Abstract The anticipated change of social work regulator in England from the Health and Care Professions Council to Social Work England in 2019 will herald the third, national regulator in seven years for the social work profession. Social Work England will be a new, bespoke, professionally specific regulator established as a non-departmental public body with a primary objective to protect the public. Looking globally, we can observe different approaches to the regulation of the social work profession—and many different stages of the profession’s regulatory journey between countries. Using a comparative policy analysis approach and case studies, this article looks more closely at three countries’ arrangements and attempts to understand why regulation might take the shape it does in each country. The case studies examine England, the USA (as this has a state approach, we focus on New York) and New Zealand, with contributions from qualified social work authors located within each country. We consider that there are three key elements to apply to analysis: definition of role and function, the construction of the public interest and the attitude to risk.

Abstract From its inception, the social work profession evolved in tandem with public health, and has historically contributed to public health efforts to restore, protect and promote public health principles. In recent times, however, the most prominent role for health-related social work is in hospital-based, multidisciplinary teams. Curiously, scant attention has been paid to the place of social workers’ knowledge—their ‘epistemic contribution’—within this medical context. This article reports the findings of a scoping review that examined the role and function of social work knowledge in healthcare teams. Thematic analysis of the literature revealed four key themes: (i) a lack of clarity and visibility—‘Ok, what is my role?’; (ii) knowledge Hierarchies—‘Jack of all trades and master of none’?; (iii) mediator and educator—‘Social work is the glue’ and (iv) public health principles—‘We think big’. Findings show that despite social work’s epistemic confidence, and alliance with broader public health principles and aims, its knowledge can be marginalised and excluded within the multidisciplinary team context. The article introduces Fricker’s theory of ‘Epistemic Injustice’ as a novel framework for inquiry into health care teams, and the mobilisation of social work knowledge within them.

"Feminist Interpretations of Action and the Public in Hannah Arendt’s Theory. Arendt’s typology of human activity and her arguments on the precondition of politics allow for a variety in interpretations for contemporary political thought. The feminist reception of Arendt’s work ranges from critical to conciliatory readings that attempt to find the points in which Arendt’s theory might inspire a feminist political project. In this paper I explore the ways in which feminist thought has responded to Arendt’s definition of action, freedom and politics, and whether her theoretical framework can be useful in a feminist rethinking of politics, power and the public realm. This essay aims to understand the role of religion in the social work of Pandita Ramabai (1858-1922). By focusing on a twenty-five-year period commencing with her conversion to Christianity in 1883, we argue that religion constructed a political framework for her work in Sharada Sadan and Mukti Mission. There is a lacuna in the conventional scholarship that underplays the nuances of religion in Ramabai’s reform efforts, which we try to fill by conceptualising faith and religiosity as two distinct signifiers of her private and public religious presentations respectively. Drawing on her published letters, the annual reports of the Ramabai Association in America, and a number of evangelical periodicals published during her lifetime, we analyse how she explored Christianity not just as a personal faith but also as a conduit for funds. The conversion enabled her access to American supporters, concomitantly consolidating their claim over her social work. Her peculiar religious identity—a conflation of Hinduism and Christianity—provoked strong protests from the Hindu orthodoxy while leading to a fall-out with the evangelists at the same time. Ramabai shaped the public portrayal of her religiosity to maximise support from American patrons, the colonial state, and liberal Indians, resisting the orthodoxy’s oppositions with these material exploits. Rather than surrendering to patriarchal cynicism, she capitalised on the socio-political volatilities of colonial India to further the nascent women’s movement.

The Dominican American community in New York is perhaps one of the best examples of how processes of transculturation are affecting traditional definitions of ethnic identification. Given the intense economic, social and cultural transnational exchanges between the island and the USA from the 1960s, Dominicanyorks have been challenging the illusion of homogeneity in the definition of Americanness for decades, creating transnational social networks that transcend traditional national and ethnographic boundaries. The theatrical works of Josefina Báez, a Dominican American performer living in New York, and Sherezada (Chiqui) Vicioso, a Dominican poet and playwright who lived and worked in the US metropolis for decades before moving back to the Dominican Republic, lyrically explore issues of diaspora, identity and migration and the impact these phenomena might have in the lives of migrant Dominican women. Presenting diasporic experiences from two differing but interconnected locales – New York and the Dominican Republic – these plays offer two complementary views on the ways in which ethnicity, race, social class, age and geopolitical location interact in the formation of transcultural identities, thus contributing to develop a hemispheric approach to the study of identity formation in the Americas.

ABSTRACT Due to fiscal constraints and demands for increased accountability, scholars and public officials are reviewing the structure and reporting practices of local governments. These efforts are often incomplete, however, because they bypass special districts, which now comprise over 40 percent of all local governments. The proliferation of special districts has the potential to increase government costs, redirect the allocation of scarce resources, remove debt and expenditure practices from the public eye, and reduce democratic controls over elected officials. This paper highlights some of the public interest concerns related to these entities to inform future, localized research. For decades, scholars have approached special districts from two opposing theoretical perspectives: institutional reform and public choice. Literature from these opposing perspectives is used to analyze special districts along three dimensions: efficiency and economy of operations, policy alignment and allocation of resources, and democratic accountability. This paper uses the U.S. Census Bureau definition of special districts, though alternative definitions are discussed. Efforts by four states (Florida, Pennsylvania, Indiana, and New York) to improve local government, and their varying approaches to special districts, are reviewed, leading to the conclusion that the complex issues related to special districts must be resolved within state contexts.

