John Backhouse and the Origins of the Permanent Undersecretaryship for Foreign Affairs: 1828-1842

One of the more important features of the transformation of the departmental service of the eighteenth century into the civil service of the nineteenth century was the emergence of the permanent official. There had always been a degree of permanence in the bureaucracy, particularly in the clerical positions, but in the higher ranks and especially among the undersecretaries the distinction between political and clerical officers tended to be blurred and each man had responsibilities in both spheres. By 1830 these officials no longer occupied ambivalent situations. In most departments one was a political appointee whose position was dependent on the political fortunes of the minister. The other undersecretary, however, had shed his political responsibilities and as a consequence was more or less immune to the political forces of parliamentary politics.Yet the process whereby these events took place was to a certain extent individualized in different departments. In the case of the Foreign Office the impact of financial and political changes in the state was considerably less important than in departments such as the Treasury. Neither of the foreign undersecretaries had ever had much influence over the formation of policy, nor were they to gain responsibility in this area during the 1830s. Yet clearly by the time Lord Palmerston became foreign secretary one of these men, John Backhouse, occupied a permanent position while his colleague, Sir George Shee, held a more temporary status. The distinction between the two positions became more rigid during the period Backhouse remained in office not so much as a result of political forces in the state, though these forces contributed somewhat to the changes that occurred, but as a consequence of Backhouse's growing responsibility for supervising the establishment.

The Four-Year Sejm is one of the events of critical importance both in the history of parliamentarism and the eighteenth-century Polish-Lithuanian Commonwealth. This article attempts to present the events of 1788–92 from two perspectives: on the one hand, by placing them in the tradition of the functioning of the Sejm as the highest organ of power in the Commonwealth; on the other, by considering them as a kind of revolution, interwoven with the ‘revolutionary cycle’, which began with the rebellion of the American colonies and culminated with the groundbreaking eruption in France. Following and describing the course of the Sejm’s debates, the author divides them into stages that she describes as ‘destruction – discussion – creation’, seeing in them certain features typical of all events of this period that bear the hallmarks of revolution. She analyses both the play of political forces within the Sejm and the more fundamental changes in the political attitudes and political awareness of the nobility, as well as the revival of the townspeople. She also takes into account the changing international position of the Commonwealth. In this broad context, she presents the subsequent events and decisions of the Sejm up to the most important – the adoption of the Government Act on 3 May 1791.

It is noted that from the standpoint of sociology, “management — a function of organized systems of various nature — (technical, biological, social), which ensures the preservation of their structure, maintaining a certain state or transfer to another state, in accordance with the objective laws of the existence of this system, which implemented by a program or deliberately set aside”. Management is carried out through the influence of one subsystem-controlling, on the other-controlled, on the processes taking place in it with the help of information signals or administrative actions. It is proved that self-government allows all members of society or a separate association to fully express their will and interests, overcome alienation, effectively combat bureaucracy, and promote public self-realization of the individual. At the same time, wide direct participation in the management of insufficiently competent participants who are not responsible for their decisions, contradicts the social division of labor, reduces the effectiveness of management, complicates the rationalization of production. This can lead to the dominance of short-term interests over promising interests. Therefore, it is always important for society to find the optimal measure of a combination of self-management and professional management. It is determined that social representation acts, on the one hand, as the most important intermediary between the state and the population, the protection of social interests in a politically heterogeneous environment. On the other hand, it ensures the operation of a mechanism for correcting the political system, which makes it possible to correct previously adopted decisions in a legitimate way, without resorting to violence. It is proved that the system of social representation influences the most important political relations, promotes social integration, that is, the inclusion of various social groups and public associations in the political system. It is proposed to use the term “self-government” in relation to several levels of people’s association: the whole community — public self-government or self-government of the people, to individual regions or communities — local, to production management — production self-government. Traditionally, self-government is seen as an alternative to public administration. Ideology and practice of selfgovernment originate from the primitive, communal-tribal democracy. It is established that, in practice, centralization has become a “natural form of government”. In its pure form, centralization does not recognize the autonomy of places and even local life. It is characteristic of authoritarian regimes, but it is also widely used by democratic regimes, where they believe that political freedoms should be fixed only at the national level. It is determined that since the state has achieved certain sizes, it is impossible to abandon the admission of the existence of local authorities. Thus, deconcentration appears as one of the forms of centralization and as a cure for the excesses of the latter. Deconcentration assumes the presence of local bodies, which depend on the government functionally and in the order of subordination of their officials. The dependency of officials means that the leadership of local authorities is appointed by the central government and may be displaced.

