As an important driving force and new kinetic energy, digital economy is promoting the development of economy in the direction of high quality, and brings new opportunities and challenges to the development of real economy and the upgrading and optimization of industrial structure. Therefore, this paper measures the digital economy from the two aspects of “digital industrialization” and “industrial digitization”, and selects the data of 30 provinces and cities from 2012 to 2019 to empirically study its impact on the upgrading and optimization of China’s industrial structure. Through the research, it is found that digital economy can indeed improve the level of upgrading and optimization of industrial structure. At the same time, further analysis shows that the degree and mechanism of improving the level of eastern, central and western regions will be different according to different regions. Finally, according to the research results, this paper puts forward some countermeasures and suggestions to promote the development of digital economy and the optimization and upgrading of industrial structure in China.

Digital economy is an important starting point for China’s high-quality economic development, which may have an impact on the level of industrial structure. This paper calculates the development level of digital economy by entropy weight method, selects the relevant data of 31 provinces and cities in China from 2012 to 2019, and uses the method of empirical test to analyze the impact of the development of digital economy on the upgrading of China’s industrial structure. The result shows that the development of digital economy can promote the upgrading of China’s overall industrial structure, which is significant at the level of 1%. Further research shows that the development of digital economy has regional heterogeneity on the upgrading of industrial structure in the eastern, central and western regions of China. The research of this paper has important practical significance for the high-quality development of China’s economy.

Based on the current situation of the development of strategic emerging industries, this paper analyzes the role of strategic emerging industries in economic development, and puts forward countermeasures and suggestions for strategic emerging industries to boost high-quality economic development.

The purpose of the current study is to analyze the impact of higher education and universities on the dynamics of the digital economy. The authors hypothesized to distinguish three components (educational, research, innovation) in the digital economy development. Within this article, the results of using index and cluster analysis methods to determine the impact of the educational component on the processes of digital economy development in Ukraine at the macroeconomic and meso-economic levels are presented. The special attention is put on the educational component because the higher educational institutions concentrate intellectual capital of the country, as well as prepare future specialists for the needs of digital economy. Moreover the universities’ scientists make an impact on digital economy development by conducting research and transferring their results technological innovations, information and communicational technologies, etc.) into the real economy. During the research, main problems of digital economy development, determined by the poor quality of educational services, insufficient commercialization of university research results in the real economy, are identified. The authors conclude that solving the identified problems requires synchronization of interests and establishing a long-term partnership between universities, business, the state and the public. Importance of optimizing the state regulatory influence on economic entities in the context of digitalization of the national economy is emphasized. In particular, it is proposed to group the set of measures of state regulation into three vectors, namely: neutral-encouraging (support of positive dynamics of intensive development), incentive-providing (resource and information support of development processes) and initiative-mentoring (motivation and coordination of development processes).

A software project faces its top expense on defect removal; thereby delaying the schedules. There has been increasing demand for high quality software. Here, high quality software means, delivering defect free software and meeting the predictable results within time and cost constraints. Software defect prediction strives to improve software quality and testing efficiency. The research work presented here is an empirical study and analyzes importance of different metrics used in the organization. The paper examines the impact of LSL and USL, known as organization baselines, on various projects and proposes four metrics for capability analysis metrics. These can prove beneficial for categorizing the process of software development. These metrics aim to improve the ongoing software development process and are helpful in determining the quality of these processes in terms of their specification limits. Also, the paper attempts to justify the probability of the values related to the data provided by normal distribution or Gaussian distribution.

The advantageous location, port clusters, strong economic strength, developed financial system, rational and orderly urban division of labor and modern industrial system of Guangdong-Hong Kong-Macao greater bay area provide sustainable driving force for innovation activities in this region. This paper selected the Gini-coefficient, first degree index and concentration index to measure the spatial pattern characteristics of innovation output in Guangdong-Hong Kong-Macao greater bay area. The results show that the innovation output presented a spatial pattern of center-periphery in the study region with Shenzhen and Guangzhou as the dual centers and engines of innovation and Dongguan and Foshan as the main innovative areas. Further empirical analysis of the impact of various factors on innovation output in the study region found that R&D expenditure, the number of R&D personnel, the level of economic development and industrial structure all have significant promoting effects on innovation output. Accordingly, this paper put forward countermeasures and suggestions to promote the innovative development of Guangdong-Hong Kong-Macao greater bay area and build a world-class scientific and technological innovation bay area.

Due to the impact of climate change, the development of low-carbon economy and building a low carbon city has become one of the optimal mode of urban development in the future. This paper first describes the related concepts of low-carbon cities, introduces the status of the development of low carbon cities in Shandong Province, identify the favorable conditions and unfavorable factors of the development of low carbon cities in Shandong Province, and finally put forward countermeasures and suggestions. This article points out that Shandong Province should improve the low - carbon policies and systems, build a legal system, increase low-carbon capital investment, develop the carbon trading markets, adjust industrial structure, promote energy conservation etc, then realize the healthy development of low-carbon city.

With the introduction and application of 5G, the digital economy has become a new driving force for the high-quality development of agriculture. This study takes the digital economy as the development-oriented ‘digital village’ Hebi City as a case, and analyzes the practical basis for the digital economy to promote the high-quality development of agriculture in China from three aspects: power change, quality change and efficiency change. This paper explains the theoretical mechanism of digital economy to promote the high-quality development of agriculture from four perspectives of infrastructure, technological innovation, talent training and industrial development, and strives to realize the three major changes in agriculture through digital economy, accelerates the digital transformation and upgrading of agriculture in China, and promotes the high-quality development of agriculture.
