The article discusses the conceptual directions of the development of education: all-age and continuous. Two interrelated basic tendencies of all-age education have been identified. The authors considered the specificity of educational concepts in different countries of the world. Depending on the level of embeddedness of research competence in the activity, a morphological five-aspect classification is proposed. The following aspects of the division were identified as independent: mental orientation of the individual to the implementation of research activities; own (individual) motivational apparatus that stimulates a person to carry out research activities; the level of requirements and the presence of high-quality psychological support of the close external environment for the formation of acquired properties (signs) in a person for the implementation of expedient research activities; the level of requirements and the presence of high-quality psychological support of the distant external environment for the formation of acquired properties (signs) in a person for the implementation of expedient research activities; the presence of a methodological and informational apparatus in an educational institution for identifying congenital and acquired personality inclinations to research activities. The system of research competence for a specific educational institution, including various aspects of its functioning, is presented by the authors in a code dimension (one of the basic requirements of the digital economy). A sequence of development of a code portrait is proposed, which allows the entire set of educational institutions to be divided according to the level of the state of the system of research competence, which gives the management apparatus of the university a powerful mechanism for the formation of acquired properties (attributes) in a person to carry out expedient research activities (creating the necessary volume and focus of research competence of students and trainees). Based on the proposed methodology, a comparison was made between two educational systems: domestic (Russian) and foreign (American).

The article reveals the essence of research competence and the peculiarities of its formation in future education managers. The methodological basis of the research is made up of methodological approaches: systemic, competence-based, synergistic, complex. The most significant is the acmesynergetic approach. The methodological basis of the study is also made up of methodological principles: intentional dynamism; invariance; individualization; simultaneous study of a person and his activities; systemic and structural; historicism; humanism; development; determinism – self-determinism, etc. Clarification of the definition of the concept of «research competence» is a set of knowledge, research skills (a set of intellectual, practical and organizational skills), skills, research abilities (heuristic, creativity, intellectual mobility, anticipation, independence and impartiality of thinking, emotional intelligence, self-reflection), ways performing actions in situations of uncertainty, in conditions of lack or excess of information, etc. Research competence includes the following components: consistency, prevention, innovation, predictability (acmeological). To assess the level of formation of research competence, the levels (reproductive, adaptive, productive, creative), criteria (motivational-value, practical, reflexive) and the corresponding indicators were determined. A complex of pedagogical conditions providing the formation of research competence of future education managers has been determined. These are: the development of the research potential of undergraduate students based on the actualization of the inner resources of the individual in the process of mastering professional disciplines; stimulating undergraduates to research activities by involving them in solving advanced cognitive and experimental-creative tasks of a professionally oriented nature when using various forms and methods of organizing the educational process; inclusion of undergraduates in different types of research work in the educational process during pre-diploma practice and performance of qualifying (master’s) work. The positive nature of the influence of pedagogical conditions on the formation of the research competence of future education managers in the conditions of a master’s degree is confirmed by the results of control sections at the final stage of the research.

The article describes the scientific basis for the formation of research competence of future teachers of natural sciences, substantiates the need for research to understand the essence of social, economic, and environmental phenomena, innovative solutions to professional problems. It is substantiated that research activity in a higher pedagogical educational institution is an essential objective condition for the holistic professional competence formation of a science teacher, which ensures the development of the research competence as an important quality of a modern specialist. The research of Ukrainian scientists on the formation of research competence of future teachers is analyzed, and the requirements of the National Qualifications Framework are highlighted, on the basis of which the category ‘research competence of future teachers of natural sciences’ is defined as an integrative quality of personality that characterizes their readiness to solve research (search, design, consulting, organizational and managerial) tasks by applying methods of scientific knowledge, application of the diagnostic approach in educational, scientific, natural and managerial activities and which is expressed in the unity of value-motivational, cognitive and operational components. It is proposed to understand the process of systematic accumulation of positive quantitative and qualitative changes under the formation of research competence of future teachers of natural sciences, which allow applicants for higher education to effectively carry out educational, natural science research. The peculiarities of preparation of future teachers for research activities are considered, taking into account the following principles: scientific, systematic, a connection of theory with practice, continuity of the educational process, humanism and provide two main interrelated areas: teaching elements of research work, formation of research experience; actual research, which is conducted under the guidance of teachers. The system of preparation for research activities of future teachers of natural sciences is characterized, which is characterized by openness, dynamism, manageability, flexibility and provides three main components: theoretical, organizational, and methodological, and practical.

