Abstract The article deals with the issues of technogenesis and the evolution of relations with the environment through the example of the industrial development of the Arctic. The economic, environmental, and social aspects of the behavior of the indigenous population, the migration sentiments of the young people in connection with the implementation of investment projects for the development of the territory are analyzed. Particular attention is paid to identifying the relationship between the migration processes and the industrial development of the Arctic, substantiating the participation of mining companies to improve the socio-economic development of the Russian Arctic, and promoting employment. The subject of the study are the economic and social relations, migration attitudes of the local population, and youth, which arise in the process of the industrial development of the territory in the Arctic. Based on the example of conducting sociological surveys of the local population in Taimyr, in the Arctic regions of Yakutia, Karelia, and the Murmansk Region, recommendations are formulated for managing migration processes, promoting employment, income growth, and socio-economic development of the territory within the framework of mining companies’ activities to implement investment projects for the industrial development of the Arctic.

The key role of economic activities is in ensuring development and growth of both national and regional economies. Under the modern conditions, the prospects for development of the Arctic regions of the Russian Federation are associated with implementation of large investment projects, which should give an “impetus” to development of adjacent sectors and Arctic regions, i.e. implementation of these projects should be ensured by concentration of economic activities and their further spread. Basing on previous research, it was found out that economic activities in the Murmansk region are characterized by the critically low level of manifestation and non-static type of prevailing economic activities of businesses and the state. At the same time, the region has a significant potential for development caused by its economic and geographical location, unique natural resources and sufficiently developed infrastructure compared to other Russian regions of the Arctic. This paradox determines the risks of implementing the planned “megaprojects” in the region, and is conditioned by the peculiarities of socio-economic development of the region. Identification of the factors of socio-economic development of the Murmansk region, which determine its uniqueness, will be the basis for making recommendations for sustainable development of the region, contributing to resolution of the existing contradictions. The article analyzes and systematizes the factors of the socio-economic development of the region, which determine the manifestation specifics of economic activities in the region. Analysis, synthesis, comparison and grouping were used as methods. As a result, the author’s classification of factors of socio-economic development was proposed, which can become the basis for developing a strategy for optimizing the economic activities in the region adequate to its conditions. At the same time, the optimization of economic activities will mean achievement of such proportions in the regional economy in terms of the intensity of their manifestation by economic entities of different forms of ownership, which will contribute to achievement of sustainable regional development goals by influencing the behavior of economic entities.

The article is devoted to the analysis of the role of the Northern Sea Route (NSR) in the socio-economic development of the Arctic zone of Russia. The authors believe that climate change, gradually leading to the melting of polar ice, opens up new opportunities for the development of Arctic resources and navigation in the seas of the Arctic Ocean. Of particular interest to the NSR are non-Arctic countries, critically dependent on the supply of foreign mineral and carbon resources, as well as on the export of their goods to Europe. Among them, China stands out, considering the NSR as the Arctic Blue Economic Corridor as part of the global Silk Road system. The NSR is intended to become an essential tool for further development of the Arctic zone of Russia. Development of port infrastructure and creation of a modern ocean and maritime fleet will accelerate the pace of socio-economic development of this strategically important region. To do this, it is necessary to adopt a federal law on special system of preferences for investors, including foreign ones, implementing their projects in the Arctic. Among such preferences there are preferential profit tax rates, reduction in Mineral Extraction Tax (MET) rates, a declarative procedure for VAT refunds, a simplified procedure for granting land plots and unchanged conditions for the implementation of investment projects. In addition, it is important to make the NSR safe and profitable both in terms of quality of service and of price for the shippers. In particular, the payment for icebreakers’ escort of vessels should be competitive and reasonable. The largest Russian private and state-owned companies should be involved into Arctic projects. It is important to synchronize the Arctic oil and gas projects with nuclear and LNG icebreakers’ construction, as well as with the launch of two logistics hubs in Murmansk and Kamchatka. In this case, year-round NSR navigation will be organized, which will ensure the high competitiveness of Russian products supplied to the Asian Pacific markets.

The method of the social investing of the Arctic subsoil users is considered in this article. As the portfolio of social investments is formed based on the interests of indigenous peoples, the authors used expert assessment and sociological research for social investing modeling. A two-stage procedure for forming a portfolio of such projects is proposed. An approach has also been developed for assessing and selecting investment projects for the Arctic sustainable development according to different criteria of optimality. The authors substantiate the need for a new approach to sustainable development of the Arctic, based not on compensation for the negative consequences of industrial development used in many countries, but on social investment. In this article the proposed approach is tested on the case of the Arctic indigenous community in Taimyr and the optimal social investing portfolio is justified.

