scholarly journals IMPLEMENTATION OF THE RIGHT TO TEACHER’S ACADEMIC FREEDOM IN THE EDUCATIONAL SYSTEM OF UKRAINE

The article analyzes the phenomenon of academic freedom of teachers in the context of democratization of the educational process. It is proved that the academic freedom of the general secondary school teacher is the basic principle of modern educational reform in Ukraine. Academic freedom of the teacher implies freedom and independence in the issues of teaching, research, education (advanced training). It is substantiated that the intensification of the implementation of the principles of academic freedom in the practice of teacher work is connected with the processes of the bureaucratization of national education (2014 – present), as well as the implementation of the Concept of the New Ukrainian School (2016). Among the key components of the New Ukrainian School is a motivated teacher who «has the freedom of creativity and develops professionally». The concept also emphasizes the interconnection of academic freedom of the teacher with real institution autonomy and decentralization of management, and the New Ukrainian School can be successful in effectively combining these two components. An important direction of the state policy on ensuring the freedom of professional activity of teachers, democratization of the management of the educational process was the process of debureaucratization, which began in 2014 and envisaged the release of pedagogical staff from reporting, not stipulated by the legislation, as well as the ability to independently choose information resources, materials, materials teaching. In exercising the teacher’s right to academic freedom, there is a possible conflict of interest that arises between the individual teacher and the general staff of the educational institution, whose rights are exercised through a self-governing body – the pedagogical council. The resolution of the conflict between the right of the institution of education to academic autonomy and the right of the teacher to academic freedom depends on socio-political, economic factors, but, as a rule, public, collective interest prevails.

The development of the Ukrainian democratic state requires the creation of a qualitatively new national education system in order to ensure revival of intellectual and spiritual potential of the Ukrainian people. Teacher’s personality formation in this aspect is a complex multifaceted process. Education is one of the main problems of theory and practice of pedagogical education. Pedagogical activity in the field of pupils’ physical education is a specific form of activity aimed at the realization by elementary school teacher as constructive, communicative, organizational and cognitive functions of his professional activity. Elementary school teacher’s pedagogical work is characterized by a variety of professional responsibilities, which every teacher must be able to perform in a qualified manner. It demands from a teacher of high focus on the qualitative solution of pedagogical tasks (improving, educational, and educative) in physical education of pupils and also ethical communication with pupils, colleagues on service, parents of pupils. Pedagogical work of physical culture teacher at elementary school in consists in ability to realize aims, to unleash tasks on physical education of pupils. General and aged tasks of physical education are highlighted. General tasks of physical education, such as "strengthening of pupils’ health", "versatile physical development" "hardening of pupils" pass through the whole process of physical education from the 1st to the 4th grade. Pedagogical technology of elementary school teacher reflects tactics of implementation for educational technologies, is based on knowledge of  the regularities of functioning the system "teacher - environment - student" in certain conditions of study (individual, group, collective, mass, etc.). Common features and patterns of implementation for the educational process regardless of the specific educational discipline is inherent it. A teacher turns into a public figure responsible for each student during  all years of his  work at school,  having realized the main directions of professional work - study, upbringing and development of pupils, ensuring diverse physical development of a child.

The article discusses the issues of improving the professionalism of a higher education teacher; it also describes activities designed to improve the quality of the educational process, and the role of the leadership of an educational organization in the formation of a teacher. Initial knowledge, skills, abilities and qualities are formed by the teacher in the process of his or her professional activity and during the part of his or her life that precedes work in an educational institution. Professional qualities actively develop only with the beginning of teaching activities. The development of the initiative and the creative search in the work of a teacher is of particular relevance, because improving the quality of training cannot be achieved by simply increasing the working time of teachers and the study time of students. New teaching methods and new techniques for developing the students' creative activity are needed, which would allow them to achieve high results. Moreover, the state’s policy should include real material and moral support for a creatively working teacher of an educational institution, including teachers at higher schools.

