The Smurfette Principle

This chapter discusses international judges’ paths towards the bench, arguing that more attention should be paid to the nomination process, rather than focusing only on elections. It dwells on the so-called Smurfette principle, an image borrowed from the contemporary analysis of popular visual culture about the role of ‘the one woman’ singled out in a group of men—and what this means for women on the bench. In looking at how to increase the number of women on the bench, the chapter reflects on who selects candidates and how, and what institutional mechanisms exist, or could be established, to improve the gender balance. This entails an analysis of the importance of domestic selection mechanisms, including the role of the national group of the Permanent Court of Arbitration as a forum for the selection of candidates. The central idea is that a gender balance cannot be fully achieved through elections so it needs to be pursued in the preparatory stage. Finally, the chapter addresses questions about potential improvements of selection processes as the possibilities of the current system may at times be under-explored.

  The Ministry of Health Library is a builder library for libraries and librarians within the Ministry of Health spread throughout Indonesia. The success of the library is largely determined by the role of the librarian. Because the librarian is a profession that has a major contribution in realizing the noble ideals of the Indonesian nation in the intellectual life of the nation. Based on this, the Ministry of Health Library held a Selection of the Best Innovative Librarian. The method used in writing this scientific paper is best practice. Best Practice is an idea or new steps that make an outstanding, sustainable and innovative contribution in improving the process development and quality of education. Best Practice needs to be disseminated to others with various strategies in various places repeatedly so that it can be imitated and adopted by others. The selection of the Best Innovative Librarian was carried out in several stages. Starting from making the TOR for activities, entering activity items into the RKAKL, determining the theme of the activity, making guidelines, compiling a Committee Decree. The Best Innovative Librarian Assessment is done by looking at the completeness of documents, innovation papers and presentations. The one who gets the best score from the jury will be designated as the Best Innovative Librarian within the Ministry of Health. The Best Innovative Librarian 1 to 3 and expectations 1 to 3. The Best Innovative Librarian received awards and prizes at the Publication and Public Service Award Night of the Ministry of Health which was attended by the Minister of Health, Menpan-RB and the Head of the National Library. Librarians are the main key to the sustainability and success of a library. The selection of the Best Innovative Librarian was held as a form of appreciation and appreciation for librarians within the Ministry of Health. It is hoped that this activity can motivate librarians in the Ministry of Health to continue to work, innovate, perform and excel and have competitiveness with other professions. ABSTRAKPerpustakaan Kementerian Kesehatan merupakan perpustakaan pembina bagi perpustakaan dan pustakawan di lingkungan Kementerian Kesehatan yang tersebar di seluruh Indonesia. Keberhasilan perpustakaan sangat ditentukan oleh peran Pustakawan. Karena pustakawan merupakan profesi yang memiliki kontribusi besar dalam mewujudkan cita-cita luhur bangsa Indonesia dalam mencerdaskan kehidupan bangsa. Berdasarkan hal tersebut Perpustakaaan Kementerian Kesehatan menyelenggarakan Pemilihan Pustakawan Inovatif Terbaik. Metode yang digunakan dalam penulisan karya ilmiah ini adalah best practise. Best Practice adalah suatu ide atau langkah-langkah baru yang memberikan kontribusi luar biasa, berkesinambungan dan inovatif dalam memperbaiki pengembangan proses dan kualitas pendidikan. Best Practice perlu didiseminasikan kepada orang lain dengan berbagai strategi diberbagai tempat secara berulang-ulang sehingga dapat dicontoh dan diadopsi oleh orang lain. Pemilihan Pustakawan Inovatif Terbaik dilaksanakan melalui beberapa tahap. Diawali dari pembuatan TOR kegiatan, memasukkan butir kegiatan kedalam RKAKL, menentukan tema kegiatan, membuat pedoman, menyusun SK Kepanitiaan. Penilaian Pustakawan Inovatif Terbaik dilakukan dengan cara melihat kelengkapan dokumen, makalah inovasi dan presentasi. Yang mendapat nilai terbaik dari dewan juri akan ditetapkan sebagai Pustakawan Inovatif Terbaik di lingkungan Kementerian Kesehatan. Terpilih Pustakawan Inovatif Terbaik 1 sd 3 dan harapan 1 s/d 3. Pustakawan Inovatif Terbaik mendapatkan penghargaan dan hadiah di Malam Penghargaan Publikasi dan Pelayanan Publik Kementerian Kesehatan yang dihadiri oleh Menkes, Menpan-RB dan Kepala Perpusnas. Pustakawan menjadi kunci utama keberlangsungan dan keberhasilan sebuah perpustakaan. Pemilihan Pustakawan Inovatif Terbaik dilaksanakan sebagai suatu bentuk apresiasi dan penghargaan kepada pustakawan di lingkungan Kementerian Kesehatan. Diharapkan dengan adanya kegiatan ini dapat memotivasi pustakawan di lingkungan Kementerian Kesehatan untuk terus berkarya, berinovasi, berkinerja dan berprestasi serta memiliki daya saing dengan profesi lainnya.

