The Oxford Handbook of Modern Greek Politics

This volume aims to provide an unprecedented breadth of analysis on the development of modern Greek politics, especially from the restoration of democracy in 1974 to the present day. Over forty-three chapters, contributors provide authoritative accounts of what is known about a particular area. Never before has such a volume been produced, in any language. This is not intended as a student textbook, but as a scholarly reference for all who are interested in contemporary Greece. As such, it provides a depth of analysis couched within comparative and conceptual frames, to link the case of Greece to a wider audience, especially those already familiar with a broader political science literature. In its authoritative and reflective essays, it is hoped that the volume may serve as a point of common reference for some time to come. Its essays are structured across a set of inter-connecting themes: conceptual frames by which to understand modern Greek politics; political institutions; party political traditions; political and social interests; public policy; external relations; and political leaders. With this breadth, the volume takes an eclectic approach in terms of historical, conceptual, and methodological interpretation. Its breadth offers analyses relevant not only to political science, but also economics, international relations, law, sociology, and social policy.

The following considerations have grown out of a study of the origins, the elements and the functioning of that novel form of government and domination which we have come to call totalitarian. Wherever it rose to power, it developed entirely new political institutions and destroyed all social, legal and political traditions of the country. No matter what the specifically national tradition or the particular spiritual source of its ideology, totalitarian government always transformed classes into masses, supplanted the party system, not by one-party dictatorships, but by a mass movement, shifted the center of power from the army to the police, and established a foreign policy openly directed toward world domination. Present totalitarian governments have developed from one-party systems; whenever these became truly totalitarian, they started to operate according to a system of values so radically different from all others, that none of our traditional legal, moral, or common sense utilitarian categories could any longer help us to come to terms with, or judge, or predict its course of action.

This work is an attempt to explain the political roots from which banking systems have evolved in different countries and how they have evolved at different times. For this purpose, materials and analysis tools from three different disciplines were used: economic history, political science and Economics. The main idea that is set out in this paper is the statement that the strength and weakness of the banking system is a consequence of the Great political game and that the rules of this game are written by the main political institutions.

This chapter introduces the problem of “reform capacity” (the ability of political decision-makers to adopt and implement policy changes that benefit society as a whole, by adjusting public policies to changing economic, social, and political circumstances). The chapter also reviews the long-standing discussion in political science about the relationship between political institutions and effective government. Furthermore, the chapter explains why the possibility of compensation matters greatly for the politics of reform; provides a precise definition of the concept of reform capacity; describes the book's general approach to this problem; and discusses the ethics of compensating losers from reform; and presents the book's methodological approach.

This chapter analyses the role of think tanks in generating a distinctive mode of policy knowledge, pragmatically orientated to inform and shape issues of importance to civil society. Drawing on political science literature, we argue that think tanks exploit niche areas of expertise and influence to actively mobilize policy analyses and recommendations across diverse stakeholders. Through our exploratory mapping of think tanks, geographically concentrated within London, we characterize their influence as significantly boosting knowledge intensity across the regional ecosystem. In particular, we study the empirical case of one London-based think tank which powerfully mobilized policy knowledge through its formal and informal networks to build influential expert consensus amongst key stakeholders. We conclude that such organizations act as key knowledge producers and mobilizers, with significant potential to influence policy discourses and implementation.

More than 60% of the marriages contracted in the current year are expected to come to divorce or separation. Not only marriage but also parenthood is in a state of uncertainty; many young people are looking at the families they have known and wondering if the rewards of being parents outweigh the distress they believe they see. There is a growing body of social science literature that points to the isolated mother-father-child family–expecting to meet all of their needs behind the closed doors of their homes, and with responsibilities sharply divided between wage earner and housekeeper–as a family system that puts maximum stress on minimum strength.

