Non-profit organizations carry out activities that the state either does not want to perform or does not take responsibilities for them due to financial reasons, and the private sector is not interested in them. Specific features of such kind organizations is the fact that their performance is mostly depended on the work of a man – a volunteer, so a human capital is their integral part. Volunteering is a multidimensional phenomenon. It is an important part of the society and its future development. The context of volunteering has changed in last years, because social trends as globalization, technological development, changes in demography, emergence of postmodern values, and changes in families and work change people´s attitudes toward volunteering. In order a volunteer could realize his own personality and belief in volunteering activities and simultaneously participate in meeting goals of an organization, it is essential that all elements of management (organizing, managing, control, evaluating) are carried out effectively and have a meaning. To achieve this point, it is needed to know reasons, why people do volunteering that does not have only motivational sense, but also strategic one. Identifying motifs is therefore broader than just meeting needs and their knowledge is an essential factor for the effective functioning of non-profit organizations regardless of fields of their operation.

There is a steady trend in the wide range of literature on the study of institutions: the definition of theoretical judgments often does not coincide and is not combined with the definition of general connections and patterns, which leads to ignoring the principle of systematic analysis of socio-economic processes. Indirectly, this means the priority of the random (individual) over the whole and general. Meanwhile, the concept of an institution correlates with the specific content of a phenomenon or process and is supplemented by a generalized and systematic approach. The study of such an urgent problem of the market economy as institutional choice through non-profit organizations requires the extension of the analysis not only to governmental but also to non-governmental structures, which are an element of the whole. In this regard, the article provides a historical overview of the development of nonprofit organizations and charitable activities as a large-scale social phenomenon, which made it possible to draw attention to the possibility of using the experience of past years for the purposeful organization of non-state institutions of charity, including by improving social partnerships. Analysis of the current state of non-profit organizations in Ukraine, despite the growth in their number, shows a decrease in the volume of charitable activities. In recent years, the country has taken certain steps to improve charity. However, this is not enough. The institutional environment for philanthropy needs to be improved. The solution to this problem is possible with the active influence of the state on the management of non-commercial activities. Improving the tools of functioning, financing, as well as increasing attention to the development of statistics in this area of activity is considered relevant. In this regard, the purpose of the article is to identify pressing issues and ways to improve charitable organizations. The solution to this problem is possible with the active influence of the state on the management of non-profit activities. The development of the institutional framework of the nonprofit sector of the economy means the improvement of financial reporting, greater openness of charitable organizations, streamlining of their legal relations, liberalized taxation and strengthened control over the activities of non-profit organizations. The article pays special attention to the problem of accumulation and distribution of charitable funds. The potential of charitable organizations can be expanded by shifting the focus of their regulation away from predominantly corporate to regional administration, which increases the importance of the institution of partnership in the development of charity. The article uses historical and logical methods, which allowed to study the formation and development of non-profit organizations in the evolutionary aspect.

In this study, one important thing will be discussed, namely about what is performance, its services, especially for the state civil apparatus (ASN). Since personnel are so important from both the employee and organizational point of view, an efficient evaluation orders related evaluations to the organization. The main objective of this research is to assess the importance of evaluating the performance of the civil service to increase public efficiency as a special type of human capital. This concludes with the steps necessary to ensure the efficient use of the capacity of the civil service of the state. This study uses a qualitative approach with a literature review method to explain the performance of the State Civil Apparatus as a development of the quality of human resources.

Social, cultural, and economic aspects of a country decide the formation and development of the country's non-profit organizations. Examining Korean NPOs shows uniqueness in their birth characteristics, historical advancement, and current location. This chapter presents discussions on definitions and functions of Korean NPOs, their development history regarding political regimes, current situation which the organizations are facing, and opportunities to overcome the challenges. The democracy movement in the 1980s facilitated activities of NPOs and different political regimes have been providing diverse backgrounds for NPOs' performance. Currently, Korean NPOs are confronted with challenges in functional and managerial aspects. The authors propose facilitating the high internet usage of Korea into a power tool for NPOs and turning the attention toward clubs and societies as possible remedies for the difficulties. This chapter is expected to promote understanding of Korean NPOs and provide insights for the future development of Korean NPO literature.

The article considers the main economic and legal incentives that determine the development of fish farming companies in Russia. The authors analyzed the main legal acts that form the institutional environment in the industry. Among them: the Doctrine of food security, the Federal Law on aquaculture, the state program for the development of the fisheries complex, the industry program for the development of commercial aquaculture and the strategy for the development of the fisheries complex. The study presents the results of an analysis of incentives for the development of fish farming companies in various Russian regions. The role and significance of non-profit organizations in the development of aquaculture is determined in the research.

This chapter highlights the collaboration between individuals in state institutions and the private sector during the 1840s in Bremen, Bavaria, Prussia, and Austria. Earlier expectations for the potential of telegraphy were confronted with the sobering reality of technological development. On the one hand, the efforts of the state, scientists, and railway companies were supported by the increasingly free circulation of technical knowledge between institutions, experts, and private citizens scattered across the German ‘landscape of innovation’. This circulation is illustrated by an examination of various technical periodicals, while the example of Werner Siemens, a Prussian lieutenant posted in Berlin, is used to illustrate the social connections which also often supported these exchanges of information. On the other hand, the period also witnessed an accentuation of the tensions between and within the private sector and the state, as the latter sought to establish its own interest in obtaining the technology. This combination of necessary collaboration and disagreement caused frustrations which, by 1847, threatened to stall the process of development.

