The organizational and pedagogical conditions for training higher education applicants by learning tools of a competence-oriented environment are analysed. Such pedagogical conditions include integration of the educational process in the context of the face-to-face training and a competence-oriented computer environment, providing systematic interactive work and performance of rating tasks in a learning environment focused on competence and systematic monitoring and control over the process of training of higher education applicants. In order to study the feasibility of using organizational and pedagogical conditions for the training of higher education applicants by learning tools of a competence-oriented environment, the degree of competence of the expert commission was checked and the indicators of competences of experts were calculated. Experimental work on determining the coefficient of concordance gives the opportunity to state that the opinions of experts on the organizational and pedagogical conditions for the training of higher education applicants by learning tools of a competence-oriented computer environment are consistent. It is noted that the implementation of organizational and pedagogical conditions, in fact, involves the optimization of educational and cognitive activities of higher education applicants, and taking into account certain conditions will lead to renewal, productivity, continuity and integrity of acquisition of the competences.

The French model of National Education, developed from the Third Republic, is based on free education and equal opportunities in access to education and culture. “The Nation guarantees equal access for children and adults to education, training and culture. The organization of free and secular public education at all levels is a duty of the state ”thus stipulates paragraph 13 of the Preamble to the Constitution of October 27, 1946. Higher education scholarships are a tool of education policy which aims to ensure this fundamental principle of equality. Like any public policy, it must be monitored, evaluated and steered, in particular within the framework of the new financial constitution of August 1, 2001, called the Organic Law relating to Finance Laws (I.G.A.E.N.R., 2007). In 2008, 1.48 billion euros were spent on scholarships, of which more than 89% were scholarships on social criteria intended to benefit around 487,000 students (Marini, 2007). This figure represents around a quarter of students enrolled in higher education in France for the year 2007-2008 (M.E.S.R., 2009). If all the grants are taken into account, this percentage is around 30%. However, several reports have raised a lack of tools and literature on the evaluation of the scholarship allocation system, a report from the 2006 parliamentary mission to the Minister of National Education, Higher Education and Research highlights in these terms the lack of monitoring and evaluation tools: "One of the findings of this report was the contrast between the considerable amount allocated to this policy with, paradoxically, such little monitoring and control". This work aims precisely to provide elements of evaluation and monitoring of this policy, by proposing an evaluation of the system of allocation of scholarships according to two axes - equity and efficiency - as well as an index making it possible to follow over time the level of the aid allocated and the extent of its coverage. These analyzes and results are based on statistical studies carried out on the annual databases of student applicants for grants between 1998 and 2007, provided by the Department of Evaluation, Forecasting and Performance (DEPP) and on the data triennial surveys on “Living conditions of students” collected by the Observatory of student life (OVE).

The paper deals with the monitoring of the functioning and control of the effectiveness of the use of electronic information and educational environment of higher education. Particular attention is paid to the registration of events and their analysis in the Moodle learning management system from the perspective of the organization of educational interaction and analytical activities of the management. It is noted that the learning management system Moodle can not without additional plugins to provide information about site visitors, traffic sources, load indicators on the system. External tools, such as «Yandex.Metrics». By integrating this information system into the electronic information and educational environment of the University, it is possible to analyze additional statistical data (number and age of visitors, devices used to enter the environment). The obtained information allows not only to optimize the educational process from the position of control over the study of educational material, but also to significantly improve the efficiency, convenience and quality of work of students in the electronic information and educational environment of higher education.

The object of research is the process of forming the spelling competence of future teachers of the New Ukrainian School. Investigated problem. The spelling competence of students of higher education institutions as a component of linguistic and communication competence is presented in the article. The problem of the formation of linguistic and communicative competence, in particular spelling, is of particular relevance in connection with the introduction of the new edition of Ukrainian spelling. In the context of current requirements for the professional training of future specialists of the New Ukrainian School, the role of test monitoring as a form of diagnostics and control of spelling and punctuation literacy of higher education students is increasing, which allows to objectively evaluate the spelling of students’ skills, improve the organization of educational activities and in modern universities. The main scientific results. A brief overview of the history of testing use in the educational process is provided in scientific intelligence. The positive and negative factors of the introduction of testing in the process of studying the spelling material of modern Ukrainian literary language are determined. Guidelines for the development of spelling test tasks in modern Ukrainian have been made. The article proposes test tasks of closed and open forms for monitoring the spelling knowledge, abilities and skills of students of institutions of higher education after studying the topic «Letter doubling». The field of practical use of research results. The results of the study can be used by teachers of higher education who are working on the problem of formation and improvement of spelling literacy of applicants for higher education institutions, as test monitoring allows promptly checking students’ educational achievements, determining how thoroughly and correctly each student has mastered one or another spelling knowledge, skills. Innovative technological product. Test tasks of closed and open forms on the theme «Letter doubling» are developed. Scope of innovative technological product. The methodical recommendations for the development of spelling tests of modern Ukrainian language, the proposed test tasks on the subject of «Letter doubling» can be applied in the study of such subjects as «Modern Ukrainian language with a practicum», «Practice in Ukrainian spelling» for students of specialty 013 «Primary education», 014 «Secondary education», specialization «Ukrainian language and literature» of higher education institutions.