In psychological and pedagogical science, professionalization is considered as a process associated with the development of the subjectivity of the individual, motivation to perform professional activities, determination of the potential of the individual in the profession, awareness of his role in the life space, setting requirements for a specialist in the chosen professional activity. The problem is stated, an attempt to solve which is made in this article: what are the directions of the formation of subjectivity of the student in the educational process of the university as a stage of professionalization? The analysis of psychological and pedagogical studies revealed their insufficiency in the perspective of consideration and analysis of the stages of formation of subjectivity of the student in the educational process of the university, which determined the purpose of the study, which consists in solving the stated problem. In the process of research, theoretical methods are used: analysis, comparison, comparison, discourse, systematization of the results of scientific research. The directions of formation of subjectivity of the student in the educational space of the university are revealed. Adaptation is followed by identification with the socio-cultural environment of educational institution, where the realization of values of the environment, the social meaning of vocational education, assimilation of traditions, norms of coexistence, communication experience (socio-professional aspects). Development of the system of Self, self-development of the student as mechanisms of formation of subjectivity in the profession, ensuring the formation of content, effectiveness, positive dynamics in training (personal-value aspect). Ensuring effective communication between the teacher and the student in pedagogical interaction with the use of modern educational technologies and the use of professionally directed situational tasks (technological aspect). A special role in optimizing the process of professionalization for the successful formation of the student's subjectivity is assigned to professional training, where, using pedagogical technologies, the necessary professional competencies are formed. The process of professionalization at the stage of university training is aimed at the formation of subjective characteristics of the teacher's personality, defined as independence and regulation of their actions in the performance of professional activities, responsibility, mobility, creativity, deep sociability, lack of conflict when working in a team.

In the article types of information-analytical systems are considered, their classification is made. The analysis of researches on the problem of introduction of IAS in business and educational processes of the educational institution is carried out. The components of these systems and the main content technological lines, which should be considered when improving the qualification of teachers of informatics, are determined. The kinds of IAS that are used by the teachers of informatics in their professional activity and perspectives from which IAS should be considered in the educational activity are considered: database management systems, Internet information resources. Their analysis, criteria and indicators influencing efficiency and effectiveness are presented. The place of information-analytical systems in the professional activity of the teacher of informatics is determined. The problems faced by the system of postgraduate pedagogical education for the support of informatics teachers at advanced training courses are outlined with the aim of teaching designing of information-analytical systems, development of informational competences and raising the level of information culture of all subjects of educational process. The design and development of IAS by pupils and teachers ensures the objectivity of learning activities, the acquisition of academic achievements by students (participation and victories in competitions, tournaments, competitions), the release of their creative potential, the continuous professional growth of the teacher, the orientation of the educational process to the development of the individual and the satisfaction of his educational needs, development of software and hardware ICT infrastructure of an educational institution. Understanding the ability of the teacher to use IAS in their professional activities can significantly improve management organization and conduct the educational process, develop information culture of all subjects of the educational process.

The article highlights the issues of implementing innovative educational technologies as a way to develop professionalism and pedagogical skills of a teacher of an educational institution. Based on the results of the analysis, the key characteristics of the image of a modern high school teacher are considered, the features of structuring the personal image of a teacher are described, and recommendations are given on the technology for developing a positive image. The study of this problem will allow you to clearly present the existing picture and conduct a deep analysis of the situation, which contributes to the selection of tools for the formation of innovative components of the image of the teacher. Today, the success of any representative or public activity requires a positive image. Since the teacher is always visible, he must take care of his image. The formation of the image of a teacher begins with the first impression created by the features of the style of clothing, facial expressions, gestures, and speech. External characteristics should be supported by internal personal qualities: General erudition, life goals and attitudes, attitude to people around you and events. Image determines the self-realization of the individual: for the teacher, it serves as an indicator of recognition from society, evaluation and attitude of others. The stages of managing the formation of the teacher’s image include: studying public opinion about the profession, clarifying the preferences of consumers of educational services, broadcasting a positive image of the teacher, supporting positively colored, emotionally attractive components of the image. Professionally significant personal qualities of the teacher, which characterize the intellectual and emotional-volitional sphere of the individual, significantly affect the result of professional activity. Professional image is a tool of pedagogical influence and a condition for successful professional activity. This is a requirement of a market economy. In the modern world, a teacher must be competitive. Often, the teacher remains unclaimed because of an incorrectly projected image in the minds of others. It is no longer enough to be just a high -class professional. Professional image is a necessary condition for successful professional activity. The role of this work is to formulate a number of ideas about the image of the teacher, contributing to their effective promotion in a competitive environment.