This article presents the modernization of the educational space aimed at self-development of the student, the formation of the research culture of the future teacher-educator at the University. Fundamental changes and innovations in the field of education require great responsibility from teachers. Formation of new approaches to the formation of students ' readiness for research activities. Today, we need a preschool teacher who is able to be active in innovative processes, to study the individual characteristics, capabilities, abilities of the child and, on this basis, to design and organize the educational process in a preschool educational institution. Summing up, the pedagogical conditions that ensure the successful implementation of the model of formation of students ' readiness for research activities in the preschool education system were identified and analyzed. In the course of the study, it was found that for the successful implementation of research activities, a combination of cognitive, professional and value-based, personal and socially significant motives is necessary.

Changes in society, the complexity of professional tasks actualize the request to universities to train specialists who are ready for innovation. To develop the innovative potential of students, the modern educational process in universities should be focused not only on the professional training of students, but also on the development of personality. Innovative activities, solving creative tasks to create new products and technologies require active work of the intellect, motivation and will, and this stimulates the development and selfdevelopment of a person. An important factor in the development of innovative potential of students is the educational environment. The functioning of this environment should be based on a systematic analysis of the object, subject, processes, and conditions of innovative development. In addition, it is important to determine the criteria for the effectiveness of the innovation environment, as well as to implement the principle of ensuring the continuous development of students. For the development of innovative potential, it is necessary to use psychological and pedagogical support of the educational process. The main principle of psychological and pedagogical support of the educational process is to take into account the individual characteristics and capabilities of students, the development of their resources. Psychological and pedagogical support of the educational process should be aimed primarily at the actualization of personal competencies that determine innovative activity. For the development of innovative potential, students should participate in the choice of an individual educational trajectory, show educational initiatives and implement them in research activities.

В современных условиях функционирования системы высшего образования целью внедрения дистанционного обучения является организация качественного учебно-воспитательного процесса «на расстоянии» с использованием новейших информационно-коммуникационных средств и открытым доступом к образовательным ресурсам. Именно такая форма обучения может быстро адаптироваться к требованиям информационного общества и подготовить будущего специалиста к вызовам цифровой среды. В сочетании с традиционными формами, дистанционное образование в высшем учебном заведении может предоставить широкий спектр образовательных услуг как для абитуриентов и студентов для приобретения необходимых навыков и умений для будущей профессиональной деятельности, так и для преподавателей с целью повышения квалификации. На данный момент основными проблемами внедрения качественного свободного образовательного пространства является отсутствие технической и финансовой поддержки, законодательной основы дистанционного обучения, и это является ведущим фактором сдерживания развития технологий в вузе. Отсутствуют специально подготовленные к работе в дистанционном режиме квалифицированные преподаватели. Однако, учитывая готовность вузов осуществлять обучение преподавателей для работы в дистанционном режиме, негативное влияние этого фактора в ближайшее время может быть устранено. При условии решения вышеописанных проблем будет создано эффективное дистанционное обучение, которое всесторонне раскроет потенциал студента, учитывая как индивидуальные, так и общечеловеческие потребности. In modern conditions of functioning of the higher education system, the goal of introducing distance learning is to organize a high-quality educational process “at a distance” using the latest information and communication tools and open access to educational resources. It is this form of training that can quickly adapt to the requirements of the information society and prepare the future specialist for the challenges of the digital environment. In combination with traditional forms, distance education in a higher educational institution can provide a wide range of educational services for both applicants and students to acquire the necessary skills for future professional activities, and for teachers to improve their skills. At the moment, the main problems in introducing high-quality free educational space is the lack of technical and financial support, the legislative basis of distance learning, and this is a leading factor in curbing the development of technology at the university. There are no qualified teachers specially prepared for working in remote mode. However, given the willingness of universities to train teachers to work remotely, the negative impact of this factor in the near future can be eliminated. Subject to the solution of the above problems, an effective distance learning will be created that will comprehensively reveal the student’s potential, taking into account both individual and universal needs.

