly change their internal management methods in order to achieve sustainable and stable development in their own fields and make their management decisions smoother. Among them, optimization and reform of the application of big data are particularly important. Starting from the characteristics of big data and its role in enterprise management decisions, this paper analyzes the current situation of big data management within enterprises and discusses the influence of big data on enterprise management decisions from five aspects, namely, environment, data, participants, organization and technology. The public understands early marriage as stated in Law No. 16 of 2019 concerning Marriage as an amendment to Law Number 1 of 1974 that child marriage occurs at the age of under 19 years for both men and women and or those who have not reached puberty. This paper aims to examine the shift in the public's perspective on the practice of early marriage explicitly that occurred in Bone Regency, South Sulawesi, and its relation to Human Rights. This study uses qualitative descriptive data analysis techniques with stages; data reduction, data presentation, and conclusion. Researchers conducted interviews with informants who had been selected through snowball sampling and purposive sampling techniques. This study shows that the community's response to early marriage has changed along with the times, namely that in the past people considered early marriage as a way to maintain family honor, but is now considered a family disgrace. Factors for early marriage include promiscuity; the honor of family and relatives, local customary norms, less educated parents, and the economic burden of the family. Meanwhile, from a human rights perspective, the practice of child marriage is a serious part of child abuse concerning the right to education and employment.Masyarakat memahami pernikahan dini sebagaimana tercantum dalam UU No. 16 Tahun 2019 tentang Perkawinan sebagai perubahan terhadap UU Nomor 1 Tahun 1974 bahwa pernikahan anak terjadi pada usia di bawah 19 tahun bagi laki-laki maupun bagi perempuan dan atau mereka yang belum akil baligh. Tulisan ini memiliki tujuan untuk mengkaji peralihan cara pandang masyarakat terhadap praktik pernikahan dini secara eksplisit yang terjadi di Kabupaten Bone Sulawesi Selatan serta kaitannya dengan Hak Asasi Manusia (HAM). Penelitian ini menggunakan teknik analisis data deskriptif kualitatif dengan tahapan; reduksi data, penyajian data, dan kesimpulan. Peneliti melakukan wawancara terhadap informan yang sudah dipilih melalui teknik snowball sampling dan purposive sampling. Penelitian ini memberikan hasil bahwa respon masyarakat terhadap pernikahan dini berubah seiring dengan perkembangan zaman, yakni yang dulunya masyarakat menganggap pernikahan dini sebagai salah satu cara untuk menjaga kehormatan keluarga, namun sekarang dianggap sebagai aib keluarga. Faktor terjadinya pernikahan dini diantaranya adalah pergaulan bebas; kehormatan keluarga dan kerabat, norma adat lokal, orang tua yang kurang terpelajar, dan beban ekonomi keluarga. Adapun jika dipandang dari perspektif HAM, praktik pernikahan anak merupakan bagian serius dari pelecehan anak sehubungan dengan hak atas pendidikan dan ketenagakerjaan.

This paper discusses the current issues of legal regulation in the field of artificial intelligence in the state and municipal service in the Russian Federation in order to ensure and protect the rights and freedoms of man and citizen. The article highlights the current problems that arise in the implementation of certain state functions, such as – the work of state bodies with citizens' appeals and the lack of regulatory regulation of the use of artificial intelligence technology in this process, the use of which will contribute to meeting the deadlines for working with citizens' appeals, as well as increase the overall level of quality of interaction between citizens and public authorities. Specific measures are proposed for the development of legislation in order to introduce artificial intelligence in solving the problems facing the public authorities. The article formulates the main conclusion regarding the trend of using the artificial intelligence system in the issue under consideration.

This review surveys contemporary challenges in the field of technology and human rights. The increased use of artificial intelligence (AI) in decision making in the public and private sectors—e.g., in criminal justice, employment, public service, and financial contexts—poses significant threats to human rights. AI obscures and attenuates responsibility for harms in ways that undermine traditional mechanisms for holding wrongdoers accountable. Further, technologies that scholars and practitioners once thought would democratize human rights fact finding have been weaponized by state and non-state actors. They are now used to surveil and track citizens and spread disinformation that undermines public trust in knowledge. Addressing these challenges requires efforts to ensure that the development and implementation of new technologies respects and promotes human rights. Traditional distinctions between public and private must be updated to remain relevant in the face of deeply enmeshed state and corporate action in connection with technological innovation.

Abstract. Information technology is constantly changing in the torrent of the times. Gradually realized education informatization and technology. In 2018, the State Council issued “China Education Informatization 2035”, “Education Informatization 2.0 Action Plan” and other documents, all of which are guiding, supporting and encouraging my country to realize the wisdom of education. The term role was first introduced by the American social psychologist George Herbert Mead to analyze that what is individuals should behave in different situations. This article takes artificial intelligence as the starting point and school education as the background, by analyzing the changes of artificial intelligence for education and the differences between traditional education, which will deepen the thinking and understanding of artificial intelligence and the professional roles of teachers.

It is said that what happens on the internet stays on the internet, forever. In some cases this may be considered a feature. Reports of human rights violations and corporate corruption, for example, should remain part of the public record. In other cases, however, digital immortality may be considered less desirable. Most would agree that terror-related content, child sexual abuse material, non-consensual intimate imagery, and dangerous disinformation, to name a few, should not be so easily found online. Neither human moderation nor artificial intelligence is currently able to contend with the spread of harmful content. Perceptual hashing has emerged as a powerful technology to limit the redistribution of multimedia content (including audio, images, and video). We review how this technology works, its advantages and disadvantages, and how it has been deployed on small- to large-scale platforms.
