Abstract In the course of research, the authors analyzed the results of the introduction of shrub plants of different taxonomic groups in the conditions of the Central Black Earth Region. Most of the representatives of the collections under consideration (a collection of deciduous shrubs, a collection of ornamental shrubs, a collection of coniferous shrubs) showed significant adaptive capabilities in the conditions of the region under consideration. Recommendations on the possibility of using introduced shrubs in green urban construction are given, and species and forms that are not suitable for this purpose are identified. The authors have developed a methodology for assessing the results of introduction tests of shrub plants using the example of the Central Black Earth Region, which can be used in other regions of the Russian Federation and countries of the world to conduct similar tests. This technique is quite simple, but it allows you to create a complete picture of the adaptive capabilities of introduced species, since is based on basic indicators of plant vitality (drought resistance, winter hardiness, average annual growth, observation of flowering and seed production).

Cruel and inhumane acts that harm human life and health, as well as humiliate the dignity, are prohibited in most countries of the world, and Russia is no exception in this issue. The article presents an analysis of the institution of responsibility for torture in the Russian Federation. The author comes to the conclusion that the current criminal law of Russia superficially and fragmentally regulates liability for torture, in connection with which the author formulated the proposals to define such act as an independent crime. In the frame of modern globalization, the world community pays special attention to the protection of human rights, in connection with which large-scale international standards have been created a long time ago. The Universal Declaration of Human Rights and other international acts enshrine prohibitions of cruel and inhumane acts that harm human life and health, as well as degrade the dignity.Considering the historical experience of the past, these standards focus on the prohibition of any kind of torture, regardless of the purpose of their implementation.

A new coronavirus pandemic is raging all over the world, especially in densely populated areas. Unlike most countries, more than half of the territory of Russia is not used by humans — which means that it is possible to settle large cities to avoid crowding people on a small area. The authors of the article consider wind power, namely vortex wind power plants, as a new source of energy that can be quickly and with less harm built in rural areas. The article also discusses the possibilities of an alternative Autonomous non-volatile installation "Air spring" for obtaining fresh water from atmospheric air.

In order to identify promising strategic development possibilities for the pharmaceutical industry in the Russian Federation, a pilot study was conducted, which has analyzed the main trends in the development of innovative medicines. As a result of the content analysis of available sources of scientific literature, the characteristics of options used in the world practice for increasing the innovative activity of individual subjects and the pharmaceutical market as a whole are presented. Possible reserves for the further development of the innovative component of the pharmaceutical market within the framework of the concept of personalized medicine according to the P4 principle (predictive - personalized - preventive - participatory) are identified and structured. The results of use by individual pharmaceutical companies of scientifically and practically justified approaches to optimizing the costs of development and promoting drugs are presented. The advantages and real prospects of a generally accepted method to reduce the cost of development by «expanding the pharmacological effect» (label expansion) of already existing drugs with a known safety profile in the world practice are shown. A scientific generalization and structuring of the goals and results of the post-registration phase of clinical trials to expand the pharmacological action of a number of drugs already existed at the market have been carried out.

The military component of the Russian Federation's policy in the "strategic triangle" Russia-China-USA occupies an important place in the implementation of Russian aspirations in various regions of the world. The purpose of this article is to assess the impact of the military component of the Russian Federation's policy in the Russia-China- US strategic triangle on the implementation of current Russian policy in the post-Soviet space, in the Asia-Pacific and Euro-Atlantic regions, in the Arctic, the Middle East and other regions of the world. The paper examines the influence of the military component of the Russian Federation's policy in the Russia- China-USA “strategic triangle”, proposes an approach to a comparative assessment of this influence, which allows identifying the priorities of Russian policy in the post-Soviet space, in the Asia-Pacific and Euro-Atlantic regions, in the Arctic, on The Middle East and other regions of the world. A comparative assessment of the influence of the military component of the Russian Federation's policy in the Russia-China-USA “strategic triangle” can be used to substantiate recommendations to the military-political leadership of our country. The article concludes that the military component of Russian policy occupies a dominant position in the implementation of the current policy of the Russian Federation in the post-Soviet space, in the Asia- Pacific and Euro-Atlantic regions, in the Arctic, the Middle East and in other regions of the world.

The main purpose of the article is to analyze the emergence of opposition to ecumenism in the Rus-sian Orthodox Church (ROC) in the post-perestroika period of Russia. The article examines the issues of interaction between the Russian Orthodox Church (ROC) and the World Council of Churches (WCC), the aspects of opposition to the ecumenist movement in the Russian Federation in the post-Soviet realities. The author comes to the conclusion that in the post-perestroika period, a number of representatives of the Russian Orthodox Church were negatively disposed towards ecu-menism and considered this movement a heresy. The issues of this kind caused disagreement not only at the international level, but also within the structure of the ROC itself.

To date, no country has taken longer to join the World Trade Organization than the Russian Federation despite the fact that the ussr (of which the Russian Federation is the legal successor) participated in the drafting conference of the Charter to the International Trade Organization, i.e., the original source of the rules of the General Agreement on Tariffs and Trade and the later wto. While the ussr never joined the ito, Russia finally joined the wto in 2012, eighteen years after its first application had been made. The reasons for the lengthy accession process were partially economic, as the wto was established to remove trade impediments; however, the context also was highly politicized. The economic aspects of the wto accession process are the concessions made to existing members. These entail removing the cover offered to domestic producers by opening up to international competition. This process also has political aspects, as domestic lobbies representing economic sectors likely to suffer from an increasingly competitive international environment seek compensation. The politicization is facilitated by a custom contra legem in wto decision-making procedures that gives a de facto veto to existing members. Georgia used this to reassert its position on South Osetiia and Abkhaziia. China brought a border dispute into the process, and the us entangled the process in a broad-ranging debate linked to human rights. In joining the wto, a dual process of domestic and international negotiations results in the final package of commitments to which an acceding member needs to agree as it joins the wto. Part of our focus in this article will be on key economic and political obligations that the Russian Federation took upon itself by becoming a member of the wto.

The paper examines the interests of Russia, the United States and China in the regions of the world and identifies the priorities of Russia's activities in Europe, Central Asia and the Caucasus, the Asia-Pacific region, the Arctic, Africa, the Middle East and Latin America, their comparative assessment with the interests of the United States and China. An approach to assessing the impact of possible consequences of the activities of the United States and China on the realization of Russia's interests is proposed. This makes it possible to identify the priorities of the policy of the Russian Federation in various regions of the world. The results of the analysis can be used to substantiate recommendations to the military-political leadership of our country. It is concluded that the discrepancy between the interests of the United States and China is important for the implementation of the current economic and military policy of the Russian Federation.

The management of the Canada–U.S. asymmetry might be defined as rather successful example. After the World War II Canadian and American officials have developed a set of specific bargaining norms, which can be referred to as the “rules of the game”, and “diplomatic culture”. Their existence leads to predictability of relationships, to empathy, and to expectations of “responsible” behavior. The study of the Canada–U.S. model of civilized asymmetrical relationship lays grounds for further investigation on how it can be applied to the foreign policy strategy of the Russian Federation in its relations with asymmetrical partners from the “near neighbourhood”.