The international trade problems of the 1980s stimulated an expansion of scholarship on trade policies by economists and political scientists. At least four distinct theoretical perspectives weave their way through recent literature that concentrates on the United States—emphasizing market conditions, policy beliefs and values, national political institutions, and global structures, respectively. New studies in each of these traditions advance beyond the work of their predecessors, but none of the perspectives has yet proved adequate as a single unifying vehicle. Nevertheless, we can also see clear movement toward a synthesis, with single works blending insights from several traditions. Thus, the books under review do not all fall neatly into the familiar exclusive categories of “economics” or “political science.” The emerging synthesis needs strengthening in several ways, including the development of “conditioning hypotheses” that will reduce remaining apparent confusions.

Social scientists use the concept of interactions to study effect dependency. Such analyses can be conducted using standard regression models. However, an interaction analysis may represent either a causal interaction or effect modification. Under causal interaction, the analyst is interested in whether two treatments have differing effects when both are administered. Under effect modification, the analysts investigates whether the effect of a single treatment varies across levels of a baseline covariate. Importantly, the identification assumptions for these two types of analysis are very different. In this paper, we clarify the difference between these two types of interaction analysis. We demonstrate that this distinction is mostly ignored in the political science literature. We conclude with a review of several applications.

The relevance of this study is explained by the need to find out the heuristic parameters of one of the segments of the institutional analysis of Ukrainian political science - sociological institutionalism. At the present stage of world development of institutional research in politics, it is no longer enough to turn to the formalized aspects of the essence of political institutions, which is still a fairly common approach - in contrast to the general theory of the new institutionalism. Also, there is a widespread view that the latest models of research strategies can be offered only by foreign political science and it is among its developments that the necessary analytical tools should be sought. Due to certain historical aspects of the political development of our country, political science research has not been able to develop synchronously with global trends for a long time, but it is possible to assume that today this situation is gradually changing. Therefore, the purpose of our study was to concretize in domestic political science the analytical field of such research areas of the new institutionalism as sociological institutionalism and systematize the main parameters of its research strategy. As a result of the study, it was found that the provisions of sociological institutionalism of political science are based on more normative-formalized approaches compared to other types of institutionalism because its formation was significantly influenced by the theory of organizations. Most Ukrainian scholars use the methodological tools of this area of institutionalism for a comprehensive analysis of the nature of the political institution as a research unit, which is close in its characteristics to the latest world examples and requires an appropriate research methodology. The group of specific issues considered by domestic scholars on the basis of the provisions of sociological institutionalism is opened by the normative aspects of the functioning of international politics (for example, humanization), which in this dimension is in the center of attention of foreign scholars as well. A more interesting area of research is the peculiarities of the process of European integration, the analysis of which also begins in the works of foreign scholars, but we are interested in this question given Ukraine's European ambitions - whether its regulatory Europeanization will have appropriate prospects. Another important aspect of research using the methodology of this area of institutional analysis, and again - important for our country, are the socio-political processes in transition societies, where democratization has begun, but the achievements in this way are difficult to call sustainable.

This chapter explores the forces that shape investments in fiscal capacity. It sets out a core model that shows how this aspect of state building is influenced by economic and political factors, such as common interests and political institutions. A key feature of the model has been to delineate the types of states that can emerge in equilibrium. It also shows that the model can be given microeconomic foundations and demonstrates how it can be extended in a number of directions that lead to more realism. The main focus of the chapter has been on the extractive role of government and on some of the issues raised in traditional public-finance models. This has laid the groundwork for the analyses to come.

Prominent strands of contemporary critical theory treat the economic formation of capitalist societies as a black box. From this perspective it is not only impossible but also unnecessary to subject capitalism itself to critique. Instead, only its external relations to other social formations—such as democratic political institutions—become the subject of critique. In this chapter, Jaeggi develops a conception of capitalism as a form of life that allows us to open the black box. By bring into view the internal state and constitution of economic practices and institutions that shape our lives, this conception allows us to subject the economy itself to critique.
