The quality of educational programs and the assessment criteria is a debatable point. Universities pay special attention to the management and evaluation of the master's program quality to improve competitiveness. Approaches to an external and internal assessment of the quality of master's programs have changed over the past 20 years in Russia. The paper analyses the approach to internal university monitoring of the master's programs, taking into account external requirements and all stakeholders’ opinions. The analysis of the preferences of employers and students allowed us to determine the parameters of internal monitoring of the quality of master's programs. Focused interviews with representatives of local government bodies allowed to identify the blocks of disciplines that need to be further integrated into the master's program in public administration. It is emphasized that the approach to quality assessment should be more flexible in order to respond to the challenges of the external environment.

The paper is devoted to the usage of a mixed learning model with elements of project activity in the master’s program. Master’s programs are implemented at the State University of Humanities and technology from the 2018/2019 academic year at the faculty of biology and chemistry. The main idea of implementing blended learning is to improve the quality of the educational process and the practical application of learning outcomes in teaching activities. The students involved in are this program are all practical teachers and have real opportunities to implement the results of the educational process in school practice. Within the framework of the educational program, a system has been developed to such as extend that ensures the process of creating and implementing author’s projects in the educational space of the school. The undergraduates create their own projects and implement them in the school environment. The projects are the product of training, which gives the opportunity of the educational program.


The article proposes to consider the scheme of the competence model of staff demanded by PSEDA industrial enterprises (located in the territories of priority social and economic development - PSEDA). It identifies a need for a new type of personnel, presents an attempt to build a competence model of a specialist, which contributes to defining a refined list of competencies for a new type of specialist demanded by PSEDA enterprises. The complex of “significant” competencies, confirming the uniqueness of the professional activity of specific PSEDA team, should be applied to conducting various personnel procedures that evaluate professionalism and to designing programs for professional instruction offered to PSEDA personnel [9]. The proposed solution involves the implementation of a two-circuit model, which clearly defines the sequence of stages to design and evaluate the quality of educational programs, as well as establishes the relationship between the internal processes of quality assurance of training and the external environment.

The aim of our paper is to give an overview of the electronic public administration and the agrarian administration in Hungary. The size of the administration affects economic growth: it consumes 35 to 49 percent of the GDP in the European countries. By introducing electronic services, more than 5 percent of the administration costs can be saved. The efforts to digitize are based on the e-Europe programme with the objective to create an information society for everyone. After creating the legislative background in the past years, administration offices could digitize their registry and could start to offer more and more electronic services to the citizens and organizations. Although the level of digital literacy should be raised among the citizens and the civil servants as well, Hungary can be proud of the quality of the electronic administration services which is above the EU-28 average. The agrarian administration needs a lot of data which is collected and processed by information systems obligatory in the European Union. The collected data is required to effectively operate the agriculture and to access European agricultural subsidies. In the past few years efforts were made to catch up with the European agrarian information systems and today these systems are able to provide the necessary information for the administration and the farmers as well.

The priority direction of modern education around the world is to ensure its high quality, based on the fundamental nature of knowledge and the development of students’ creative competencies. Simultaneously, the factors determining new requirements for the assessment and measurement of the quality of education are becoming more obvious and relevant. The setting of such tasks today is aggravated by the processes of globalization, which require collective intelligence, the consolidation of knowledge and world experience, considered as one of the effective ways of developing national educational systems. In this regard, a master’s program for measuring and evaluating the quality of education in a network form was implemented with the participation of the Moscow City University and Abai Kazakh National Pedagogical University. It is worthy of highlighting that Kazakhstan needs specialists in the field of education quality assessment and pedagogical measurements. The Institute of System Projects at Moscow City University. has enough experience and is also known to be an expert in this industry. Therefore, an agreement on the exchange of this experience was signed bilaterally. Thus, the master’s program has changed the educational process of the main pedagogical university of the country. New aspects of cooperation between the two major universities have been opened.