The article considers issues related to the formation of scientific and research competence in students of nonlinguistic universities by means of a foreign language. Using a foreign language as a tool for obtaining information of a scientific or professional nature is particularly relevant in the current labour market. The distinctive feature of the new federal standard of higher professional education is its focus not only on the accumulation of knowledge, but also on the formation of the ability to apply knowledge in practice, on the development of certain competences. Therefore, it is necessary to switch from the content to the effectiveness of the educational process. Scientific research work is becoming an important part of a student ‘s professional training. This is one of the key factors of development and active formation of the qualities essential for a would be railway specialist. Creation of knowledge-intensive industries in the field of railway transport changes the requirements to the skills of university graduates. Skills in selecting and analyzing of information, applying it creatively, identifying problems and making management decisions are in demand. Project technology is offered as a tool for forming the research competence among students of railway specialties. The feasibility of this method as an effective way of organizing research activities of students of railway and economic specialties is justified.

The article is devoted to the topics of bullying and cyberbullying. The results of the questionnaire have been analyzed to further prevent and improve ways of preventing these phenomena. The article gives examples of special diagnostic techniques. Socio-psychological description of the environment in an educational institution can be made using these techniques. The purpose of the article is to highlight the problem of bullying and cyberbullying. According to the results of a questionnaire among pupils and students the article presents the methods which may improve the internal environment in educational institution. It`s proposed to criminalize the use of violence against participants of the educational process. Such acts consist of mental, physical, economic, sexual abuse, including the use of electronic means of communication which committed against a minor or by such a person against other participants of the educational process. These acts of violence lead to the consequences in accordance with Articles 121, 122 of the Criminal Code of Ukraine. One of the ways to solve this problem is to develop a plan of action which may prevent acts of bullying and cyberbullying in educational institutions. The authors concluded that bullying and cyberbullying have been spreading widely and have a negative influence on the future of the individual. Due to the growing use of the Internet, online bullying is becoming more and more widespread. While cyberbullying mainly causes moral harm, bullying is usually about physical intimidation and beatings. The article states that parents and teachers should be an example of tolerant behavior, organize various events to bring pupils and teachers closer together. It is necessary to work with a psychologist, involve children in different sections and urge them to do creative work. In this way, respect and benevolence will be promoted. Parents and others, in turn, must pay attention to all forms of violence and bullying against children. Keywords: bullying, cyberbullying, violence, aggressive behavior, Internet network.

The article analyzes the phenomenon of academic freedom of teachers in the context of democratization of the educational process. It is proved that the academic freedom of the general secondary school teacher is the basic principle of modern educational reform in Ukraine. Academic freedom of the teacher implies freedom and independence in the issues of teaching, research, education (advanced training). It is substantiated that the intensification of the implementation of the principles of academic freedom in the practice of teacher work is connected with the processes of the bureaucratization of national education (2014 – present), as well as the implementation of the Concept of the New Ukrainian School (2016). Among the key components of the New Ukrainian School is a motivated teacher who «has the freedom of creativity and develops professionally». The concept also emphasizes the interconnection of academic freedom of the teacher with real institution autonomy and decentralization of management, and the New Ukrainian School can be successful in effectively combining these two components. An important direction of the state policy on ensuring the freedom of professional activity of teachers, democratization of the management of the educational process was the process of debureaucratization, which began in 2014 and envisaged the release of pedagogical staff from reporting, not stipulated by the legislation, as well as the ability to independently choose information resources, materials, materials teaching. In exercising the teacher’s right to academic freedom, there is a possible conflict of interest that arises between the individual teacher and the general staff of the educational institution, whose rights are exercised through a self-governing body – the pedagogical council. The resolution of the conflict between the right of the institution of education to academic autonomy and the right of the teacher to academic freedom depends on socio-political, economic factors, but, as a rule, public, collective interest prevails.

