The United States' notice of withdrawal from the ILO is to be understood in terms of hegemonic power relations. “Tripartism” is an ideology based upon a dominant historical tendency, namely the emergence of a corporative form of state in both developed and underdeveloped countries. The AFL-CIO has participated in the construction of the corporative state in the US and has supported its hegemonic role in the world in concert with American business interests and the CIA. Neither the ILO nor international trade union organizations (especially the ICFTU) has enjoyed a stable relationship with the center of hegemonic power in the labor field, since the AFL-CIO has conducted a unilateral foreign policy. The functionalist strategy of executive leadership asserting the autonomy of an international organization through task expansion in technical fields has been almost totally irrelevant to the issue. Nor has the ILO found an alternative counter-hegemonic base of support, e.g., in the Third World. The existing hegemony has reasserted itself through the ILO program and ideology even as the US has withdrawn material support. Hegemony, which no longer operates through majority votes in international organizations, works instead through bureaucratic controls. This structure of power has prevented the ILO from confronting effectively the real social issues of employment-creation, land reform, marginality, and poverty in general. Initiatives that have been taken to deal with such issues have all ultimately been diverted into programs consistent with the hegemonic ideology and power relations.

The US economic and trade war against China largely escalated in 2018–2019. The conflict is unlikely to be resolved in the near future, while this would be economically beneficial for both parties. Beijing has been carefully avoiding the escalation of emerging US-China bipolarity into confrontation, relying on cooperation with large American business enterprises and using numerous foreign policy failures of the Trump administration. Nevertheless, in the spring and summer of 2019, the United States continued to increase pressure on China. The fundamental confrontation between the two powers affects not only the business interests of both countries, but also a wide range of issues that go far beyond bilateral relations.

Abstract. We analyze the transport of pollution across the Pacific during the NASA INTEX-B (Intercontinental Chemical Transport Experiment Part B) campaign in spring 2006 and examine how this year compares to the time period for 2000 through 2006. In addition to aircraft measurements of carbon monoxide (CO) collected during INTEX-B, we include in this study multi-year satellite retrievals of CO from the Measurements of Pollution in the Troposphere (MOPITT) instrument and simulations from the chemistry transport model MOZART-4. Model tracers are used to examine the contributions of different source regions and source types to pollution levels over the Pacific. Additional modeling studies are performed to separate the impacts of inter-annual variability in meteorology and dynamics from changes in source strength. Interannual variability in the tropospheric CO burden over the Pacific and the US as estimated from the MOPITT data range up to 7% and a somewhat smaller estimate (5%) is derived from the model. When keeping the emissions in the model constant between years, the year-to-year changes are reduced (2%), but show that in addition to changes in emissions, variable meteorological conditions also impact transpacific pollution transport. We estimate that about 1/3 of the variability in the tropospheric CO loading over the contiguous US is explained by changes in emissions and about 2/3 by changes in meteorology and transport. Biomass burning sources are found to be a larger driver for inter-annual variability in the CO loading compared to fossil and biofuel sources or photochemical CO production even though their absolute contributions are smaller. Source contribution analysis shows that the aircraft sampling during INTEX-B was fairly representative of the larger scale region, but with a slight bias towards higher influence from Asian contributions.

The suspense-filled attempted partial privatization of the Narva Power Plants in the neo-liberal darling Estonia involved a rich cast, from trade unions and local scientists, via Estonian courts and ombudsmen to international consulting firms, major global banks and the US government. More important, a detailed single case study on the democratic decision-making process in this privatization case makes it possible to go beyond common generalizations regarding the consequences of neo-liberalism for democratic processes. It shows that purported proponents of economic neo-liberalism such as the US government sometimes use their arguments to advance the narrow business interests of politically well-connected firms. Established private firms can behave in a more rent-seeking manner than publicly owned, ex-communist companies. Liberal economic principles of open competition and a level playing-field are at times used by actors in the democratic process to question top-down, opaque economic decisions.

Abstract. Lumbini, in southern Nepal, is a UNESCO world heritage site of universal value as the birthplace of Buddha. Poor air quality in Lumbini and surrounding regions is a great concern for public health as well as for preservation, protection and promotion of Buddhist heritage and culture. We present here results from measurements of ambient concentrations of key air pollutants (PM, BC, CO, O3) in Lumbini, first of its kind for Lumbini, conducted during an intensive measurement period of three months (April–June 2013) in the pre-monsoon season. The measurements were carried out as a part of the international air pollution measurement campaign; SusKat-ABC (Sustainable Atmosphere for the Kathmandu Valley – Atmospheric Brown Clouds). The ranges of hourly average concentrations were: PM10: 10.5–604.0 µg m−3, PM2.5: 6.1–272.2 µg m−3; BC: 0.3–30.0 µg m−3; CO: 125.0–1430.0 ppbv; and O3: 1.0–118.1 ppbv. These levels are comparable to other very heavily polluted sites throughout South Asia. The 24-h average PM2.5 and PM10 concentrations exceeded the WHO guideline very frequently (94 % and 85 % of the sampled period, respectively), which implies significant health risks for the residents and visitors in the region. These air pollutants exhibited clear diurnal cycles with high values in the morning and evening. During the study period, the worst air pollution episodes were mainly due to agro-residue burning and regional forest fires combined with meteorological conditions conducive of pollution transport to Lumbini. Fossil fuel combustion also contributed significantly, accounting for more than half of the ambient BC concentration according to aerosol spectral light absorption coefficients obtained in Lumbini. WRF-STEM, a regional chemical transport model, was used to simulate the meteorology and the concentrations of pollutants. The model was able to reproduce the variation in the pollutant concentrations well; however, estimated values were 1.5 to 5 times lower than the observed concentrations for CO and PM10 respectively. Regionally tagged CO tracers showed the majority of CO came from the upwind region of Ganges valley. The model was also used to examine the chemical composition of the aerosol mixture, indicating that organic carbon was the main constituent of fine mode PM2.5, followed by mineral dust. Given the high pollution level, there is a clear and urgent need for setting up a network of long-term air quality monitoring stations in the greater Lumbini region.

