Today, an urgent problem for applicants and employers is to obtain complete and reliable information about the quality of training of students by educational organizations of various levels, including secondary vocational education. One of the most demanded tools is an independent assessment of the quality of education and the creation of ratings of educational organizations. Of interest are the ratings generated by employers, which do not assess formal signs of compliance of the conditions for the implementation of the educational process with regulatory requirements, but include indicators that allow assessing the level of graduates ‘compliance with employers' requirements and the demand for graduates in the transport industry.The All-Russian Industry Association of Railway Transport Employers (Zheldortrans) this year for the first time held a rating of educational organizations that implement programs of secondary vocational education in railway specialties. This rating included the main indicators that allow assessing the quality of personnel training for railway transport enterprises. Information about the goals and criteria of rating formation, as well as its results is provided. According to the results of the work of the expert commission, formed from representatives of Zheldor-trans and the Russian Railways holding, the Chelyabinsk Institute of Railways, a branch of the Ural State University of Railways, was recognized as the best educational organization that implements training programs for specialists in secondary vocational education in the areas of rail transport.

The article addresses the expert methods for developing the graduates’ professional competencies in specialty programs in the conditions of predetermined specializations within particular specialties in the absence of professional standards. The authors analyze the features of obtaining and processing data from experts, which are specialists in this field of professional activity. Special attention is paid to expert commission forming using the expert competence criteria and the cost of the survey. Based on the developed expert method, a comparative analysis on the importance of professional competencies of specialists in the chosen field of activity is carried out. The authors propose a method of matching the experts’ assessments obtained as a result of the survey. The article finds that it is necessary to include formalized procedures for the development of the graduates’ professional competencies in the indicative basic educational program.

This article examines reflection as one of the interactive methods, which in turn allows students and teachers to interact during class work, thereby developing their communication skills. A feature of the article is the description of communicative reflective methods, as well as the ways and methods of its implementation. The article describes the most common and effective communicative methods of reflection, which were used in the process of practical training in English lessons. The use of these methods has shown high results in the development of communication skills, as well as the impact on the interest and activity of students. The study was carried out in two stages by using a special expert commission, which assessed the results of students in the classroom without reflection and using reflection. The results of the study can serve as a theoretical basis for further research on the use of reflective methods to improve speaking in English lessons, and the development of communication skills.

Abstract This article reflects on the first-ever compulsory conciliation under the law of the sea and its significance to international law and diplomacy. The conditions for ending the dispute between Timor-Leste and Australia were only created through a genuine combination of both law and diplomacy as facilitated by an expert commission. Through successive milestones, the United Nations Convention on the Law of the Sea (unclos) conciliation framework and the conciliation commission itself, was able to successfully shift the reluctant State (Australia) from resistance, to engagement, and ultimately, to resolution. The conciliation also showed how Timor-Leste’s sovereign interpretation of maritime rights under international law was a compelling argument in the context of historical factors and its self-determination. Ultimately, a treaty was agreed through the conciliation despite competing views of international law’s relationship to diplomacy and indeed on maritime boundary delimitation methodology itself. A reflection on this triumph of the liberal international order is beneficial for both Timor-Leste and Australia as they seek further cooperation under the new treaty, and for other States facing entrenched disputes as well.

