Social Democratic Capitalism and the Good Society

Abstract: To this point in history, the most successful societies have been those that feature capitalism, a democratic political system, good elementary and secondary (K–12) schooling, a big welfare state, public services that are conducive to employment, and moderate regulation of product and labor markets. I call this set of policies and institutions “social democratic capitalism.” Social democratic capitalism improves living standards for the least well-off, enhances economic security, and very likely boosts equality of opportunity. It does so without sacrificing the many other things we want in a good society, from liberty to economic growth to health to happiness and much more.

What configuration of institutions and policies is most conducive to human flourishing? The historical and comparative evidence suggests that the answer is social democratic capitalism — a democratic political system, a capitalist economy, good elementary and secondary schooling, a big welfare state, pro-employment public services, and moderate regulation of product and labor markets. Lane Kenworthy shows that this system improves living standards for the least well-off, enhances economic security, and boosts equality of opportunity. And it does so without sacrificing other things we want in a good society, from liberty to economic growth to health and happiness. Its chief practitioners have been the Nordic nations. The Nordics have gone farther than other rich democratic countries in coupling a big welfare state with public services that promote high employment and modest product- and labor-market regulations. Many believe this system isn’t transferable beyond Scandinavia, but Kenworthy shows that social democratic capitalism and its successes can be replicated in other affluent nations, including the United States. Today, the U.S. lags behind other countries in economic security, opportunity, and shared prosperity. If the U.S. expanded existing social programs and added some additional ones, many Americans would have better lives. Kenworthy argues that, despite formidable political obstacles, the U.S. is likely to move toward social democratic capitalism in coming decades. As a country gets richer, he explains, it becomes more willing to spend more in order to safeguard against risk and enhance fairness. He lays out a detailed policy agenda that could alleviate many of America’s problems.

Abstract Economic insecurity is an endemic problem across the rich countries of the Global North. What is the solution? This paper compares and contrasts two major proposals: the conventional welfare state package of public services and regulations versus a basic income. By comparing and contrasting these systems in three different contexts – a “nightwatchman” context, a neoliberal context, and a social democratic context – and carefully modeling the monetary equivalence between them, we are able to provide a more precise and compelling comparison of the two systems than has yet been accomplished. We evaluate the two systems on the basis of economic security as well as a number of other important criteria, including the economic well-being of oppressed groups, power, carbon emissions, the gender division of labor, free time, social stigma, and transformative potential. We find that without a welfare state background, services and regulations are generally preferable for most vulnerable groups. However, as the welfare state develops, into a neoliberal or a social democratic context, basic income becomes a generally superior option.

During the twenty years after the Second World War, housing began to be seen as a basic right among many in the west, and the British welfare state included many policies and provisions to provide decent shelter for its citizens. This article focuses on the period circa 1968–85, because this was a time in England when the lack of affordable, secure-tenured housing reached a crisis level at the same time that central and local governmental housing policies received wider scrutiny for their ineffectiveness. My argument is that despite post-war laws and rhetoric, many Britons lived through a housing disaster and for many the most rational way they could solve their housing needs was to exploit loopholes in the law (as well as to break them out right). While the main focus of the article is on young British squatters, there is scope for transnational comparison. Squatters in other parts of the world looked to their example to address the housing needs in their own countries, especially as privatization of public services spread globally in the 1980s and 1990s. Dutch, Spanish, German and American squatters were involved in a symbiotic exchange of ideas and sometimes people with the British squatters and each other, and practices and rhetoric from one place were quickly adopted or rejected based on the success or failure in each place.

The political core ofthis process of change—the restructuring of the welfare state—andthe related crisis of the industrywide collective bargaining agreementhave been subjects of much debate. For some years now inspecialist literature, this debate has been conducted between theproponents of a neo-liberal (minimally regulated) welfare state andthe supporters of a social democratic model (highly regulated). Thealternatives are variously expressed as “exit vs. voice,” “comparativeausterity vs. progressive competitiveness,” or “deregulation vs.cooperative re-regulation.”