AbstractThis paper analyses the implications of government control over public information about air pollution. First, we model the incentives for a local government with control over the media to affect popular perception concerning pollution. We argue that biased announcements can influence the inflows of labour force in a municipality beyond economic factors. Then, we examine some evidence on information misreporting in the context of Beijing, China. We show that official air pollution announcements diverge systematically from an alternative source of information, provided by the US Embassy. The results point at a manipulation of popular perception consistent with the motives indicated in our model. Furthermore, using an original household survey, we examine whether the distorted public signal affects agents' behaviour. We find that households that depend upon government-controlled media are significantly less responsive to pollution peaks.

This article discusses reasons for various American startup companies to shift abroad for funding and production, and their impact on the American business scenarios. Founders are accepting funding from overseas investors, setting up supply chains in different parts of the world, servicing customers internationally, and even selling their businesses to foreign government-backed funds. Although the idea of losing American inventions and technologies to international investors and buyers is not generally good for public relations, the current landscape of global startup development has winners on both sides, and overseas involvement in US companies does not necessarily mean a net loss domestically. The US government must find a way to move the US economy forward, preventing predatory pricing and mercantilist practices by exporters while at the same time reaping the international flow of ideas and funds that power innovation. The experts believe that ignoring the rest of the world would not only limit the growth potential of US startups, but over time would reduce America’s global leadership in innovation.

<p>Analysis of a large national dataset of fine particulate matter (PM2.5) and ozone air pollution from the US Environmental Protection Agency indicate opposing differences in average concentrations during the covid response period, relative to expected levels. These are the two most important pollutants in terms of public health impacts and regulatory non-attainment in the US. Post-covid response, average PM2.5 levels are slightly higher (~5%) than expected; average ozone levels are slightly lower (~5%). The size of post-response ozone anomaly has decreased with time and by week 6 after the first stay-at-home order was enacted (April 29- May 5, 2020), ozone levels were higher than expected. In addition, no individual US state had lower-than-expected PM2.5 and ozone for all weeks post- covid response. Two non-covid factors, meteorology and regional transport, do not fully explain observed trends. These findings are unexpected given the large reduction in many household’s activities associated with “stay at home” and other covid responses. We hypothesize that this result partly arises from the fact that ozone and the majority of PM2.5 are secondary pollutants formed in the atmosphere from emissions from many sources (i.e., not just traffic). Preliminary analysis of nitrogen dioxide (NO2) data in a few cities reveals substantially lower-than-expected (~30%) concentrations post-covid. NO2 is a primary pollutant and is much more strongly associated with traffic than PM2.5 or ozone. </p><p><br></p>

Despite evidence that both gender and ethnically diverse leadership is good for businesses’ bottom line, just one in five senior North American business leaders is female, one in thirty a woman of colour. Little literature exists applying behavioural economics [BE] concepts to explain gender gaps. Yet, as demonstrated by the 2010 UK Conservative-Liberal Democrats coalition government, the Obama government in the US and Trudeau government in Canada, lawmakers, policymakers and business leaders are interested in BE’s persuasive power to influence behaviour. My contribution exploits this interest, builds on the excellent existing scholarship analyzing gender gap concepts from a BE perspective, and fills this gap. Applying concepts of bounded rationality, bounded willpower, bounded self-interest, and the endowment effect to 2017’s North American-focused Women in the Workplace report (Report) published by LeanIn and McKinsey, a vast study examining HR practices and pipeline data of 222 companies employing 12 million+ people and surveying 70,000+ employees’ experiences, I find that hiring and promotion decisions are affected by the three bounds and endowment effect, undercutting businesses’ compelling economic interest in diverse leadership. BE offers solutions to tackle biased behaviour and shows how gender gap scholars’ and the Report’s recommendations can be taken further to close the gender gap in advancement. I argue that normative best practice adoption by business and nudges and tax incentives from governments, ideally in combination, can spur businesses to adopt debiasing behaviours and practices that will contribute to closing the gender gap in advancement. Enabling women to achieve their full leadership and economic potential will enhance women’s wellbeing, improve businesses’ performance, and lead to greater social equity.