The existing legislation determines the education as "an integral and focused process of teaching and upbringing, which represents a socially important value and shall be implemented so as to meet the interests of the individual, the family, the society and the state". However, even in this part, the meaning of the notion ‘socially significant benefit is not specified and allows for a wide range of interpretation [2]. Yet the more inconcrete is the answer to the question – "who and how should determine the interests of the individual, the family and even the state?" The national doctrine of education in the Russian Federation, which determined the goals of teaching and upbringing, the ways to attain them by means of the state policy regulating the field of education, the target achievements of the development of the educational system for the period up to 2025, approved by the Decree of the Government of the Russian Federation of October 4, 2000 #751, was abrogated by the Decree of the Government of the Russian Federation of March 29, 2014 #245 [7]. The new doctrine has not been developed so far. The RAE Academician A.B. Khutorsky believes that the absence of the national doctrine of education presents a threat to national security and a violation of the right of citizens to quality education. Accordingly, the teacher has to solve the problem of achieving the harmony of interests of the individual, the family, the society and the government on their own, which, however, judging by the officially published results, is the task that exceeds the abilities of the participants of the educational process.  The particular concern about the results of the patriotic upbringing served as a basis for the legislative initiative of the RF President V. V. Putin, who introduced the project of an amendment to the Law of RF "About Education of the Russian Federation" to the State Duma in 2020, regarding the quality of patriotic upbringing [3]. Patriotism, considered by the President of RF V. V. Putin as the only possible idea to unite the nation is "THE FEELING OF LOVE OF THE MOTHERLAND" and the readiness for every sacrifice and heroic deed for the sake of the interests of your Motherland. However, the practicing educators experience shortfalls in efficient methodologies of patriotic upbringing, which should let them bring up citizens, loving their Motherland more than themselves. The article is dedicated to solution to this problem based on the Value-sense paradigm of upbringing educational dynasty of the Kurbatovs [15].

Introduction. The COVID-19 pandemic may have hit the education industry the hardest, but the socio-psychological effects of quarantine are still poorly understood. A group of scientists from the Ukrainian SMC of practical psychology and social work of the NAES of Ukraine has conducted a study of the socio-psychological problems that have arisen for teaching staff of general secondary education establishments in the context of the pandemic. Purpose. The research was carried out during the implementation of the scientific topic «Overcoming the consequences of the COVID-19 pandemic in the activities of the psychological service of the educational system» on the order of the National Research Fund of Ukraine. Design\approach\methodology. The study was conducted by interviewing educators through Google forms. Most of the questions contained a 10-step scale. In processing the data, all respondents’ answers were grouped into 5 categories: "yes", "more likely to", "more likely not", "no", "don’t know/it’s hard to say". The survey was attended by 3,209 teaching staff from general secondary education institutions from all regions of Ukraine, 45% from urban areas, 55% from rural areas; among which 92% were women and 8% were men. Results. Among the results, researchers highlighted the difficulties and fears of educators caused by the pandemic. The fears and complexities of the profession were distributed as follows. 1. The fear of getting infected (infecting family members) is common to 78.2% of the surveyed. 40.9% of the interviewed felt this fear to the greatest extent. However, 9.3% found those fears irrelevant. 2. Problems associated with the use of ICT in educational activities (lack of competence) — 53.2%. Among those, 22.2% have major difficulties and 31% have minor difficulties. Only 15.7% consider themselves fully competent. 3. 73% of educators noted difficulties in involving children in distance learning. This was the main problem for 12.8% of respondents. 4. «It is difficult to adhere to all anti-epidemic requirements in an educational institution to protect students» — 69.5% stated that this is one of the most significant problems of professional activity. 5. Emotional exhaustion, loss of emotional balance, excessive fatigue. 58.7% said that the problem was significant, of which almost 18% said it was very significant. 6. 51.1% of respondents indicated that they were unable to communicate with students' parents regarding monitoring the quality of their students' knowledge. Of these, 8.7% rated it with the highest score. 7. Health related difficulties (consequential of COVID-19). 31.2% of educators consider this problem to be relevant, while 8.9% rated it as very relevant. 30.4% of those interviewed denied the existence of such a problem. Conclusions Taking into account the results of the study, the most relevant areas in the work of the psychologists in the educational system are the following: ● prevention among educators and students of the COVID-bullying; ● working with negative emotional states of participants in the educational process and increasing their stress tolerance; ● providing socio-educational assistance to children and families in difficult life situations, and forming positive life prospects. Computer and related technologies, in particular the Internet, are an integral part of our life. In connection with the requirements of the Federal State Educational Standards to educational organizations, high school teachers need to own competencies related to the use of information and computer technologies (ICT) in their professional activity, and in case of music universities — music and computer technologies. ICT not only simplifies and accelerates many forms of the teachers’ work, but also allows to find new ways of working in the educational process. In particular, interaction with students thanks to ICT becomes real-time even in case of distance learning. In this regard, Internet technologies, particularly cloud services — web sites providing various technical capabilities to users without installing any software — are becoming increasingly important for teachers. A significant feature of such tools is their accessibility from any device and from anywhere with Internet access, so the necessary materials are always available to the teacher and, if needed, to other educational process participants. This article considers some cloud services, which can become effective tools in the professional activities of a high school teacher on group disciplines.