 The design and construction of a device prototype for a water level measurement system in a tank and controlling a number of garden light analogies has been carried-out and the prototype can be integrated into smarthome system. Three topics are discussed in this paper, including the manufacture, programming, and performance measurement of device prototypes. The formation of prototype of the device is done through wiring integration between electronic devices, in order to obtain the hardware handshacking. Programming the prototype of device is done through the creation of algorithms and preparation of syntax, in order to obtain the software handshacking. The performance of the prototype of device is measured when integrated into the Smarthome system, in order to obtain the hardware and software handshacking. The performance of prototype of the device when monitoring in the form of information about the water level in the water tank with 3 (three) conditions, namely the criteria of "empty", "medium", and "full", while the control in the form of information about the operation of ON/OFF of the LED as an analogy to the lamp garden are done for 3 (three) positions, namely position #1, #2, and #3. The manufactured subsystem prototype can be integrated into the smarthome system when a validation test is performed. Prototype of the device for monitoring and control based-on web that can be integrated into the smarthome system.

The primary task of higher medical education in Ukraine today is to provide health care facilities, competitive — able, staff with fundamental knowledge. The competent component of the applicant for higher education, first of all, involves the introduction of updated approaches to the educational process. When studying the component “Pediatric Surgical Dentistry ” one of the most difficult to perceive, but very important is the topic of “Congenital malformations”. Experience shows that difficulties arise in mastering practical material. With this in mind, the aim of our work was to optimize the teaching of the component “Pediatric Surgical Dentistry” aimed at forming a competency component in higher education. When teaching the topic, first of all, you should focus on the relevance of the problem. In addition, in order to master the material in the process of practical training, we use interactive teaching methods: brainstorming, case method, presentations, role-playing and business games. To systematize the theoretical knowledge of students obtained in a practical lesson on this topic, lecture material is taught, the content of which is scientifically sound and supplemented by a multimedia presentation. To ensure a balance between theoretical and practical parts of higher education training on the basis of the department created and operates a regional diagnostic and counseling center for children with congenital and acquired disabilities, whose experience and experience is an additional source of methodological support of the educational process. Our data and teaching methods aimed at obtaining the necessary knowledge and practical skills of applicants to study the part “Congenital malformations” indicate the prospects for their implementation, as it further creates the basic prerequisites for further research to optimize the learning process to form competencies in accordance with educational-professional program.

The rapid increase in internationalism and borderless higher education by public and for-profit universities is changing the face of the global higher education landscape. Today, universities have more opportunities for serving campus-based international students and extending their programs and research on the international stage. Students also have more choices than ever before in navigating their educational future and are becoming active consumers of global HE. Language, culture, and social norms are as critical as any educational strategies used to build and sustain international partnerships. An understanding, tolerance, and humility about the educational process in other countries is a necessity for building successful partnerships. Borderless higher education is highly complex and involves various risks for colleges and universities and the need to justify foreign ventures or adventures to key stakeholders at home. The “new global regionalism” will accelerate HE competition for students, and the global destination choices for students may drive more students to remain in their region than going to traditional destinations such as the US, UK, and Australia. Universities will function more like businesses, and their foreign partnerships and campus international recruitment will be based on leveraging profitable revenues to supplement their composite educational enterprise. This will be accentuated by reduced government funding and the need to temper continuous tuition and fee increases. Quality assurance agencies will exert greater pressure on universities to maintain accountability, program standards, and alignment with their core mission. University chief executives will need to navigate a range of complex issues before leading their universities into unchartered international waters. Indeed, some universities have no business in the business of borderless higher education. This chapter explores borderless higher education.

