The strategy of the regional development must include the possible solutions of the poverty problem. On the basis of the statistical and content analysis the authors research the main trends and indicators of poverty in the regions of Russia and the labor market. The authors present the results of the research of activities of regional programs to reduce the proportion of the population with incomes below the subsistence level.Based on the study, the following conclusions can be drawn: working poor is a consequence of the existing economic system of the Russian Federation;the problem of reducing working poverty is long-term;the problem of reducing the poverty level of workers requires an integrated approach that combines economic and social policies.Addressing the problem of the working poor requires the active involvement of public authorities.

This article addresses regional development in a con tested society, examining the extent to which the main region al strategies in Northern Ireland form an integrated approach to resolving not only the structural weaknesses in the economy, but also the outcomes of the socio-spatial segregation attendant upon the ethno-nationalist conflict. From this analysis, it proposes a model of regional development that transcends the traditional ‘auction’ approach, whereby sub-regions view themselves as rivals in bids for development opportunities. The argument is advanced that the twinning of the processes of regeneration and reconciliation is essential to long-term progress.

This exploratory research focused on the structural context of working poverty, thereby transcending its individual or behavioral aspects. Two major questions guided this study: (1) How are the working poor different compared to the working nonpoor? (2) How do structural conditions affect the chances of one being working poor? Central findings of the study were that four primary sets of factors—demographic, human capital, employment barriers, and labor market positions—contribute to an individual's likelihood of being among the working poor. The structural factors—employment barriers and labor market positions—significantly contributed to the effects of human capital and demographic variables. All four factors require attention in community and policy practice to improve the lot of American workers in an increasingly global marketplace.

Introduction. Legislative consolidation of a right is not always implemented in practice. This can be fully attributed to the situation in the sphere of equality of people of different sexes in the economy, including the sphere of public administration. The purpose of the article is to assess the status of women in the economy of modern Russia, based on the study of official statistics, as well as the possibility of women’s participation in solving key problems of the development of society through representation in public authorities at different levels of government. Materials and Methods. The author analyzed data from Russian Federal State Statistics Service, publications of scientists involved in the study of the issue concerned, as well as materials from authoritative international organizations. The systemic approach, analysis and synthesis, the monographic method, content analysis, as well as the employed methods of economic and statistical analysis made it possible to identify the main trends in the changing status of women in the Russian labor market and public authorities at different levels of government. Results. The status of women in the Russian labor market and public authorities at the federal, regional and municipal levels has been characterized. Violation of the rights of women has been established in terms of remuneration when filling the same positions as men with equal amount of working time. It has been revealed that the representation of women in the highest bodies of state power lags behind the benchmark level of 30 %, proclaimed by the Fourth World Conference on Women in Beijing and supported by the Russian Federation. Discussion and Conclusion. A conclusion has been drawn that women are underrepresented in senior government positions in the Russian Federation. In the Russian labor market, violation of women's rights is manifested in lower wages, despite higher overall level of education of women. The results may prove useful when conducting research in the field of gender equality, as well as when developing and implementing measures aimed at improving the status of women in the country's economy and ensuring their right to participate in making decisions important for the society.

Статья посвящена вопросам прогнозирования развития субъектов Российской Федерации. Рассмотрен прогноз динамики валового регионального продукта Республики Башкортостан на средне- и долгосрочную перспективы, а также ряд взаимосвязанных параметров. Проведен анализ показателей в текущих и сопоставимых ценах, их динамики и соотношения. Выявлен ряд противоречий, указывающих на наличие рассогласованности представленных значений. Раскрыты отдельные противоречия другим документам стратегического планирования. Результаты могут быть использованы для повышения эффективности управления региональным развитием. The article is devoted to the issues of forecasting the development of the subjects of the Russian Federation. The forecast of the dynamics of the gross regional product of the Republic of Bashkortostan for the medium - and long-term prospects, as well as a number of interrelated parameters, is considered. The analysis of indicators in current and comparable prices, their dynamics and correlation is carried out. A number of contradictions are revealed, indicating the presence of inconsistency of the presented values. Some contradictions with other strategic planning documents are revealed. The results can be used to improve the efficiency of regional development management.