The article analyzes the priority and opportunities of the child's formation as a subject of life-creation in the educational space of the New Ukrainian School. The fundamental ideas of the humanistic and existential psychology’s founders and modern scientists regarding the conscious and creative attitude of the individual to his life as a prerequisite for its self-actualization in the mode of being and the realization of freedom of life (A. Maslow, E. Fromm), the ideas of setting a life goal, determining meaningful life orientations and developing life personality strategy (K. Abulkhanova-Slavskaya, A. Adler, R. May, G. Allport, K. Rogers, V. Frankl), the ideas of individual readiness for life innovations in the process of self-projection (N. Samoukina, T. Titarenko) are analyzed. There were defined the life-creation methods of personality self-development as a subject of life (F. McGraw, A. Molloy, I. Pidlasa). It is shown that the priority of the psychological support of the educational process in the New Ukrainian School is the formation of students as subjects of life creation through the development of their ability to anticipate life, internality, optimistic perception of life prospects, stress resistance and motivation to achieve success. It was established that the fundamental ideas and modern approaches to the interpretation of the problem of formation of the individual as a subject of life-creation fully correspond to the conceptual priorities of the New Ukrainian School, which is designed to bridge the gap between the educational process and the requirements of society. It is revealed that the psychology of life-creation is a holistic scientific concept, which was formed on the fundamental ideas of humanistic and existential psychologists and is now actively developing within the psychology of personal life. There were defined the technologies and forms of work within the framework of psychological support of students in the educational space of the New Ukrainian School. These include: technology of life design, technology of organization of life-cognitive activity of students, psychological counseling and facilitation, training forms of psychological work, in particular, trainings of personal growth, trainings of self-determination and trainings of construction of life perspective.

The problem of self-development of a student related to the transformation of the educational process in the post- neoclassical science is highlighted. This problem is considered in the context of a synergetic approach with the actualization of the needs and opportunities for self-organization of the applicant’s personality as a holistic characteristic of a human. It is noted that the pedagogical process of an educational institution of innovative type should be aimed at developing the abilities of the applicant, their ability to meet the challenges of the information society and self-realization in the changing conditions of the modern world. It is stated that self-development of an applicant within the synergetic paradigm of education requires a reorientation of the educational process from traditional conservative to innovative creative, in which the acquisition of vital competencies is carried out in interaction (communication) with other subjects and taking into account external (physical) and internal (mental) human activity. It is substantiated that the key aspects of the self-development of the student should be focused on the formation of their optimal developmental lifestyle. It is about the ability to self-determination, personal growth, self-regulation, existence, self-expression, self-realization. In the projections of the synergetic paradigm, the individual as a complex, open, nonlinear system appears with all the potential opportunities for self-development, which can be realized under certain organizational and pedagogical conditions. It is stated that despite the fact that the applicant – the future specialist controls their own development, the teacher of higher education should exercise general management of educational activities and is fully responsible for the quality of training of the applicant. This is inherent in any level of education. The new roles of the modern teacher (“moderator”, “coach”, “tutor”, “speaker”, “medium”, etc.) set adequate requirements for these roles. Not only the updated knowledge, but also the ways of obtaining it and the possibilities of its application become valuable for the student at various stages and levels. Key aspects of self-development: the ability to self-determination, personal growth, self-regulation, existence, self-expression, self-realization will contribute to the formation of the individual’s personality, open to new knowledge and values, able to realize their own life purpose.
