In the context of the implementation of the rural revitalization strategy, the development of the digital economy closely connects with it. The realization of rural revitalization needs to make full use of the advantages of the digital economy to promote the process of rural revitalization. The digital wave is a huge opportunity for the poor to bridge the gap between rich and poor, seize digital opportunities, share digital dividends, achieve sustainable poverty alleviation, and prevent intergenerational transmission of poverty. The article will focus on two aspects of rural e-commerce and mobile payment. Through the discussion of the aspects, this paper gives the suggestion to the government, platforms, enterprises and farmers to work together to promote agricultural development and realize industrial digitalization by using existing resources.

The purpose of this paper is to evaluate the effectiveness of strategies implemented by Non-governmental organisation (NGOs) for poverty alleviation in Zimbabwe with specific reference to Zimbabwe’s Binga Rural District. The qulitative research methodology was employed in the article. Data were collected using questionnaires and interviews. Findings indicated that NGOs do not adequately fulfil the needs of the poor due to ineffective strategies that they implement. There is insufficient understanding of the livelihoods of the poor in Binga, hence the need for participatory development approaches. Deepening and widening poverty in the rural areas that are currently served by NGOs is an indicator that their poverty alleviation strategies are inadequate and ineffective to deal with poverty in these rural areas. The paper recommends a policy shift by both NGOs and the government to improve the poverty reduction strategies used by NGOs.

The World Bank's Andhra Pradesh Rural Poverty Reduction Project supports the self helf groups of the women members. It promotes women's social, economic, legal and political empowerment to reduce poverty among the poor and the poorest of the poor. The important object of this article is to examine the impact of micronance on the socio economic empowerment of the rural women supported by the national reputed NGO- Rashtriya Seva Samithi (RASS). 184 women members of the SHGs promoted by Rasthriya Seva Samathi (RASS) an NGO which located in Tirupati town. 184 samples are selected randomly from 15 SHGs scattered throughout the Tirupati rural mandal (Taluk) from the area of the study have been considered to conduct the present research study. The study reveals that 87.71 percent of the sample women were below the poverty line before joining the SHGs. As a result of SHG, about 40 percent of the sample women crossed the poverty line. The highest intensive value indicates that more women have participated in social agitations for the welfare of the children and the society. The second highest intensity reveals that considerable numbers of women of SHGs have participated in the government sponsored schemes. The 1st point secured 3rd rank with total intensity value of 605 which status that the micro credit has resulted in increased social status and empowerment.

The Government of India has been taking various steps towards identification of the poor (and vulnerable through the Socio Economic Caste Census) and measurement of poverty with the help of various Expert Groups right from the Task Force that was set up in 1962 to the Task Force on Poverty Elimination of the NITI Aayog. There have been many researchers as well who have been suggesting the ways in which the poor and vulnerable can be identified and poverty can be measured besides the suggestions given by the Expert Groups. However, it may be considered as a ‘national shame’ if we are unable to identify the needy even after 75 years of independence. Through the review of around 100 books, research papers and articles, an attempt has been to understand the strengths and shortcomings of suggested ways to identify the poor and vulnerable and suggest a comprehensive methodology to identify the needy. Unless we are able to identify the poor and vulnerable sections of society correctly, planning and implementing poverty alleviation programmes for “ending poverty in all its forms everywhere”1 would be a futile exercise!

This paper analyzes agricultural development in terms of policy and implementation in Nepal. More than two-thirds populations in Nepal reside in the rural area and most of them depend on agriculture. Subsistence form of agriculture is common in Nepal. Rural Area and agriculture are interrelated; like two parts of the same coin. The contribution of agriculture to national Gross Domestic Product is remarkable; however, it is declining over the decades. In fact, the agricultural sector cannot attract young people; the trend of migration from rural to urban is significantly increasing. The poverty is exceedingly marked in rural Nepal. The Government of Nepal emphasizes agriculture development in for poverty alleviation. Order to alleviate poverty, rural development, and national economic growth through the policy level. However, available data and qualitative analysis reveal that the outcome from the agricultural sector is not satisfactory due to several factors. In such situation, more than half of the population has been facing food insufficiency. Because of weak policy and implementation, the agriculture sector s been suffering poor outcome. In that way, the government of Nepal along with concerned authorities should effectively implement agriculture policies in order to reduce poverty and rural development. The agriculture-rural accommodating policies and successful performance are crucial for poverty alleviation and rural development.