It is proved that at the present stage of economic transformations the formation of directions and identification of peculiarities of training of specialists functioning in the economic sphere is of special importance. The permanent changes taking place in the educational environment, the reform of the educational system, have highlighted the problematic aspects that are related to the ambiguity of certain modern aspects of its functioning and the rudiments that have survived in the old system. The purpose of the study is to highlight the features of the implementation of master’s programs in economic areas, taking into account modern conditions. To achieve this goal, the following tasks have been solved: to characterize the regulatory and legal support of educational activities in Ukraine; determine the directions of formation and implementation of the master’s program entrepreneurship, trade and exchange activities; to analyze the international experience of formation and implementation of master’s programs in economic fields. Regulatory and legal support of educational activities is determined by laws and other legislative acts. Characterizing the educational and professional program 076 «Entrepreneurship, trade and exchange activities» areas of its implementation: training of highly qualified specialists in entrepreneurship, trade and exchange activities, who have the methodology and tools in management, research, training, expert consulting. The international experience of realization of educational programs is characterized. As a result of the research, the directions of functioning of the educational system of Ukraine are determined, the normative-legal provision is characterized, the peculiarities of realization of educational programs in economics, the international experience are singled out. The obtained results allow to form a basis for development of strategic directions of development of master’s programs in economic directions and to increase efficiency of their realization.

In recent years there has been updating of various problems of organization, functioning and development of local self-government system in Russia. Research and publication activity of Russian scientists shows it. The scientists of the Institute of Public Administration and Management of the Russian Presidential Academy of National Economy and Public Administration have dealt with the problems of local government in sociological research. Also the problems of increasing the level of consistency of local government, based on assessment of some of the essential aspects of this process such as the interaction of local authorities with federal and regional authorities and management in the solution of territorial problems. It was determined that all categories of participants of the study generally appreciate changes in the activities of local governments over the past 5 years, however, it is early to prove that positive changes have significantly increased the level of systemic development of Institute of local government– participants in the research were divided into two approximately equal groups, adhering to positive and negative evaluations. The conclusion derived from the analysis of the materials research: consistency of local government provides a variety of factors and conditions that have their own dynamic of change, and it is necessary to understand and analyze them constantly and purposefully.

Statement of the problem and purpose of the article. An increase in the number of master’s programs, the problem of sustainable development of students, the attraction of employers, the introduction of modern teaching technologies actualizes the management of educational programs. The article examines the problem of personnel and academic leadership of supervisors of master’s programs in regional universities in order to determine their distinguishing socio-demographic and professional characteristics. The research methodology is based on conceptual works to study the mission of a modern university, academic leadership and human resources, principles of master’s programs design based on learning outcomes. Professional and socio-demographic characteristics were studied using a questionnaire survey of academic staff from 16 regional universities. As a result of a comparative analysis, a professional portrait of the program supervisor was compiled. Research results. The socio-demographic and professional characteristics of supervisors of different types of programs that distinguish them from an academic staff are revealed. It is shown that supervisors are characterized by a combination of research and training, the priorities of which vary depending on the type of programs; participation in the development of educational programs. Differences are noted depending on the type of a program: academic or applied. Conclusion. A supervisor of master’s program becomes one of the key factors in the development of the master’s program, the activity of which determines the need to develop special mechanisms for management support.

The article presents issues related to the elements of branding of public institutions (local government units) in the context of the implementation of effective standards for access to content published on the Internet (WCAG 2.0). The presented research results show a far-reaching divergence between the broadly understood image building and the complex aspects of the quality of communication, in particular directed to people with various disabilities.

Given its problematic past, Kosovo’s economic and social development and its current resolve for a European integration process, will be a challenge that will follow for a long time. Because of the burden that state institutions carry in this mission, it is easily verifiable that the process of reform of public administration staff, both at local and central level, is failing. This is primarily because their number is too large and the government has no plans to either reduce this number or to increase their capacity and competence through educational programs of higher education. So far, the Kosovo government, specifically the Ministries of Education, Social Welfare, Labor, etc., and the local governments have no plans on how to achieve this task and the providers of higher education have not provided any program that would adequately enable employees to get re-qualified, in order to carry out their public duties more efficiently and professionally. Therefore, the requalification of staff at a higher education level is one of the essential factors that should be implemented immediately.