The article deals with the creation of unified information-educational environment of an educational institution, requirements to it, the organization of the educational process based on it, as well as all its constituent parts presented in an educational institution. A promising field of research of the problem of information technologies usage in students' learning activities can become the experimental study of the beliefs of students, scientific-pedagogical and pedagogical staff of higher education institutions on e-learning tools and their application in the educational environment. Moreover, it is worthwhile to mention that the problem of effective use of modern ICT disciplines is studied by many professors of higher educational institutions. However, its incorrect usage leads to the substitution of the learning objectives. Nowadays it is possible to reduce the educational process in universities not only by knowledge mastering, but also teaching students to learn and apply their new knowledge and information as effective, as it is possible. Numerous theoretical and practical research characteristics of the information technology in the students’ educational process claim that this approach is a response to students’ social demands and needs, since it contributes to the formation of professional competence of future professionals. One of the most important factors that significantly effects the quality of education is the usage of modern information technologies. Modern graduate students should have special professional tools and solve working problems, using information systems. Thus, the introduction of innovative information technologies in higher educational institutions enables future professionals to expand their potential abilities and encourages active learning.

The creation and improvement of modern information technologies require higher education institutions to introduce new approaches to learning, ensuring the development of communicative, creative and professional knowledge, and the need for self-education. The introduction of information technology in the educational process of universities is moving to a new stage - the introduction of new multimedia educational materials. A large number of diverse information resources are being created in Russia, which have significantly improved the quality of educational and scientific activities. More and more often multimedia technologies are used in training, the spectrum of which has expanded significantly: from the creation of training programs to the development of a holistic concept for building educational programs in the field of multimedia, the formation of new learning tools. Methodically, the textbooks are structured in such a way that they meet the programs of leading universities in Europe and the requirements of a credit-modular system for organizing the educational process, which laid the foundation in our country like the ECTS system adopted in the Bologna process. The practical value lies in the fact that the textbooks allow students, bachelors, masters and graduate students of technical universities to independently master the knowledge of modern electronics. The materials of the textbook will help specialists in practice in the development, implementation and operation of electronic devices and systems, which are an integral part of electrical, radio engineering, telecommunications, computer, biomedical and other devices and complexes, technological equipment for automating technological processes, marine, space and defense equipment.

The article presents the results of observing the events that have taken place in the highly competitive market of educational services in our country over the past years and consequences of their influence on domestic higher educational institutions. The most significant among these results are the next: a decrease in the number of students who come from Ukraine for high quality and less expensive education, than in their countries, the curtailment of the national cluster of the formation of professional competencies centers and also the number of scientific and pedagogical personnel reduction, their training quality, who are meant for maintaining the intellectual capital of the nation at the proper level, that is especially alarming. Identified negative trends are in contradiction with the views of the key states of the planet regarding the role of education in the era of Industry 4.0 establishment. And the impressive statistics of countries that are at the forefront of the implementation of Industry 4.0 products and the quality of education are proof of this. The rapid diffusion of innovative technologies created by Industry 4.0, new business models requires consequently a new quality of workforce. It is suggested that many problems appeared due to the special content of state policy in the economic sphere. Alas, it does not contribute to such a required growth of business and, as a result, leads to a chronic budget deficit and a decrease in spending on social programs and on higher education, in particular. In these circumstances, it looks quite attractive to encourage students to receive educational services in our country from those regions where there is a torrentially growing desire for academic migration among young people. Regardless on the true motives of the growth in the popularity of it. There is an urgent need to analyze the current situation of education in Ukraine, to study the dynamics of key indicators to identify the challenges facing the modern education system. The results of the analysis will help to look soberly at the problems, overcoming which will be a priority for reformers of the educational process.


What makes lecturers in higher education use emerging technologies in their teaching? From the literature we know that lecturers make use of teaching and learning technologies in response to top-down initiatives, and that some also initiate bottom-up experiments with their own teaching practice, driven by both pragmatic and pedagogical concerns. This study is particularly interested in what motivates lecturers to try emerging technologies – those teaching and learning technologies that are new, or are used in new ways, or in new contexts to change teaching practices. This paper analyses the responses of university lecturers in South Africa, who use emerging technologies in their teaching, to a national survey which asked what motivates their practice. The rationales that lecturers use to explain their practices include a mix of pedagogic concerns, pragmatism and external imperatives. These rationales speak to common higher education discourses: effective learning, the welfare of students, and oversight and control; efficiency in the face of the conditions of higher education; as well as the external “imperatives” of the knowledge economy and labour market. Alongside these a discourse of empowerment emerged, including resourcefulness in under-resourced contexts, and creative individual responses to higher education challenges. Such discourses seem to imply that lecturers who engage with emerging technologies are asserting themselves creatively and claiming a more positive positioning in the challenging landscape of modern higher education.
