The problems of definition of the cost of design in construction are considered in the article. The existing regulatory documentation for determining the value of construction products on the territory of the Russian Federation is analyzed. A comparative analysis of the currently used methods for calculating the cost of designing is executed. The advantages and disadvantages of each method are considered, and the necessity of transformations in the sphere of determining the cost of design works is substantiated. The ways of increasing accuracy of calculation of the cost of design in construction are suggested, including the use of the territorial coefficient in calculations when utilizing the method of dependence on the natural indicators of the design objects. It is revealed that the use of this coefficient significantly increases the accuracy of calculations. For the method of calculating the cost of design as a percentage of the total cost of construction, it is proposed to clarify the methodology for calculating the cost of construction of multi-apartment buildings according to the enlarged construction price standards. It is proved that today it is impossible to replace the value of individual structural elements of an object in the event of differences in the design solutions with the solutions represented by similar objects in the collection of the construction price standards. The ways of solving these issues by the use of collections of standards for the price of construction solutions are outlined. The authors are convinced that the improvement of methods for calculating the cost of design products will improve the efficiency of investments in the construction industry.

In the current legislation of the Russian Federation, there is no concept of a land dispute, which causes difficulties in determining the competence of an arbitration court in cases in which the object of the dispute is land. The article analyzes the general legal concept of a dispute and the sectoral concept of a land dispute developed by scientists. The author identified the characteristic features of a land dispute and its structural elements. The work reveals the influence of the structural elements of the land dispute on the type of production in which the dispute will be considered. In addition, the author concludes that the correct definition of the structural elements of the land dispute enables the arbitration court to determine the appropriate persons participating in the case, the subject of proof, the relevance and admissibility of evidence, and ultimately make a lawful and wellgrounded court decision.

The issue of marketing in the construction industry has always remained relevant. Indeed, it is not easy to design objects so that they bring high and stable income. The paper studies a solution to the problem, based on the use of the iteration method, the ABC - XYZ analysis, and digital filtering. It is based on the well-known principle of the study of complex systems: the sequential division of a complex task into a number of simpler ones. We would like to note that the “classic” ABC - XYZ analysis gives only general results about the profits from construction projects and does not study the reasons due to which these profits are received. In contrast, the proposed tooling allows taking into account the main technical, geographical and other factors typical for profitable construction projects. One of the advantages of the considered approach is that the conventional computer tools - a spreadsheet MS Excel, is used in solution. The paper discusses the advantages and disadvantages of the proposed approach, specifies in which cases it is advisable to use this approach and where to use more powerful and expensive tools - Big Data technology. For better visualization and clarity, the elements of set theory are used in the paper. This methodology is universal, and its use in the energy industry is possible when selecting more profitable types of products.

The study is devoted to substantiating the need to develop a cost controlling system in order to improve the efficiency of investors, developers, customers, general contractors, as well as representatives of the banking system who are directly involved in the implementation of investment and construction projects. The paper summarizes the innovations of the Ministry of Construction, Housing and Utilities of the Russian Federation in the field of determining the cost of construction at the stages of the life cycle of an investment and construction project, and suggests their adaptation to the activities of commercial customers. The factors of the rise in the cost of construction in the modern conditions of the investment and construction sphere are systematized, including topical issues of the rise in cost due to the increase in prices of building materials. The main risks arising from the implementation of the project associated with an increase in cost are highlighted. As the results of the study, stages of construction cost control with a description of their content and a system of cost controlling of an investment and construction project are proposed.

The article presents possible approaches to assessing the financial costs of medicines. The results of the ABC/VEN and ATC DDD analyzes recommended by the Ministry of Health of the Russian Federation and the World Health Organization (WHO) in assessing the financial costs of medicines in a large multidisciplinary hospital are described. The evaluation of ABC/VEN and ATC/DDD analyzes, their advantages and disadvantages is given. It is shown that the ABC/VEN analysis gives only a general idea of planning financial expenditures and ATC/DDD about real drug consumption in the treatment of one patient. The financial costs of treating one patient vary significantly and depend on many factors: disease nosology, severity, division profile, etc. It was determined which factors should be taken into account both in estimating the cost of medicines and in planning financial expenditures for the next year. Growing vegetables in cultivation facilities can significantly increase the yield of products compared to open ground. Information data on greenhouses offered by producers for farms is summarized. The main types of farm greenhouses are identified, and they are compared for possible heat losses during the cold period of the year. It is established that with an equal building area, the area of enclosing structures of multi-span greenhouses is less than that of single-span frame and arch type. The formula for the minimum coefficient of fencing for a multi-span greenhouse, which provides a minimum of energy costs during the heating period, is derived. The structural scheme of the steel frame of a multi-span greenhouse of construction production from rolled profiles is proposed. It allows to significantly reduce the cost of construction of the structure in comparison with the cost indicators of greenhouses of factory delivery. The dependences of steel consumption for structural elements of the frame as a function of load and its construction parameters are obtained. Based on the obtained dependencies, the rational values of the span and step of the block greenhouse racks for snow loads specified in the building design standards of greenhouses are established. For rational values of planning parameters of the cultivation structure, specific indicators of steel consumption and cost per greenhouse frame are given.