The selection of a new military or commercial aircraft is based, in part, on life-cycle cost or cost-of-ownership. These parameters include both acquisition and operating costs. In the latter, personnel cost is an increasingly important factor. This leads directly to reduction in crew size and automation or reallocation of tasks previously assigned to the now-missing crewmen. It is also common to find that a new aircraft is more complex than the one it replaced. Frequently then, in new aircraft there are fewer crewmen and at least as many functions to be performed as in older aircraft. The challenge to designers of flight decks and avionics suites is to configure the crew station in such a way that required tasks can be accomplished with the allotted crew complement and workload is held within reasonable limits. The purpose of this paper is to outline the role of the human factors practitioner in meeting this challenge, particularly our role in predicting and measuring workload. The process of producing a new system can be broken into (a) statement of functional requirements, (b) design and manufacture, and (c) verification that the design, and finally the system, meets the requirements. In practice, these stages are iterated several times from preliminary design to detailed design to prototype and final production. As good empiricists, we recognize the verification stage to be a test of the hypothesis that the test article meets the requirement. The functional requirements must be stated in quantitative terms and the verification must have all the characteristics of a good experiment.

Measuring the dispersion of productivity or efficiency across firms in a market or industry is rife with methodological issues. Nevertheless, the existence of considerable dispersion now is well documented and widely accepted. Less well understood are the economic features and mechanisms underlying the magnitude of dispersion and how dispersion varies over time or across markets. On the one hand, selection mechanisms in both output and input markets should favor the most productive units through resource reallocation, thereby reducing dispersion. On the other hand, innovation and technological uncertainty tend to increase dispersion. This chapter presents a guide to the measurement of dispersion and provides empirical evidence from a selection of countries and industries using a variety of methodologies.

This chapter presents a selection of interdisciplinary approaches used within the study of Roman visual culture. Iconology, creolization, hybridization, and entanglement are discussed alongside the problems of ‘Romanization’. Emphasis is given to the idea that images, like objects, have a biography and live a social life. Images in this sense can have a range of meanings depending on context and user. The role of images in Roman imperialism and memory is explored, with case studies including funerary contexts, the conquest of Egypt in 30 bce, the formation of Nemausus as a colony, and the siege of Jerusalem in 70 ce.

The article deals with the problem of the role of ‘social’ devices at the time of producing and reproducing organizational behavior, taking the case of recruitment and selection processes in financial services organizations in Chile and the UK. Based on 42 in-depth interviews in Santiago, London and Edinburgh, and building on science and technology studies and the concept of device the article aims to understand how recruitment and election mechanisms are adopted and legitimated in organizations. Analysis suggests that recruitment and selection mechanisms connect technical and moral elements, allowing managers to deal with uncertainty and carry out organizational reproduction. However, devices in Chile and the UK differ in the modes that connect technical and moral elements.

This commentary focuses on Findlay & Walker's model and more specifically, on its underestimation of the role of cognitive processes in eye movement control during complex activities such as text scanning. In particular, the issue of the complexity of the subject's task/behavior is discussed to stress the importance of the link between selection for perceptual processing on the one hand, and the selection of a target for a saccade, on the other. Future models will have to account for the fact that the goal of any saccade is to bring the eyes to a relevant object and that the selection of this saccade target is closely related to object recognition.

The role of gender equality considerations, including the gender balance of peacekeeping operations, has been underplayed as a potential solution to the un’s recurrent problems with sexual exploitation and abuse by blue helmets. This article explores 3 elements related to gender equality that have been neglected in responding to this issue: the presence of women in peacekeeping operations, the voice and opinion of women’s organizations, and the assistance to victims of such violations. The connection between women’s leadership and participation, on the one hand, and better outcomes for women and girls on the other, has been evident in many related policy areas, and should be applied more forcefully in addressing sexual exploitation and abuse by un peacekeepers.

This article is devoted to a complicated problem in the postmodern philosophy of culture, within framework of that there is ambiguous attitudes to understanding of cultural field. On the one hand, the postmodern thinkers criticize the traditional culture, which in their opinion is based on repressions and violence. On the other hand, they reject the current system of values because they consider it to be decadent in relation to both humans and society. It should be concluded from this philosophy, that in the role of "schizoid subject", in contrast with postmodernist arguments, we have reached a limit not for capitalism, but mainly for culture.

Abstract For Stephen Greenblatt, cultures are “inherently unstable, mediatory modes of fashioning experience,” and it is only through the imaginary order of exclusion that a culture can be simulated as a stable entity. Greenblatt calls such an exclusion “blockage,” a phenomenon that occurs constantly, thereby preventing the collapse of cultural identity. What does this mean for translation practice, where such “blockages,” i.e., textual manipulation or re-writing, can be regarded as constitutive elements of the translation process? This paper examines the question in the particular context of translation practice in the late Habsburg Monarchy. The paper will analyse the different agents which underlie the selection mechanisms–or “exclusion procedures”–in translation and will explore the phenomenon of censorship from both a metaphorical and systemic point of view. The agents involved in the selection of texts to be translated as well as in the selection of translation strategies are manifold and are all interwoven. The selection of texts automatically represents a filter for the analysis of a certain period and is, therefore, a key agent in the reception process. Other important agents are patrons, who are often themselves translators and vital representatives of cultural mediation, as well as translators from various backgrounds, involved to varying degrees in contemporary cultural discourse. Finally, the role of editors, publishers and reviewers as main filters of representations of the cultural Other in a particular culture will be considered. Greenblatt’s model of “cultural blockage” will be examined against this background. Its applicability and limits will be discussed in the context of translation where the issue of the representation of the Other is of paramount importance and where “blockage” definitely illustrates the recognition of cultural distance.