<strong>Indonesian</strong><br />Tujuan penulisan paper ini adalah mendeskripsikan status ketahanan pangan nasional, kebijakan stra-tegis terkait dalam pengentasan kemiskinan, dan kebijakan pembangunan pertanian dalam rangka peningkatan kesejahteraan petani. Dalam satu dasa warsa terakhir ini, terdapat indikasi instabilitas ketahanan pangan yang ditunjukkan oleh adanya peningkatan ketergantungan impor pangan. Peningkatan kinerja pembangunan pertanian dan pedesaan diyakini akan memberikan kontribusi positif terhadap perbaikan aksesibilitas dan ketahanan pangan rumah tangga. Sedikitnya terdapat empat program pemerintah terkait dengan pengentasan kemiskinan, yaitu pengadaan beras bersubsidi, program padat karya, program pemberdayaan usaha mikro/ kecil/menengah, dan dana kompensasi kenaikan harga bahan bakar minyak untuk golongan miskin. Dalam rangka penguatan ketahanan pangan dan pengentasan kemiskinan, kebijakan pembangunan pertanian berikut ini perlu dipertimbangkan, yaitu : (1) Perluasan spektrum pengembangan irigasi dengan sasaran peningkatan produktivitas lahan beririgasi; (2) Pembaharuan arah kebijakan sebelumnya dalam rangka mengatasi kendala penawaran/produksi pertanian; (3) Reformulasi kebijakan proteksi harga melalui pembatasan impor, penegakan hukum, dan mengkaitkan program beras untuk  masyarakat miskin dengan program pengadaan gabah oleh pemerintah; (4) Mendorong diversifikasi pertanian dengan menjamin ketersediaan, akssessibilitas, dan perbaikan faktor pendukung pengembangan komoditas non-beras; dan (5) Ratifikasi perlakuan khusus (special product) bagi komoditas pertanian strategis, dan kembali kepada regulasi awal AoA-WTO berdasarkan pada komitmen dan Skedul XXI.<br /><br /><br /><strong>English</strong><br />The objectives of the paper are to describe the state of national food security, related strategies for poverty eradication, and the respective policies on agricultural development for the benefit of the people. Over the last decade, the achievement of national food security depended on imports, indicating the instability of food security. The improvement of agricultural and rural development will contribute greatly to better food accessibility and a higher food security status of the population. There are at least four main government programs aimed at helping the poor, i.e. the provision of subsidized rice, public work programs, the empowerment program for micro-small-and medium enterprises, and low-income assistance funds to alleviate the burden of the poor. To strengthen food security and to eradicate the poverty, the following agricultural development policies should be taken into account, i.e.:  (1) The widening of the irrigation development spectrum with the main objective of improving irrigation productivity;  (2) To complete reversing the previous policy direction in order to eliminate agricultural supply constraint;  (3) The reformulation of price support policy implementing rice import through prohibition, strong law enforcement, and to integrate the rice program for the poor with the government procurement floor price policy;  (4) To enhance agricultural diversification through the availability, accessibility, and improvement of the supporting factors for non-rice commodities; (5) The ratification of special products for agricultural strategic commodities, in addition to return with the initial AoA-WTO regulation based on the commitment and Schedule of XXI

Penanggulangan kemiskinan merupakan kebijakan yang dilakukan terhadap  masyarakat yang tidak mempunyai atau mempunyai sumber mata pencaharian dan tidak dapat memenuhi  kebutuhan yang layak bagi kemanusiaan. Banyak upaya yang dilakukan oleh pemerintah untuk mengatasi masalah kemiskinan ini, melalui Program Beras sejahtera (Rastra). penyaluran beras sejahtera di Desa Mulyasari  ditemukan permasalahan-permasalahan Kualitas beras sejahtera yang disalurkan ke Desa Mulyasari masih kurang layak,  Belum adanya keseimbangan antara kuota beras dengan RTSPM,  Penelitian ini diharapkan dapat mengetahui Implementasi Program Rastra di Desa Mulyasari Kecamatan Pamanukan Kab. Subang Penelitian yang dilakukan bersifat deskriptif yaitu untuk  mendapatkan data yang objektif dalam rangka mengetahui dan memahami Implementasi Program Rastra di Desa Mulyasari Kecamatan Pamanukan Kab. Subang Adapun informan  perangkat desa Mulayasari,  dan Masyarakat terkait. Berdasarkan penelitian diketahui Implementasi Program Beras sejahtera (Rastra) di Desa Mulyasari Kecamatan Pamanukan Kabupaten Subang belum berjalan dengan optimal  Pada  dimensia isi Kebijakan (Content of Policy), implementasi Program Beras sejahtera (Rastra) di Desa Mulyasari Kecamatan Pamanukan Kabupaten Subang  tidak tunggangi oleh kepentingan perorangan melain suatu cita-cita dalam pengetansan kemiskinan kemudian  masyarakat  target program meresa terbantu dengan adanya program ini,   untuk menghindari konflik social di masyarakat maka pemerintah desa dan jajaran membagi rata beras rastra tersebut sehingga jumlah beras yang dibagikan tidak sesuai dengan jumlah yang ditentukan pemerintah pemerintah belum mampu mengatasi keterlambatan pembayaran beras sejahtera petugas pelaksana program tidak mengantisipasi pembayaran yang macet dari program beras sejahtera, serta terakhir  kurangnya kompetensi dan tanggung jawab dari pelaksana program Kemudian pada dimensi Lingkungan Kebijakan  dukung oleh seluruh stakeheolder desa mulyasari,  adanya ketegasan dari pemerintah sehingga beras sejahtera tepat sasaran serta masyarakat sering menerima Rastra dengan kualitas sangat rendah dan tidak layak dikonsumsi.   Poverty alleviation is a policy that is carried out on people who do not have or have a source of livelihood and cannot meet the proper needs of humanity. Many attempts were made by the government to overcome this problem of poverty, through the Poor Rice Program (Rastra). distribution of poor rice in Mulyasari Village found problems Quality of poor rice distributed to Mulyasari Village was still inadequate, There was no balance between the rice quota and RTSPM, this research was expected to find out the Implementation of the Literature Program in Mulyasari Village, Pamanukan District, Kab. Subang The research conducted is descriptive in nature to obtain objective data in order to know and understand the Implementation of the Literature Program in Mulyasari Village, Pamanukan District. Subang The informants of the Mulayasari village apparatus, and the community concerned. Based on the research, it is known that the implementation of the Poor Rice Program (Rastra) in Mulyasari Village, Pamanukan Sub-District, Subang Regency has not been running optimally. other than an ideal in poverty alleviation then the target community of the program feels helped by the existence of this program, to avoid social conflict in the community, the village government and the ranks of the Rastra rice evenly distributed so that the amount of rice distributed is not in accordance with the amount determined by the government the government has not been able to overcome the late payment of poor rice program implementers do not anticipate bad payments from the poor rice program, and finally the lack of competence and responsibility of program implementers Then in the Environmental dimension Policy is supported by cells Told the Mulyasari village stakeheolder, there is a firmness from the government so that poor rice is right on target and the community often receives Rastra with very low quality and is not suitable for consumption.

