Given the decline in the share of the able-bodied population, a large share of low-skilled labor, and the need to implement national projects aimed at changing the demographic background of the state, which are primarily expressed in stimulating the birth rate growth, the Russian Federation is faced with the task of attracting labor migrants capable of supporting the industrial transformation of the Russian economy. The aim of the study is to develop a comprehensive, goal-oriented approach to the analysis of possible tools for migration regulation Russian Federation based on the assessment of the existing world practice. The instrumental and methodical apparatus of the study is based on an integrated approach, within which migration is considered as a goal-oriented process that has characteristic components and is influenced by objective and personalized factors that depend on the conditions of the socio-economic situation in the development of the territory, and also combines various methods of scientific knowledge: system analysis, comparative, economic and statistical, grouping, benchmarking, etc. In the course of this study were developed us suggestions to improve the regulation of migration processes in the Russian regions, based on the orientation of the action on the selected specialization and targeted development priorities of the territories.

В статье объектом исследования являются миграционные процессы и инструменты их регулирования. Предмет исследования связан с тем, что в исследованиях миграционных потоков часто не учитывается сложность и комплексность этих социально-экономических процессов, требующих социологических, исторических, демографических и других подходов к их анализу. Кроме того, исследования осуществляются без учета различий в целевых ориентациях субъектов, вовлеченных в миграционное регулирование, что принципиально, по мнению авторов, для принятия управленческих решений в миграционной сфере. Государство, субъекты Федерации, промышленные компании, ориентированные на привлечение трудовых мигрантов, иностранных работников и жителей территории (автохтонов), имеют различные, в большинстве случаев противоречивые побуждающие миграционные мотивы. Поэтому целью исследования является выработка комплексного, целеориентированного подхода к анализу возможного инструментария миграционного регулирования (миграционной политики) РФ на основе оценки существующей мировой практики. Инструментально-методический аппарат исследования базируется на комплексном подходе, в рамках которого уточнено понятие миграции как объективного фактора, обеспечивающего развитие региональной экономики. Авторы исходят из того, что миграция представляет собой целеориентированный процесс, заключающийся во въезде в страну иностранных граждан, основными мотивами которых являются определенные целевые установки по пребыванию ими на избранной территории, и оказывающий положительное (возможности развития) или негативное (усиление рисков) влияние на условия экономического развития региона. Научная новизна исследования представлена разработкой предложений по совершенствованию инструментов регулирования процессов привлечения иностранных кадров для Тверской области и допускающих их использование в субъектах РФ, исходя из ориентации действий на специализацию и выбранные целевые приоритеты развития территорий. The current stage of development of society and the state is characterized by a change in the role of the migration factor in the socio-economic development of territories. Given the decline in the share of the able-bodied population, a large share of low-skilled labor, and the need to implement national projects aimed at changing the demographic background of the state, which are primarily expressed in stimulating the birth rate growth, the Russian Federation is faced with the task of attracting labor migrants capable of supporting the industrial transformation of the Russian economy. In this regard, migration processes and tools for their regulation are becoming an important object of research. This does not take into account the complexity of socio-economic processes and emerging sociological, historical, demographic and other approaches to the analysis of migration processes, often inconsistent with each other. In addition, studies are carried out without taking into account differences in the target orientations of the subjects involved in migration regulation, which is a necessary element in making managerial decisions in the migration sphere, as the state, constituent entities of the Federation, and industrial companies focused on attracting labor migrants, foreign workers, and residents of the territory (autochthon) have various, in most cases, contradictory motivational migration motives. As a result, a study aimed at finding an integrated, goal-oriented approach to the analysis of possible tools of migration regulation (migration policy) of the Russian Federation based on an assessment of existing world practice seems to be most relevant. The article deals with the problems of the influence of migration flows from Tajikistan on the economic security of Russia, the contribution of Tajik labor migrants to the economy of the Russian Federation, the role of remittances and the consequences of Tajik labor migrants for the financial sector of the Russian Federation, as well as the reasons for the reorientation of Tajik labor migrants from Russia to other foreign countries. With the development of the economy, Russia has become a major migration center, a capacious labor market. With a low birth and a high mortality rates, Russia, like most European countries, needs a positive migration growth, an effective mechanism for attracting labor. As in other countries, the boundaries of migration capacity are determined by factors: trends and prospects for economic development, the situation on the labor market, and the availability of social infrastructure. The migration attractiveness of a country determines the level of migration flows to Russia. The Republic of Tajikistan is currently the second country after Uzbekistan that provides Russia with labor migrants. Tajik migrants have a big influence on the economy, financial sphere, as well as on other spheres of activity of the Russian Federation. Every year Tajik labor migrants make a big contribution to the Russian economy.