The authors review the current status of the social work labor force within the public sector by means of an analysis of the National Association of Social Workers member data base for 1988 and 1991, with additional data drawn from a 1993 member survey. Changes in the proportion and composition of the public social services labor force are documented, including education, experience, gender, and ethnicity. The decreasing professional social work labor force within public social services is discussed within the context of the realities of public social services practice and social work's historic place within this sector. The authors encourage debate about the implications of these trends, focusing on whether social work should influence labor-force trends or be influenced by them.

<p>Looking at practices in different locations is beneficial since it helps challenge assumptions that we may take for granted. Groupwork, as a method of social work, is specifically interesting to explore in the light of different contexts since, like social work, it may or may not translate well across cultures. This paper draws from data collected in the context of a research project that aimed to describe the current state of social work with groups in Quebec and to explore trends within social work with groups elsewhere in the world. Specifically, it focuses on the exploration of practices in Quebec and discusses them in relationship to those found in the USA, as a counterpoint. Our findings highlight some differences and similarities between Quebec and the USA with regard to groupwork, which leads us to discuss a range of factors that may impact on groupwork in the different contexts. Of these, the differences of organisational context and organisation of services have emerged as particularly noteworthy, which echoes findings in general social work literature with regard to the importance of local contexts on the definition of practice itself.</p>

This study aimed to describe the structure and function of social expression of a ban on love, dating, and married in Kenagarian Toboh Sikaladi Kecamatan Sintuk Toboh Gadang Kabupaten Padang Pariaman. The research is a qualitative study using descriptive methods. Background or where the study was conducted in Kenagarian Toboh Sikaladi Sintuk Toboh Tower District of Padang Pariaman district. The informants consist of one main informant and two supportive informants. Data were collected through three stages, namely observation, interview and recording techniques. After that, the data is analyzed by a data inventory phase, phase description of the structure and a social function, stage identifies the data, and reporting stage. Based on the results, it can be concluded that data about people's trust ban expression of love, dating, and married in Kenagarian Toboh Sikaladi Kecamatan Sintuk Toboh Gadang Kabupaten Padang Pariaman found as many as 53 expression. The structure of the people's trust in the public ban Kenagarian Toboh Sikaladi Kecamatan Sintuk Toboh Gadang Kabupaten Padang Pariaman is divided into two forms,ie expression of belief and expression structured two-part folk beliefs structured three parts.The phrase structured ban two parts are found as many as 45 expression, whereas expression of a structured three parts found eight expression. This study included into the category of folk beliefs surrounding human environment of love, courtship, and marriage. The social function of the people's trust ban expression in this research, strengthen religious emotion and conviction found as many as five expressions, fantasy projection system found 31 expression, educate found three expressions, prohibit found 13 expression, and had found a phrase.Keywords: social expression, local beliefs, prohibition

Dance has recently taken up an increasing presence in major modern art museums as core curatorial programming, occupying galleries throughout exhibition hours. Although time figures prominently in emerging literature addressing this trend, spatial analyses remain fragmentary. Yet, dance is distinctive from other time-based media because of its heightened relationship with space. This raises an important question: how does dance’s newfound presence ‘re-choreograph’ the spaces of modern art museums? Extending the work of Henri Lefebvre, this dissertation adopts an expanded definition of museum space encompassing physical, social and conceptual domains. Dance, an art concerned with the shaping of space, is examined as a transformative force, productively intervening with the galleries, encounters, objects, and historical narratives comprising modern art museum space. In this study, purity and atemporality are identified as the preeminent principles organizing modern art museum space, and dance, an ‘impure’ and process-based art, is theorized as a productive contaminant, catalyzing change. Using this theoretical framework and Using this theoretical framework and evocative descriptions of Boris Charmatz’s 20 Dancers for the XX Century (Museum of Modern Art, New York, 18-20 October 2013), dance’s unique collaboration with modern art museum space is analyzed. Socially, dance’s multisensuality pollutes museum goers’ ocularcentric experiences with art. Conceptually, dance diversifies understandings of objects and the androcentric history they uphold. Physically, dance is carving out new spaces, with performance venues being incorporated into the ‘bones’ of high profile institutions. Interspersed between these analytical chapters, evocative descriptions of Spatial Confessions (On the Question of Instituting the Public) by Bojana Cvejić and collaborators (Tate Modern, London, 21-24 May 2014) introduce observations beyond the analytical scope, opening up the liminal spaces of this document to ongoing inquiry. This dissertation contributes a sustained analysis of dance’s spatial impact on modern art museums. By investigating how dance intervenes with the limitations of the white cube, it critiques this supposedly ‘blank’ space, questioning its continued supremacy within these institutions. Moreover, as dance is ushered into performance venues within the museum’s expanding domain, this dissertation interrogates the modern propensity for specialization and master narratives pervading the spaces of these institutions, despite decades of interventional artistic and curatorial practices.