<em>Poverty is the enemy of the government in order to create public welfare. The policies and programs undertaken by the government for the purpose of reducing poverty. Policies and programs exist that succeed in reducing poverty but there is also spawned new poverty. The following article is a literature study on the model of survival of poor households that are not touched by the poverty alleviation program. The method used is to examine some of the results of studies that have been published in journals that describe how poor households to survive and get out of the winding poverty. The findings of this study to inform the causes of poverty are many. This is because poverty is a multidimensional concept. Forms of survival (survival) and exit (exit) on poverty conducted by the poor and poor households will vary according to the cause of poverty. Reduce poor households is not a program and policy apart from the causes of poverty. A separate program will create new poverty because the program did not aim at poverty reduction.</em> Kemiskinan adalah musuh pemerintah dalam rangka menciptakan kesejahteraan masyarakat. Berbagai kebijakan dan program dilakukan oleh pemerintah untuk tujuan mengurangi angka kemiskinan. Kebijakan dan program tersebut ada yang berhasil dalam mengurangi angka kemiskinan namun ada pula yang melahirkan kemiskinan baru. Tulisan berikut adalah studi literature tentang model bertahan hidup rumah tangga miskin yang tidak tersentuh oleh program pengentasan kemiskinan. Metode yang digunakan adalah menelaah beberapa hasil-hasil penelitian yang pernah dimuat di jurnal-jurnal yang menjelaskan bagaimana rumah tangga miskin bertahan hidup dan keluar dari lilitan kemiskinan. Temuan penelitian ini menginformasikan penyebab kemiskinan sangat banyak dan beragam. Hal ini karena kemiskinan merupakan konsep yang multidimensi. Bentuk-bentuk bertahan hidup (survival) dan keluar (exit) dari kemiskinan yang dilakukan oleh orang miskin dan rumah tangga miskin beragam sesuai dengan penyebab kemiskinan. Mengurangi rumah tangga miskin bukanlah dengan program dan kebijakan yang terpisah dari penyebab kemiskinan. Program yang terpisah tersebut akan membuat kemiskinan baru karena program tersebut tidak menyasar pengurangan kemiskinan.

There is a voluminous literature on poverty alleviation efforts of Sri Lanka. The present engagement with discourse on evolving political discourse on poverty alleviation touches a different aspect, i.e. instrumental utility of policy in keeping and maintaining the status quo. The study is based on examination of the content of public policies depending on the major strand of thought associated in different eras since colonial presence in Sri Lanka. It helps to identify the continuities and discontinuities of policy discourse. The discussion on the evolution of public policy on poverty alleviation revealed that issues of the poor has occupied a priority in the political agenda of the government whenever a political movement is active in politicizing the poor. However, the very objective of such policies were not aimed at empowering the poor but keeping them subordinated. The study concludes that poverty remains unresolved due to poverty of politics.

Providing clean water and sanitation for developing countries presents its problems mainly related to people‘s unhealthy behavior and funding that needed to build clean water facilities and infrastructure. Various attempts were made by both the government and the private sector to provide proper sanitation, particularly for the poor. It also aims to give one of the most significant service delivery challenges related to poverty alleviation and sustainable living. This article presents new sanitation developments focused on community-led total sanitation (CLTS) approach and zakat as a funding solution. The researchers used the Miles and Huberman (1992) research model consisting of data reduction, data display, and verification. The result is LAZ Harfa with the CLTS approach could increase the number of houses with latrines by 40.19 percent in Banten from 2006 to 2019, also coaching schools in building 25 latrines, the number of beneficiaries increased significantly to 47,174 from 14,461 individuals. The article closes by arguing that zakat as possible alternative funding by seeing the potential that can improve the sustainability of sanitation service interventions.