The article highlights the stages of development of strategic audit in the Russian Federation. The practice of applying strategic audit by the Accounting Chamber of the Russian Federation, foreign experience is presented. The transformation of strategic audit is considered and the necessity of its full implementation in the activities of control and accounting bodies related to the development of long-term budget planning and the implementation of state programs and national goals is analyzed. The article presents the prospects of strategic audit related to the mission of the Audit Chamber of the Russian Federation and regional development. Current methodological additions are proposed.

The article examines the current demographic situation in Russia and assesses its impact on the long-term formation of the labor market. The relevance of the chosen topic is explained by the fact that in recent decades the state of the demographic situation in Russia is unsatisfactory. There are a number of features that slow down the development of the state. Firstly, it is a decrease in the population, secondly, the aging of the economically active population, and thirdly, the high mortality rate of men in working age.

We compare and contrast the labor market and distributional impact of three common approaches to state and federal health insurance expansion: public insurance expansions, refundable tax credits for low income people, and employer and individual mandates. We draw on existing estimates from the literature and individual-level data on the non-institutionalized population aged 64 and younger from the 2005 Current Population Survey to estimate how each approach affects (1) the number of people insured; (2) private and public health spending; (3) employment and wages; and (4) the distribution of subsidies across families based on income in relation to the federal poverty level and work status of adult family members. Employer mandates expand coverage to the largest number of previously insured relative to public insurance expansions and individual tax credits, but with potentially negative labor market consequences. Medicaid expansions could achieve moderate reductions in the share of the uninsured with neutral labor market consequences, and by definition, they expand coverage to the poorest groups regardless of work status. Tax credits extend coverage to relatively few uninsured, but with neutral effects on the labor market. Both Medicaid expansions and tax credits offer moderate redistribution to previously insured individuals who are poor or near-poor. None of the three policies significantly expand insurance coverage among poor working families. Our findings suggest that no single approach helps the working poor in exactly the ways policy makers might hope. To the extent that states are motivated to help the uninsured in poor working families, health reforms must find ways to include those unlikely to take up optional policies, and states must address the challenge of the many uninsured likely to be excluded from policies based on part-time work status, firm size, or immigration status.

The Scandinavian welfare states are known for their universal social security coverage and high labor-market participation rates for all groups in society. The institutional setup in continental European welfare states, on the other hand, is said to foster a divide between employed persons and persons outside the labor market. In the area of disability policies, the Netherlands and Denmark illustrate this distinction. In the Netherlands, strong ties exist between the employer and the sick-listed worker, both because of solid job-protection legislation and because the financing of sickness and disability benefits is closely linked to the individual employer. In contrast, employer responsibility is limited in Denmark, where an extensive responsibility rests with public authorities. The author investigates the consequences of these differences using panel data on Dutch and Danish long-term sick-listed workers. The findings show that the strong ties in the Netherlands between employers and sick-listed workers enhance labor-market reintegration of long-term sick-listed workers. A significant drawback of the Dutch policy, however, is that employers refrain from employing persons with a high risk of falling ill. As a result, Dutch disability policy leads to a bigger insider—outsider divide than Danish policy.

Sustainable and balanced socio-economic development of the constituent entities of the Russian Federation cannot be carried out without planned management. However, the introduction of strategic planning systems faces a number of problems, the most important of which can be considered the shortcomings of goal-setting and forecasting of the socio-economic situation at the regional level, which has so far received insufficient attention. Orientation in the subjects of the Federation only on national goals without the possibility of using Federal management tools reduces the effectiveness of public authorities, does not allow to sufficiently take into account the specifics of regional development and social needs of the population. The analysis shows the possibility of applying the sustainable development Goals up to 2030, developed and recommended by the United Nations in 2015, which correlate with the indicators of assessing the effectiveness of senior officials of the subjects of the Federation established by the decree of the President of Russia. No less important is the problem of ensuring the implementation of strategic plans. The choice of approaches, tools and mechanisms for the implementation of strategies, programs and projects of regional development should be carried out in the context of the development of strategic planning practices, to improve the efficiency of public administration on the basis of the project approach, the expansion of the use of public-private partnership, the promotion of small and medium-sized businesses.

Theoretical aspects of solving the problem of poverty in the Russian Federation are considered. Possible ways of solving the problem of poverty in single-industry settlements, rural and depressed areas are analyzed. It is postulated that the conclusions of the study can be used by public authorities in drawing up programs for regional development and poverty alleviation.