Policy formation and implementation have largely shifted from a top-down government-led process, to a collaborative governance approach characterised by complex and opaque partnerships, weakly steered by the state.  We use 36 interviews, undertaken in Toronto and Melbourne between 2015 and 2018, to assess procedural accountability in these two cities: the extent to which policy outputs developed through a partnership approach are fair, transparent, rational, and intentional.  We find that both cities fail the basics of procedural accountability, and that there is little shared understanding amongst key partners – local and provincial/state policymakers, non-profit and private sector housing providers, and philanthropic and private sector finance providers – about the definition and missing quantum of affordable housing, let alone a sense of how to move forward.

At present, the financial relations of non-profit organizations in Russia with different levels of government, as well as the business community, characterize the degree of social, moral and cultural situation in society. The relations of non-profit organizations in terms of their financing are associated with support from the state, its interest in their functioning thanks to the budgetary funds received from it and receipts from extra-budgetary funds. At the current level of development of Russian society, and due to the aggravated situation with the pandemic, the topic of the sphere of activity of non-profit organizations, obviously, acquires special relevance.

Most NPOs in Kenya have not fully embraced the use of strategic plans due to the difficulties involved in development implementing of strategic plans. There are many factors that hamper implementation of strategic planning an organisation including inadequate financial resources, human resources, technological competences and organisational culture. The aim of the study was to determine the influence of organizational resources on Strategy Implementationin Non-Profit Organizations with a key focus on The Kenya Medical Research Institute Wellcome Trust Research Programme based in Kilifi County, Kenya. The specific objectives of the study were to examine influence of financial resources on strategic plan implementation, influence of human resources, and influence of technological competences on strategic plan implementation. The study was guided two theories, Resource Based View theory and Learning organisation theory. The research employed a descriptive survey research design. The study’s population was the management staff at KWTRP who were 60 according to the KWTRP (2018). Since the population was small, a census was adopted. The primary data was collected by use of self-administered semi-structured questionnaire. Data analysis was done by use of descriptive statistics such as frequencies, percentages, mean scores and standard deviation with the aid of SPSS and presented through tables, charts, graphs, frequencies and percentages. The study established that human resources, financial resources and technology competence had a positive and significant influence on the implementation of strategy at KWTRP. The study concluded that an organization’s workers important assets as they consistently contribute to an organization’s efficient functioning. That proper allocation of financial resources allows managers to put together more productive and efficient workplace teams and enables them to assess their schedules and predict the availability of resources in real time effectively and that technology competence lies in its ability to streamline interaction both internally and externally. One of the essential benefits of software expertise is its potential by promoting strategic thinking and knowledge transfer to improve the competitive advantage of an organization in the marketplace. The study recommends that the organisation incorporate top-down and bottom-up plan development on human resources in order to gain input from the lower management tier and involve workers in formulating strategies in order to significantly increase their contribution to executing a strategy. The study advises that the leadership of the institute should provide enough financial resources to execute strategies effectively. For each assignment within the plan, periodic cost estimates are important so that the use of financial resources can be made as efficiently as possible. On technology competence, the study suggests that management should seek more support for technical ways of executing strategies by having clear and articulated career paths for their staff, leave room for improvement to ensure cohesion of efforts in support of the implementation of the strategy. Similar studies should be carried out in private and public organizations since this study only focussed on non-profit organizations.

The article analyzes using the normative and systematic methods, as well as analysis and synthesis, the content of the statements of the Civil Code of the Kyrgyz Republic, the Budget Code of the Kyrgyz Republic, the Laws of the Kyrgyz Republic "On State and Municipal Services", "On Non-Profit Organizations", "On Basic Principles of Budget Law", Regulations "On Special Funds and Deposit Amounts of Institutions on the State Budget of the Kyrgyz Republic" 1998 and 2000, approved by the Government of the Kyrgyz Republic, as well as other acts of this body and Model Civil Code of the Commonwealth of Independent States, as well as practice the application and improvement of these acts and the works of legal scholars, in addition, the judicial practice of the Supreme Court of the Kyrgyz Republic related to the subject of the research was studied, the data of the Accounts Chamber of the Kyrgyz Republic on audit of annual republican budgets were analyzed. The article reveals essence of state institutions of the Kyrgyz Republic as legal entities, their role and significance, place in the system of non-profit organizations. Particular attention is paid to the trends in the theory of public legal entities. The authors conduct historical analysis of existence of the state institutions of the Kyrgyz Republic. The revenues of this institutions, ratio of the norms of civil and budgetary legislation in the regulation of activities of institutions, which generate income, are investigated, and importance of legislation on public services in the regulation of the provision of paid services is revealed. Importance of special funds as a source of profitable activity is considered. Comparative analysis of the norms of the budgetary and civil legislation governing activities of the state institutions with income has been carried out.