The article analyzes the situation with attraction of foreign direct investments (FDI) into the Russian Federation. Sharply increased inflow of international financial resources into national economy has highlighted the problem of definitions, the reasons of this phenomenon and its economic contents. The article considers methodological aspects and economic essence of modern FDI. Special accent is made on the estimation of the situation with their attraction into Russia, FDI structure and effectiveness. The conclusions about basic directions of the increase of their effectiveness in the Russian economy are formulated.

Subject. We investigate trends in the development of the largest steel companies in the Russian Federation. Objectives. The aim of the study is to conduct an industry-wide analysis of the production and economic activities of the largest domestic enterprises operating in the iron and steel industry. Methods. The study employs methods of comparative and system analysis, graphical and statistical methods for data processing. Results. We present the analysis of main production and economic indicators of the leading steel producers of the Russian Federation, i.e. NLMK, Severstal, MMK, and EVRAZ. The paper reveals their current status and key development trends. Conclusions. The largest Russian steel companies face serious challenges in both the domestic and foreign market. Competitive interactions in the domestic market as to the sale price of rolled metal and the share of presence are particularly sensitive. The threat of reduced supplies to export markets is also significant for Russian steel producers. It may entail insufficient utilization of capacities and potential loss of added value. The companies mainly export semi–finished goods and hot-rolled flat products, i.e. low-added value products. Products with high added value are usually delivered to the domestic market.

The article is meant to analyze current problems and prospects for the development of effective tax policy as part of digital transformation of Russian economy. Introduction of a digital tax and the consequences of the digital tax reforms in the EU, the USA and OECD countries are highlighted. The necessity of qualitative transformation of the tax system of the Russian Federation in response to modern challenges is substantiated, taking into account the changes of the Tax Code of the Russian Federation adopted at the end of July 2020. The authors suggested their own concept of a digital tax and the prospects for its adoption in Russia, and consider it inappropriate to impose taxes on Internet users who do not use the Internet for business. Today, the main focus should be made on creating and testing effective technologies that allow on-line monitoring the tax basis of digital economy entities, taking into account the cross-border movement or use of digital products (goods and services). In addition, it would be extremely important to provide for a potential tax exemption for part of the profits of international ICT companies that are received on the territory of the Russian Federation and reinvested in joint with Russian companies projects in the high-tech for civil purposes area.


We studied the medical and demographic indicators in the Republic of Sakha (Yakutia) for the last 20 years (1998–2018). A decrease in the population by 4,7 % (р<0,01) was revealed in the Russian Federation in the period 1998–2008, 3,4 % decrease, followed by its growth by 2,8 % (р<0,01); a decrease in the number of rural population in the republic and an increase in the urban population were observed. By the beginning of 2019, in comparison with the 2003 data, an increase in the population by 1.9% (р<0,01), a decrease in the number of able-bodied people in the Republic of Sakha (Yakutia) at the beginning of 2019, as compared to 1998, were revealed, by 8,2 %, in the Russian Federation – by 4,7 % (р<0,01). In the Republic of Sakha (Yakutia) the birth rate remains high, the mortality rate is relatively low, and the natural population growth is maintained.

Employees of the federal courts' apparatus, in accordance with the current regulations, are public civil servants. In practice and in existing scientific research there is an approach to determining the legal status of this category of public servants through their duties, without specifying the specific requirements for candidates for the position to be filled. The purpose of this study is to define additional qualification requirements to be imposed on the applicant for the position of State Civil Service «Court Secretary» in court, in addition to those contained in the Federal Law «On State Civil Service of the Russian Federation» and orders of the Judicial Department of the Supreme Court of the Russian Federation. The tasks of this work are to study the theoretical foundations of the concept of «status of a State civil servant », to compare federal legislation, decrees of the President of the Russian Federation, decisions and other acts of ministries and departments in the field of the State civil service in the apparatus of federal courts; Justification for the need to include in the status of a public servant serving in the court apparatus additional requirements for the level of education. The methodological basis of the present study was the general scientific methods such as analogy, derivation, system analysis, as well as the private scientific methods: formal-logical, technical-legal and comparativelegal in their various combinations. The study concluded that it was necessary to distinguish the status of federal court staff according to the level of education required to replace a public civil service post, in particular the «Registrar of the Court».