The article deals with gender aspects of the perception of environmental problems by the population in the industrial development of the Arctic. There is substantiated the need to develop an ethno-social approach to the study of environmental problems in the framework of interaction between mining companies and the indigenous peoples of the North. It is proposed to conduct sociological surveys of the population when assessing the impact on the ethnological environment (ethnological expertise of the project). The experience of conducting such research to identify and assess gender-specific perceptions of environmental problems in the implementation of investment projects in the Arctic is shown. Based on the results of the empirical research in 2017–2019 on alluvial gold and diamond mining projects in the Northern regions of the Republic of Sakha (Yakutia), the main environmental problems that concern the local population are identified. These include: pollution of the environment in the territories of traditional nature use, decrease in the number of deer, reduction in the number of objects of traditional crafts, lack of a system for garbage removal and processing, climate change, and others. The article shows specifics of the environmental problems perception by the indigenous inhabitants of the North (Evenks, Dolgans, Yukagirs, Sakha) on a gender basis. It proposes a mechanism for taking into account the gender characteristics of the population’s behavior in the impact of economic activities on the environment in order to ensure gender equality by signing an agreement between mining companies and the local population on the socio-economic development of the territory. The concept of a gender approach to the account of ethnosocial and environmental aspects of territory development with the account the life cycle of the project is substantiated. Implementation of this approach will allow a more full account of the interests and needs of the indigenous population in the industrial development of the territory in the Arctic.

The relevance of the study is grounded by the need that ensuring social security of young people is the most important tool in solving many problems of this age group, who, at present, can become a key factor for our country and the basis for successful socio-economic development. The aim of this work is to study the assessments of social and personal security by the young people living in the Volgograd region. The empirical base is the data of a sociological study conducted by the research team of Altai State University in 2019. According to the results of the study, the youth of the Volgograd region is concerned about ensuring economic security (the level of material well-being of the population), problems of their own self-realization and prospects, corruption and arbitrariness of the authorities. In this regard, the respondents expressed in their views the need to take measures, ensuring the social security of the population of this region, and among them - to improve the living standards of the region's population, to combat unemployment, and to improve the work of law enforcement agencies. The scientific novelty of the research lies in the analysis of the social security of youth in the context of the socio-economic development of the region of residence. The practical value of the study lies in the presentation of relevant assessments of the social security of young people in the region, that will allow the state and other security agents to take measures to improve the situation in the region.

The article outlines the main trends in the development of the economy of the traditionally poorly developed agrarian Ternopil region in recent years. Disproportions in the industrial development of the region; the real reasons for the shifts in the region's share in the total product of the country are detected, their connection with the modern socio-economic development of the country and its individual regions are defined. It was determined that the growth of the region's share in the total product of the country is not accompanied by a proportional increase in the gross regional product, and therefore is not a consequence of progress in the economy of this region, but rather due to the reduction of the role of the occupied territories in the economy of the country. It was found that the progress of recent years is not yet a sign of a stable positive trend in development, as it is ensured by the largely extensive component of the economy - plant growing, and the related food industry. It is determined that the ineffectiveness of the structure of the economy of the region is reflected in the foreign trade balance, where the production of electrotechnical production dominates in exports, represented by only a few companies and products of agriculture. The urgent need to reform the structure of the economy based on a free competitive market has been identified in order to attract foreign investors, which would overcome the long-term depression and agrarian orientation of the economy of the region. The influence of the present level of development of the region on the life of the population is outlined and, therefore, the necessity of overcoming the contemporary contradictions of development is grounded in order to avoid degradation of poverty of the local population, its marginalization. The priority sectors of industry, which should become the basis for the formation of a new socio-economic base of the region, were determined.

The purpose of the work is to analyze and identify the main problems faced by industrial enterprises operating in the Arctic. By collecting data and building visual graphs, conclusions are drawn about the effectiveness and implementation of technologies for the functioning of economic systems, investment projects in the Arctic, as well as strategies of the Arctic countries. Conclusions. The main strategies of the Arctic countries are identified and analyzed. The main problems of industrial enterprises that represent the Arctic economy are identified. The problems of three different sectors are considered: traditional, transfer, corporate.

The aim of the work is to study the aspects of interregional cooperation in the formation of the complex investment project “Yenisei Siberia”. Methods of statistical analysis were used – dynamics, comparison, grouping. The article provides an overview of the main socio-economic differences between the participants of interactions. Minimizing these differences will create conditions for the effective implementation of investment projects that provide a multiplicative effect in the development of the project territories.