The scientific achievements of leading scientists on the selected theme are analyzed and leading ideas, concepts, and main definitions of the research are identified in the article. The creation of proper psycho-didactic conditions in institutions of higher education, which serve as a basis for the formation of professionally significant competences, the development of personal creative potential and active public position in future practical psychologists, is updated. It is argumented that the educational system built on the conceptual foundations of professional training makes it possible to effectively content the educational disciplines, and therefore effective fundamental knowledge, professional-oriented skills, advanced skills, professional norms and values, which have the highest degree of generalization of social phenomena and processes. It is proved that the concept of the study of practical psychology combines professional methodological, philosophical and general scientific principles and scientific-methodological approaches, which are directed at the revealing future professional activity. The outlined conceptual foundations of professional training allow us to modify the educational process in higher education according to the individual needs of future practical psychologists. The methodological analysis of educational phenomenon of practical psychology in institutions of higher education on four basic levels is offered: philosophical-theoretical (evolutionary-theoretical formation of the specialist and his or her effective functioning), methodological (formation of the system of world-view and semantic individual formations for realization of individual’s educational skills and abilities), specific-scientific (acquisition of fundamental knowledge about professional activities) and technological (effective use of methods and techniques of research for acquisition of true empirical knowledge). The conclusion about the importance of outlining of conceptual foundations in the system of professional training of future practical psychologists is made.

Turning to the history of the everyday life of an individual or society allows us to preserve historical memory, to identify the mechanisms that ensure the historical continuity and integrity of society at the present stage. An important role in the organization of the management of the regional educational space belonged to civil servant (the trustee, district inspectors, administrative corps of educational institutions), allocated from among the employees of the Ministry of the National Education. Based on historiographical and historical sources, using the methodological provisions of the theory of everyday life, the principles of objectivity, historicism and consistency, the article shows the role of the profession in the structure of the daily life of civil servant of the West Siberian Educational District. It is established that the professional activity was influenced by the scope of official duties established by departmental regulatory documentation, spatial and territorial features of the entrusted management sector, the socio-political situation that corrects professional duties, the established way of life and provides the opportunity to choose within the entrusted professional space. The social status and income level of a civil servant depended on the scope of control and its significance for the activities of the entire system. It was a compensation for the time and effort spent. The proposed approach to the analysis of the role of the professional factor in the daily life of civil servant of the West Siberian Educational District can be applied to other socio-professional groups in different territorial and temporal spaces.