The main focus of the state is focused on the continuous process of managing information modeling technologies of a construction object at all stages of its life cycle, and the key element of this management process is the collection and publication of analytical data collected automatically by extracting the requested information from information systems about stages and critical points in urban development. Of particular importance is the automation of the process of managing the cost of the object and the creation of a unified information environment that takes into account possible factors of cost changes during the implementation of the construction object.

The article is devoted to questions of theoretical and methodological provision of state regulation ofeconomic systems, in particular the construction industry. The article presents the theoretical definition ofthe category of state regulation mechanism as the main structural element of this system. The analysis ofmechanisms of state regulation is carried out, the results of which are proposed classification of mechanismsof state regulation by the nature of their influence on the object of public administration. The analysis oftheoretical approaches to the definition of the concept of the state regulation mechanism gave the opportunityto develop a system of grouping these approaches, to identify their advantages and disadvantages and toformulate the author's definition of the concept of state regulation of the construction industry based on theachievements of the representatives of the system approach.The classification of mechanisms of state regulation has been carried out, which showed that themain means of influence on the object of state management can be accumulated in the following blocks:regulatory, organizational, economic, informational and tax. These are the components of the state'sregulatory policy aimed at streamlining economic activity, in particular in the field of construction. In theanalysis of theoretical and methodological approaches to the definition of the category of state regulation,three groups of these approaches are distinguished: structural, defining the components of state regulation,functional, describing the category from the point of view of those functions that it has to execute, and thesystem that reflects the complexity of the concept state regulation.


Steel Plays major role in the field of construction industry. Due to Rapid industrialization and urbanization has increased to twofolds the demand and usage of materials. Increasing demand creates depletion of material. Excessive waste plastic creates Environmental pollution, in order to reduce the waste it can be converted into polymers and can be used in the field of construction industry. Waste material can be used to replace the steel material in concrete as an alternative source. Usage of synthetic material increases day by day due to its advantages. A study was carried out to understand the behavior of synthetic polymers to be used in different fields. The research work is carried out for different polymers. It is found from the results that Strength of synthetic polymers is more when compared with other polymers and can be used as reinforcement in concrete there by reducing the weight of concrete member. The application of using synthetic polymer in concrete is not only limited to the weight reduction but also it reduces the cost of construction. Cost of construction can be reduced in the following ways, First it does not need skilled labors, second reduces the corrosion risks. Synthetic polymer has higher tensile strength compared to conventional steel polymer, hence more investigation to be carried out to expose the potentiality of the material

Modern globalization processes cause the emergence of new threats to society, and necessitate the development of innovative mechanisms to overcome them in order to improve the level of security at various levels of management. The objective of this study is to test the methodology for assessing the level of security of the economic system of the region (based on the use of an integral indicator), as well as the definition of mechanisms for its provision at the meso-level. The structure of this indicator includes aspects of the impact on the stability of the system of the following factors (market, non-market and social ones), based on the system of indicators (the number of employed population, the cost of technological innovation per capita, investment in fixed capital, etc.). The calculation of summary indicators is given on the example of one of the subjects of the Russian Federation (Volgograd region), which allowed to determine negative changes in the level of economic security in the region (significant technological backwardness, consistent depletion of natural resources, growth of budget commitments, etc.). Due to the comprehensive assessment, a list of factors that cause this condition has been identified with the aim of further targeted impact from public authorities to overcome the negative trends in the economic system of the region and (or) leveling their consequences. The development of mechanisms to ensure the economic security of the region, based on the above-mentioned method of integrated assessment, allows not only to fully assess the state of the regional economy, but also to identify the potential to strengthen the position of the entity of the country both at the national and international arena.

A Rise in urbanization and industrialization has led to over utilization of natural river sand, which affects environmental sustainability. Nowadays, due to the massive demand of river sand, M-sand has been replaced effectively and being used in the construction industry. Although M-Sand is desirably used, it can lead to more water and cement requirement to achieve the expected workability which in turn increases the cost of construction. Thus as an alternative solution, industrial by-product like waste foundry sand can be used. When sand can no-longer be reused in the foundry, it is known as waste foundry sand. As it is discarded in a landfill, it tends to pose several environmental impacts. In order to reduce the disposal problem, waste foundry sand is reused in engineering applications. In this paper, various strength and durability properties have been studied, and an overview of some of the research works on the utilization of waste foundry sand in concrete were given. Fine aggregate is replaced with different proportions of waste foundry sand (0-100%). From the results obtained, the optimum % replacement of foundry sand is found to be in the range of 20% to 40% based on the grade of concrete.
