Abstract Reuse of retired aircraft is an intuitive manifestation of the effective combined development of the aviation industry and the circular economy, which involves the conversion of passenger aircraft to cargo and aircraft dismantling. In the new era, it shows the characteristics of intensive development of technology and capital. According to the operation scale of China’s aircraft in recent years, with the improvement of scientific research and technology, the number of aircraft fleets is also growing continuously, and the corresponding number of retired aircraft is also increasing every year, which proves that the development of China’s retired aircraft reuse industry has a very broad prospect. Therefore, on the basis of understanding the current global trend of aircraft life-cycle training and utilization, this paper calculates the FA model based on the potential output value of the retired aircraft recycling industry based on the FA-SD model, analyzes the empirical analysis and prediction of the evaluation model of the retired aircraft recycling potential, and identifies the effective measures for future development.

More environmentally friendly aircraft designs, particularly with regard to noise, was a Technology for a Quieter America (TQA) workshop hosted by the National Academy of Engineering (NAE) held in May 2017. This workshop titled "Commercial Aviation: A New Era", centered on the importance of commercial aviation to the U.S. economy, and what it will take for the U.S. to maintain global leadership in the aviation sector, including a forward-looking topic on more environmentally friendly aircraft designs. A principal focus of the workshop was the necessary step-changes in aircraft engineering technology that must be addressed with the development and testing of flight demonstrators together with significantly increased funding of public-private partnerships. Government agencies which participated included NASA, the Federal Aviation Administration, and the Department of Housing and Urban Development (HUD). There was also substantial participation from the aviation industry, airports, airlines, non-government organizations and academia.

Purpose The classification of aircraft failures has been a significant part of functional hazard analysis (FHA). Aiming at the shortcomings of the traditional FHA method in the evaluation of aircraft risk, the purpose of this paper is to put forward a new approach by combining the gray comprehensive relation calculation method in the gray system theory with the traditional FHA in order to deal with the problem of “little data, poor information.” Design/methodology/approach This paper combines FHA, 1–9-scale method and gray relation analysis. At first, aircraft failure scenarios are chosen and data from experts are collected; then gray system theory is applied to find the relevance of such scenarios. Finally, the classification according to relevance is determined. Findings In the past, “little data, poor information” made it difficult for researchers to implement FHA. In this paper, the authors manage to deal with the problem of “poor information” and provide an approach to find the seriousness of aircraft failure. Research limitations/implications Due to the use of expert-evaluating methods, the classification of failures is still a little subjective and can be improved in this area. In the future, the method can be improved from the perspective of combining FMEA to analyze more complex indicators or using multisource heterogeneous solutions to solve fuzzy numbers, probabilities, gray numbers and indicators that cannot be assigned. Practical implications The paper uses FHA to divide the failure state and establishes a gray evaluation model of the aircraft failure state classification to verify the relevant method. Some aircraft safety design requirements are used to check the safety hazards of the aircraft during the design process, and to provide rational recommendations for the functional design of the aircraft. Social implications Improving the safety of aircraft is undoubtedly of great practical significance and has become a top priority in the development of the civil aviation industry. In this paper, the FHA method and the failure state of the aircraft are studied. The original FHA method is innovated by using the gray system theory applicable to the poor information state. Therefore, to some extent, this study has significance for improving the safety of civil aircraft flight, ensuring people’s travel safety and enhancing the society’s trust in civil aviation. Originality/value The main innovation of this paper is integrating the FHA method and the gray system theory. This study calculates the comprehensive relation degree of each failure under different flight stages, and uses FHA to divide the failure state, and finally establishes a gray evaluation model of the aircraft failure state classification to analyze the different conditions of the landing gear brake system, so that it improves the present situation, and the problem with the character of “little data, poor information” can be addressed better.

The recent global trend of materials R&D is shifting from "monolithic" to "materials system" and from "bulk" to "thin film and coating". It is thus a natural consequence that plasma spray processing, as an affordable and effective thin film and coating technology, is attracting global attention in materials engineering. Unfortunately, however, the current plasma spray technology for thin film and coating seems to not yet reach the sufficient technological level to meet the requirements from the fields where this technique was not applicable in the past. In this context, this paper will point out the disregarded but important issues involved in conventional plasma powder spraying to fit for high technologies and infer the future potential of novel plasma spray processing with the use of extended feedstock like gases, liquids, and various-sized powders. In particular, special attention will be given to recent challenges aiming at a development of a co-deposition process of droplets and vapors, namely, comprehensive plasma spraying.

Based on the extensible matter-element theory, this paper constructs the evaluation model of construction lands combined the analysis of current situation of construction lands in towns of northern area Shaanxi province. Also, by using combination method of entropy weight and level analysis, we find out the weighted coefficient of each indicator and the correlation degree of correlation functions. Through the empirical analysis from Shenmu, Qingjian, Zizhou town in Yulin city, Shaanxi Province, We confirm the feasibility and advantages of the extensible matter-element evaluation in the evaluation study of the construction land.

The article aims to clarify the philosophical path around the theme of trust; the relevance of this philosophical category is linked to both the epistemological and ethical dimensions. The problem of the risk of trust is the ethical philosophy of our time, above all because of the phenomenon of migration, the recent pandemic, the economic and political question. Returning to the work of David Hume we try to explain the empirical analysis of this theme in a perspective of a new era of trust. The epistemological foundation of trust clarifies the relationship with justice and pluralism, a source of positive resources but also of important problems.