In an essay almost 30 years ago, Professor Dick Netzer of NYU asked the question “Do We Really Need a National Infrastructure Policy?” and came to the conclusion that we did not. As the Biden Administration prepares to roll out a multi-trillion dollar infrastructure package, the nation is faced with numerous questions regarding the infrastructure systems necessary to support continued economic growth and environmental sustainability. The purpose of this essay is to look to recent history for guidance for how to proceed by revisiting the underlying premises of the Netzer essay and reconsider whether a National Infrastructure Policy is needed. Because linking infrastructure to broader public policy objectives could both unite the nation and position it to address the many challenges that the 21st century will present, I believe the idea of a National Infrastructure Policy definitely deserves a second look.

AbstractThis article addresses the call of the Psychology of Global Crises conference for linkage of academic work with social issues in three parts: First, examples from conference participants with their mix of bold calls for social transformation and realization of limits, a combination that generated few clear paths to achieving them. Second, presentation of Jamesian practical idealism with psychological insights for moving past impediments blocking implementation of ideals. And third, a case study of impacts from the most recent prominent crisis, the global pandemic of 2020, which threatens to exacerbate the many crises that had already been plaguing recent history. The tentacles of COVID’s impact into so many problems, starting with economic impacts from virus spread, present an opportunity to rethink the hope for constant economic growth, often expressed as the American Dream, an outlook that has driven so many of the problems surging toward crises. Jamesian awareness of the construction of ideological differences and encouragement of listening to those in disagreement provide not political solutions, but psychological preludes toward improvements in the face of crises.

AbstractThe European population is aging and their declining capacity makes older Europeans more dependent on the availability of care. Male and female health needs at older ages are different, yet there are contradictory results on the study of gender inequalities in health among the older European population. The aim of this article is twofold: first, we study whether there is a general gender health gap at older ages across Europe. Secondly, we analyze the existence of an increasing or decreasing universal association between the gender health gap and age among the older European population or whether, by contrast, this depends on the type of welfare state. To achieve these goals, we use data from the Survey on Health, Ageing and Retirement in Europe (SHARE) for respondents aged 50 and over in 2015, and we carry out several multilevel random intercept logistic regressions for European countries. Our results show that when we split European countries into groups according to the type of welfare state, we only find a significant gender health gap in older people in Southern and Social Democratic countries. Some differences have been found in the links between the gender health gap and age among European countries. Old women report worse health than men at all ages in Southern countries while in Social Democratic states it is only true for women aged 80 and over. In Bismarckian states there are barely any gender differences, while the gender health gap has no clearly defined bias. Between the ages of 60 and 79, men from Eastern European countries report poorer health, while after 80 it is women who report poorer health. In general, we found the widest gender inequalities in health for the oldest population group, especially in Southern and Eastern European countries.

Macroeconomic dynamics is in the focus of attention of the scientific community due to the fact that it characterizes the key trends in the development of the national economy. The basic indicator in the system of national accounts is the gross domestic product (GDP), which in general form is the aggregate value of all goods and services produced within the national economy. GDP is widely used in the analysis of economic growth trends. Economic growth, creating conditions for it – the most important goal of economic development, both within the framework of ensuring the economic security of the entire national economy and at the level of an individual enterprise. Nowadays, economic development is characterized by an accelerated rate of scientific and technological progress: new technologies and approaches are being created that have higher efficiency. From a microeconomic point of view, the main factors of production are labor, capital and information. Fixed capital investments (buildings, structures, machinery and equipment) are a key instrument for renewing fixed assets. Investment activity is the process of renewing the capital of an enterprise as a result of modernizing its technical and technological base, which ensures its economic security. Investments, along with government spending, are key drivers of economic growth. As a result, we can confidently assert the high importance of investment activities, both throughout the country and at the level of individual economic entities, as well as their economic independence. The paper shows the ways to intensify economic growth and intensify investment activities in order to ensure the economic security of the Russian Federation.