Environmental scanning yields greater anticipatory management that provides important inputs for aquitision and use of information for planning and designing organization strategies. Apart from this, effective environmental scanning activities are likely to deal with threats and grasp the opportunities to finally link with enhancing organizational effectiveness. In fact this relationship matrix has led the researchers to conduct an environmental scanning through an examination of the existing status the components of the macro-environment vis-a-vis their relationship with the organizational effectiveness. There are a number of approaches, which describe the macro-environment, of which PEST analysis is regarded as the most common approach for considering the external business environment. Thus, the present study applies PEST analysis to scan the existing business environment. Jammu and Kashmir due to its peculiar political, geographical, economic, and socio-cultural features, had led its cost mountain economy become a distinctive identity. Despite the fact that the state has rich endowments, international relations with its neighbours vis-a-vis its impact on political environment also pose developmental challenges for the business units operating in the state. This has provided valid rationale for conducting the present. The environmental scanning is done through the perception of the select entrepreneurs operating MSMEs in the state of J & K. An impact analysis of environmental factors (PEST) on the organizational effectiveness is also done in the study. The findings of the study show that the political environment of the state that is not favourable for entrepreneural development whereas the rest of the other drivers of PEST i.e. economic environment, socio-cultural environment, and technological environment show a favourable response of the entrepreneurs. In terms of cause and effect relationship, it is found that the first two drivers of the PEST i.e. political and economic dimension impacts OE positively whereas the other two dimensions namely socio-cultural and technological impacts OE negatively but it is pertinent to mention that the impact is very less and is insigninificant. The study also suggests some of strategic options for developing and creating an enabling environment for successful entrepreneurial development to achieve integrated development of the state.

In Israel, as in many other countries, the impact of public opinion on national policymaking has increased dramatically over the last few decades. In fact, public opinion has practically developed into one of the prime political inputs in Israel. This chapter argues that this increased impact, which could have contributed to improving the Israeli democracy, is in fact often undermined by the increasing overlapping of the main cleavages within Israel: between the political Right and Left, between Jews and Arabs, and between religious and secular Israelis. This extreme overlapping has severely eroded the national consensus and accelerated the emergence of deep disagreements in public opinion over strategic issues, such as the nature of the state (Jewish? Democratic?), the main challenges facing the nation (including the best way of dealing with the protracted Israeli–Palestinian conflict), and the desired collective future.

The article describes the impact of the Mass Media on the formation of the worldview of the young. This impact may be positive or negative. On the one hand, the media educate young people and enhance their participation in public life. On the other hand, they may mislead or promote false values, and manipulate the young generation’s consciousness. What helps people not to get involved into the tried-and-true crowd manipulation scheme in the media landscape is critical thinking, whose lack results in inability to choose the right guidelines in the flow of false information provided by various Media. The authors emphasize the role of the state, which, regarding the needs of the society, should enculturate the young generation, as well as exercise tight control over communication in the global web and publications in the Internet Media and social networks. One of the directions of the state’s policy is expanding the geography of information and communication technologies, and the other is ensuring information security of the young in general and adolescents in particular. To provide this, the state develops organizational and legal mechanisms aimed at protecting children from harmful information in the web, and requirements for the content, its expert evidence and government control. The article demonstrates the results of a study carried out by the authors to assess the current youth Media and their influence on criminality. The key criterion for selecting participants of the focus group was young age, since the young are the most active and the least protected players in the media landscape. The sampling was made by random choice in order to ensure equal opportunities for participation in the study.