According to European experts, only the USA and Ukraine can produce a full line of military transport aircraft of all weight categories (light, medium, and heavy).At the time of the creation of the “State comprehensive program for the development of the aviation industry of Ukraine until 2020” Ukraine had:- light transport aircraft An-32 with a carrying capacity of 6.7 tons and a range of 2500 km;- operational and tactical military passenger aircraft (MPA) with a carrying capacity of 30 tons and a range with a full load of 4300 km;- regional passenger aircraft Аn-148-100В (An-148-100V) with a maximum payload of 9.0 tons and a range of 2600 km.Through the efforts of the entire Antonov Company team, prototypes have been designed, manufactured, and partly tested such modifications as An-132D, An-178, and An-188, the implementation of which is based on the use of the new “Methodology for Designing Military Transport Aircraft Modifications, Taking into Account Profound Changes in the Wing and in the Power Plant”.Given the scientific provisions of this "Methodology ...":- based on the An-32 aircraft, a modification of the light aircraft MTA An-132D with a carrying capacity of 9.1 tons, with an increased range of up to 2400 km and with a fuel efficiency index higher than that of the base model, has been created through profound changes in the power plant, i.e. using PW150 engines and an increase in fuel mass by one and a half times;- based on the An-148 passenger aircraft, by means of profound changes both in the wing geometry and in the power plant, a modification of the mid-range military transport An-178 aircraft has been created with a carrying capacity of 18 tons and a range with a maximum load of 1.200 km, which provides a niche to this modification not occupied by competitors;- ensuring the complete superiority of the An-188 modification among analog competitors is also based on the profound changes: replacement the D27 turboprop engine for a turbofan CFM LEAP-1Ain the power plant; the use of a discrete geometric twist of the local wing chords, which ensured the aircraft range of 3200 km with a payload of 47 tons and significantly increased its combat readiness due to the use of turbofan engines.A comparative assessment of these military transport aircraft with their basic models shows that the team of the Antonov Company has honorably implemented the “State comprehensive program for the development of the aviation industry of Ukraine until 2020” in part of the creation of a new generation of military transport aircraft that is competitive in all technical and economic parameters.

A rapid increase in the number of end-of-life (EoL) passenger vehicles has led to a large amount of waste plastics in China. However, the scale and efficiency of recycling resources from EoL vehicles still restricts the sustainable and healthy development of the automotive industry. The current behavior of automotive/recycling industry entities, as well as the strategy of waste management policymakers, may depend on the potential of total recyclable resources. To reveal such recycling potential of various plastic materials in EoL passenger vehicles, we predicted total EoL passenger vehicles in China from 2021 to 2030 (used the Weibull distribution) considering passenger vehicle ownership (estimated by the Gompertz model), quantified the demand for new passenger vehicles (estimated using its non-linear relationship with income level and passenger vehicle ownership), and assessed the recyclable plastics by categories and by provinces. The results show that (i) the annual average recycled plastic resources from EoL vehicles would exceed 2400 thousand t in 2030, more than 2.5 times in 2021, showing a great recycling potential; (ii) the differences among the three scenarios are relatively small, indicating that no matter the saturation level of passenger vehicles in China would be high or low, a rapid increase of recyclable plastic resources can be expected from 2021 to 2030; (iii) at the provincial level, a considerable gap between the potential of recycling plastic from EoL passenger vehicles and the regional processing capacity. Given such great potential and regional differences, the recycling policies should be applied in stages and consider the development level and recovery pressure in each region.

PurposeThis paper aims to develop a quality evaluation model for artificial intelligence (AI)-based products/services that is applicable to startups utilizing AI technology. Although AI-based service has risen dramatically and replaced many service offerings, in reality, startups are rarely to develop and evaluate AI services. The features of AI service are fundamentally different from the properties of existing services and have a great influence on the customer's service selection.Design/methodology/approachThis paper reviews startups' development process, existing quality evaluation models and characteristics of services utilizing AI technology, and develops a quality evaluation model for AI-based services. A detailed analysis of a survey (application of the model) on customer satisfaction for AI speakers is provided.FindingsThis paper provides seven key features and 24 evaluation items for evaluating AI-based services.Originality/valueThis paper contributes to the growing need for methodologies that reflect the new era of AI-based products/services in quality evaluation research.

ABSTRACT National health is a new requirement for social development in the new era and in the current situation. At present, there is a problem of unbalanced development of public sports service system among various regions in China, especially the large gap between the East and the Midwest. In order to understand the development status of public sports service system in central and western regions from the perspective of national health strategy, this study constructed the evaluation index system of public sports service in central and western regions, and revised the indicators through two rounds of expert survey, and determined the index weight using AHP. On this basis, taking a city in the central and western region to represent public sports development, the validity and rationality of the evaluation model are verified. The research shows that the public sports service system of the city has a good level and the sports service system is relatively perfect, which can meet the diversified needs of residents participating in sports to a certain extent. Therefore, the development momentum of public sports service system in central and western regions is good, but it still needs to further promote the rational allocation of regional sports resources. It is hoped that this study can provide certain reference for the development of public sports service system in central and western regions from the perspective of national health strategy.
