ABSTRACT The Basel Committee on Banking Supervision and the composite wider legal and institutional environment to which it is part provide a useful case study to illustrate how complexity is addressed in the public policy realm. As its central proposition, this article argues that it is possible to identify a specific pattern and logic underlying the governance of global banking today. The pattern concerns the institutional dimension of global banking regulation, particularly with respect to the distribution of regulatory powers among the various actors involved, and the legal relationships between these actors. The overall pattern seems to follow a certain logic, which will be explored and explained borrowing the military distinction between strategy, operations, and tactics.

In February 2020, the Bulgarian government established the National Operational Headquarters for Combating the COVID-19 Pandemic in Bulgaria. General Ventsislav Mutafchiyski, a military doctor, professor at the Military Medical Academy in Sofia, was appointed as its chairman. This paper presents a case study on the public image of Ventsislav Mutafchiyski, its readings and interpretations by the audience, and the specific fan culture that emerged around his media persona during the first wave of the COVID-19 pandemic in Bulgaria. Placed in the spotlight of the media at the very beginning of the crisis, Mutafchiyski became extremely popular as the public figure most strongly associated with the fight against the spread of the disease in the country. Around his media persona, shaped in the public imagination as a wartime leader, a fan culture has grown with all its characteristic features and dimensions: fans and anti-fans, affirmative and transformative fandom. As a fictional character, Mutafchiyski has appeared in numerous forms of vernacular creativity: poems, songs, material objects, jokes, fake news, conspiracy theories, and memes. In this way, the General has become the main character of Bulgarian pandemic folklore and the focal point of a participatory pandemic.

Many Humanities scholars seem to have become increasingly pessimistic due to a lack of success in their efforts to be recognized as a serious player next to their science, technology, engineering, and maths (STEM) colleagues. This appears to be the result of a profound uncertainty in the self-perception of individual disciplines within the Humanities regarding their role both in academia and society. This ambiguity, not least, has its roots in their own history, which often appears as an interwoven texture of conflicting opinions. Taking a stance on the current and future role of the Humanities in general, and individual disciplines in particular thus asks for increased engagement with their own past, i.e., histories of scholarship, which are contingent on societal and political contexts. This article’s focus is on a case study from the field of Old Norse Studies. In the face of the rise of populism and nationalism in our days, Old Norse Studies, with their focus on a ‘Germanic’ past, have a special obligation to address societal challenges. The article argues for the public engagement with the histories of individual disciplines to strengthen scholarly credibility in the face of public opinion and to overcome trenches which hamper attempts at uniting Humanities experts and regaining distinct social relevance.

Subject. This article discusses the issues related to institutional support for public-private partnership in the regions of the Ural Federal District. Objectives. The article aims to analyze the development of the regional institutional environment of public-private partnership and find regulatory deficiency. Methods. For the study, we used a comparative analysis and the graph and tabular methods to interpret the collected data. Results. The article presents certain results of the study of the institutional framework, strategic development and planning documents, the public-private partnership administration system, and the evaluation of its institutional environment. Conclusions. The local regulatory deficiency and the need to improve the investment climate of the Ural Federal District regions and attract new participants in the partnership confirm the relevance of the identified problem research.

This article uses a comparative case study of two ride-hailing platforms—DiDi Chuxing in China and Uber in the United States—to explore the comparative politics of platform power in surveillance capitalism. Surveillance capitalism is an emerging economic system that translates human experiences into surveillance assets for behavioral predictions and modifications. Through this comparative study, we demonstrate how DiDi and Uber articulate their operational legitimacy for advancing their corporate interests and visions of datafication in the face of legal uncertainty. Although DiDi and Uber are both “sectoral platforms” in urban mobility with similar visions of datafication and infrastructuralization, we highlight that they deploy different discursive legitimation strategies. Our study shows that Uber adopts a “confrontational” strategy, while DiDi employs a “collaborative” strategy when they need to legitimize their data and business practices to the public and regulatory authorities. This study offers a comparative lens to examine the social and political dynamics of platform firms based in China and the United States and, therefore, contributes to understanding the various aspirational logic of platform thinking in different political contexts.