The article deals with the mechanism of impact of sociopsychological phenomena such as the national character and the political mentality in the construction and functioning of civil society. It aims to show the impact of climate, religion, and the perception of happiness on the state of civil society through details of a national nature. The main research method is to compare data from global research on the state of civil society with data from climatic conditions, dominant religions, and happiness indices. The article proves coincidently that these factors are reflected in such essential characteristics of civil society as "openness" and "closed-mindedness". The interaction between the national character and the construction of civil society has two stages. It is concluded that the results obtained are important to evaluate the prospects for the construction and development of civil society in different countries and regions of the world. Further research in this direction involves the study of other aspects of the impact of national character and political mindset on the functioning of civil society.

Abstract: The economic elements are of great importance to the componential structure of the Malaysian society. Moreover, the economic structure represents one of the major elements of a state might. The economic potentials of a state include whatever resources it has or whatever it can get to achieve its strategies or the self-sufficiency of its people in wartime. In peacetime, on the other hand, the state should depend on a strong economic base that helps achieve a completion to its parts and a basic element of its internal political integrity. Accordingly, the various types of the economic resources with respect to the production, exchange, and consumption represent one of the influential factors that affect the political behavior of a state- the way of its thinking, saying, decision-making, and actions. Much of the political behavior of a state comes from its economic background within its territory. However, the factor that plays a significant role in determining the actual might of a state is the number of population a state has and its ability in investing its resources. From this vantage, Malaysia represents one of the economically rich countries owing to its various natural resources. Furthermore, both trade and transport help a great deal in redistributing the economic resources of Malaysia. For the latter importance, the present work is to showcase in detail the role the economic factors play in achieving the stability and integrity of Malaysia and its people. Besides, it sheds light on the impact of ethnic diversity and the strategic position in the world on the overall stability of the state.

European integration based on a supranational form of pooled sovereignty has taken on increasingly state-like qualities. With every move toward absorbing additional members, the European Union system has expanded its geographic reach. The state-like power of the EU is apparent in the impact its integration processes have had in societies just outside its borders. Its growing influence is most notable in misfit border territories, from Kaliningrad to Transnistria, and from Cyprus to Northern Ireland, that are tenuously under the political control of neighboring geopolitical powers.

Beginning in the 1970s, the French jazz press became the first community of critics seriously to consider the new African-American experimental music being put forth by musicians such as Ornette Coleman, Anthony Braxton and other members of the Association for the Advancement of Creative Musicians (AACM). More than any other aspect of their music, the incorporation of instrumentations, concepts, and musical forms normally associated with Western art music challenged assumptions within both the European and the American jazz communities. The response to these musicians in publications like Jazz Magazine and Jazz Hot was complex and multi-dimensional. A genuine fascination with this new music was nevertheless tempered by received notions about race and musical idiom. The political climate in France after the student demonstrations of 1968 provided a context which also may have been important for at least some French jazz critics. The impact of the French jazz press on the field of improvised music in France in the 1970s was only one component of a transactional process of resistance by critics and conscious counter-resistance by key musicians/composers who wanted to expand notions of what jazz could encompass. Based on archival research and interviews with both musicians and French critics and scholars I intend to examine this dialogue between the French jazz press and the musicians themselves, in an effort to better understand how each community affected the other in France from 1970 to 1980.

Chapter 8 discusses the impact of digital media on collective memory. The chapter examines both the positive and negative impact of digital and social media. On the one hand, the analysis notes how digital media provided the channels for memory mobilization and the archives for memory transmission. On the other hand, the analysis examines the problematics of memory balkanization. It explicates how political forces have shaped the development of digital and social media in Hong Kong and how competing representations of the Tiananmen Incident and commemoration activities are articulated and reinforced within distinctive memory silos.