INTRODUCTION Determination of the degree of depression of consciousness in patients with brain damage upon admission to the intensive care unit and intensive therapy is a primary task. In order to carry out a quick and at the same time sufficiently complete assessment of this kind, in 1974 neurosurgeons Graham Teasdale and Bryan Jennett from the University of Glasgow developed an algorithm consisting of a sequential series of tests in the form of eye opening, speech and motor responses, called Glasgow Coma Scale. This scale has received worldwide recognition and for many decades has been the main one for determining the state of consciousness in the most severe patients with brain damage. The absence  of a validated version of this scale complicates its application in Russia, and the use of currently available versions that have not passed all the necessary  stages of validation distorts the originally intended meaning of the scale and does not allow obtaining reliable clinical results when examining patients with acute impairment of consciousness.AIM OF STUDY Development of the official Russian­language version of the Glasgow Coma Scale, taking into account linguistic and cultural  characteristics (1st stage of the validation study).MATERIAL AND METHODS The staff of Center for Validation of Health Status Questionnaires and Scales in Russia, Research Center of Neurology obtained consent from G. Teasdale to validate Glasgow Coma Scale in Russia. Two Russian­speaking professional certified translators in the field of  medicine performed a direct translation of the original English­language scale, and a reverse translation was carried out by native speakers with a medical education. Pilot study was performed in 15 patients with acute impairment of consciousness, two meetings of the expert committee were held (before and after pilot study).RESULTS Based on the results of the first meeting of the expert commission, a linguistic and cultural adaptation of the text of the scale was carried out. During the pilot testing of the researchers did not have difficulties in understanding and interpreting instructions. As a result, the second meeting of the expert commission was held and the final Russian­language version was approved, which is presented in this article and is available on the website of Center for Validation of Health Status Questionnaires and Scales in Russia, Research Center of Neurology.CONCLUSION For the first time, the Russian language version of the Glasgow Coma Scale was officially presented and recommended for use both in clinical and research practice in Russia and other Russian speaking countries. The next publication will highlight the result of assessing the psychometric properties (reproducibility, inter­expert agreement and sensitivity) of the Russian­language version of the scale.

Plum brandy (Slivovitz (en); Šljivovica(sr)) is an alcoholic beverage that is increasingly consumed all over the world. Its quality assessment has become of great importance. In our study, the main volatiles and aroma compounds of 108 non-aged plum brandies originating from three plum cultivars, and fermented using different conditions, were investigated. The chemical profiles obtained after two-step GC-FID-MS analysis were subjected to multivariate data analysis to reveal the peculiarity in different cultivars and fermentation process. Correlation of plum brandy chemical composition with its sensory characteristics obtained by expert commission was also performed. The utilization of PCA and OPLS-DA multivariate analysis methods on GC-FID-MS, enabled discrimination of brandy samples based on differences in plum varieties, pH of plum mash, and addition of selected yeast or enzymes during fermentation. The correlation of brandy GC-FID-MS profiles with their sensory properties was achieved by OPLS multivariate analysis. Proposed workflow confirmed the potential of GC-FID-MS in combination with multivariate data analysis that can be applied to assess the plum brandy quality.

Taking into account the current needs of modern national psychodiagnostics, and having discovered that Ukraine lacks valid tools that investigate and check the likelihood of sexual abuse by one person of another’s personal boundaries, the article authors have developed, tested and standardized the author’s questionnaire: “Scale of incestuous personality” (Glushchenko N. A., Dushkevich M.M.). The study was carried out from February 2019 to December 2020, included a pilot study with people who had experienced incest trauma and a further step-by-step study of the psychometric characteristics of the newly created questionnaire. The main sample consisted of 267 Ukrainians, with the age ranged from 18 to 62 years old, who lived in 19 regions of Ukraine, belonged to heterogeneous professional groups and had different educational levels. The internal consistency of the questionnaire was determined using the Cronbach's Alpha coefficient, which was a = 0.90, which indicated excellent reliability of the proposed method. This psychological diagnostic instrumentation showed good retest reliability (Pearson's coefficient r = 895, p ≤ 0.01). The authors proposed a theoretical model for the questionnaire structure, which described the internal validity, identified the main categories determining an individual’s manifestations of incestuousness: violation of psychological and physical boundaries, violations of physical body perception; violations of sexual and personal identity; rejection of intimacy and sexual arousal; confusion of the concepts of sex and love; depressive moods; signs of oversexualization; sexual dysfunction; transfer of control; emotional deprivation; having secrets; difficulties in building interpersonal relationships; defectiveness and shame; social alienation and so on. The established expert commission found that the methodology has a mutually consistent and homogeneous inclusion of emotional, cognitive, motivational and behavioral components of the examined phenomenon of incestuousness. The constructive validity of the questionnaire was confirmed by its factorial structure, which consists of 5 scales: “Psycho-emotional distrust”, “Sexualized identification”, “Emotional-anxious identification”, “Openly controlling intimacy” and “General indicator of incestuousness”. All scales are compared with the theoretical model and interpreted. The presence of significant correlations between the "Scale of incestuous personality" (Glushchenko N.A., Dushkevich M.M.) and methods studying the internal organization of a personality, maladaptive schemes, attitudes towards sex, intimate life, personal boundaries and existing traumatic experience indicates the convergent validity of the developed questionnaire. Statistical differences by gender were revealed for the general indicator of incestuousness; all other indicators of the scale did not depend on the respondents’ age and / or place of residence. Using the definition of stans, test norms for men and women were calculated, and levels of incestuousness were determined and interpreted.