Global banking regulation, in the sense of setting common capital standards for international banks, has a forty-year history. Its early development reflected the instincts for cooperation on the part of central banks in the face of rapidly integrating global firms and for a time was highly effective and adaptive. The informality of the Basel Committee and its absence of legal status were seen as advantages, allowing agreements to be reached below the political radar. But the move from “by and large” guidelines to a detailed corpus of regulation applying to all banks has shown the limitations of a voluntarist approach, and there are signs that further progress toward common standards, evenly enforced, has stalled in the face of domestic political imperatives. That raises fundamental questions about the need for treaty underpinning of international financial standards, so far seen as too politically difficult, to guard against regulatory arbitrage.

The purpose of this paper is to increase our understanding of the governing of flood risk mitigation in advanced liberal society, through an in-depth Swedish case study. By combining social network analysis and genealogy, this paper investigates who is involved, how they organise, their modes of thinking, how they mitigate flood risk, as well as how such regime of practises have come into being. The findings suggest dominant rationalities that reduce the actual complexity of flood risk in spatial and temporal terms to fit the legal and institutional environment. The resulting fragmentation is associated with a commodification of flood risk mitigation, in which actors expect to be able to procure modules of safety and sustainability on the market. This commodification materialises in a vacuum of responsibilisation, when obligations are imposed without commensurate guidelines. These processes of fragmentation, commodification, and responsibilisation are core constituents of neoliberalisation, which is clearly shaping the governing of flood risk mitigation even in Sweden; a bastion of the strong welfare state. Regardless of the notable individual capacities of the involved actors, systemic constraints in the governmentality have generated these detrimental processes in the face of overwhelming complexity. These systemic constraints must be removed or overcome for the governing of flood risk mitigation to match the complexity of flood risk in the catchment area. This paper thus provides input that can inform policy changes for a more sustainable future in the face of unprecedented change.

Citra yang baik atau bisa dikatakan citra positive sebuah daerah perlu dibangun oleh Pemerintahan setempat. Wajah Kabupaten Purwakarta pada saat ini lebih banyak dikenal oleh masyarakat dibandingkan dengan 10 tahun silam apalagi didalam sektor kearifan lokal. Hal ini merupakan adanya gerak cepat dari pemerintah setempat untuk memoles wajah Kabupaten Purwakarta.Tujuan penelitian ini untuk mengetahui upaya pemerintah dalam membentuk citra Purwakarta dilihat dari konsep proses pembentukan citra (Ardianto: 2002) yang mana didalamnya terdiri dari persepsi, keyakinan, motivasi dan sikap. Penelitian ini menggunakan paradigma konstruktivisme, pendekatan kualitatif dan metode studi kasus. Hasil penelitian menunjukan bahwa untuk membentuk persepsi masyarkat diadakannya perbaikan infastruktur dan menciptakan slogan baru atau city branding. Cara meyakinkan masyarakat menegnai informasi yang disampaikan di lakukan hubungan kerjasama dengan beberapa media cetak dan menciptakan sebuah aplikasi. Cara memotivasi masyarakat dengan diadakan pembangunan ifastruktur penunjang masyarakat dengan menyediakan fasilitas umum dan membentuk sikap masyarakat diadakannya pembaharuan pembangunan. A good image that can be said as a positive image of an area needs to be built by the local government. The face of Purwakarta Regency is currently more widely known by the public compared to 10 years ago especially in the local wisdom sector. This is a quick move from the local government to polish the face of Purwakarta Regency. The purpose of this study is to determine the government's efforts to shape the image of Purwakarta seen from the concept of the process of image formation (Ardianto: 2002) which consists of perceptions, beliefs, motivations and attitudes. This research uses constructivism paradigm, qualitative approach and case study method. The results of the study show that to establish community perceptions there is an improvement in infrastructure and creating a new slogan or city branding. How to convince the public about the information conveyed in a cooperative relationship with several print media and create an application. How to motivate the community with the construction of community support infrastructure by providing public facilities and shaping the attitude of the community for the development of development. It is argued that on occasions where individual self-interest of members conflicts with self-interest of the collective, the public interest motivates a way forward.

AbstractMany geoscience problems involve predicting attributes of interest at un-sampled locations. Inverse distance weighting (IDW) is a standard solution to such problems. However, IDW is generally not able to produce favorable results in the presence of clustered data, which is commonly used in the geospatial data process. To address this concern, this paper presents a novel interpolation approach (DIDW) that integrates data-to-data correlation with the conventional IDW and reformulates it within the geostatistical framework considering locally varying exponents. Traditional IDW, DIDW, and ordinary kriging are employed to evaluate the interpolation performance of the proposed method. This evaluation is based on a case study using the public Walker Lake dataset, and the associated interpolations are performed in various contexts, such as different sample data sizes and variogram parameters. The results demonstrate that DIDW with locally varying exponents stably produces more accurate and reliable estimates than the conventional IDW and DIDW. Besides, it yields more robust estimates than ordinary kriging in the face of varying variogram parameters. Thus, the proposed method can be applied as a preferred spatial interpolation method for most applications regarding its stability and accuracy.

ABSTRAKPribumi subaltern menjadi subjek nyata adanya gejolak penindasan oleh serdadu pemerintah dan gerakan bawah tanah dalam situasi Aceh yang telah beralih menjadi Daerah Operasi Mililiter. Tujuan penelitian ini mendeskripsikan penyalahgunaan tahta tertinggi, adanya pemberontakan gerakan bawah tanah sebagai bentuk perlawanan, dampaknya bagi kaum subaltern seperti pelecehan seksual, mentalitas down, dan dimiskinkan. Data diperoleh dengan teknik pustaka dari sumber tertulis berupa kata dan kalimat dalam novel kemudian dianalisis dengan metode analisa deskriptif. Hasil penelitian menunjukan dominasi kekuasaan penguasa superior yang menduduki tahta tertinggi, dua bentuk perlawanan berupa caci maki serta aksi pemberontakan, dan dampaknya bagi subaltern begitu signifikan memunculkan keterpurukan, semakin merajalela pelecehan seksual, mentalitas down akhirnya termiskinkan. Pada akhirnya subaltern semakin lemah, ketakutan dan tak berdaya. Adanya persekutuan pemberontak sebagai akibat mentalitas era kolonial yang masih menjarah pemikiran masyarakat. Pada dasarnya penjajahlah yang menjadi cikal bakal adanya teroris dan pemberontakan. Penelitian ini diharapkan memberikan sumbangsih untuk mendukung kebijakan pemerintah mendisiplinkan politik agar tidak mengalami carut-marut. Serta menjadi pengingat bagi masyarakat akan masih adanya gerakan bawah tanah dalam bentuk apapun yang mengancam keberlangsungan hidup masyarakat lain, dalam menghadapi kolonialisme yang masih berkembang hingga saat ini.Kata kunci: subaltern, poskolonial, perlawanan, pemberontakABSTRACTSubaltern natives are the real subject of the turmoil of oppression by government troops and underground movements in the Aceh situation which has turned into the Military Operations Area. The purpose of this study is to describe the abuse of the highest throne, the existence of an underground movement rebellion as a form of resistance, the impact on the subalterns such as sexual harassment, down mentality, and impoverished. Data obtained by library techniques from written sources in the form of words and sentences in the novel and then analyzed by descriptive analysis method. The results showed the dominance of the power of superior rulers who occupied the highest throne, two forms of resistance there are in the form of insults and acts of rebellion, and the impact on subalterns was so significant that it leds to adversity, increasingly rampant sexual harassment, the down mentality finally impoverished. In the end the subaltern is getting weaker, frightened and helpless. The existence of the rebel alliance is as a result of the mentality of the colonial era which still plundered the minds of the people. Basically, invaders are the embryo of terrorists and rebellion. This research is expected to contribute to support government policy to discipline politics. Therefore, it does not experience chaos. As well as a reminder to the public of the existence of underground movements in any form that threatens the survival of other communities, in the face of colonialism that is still developing today.Keyword: subaltern, postcolonial, resistance, rebel