The organizational and pedagogical conditions for training higher education applicants by learning tools of a competence-oriented environment are analysed. Such pedagogical conditions include integration of the educational process in the context of the face-to-face training and a competence-oriented computer environment, providing systematic interactive work and performance of rating tasks in a learning environment focused on competence and systematic monitoring and control over the process of training of higher education applicants. In order to study the feasibility of using organizational and pedagogical conditions for the training of higher education applicants by learning tools of a competence-oriented environment, the degree of competence of the expert commission was checked and the indicators of competences of experts were calculated. Experimental work on determining the coefficient of concordance gives the opportunity to state that the opinions of experts on the organizational and pedagogical conditions for the training of higher education applicants by learning tools of a competence-oriented computer environment are consistent. It is noted that the implementation of organizational and pedagogical conditions, in fact, involves the optimization of educational and cognitive activities of higher education applicants, and taking into account certain conditions will lead to renewal, productivity, continuity and integrity of acquisition of the competences.

The actual costs from the introduction of digital technologies are shown, and the methods for analyzing the dependence of profit on the effect of the introduction of digital technologies are considered. Methods for assessing the effectiveness of decisions made by the expert commission on the necessary sets of key performance indicators for the introducing and implementing of digital technologies are discussed. Evaluation of digital marketing in the context of market conditions has been carried out.

The structural- functional changes of heart chambers (changes in size, volume, shape and function of the heart) are the basis of the cardiac remodeling — an important element of the cardiovascular continuum, which is a key mechanism for the progression of the main cardiovascular diseases. Echocardiography is the main and available method for its assessment.Material and methods. 1189 civil aviation pilots aged 54–68 who underwent routine in-patient examination at the Central Clinical Hospital of Civil Aviation were examined on a regular basis with further medical assessment at the Central Medical Flight Expert Commission of Civil Aviation of the Russian Federation in 2009–2010. The average age was 56.75 ± 0.07. Transthoracic echocardiography was performed for evaluation of the structural-functional indicators of the cardiovascular system in 1170 of flight personnel (98.4%).Results. Enlarged size of the heart chambers was minor and moderate without heart failure and was detected in 4.8% of civil aviation pilots of senior age group. Abnormal geometry of left ventricular (LV) was revealed in 61.7% of the examined civil aviation pilots of senior age group: left ventricular hypertrophy (LVH) — in 1% of pilots (concentric LVH — 0.6 % and eccentric LVH — 0.4% cases), concentric remodeling of the LV — in 60.7% pilots. The decrease in LV ejection fraction was observed only in one pilot with EF— 53%. Pilots inapt for flying had enlarged chambers more often than pilots with fitness to fly (9.8% vs 3.35% pilots; p < 0,0001) and LVH (2.9% vs 0.45%; p < 0,001).Conclusions. Echocardiography is an important method for cardiac chambers evaluation, including determination of type LVH geometry. It can be used in the medical assessment of civil aviation pilots of the senior age group.
