The government of India launched Janani Shishu Suraksha Karyakram (henceforth JSSK) to benefit pregnant women and newborns. The JSSK provides completely free and cashless services to pregnant women including normal deliveries and caesarean operations and sick newborns (up to 30 days after birth) in government health institutions. This chapter studies the utilization of the JSSK scheme by the beneficiaries and the strategy of free entitlements implemented under JSSK through the selected policy targets. The study was carried out in Jaipur district, Rajasthan, India, and was conducted on a medium-sized sample, who have availed the benefits of JSSK in the past year to measure the correlation between three variables, policy targets, service delivery management, and utilization pattern of beneficiaries. The chapter concludes that JSSK is a good scheme but gaps in resources and lack of quality of services needs to be adequately dealt with to make it efficient.

This article addresses the problem that is being generated by the use of mouth covers, gloves and masks used as protection against covid 19. After more than a year in a pandemic, the demand and waste of these protective implements has increased exponentially, which is why it is necessary to dispose of these sanitary wastes safely, to guarantee community health and the integrity of the environment. On the contrary, improper handling of such a volume of these wastes can have a rebound effect, both on people's health and on the environment. The objective of the research is to properly dispose of these wastes, through the use of special containers for this type of waste, as well as the proposal with the government and companies that use ovens for the production of their products, so that with the necessary measures They could dispose of this type of waste as raw material for their furnaces, since these companies have standards that they comply with to regulate the Co2 emissions that they emit into the environment, and thus minimize the impact that these wastes bring to the environment.

The special situation brought about by the coronavirus pandemic and the confinement imposed by the Government, has given rise to numerous changes in working habits. The workers at the universities have had to start a period of teleworking that could give rise to consequences for the musculoskeletal system. The objective of this article is to analyze the impact of the confinement on the musculoskeletal health of the staff of two Spanish universities. A cross-sectional, observational study was carried out on the workers. Data was taken in April–May 2020 and included: The Standardized Kuorinka Modified Nordic Questionnaire, the Perceived Stress Scale and another one on sociodemographic data. This study comprised 472 people. The areas of pain noted during the confinement period concluded that it was less in all cases (p < 0.001). The frequency of physical activity carried out increased significantly during the period of confinement (p < 0.04), especially in women. The type of physical activity done was also seen to modify during this period (p < 0.001), with a preference for strength training and stretching exercises. In conclusion, the confinement gave rise to changes in the lifestyle and in the musculoskeletal pain of the workers at the universities. All of this must be taken into account by health institutions and those responsible for the Prevention of Occupational Risks at Spanish universities.

Previous studies on the electoral autocracies (EAs) and public health expenditure focus on the presence of multiparty elections in EAs. Most of elections in EAs often are unfair because those are for the victory of dictators. Multiparty elections per se do not capture the impact of characteristics during elections such as the electoral competition in EAs. Some EAs pay health expenditure less than others even though electoral competition is high. I analyze the effect of electoral competition on the government health expenditure with the balanced panel data of 20 EAs from 2001 to 2017. There are two rival arguments on how electoral competition affect the expenditure according to previous studies; (a) a high level of electoral competition stands for a difficulty of dictatorial winning in elections. Autocrats, hence, gather various demands including health issues from voters, and can increase the government health expenditure; (b) Autocrats pursue the victory in elections. Pork and personal benefits to voters rather than programmed policies are helpful for the victory. Therefore, there is no incentive for autocrats to provide government health policy to voters when the level of electoral competition is high. Empirical findings demonstrate that electoral competition in EAs lead the decrease of government health expenditure. This paper concludes that electoral competition does not increase the public health expenditure; the higher level of competition in autocracies does not mean that voters can exert their power to autocrats to realize policies.

Subject. The paper considers national projects in the field of transport infrastructure, i.e. Safe and High-quality Roads and Comprehensive Plan for Modernization and Expansion of Trunk Infrastructure, and the specifics of their implementation in the Rostov Oblast. Objectives. The aim is to conduct a statistical assessment of the impact of transport infrastructure on the region’s economic performance and define prospects for and risks of the implementation of national infrastructure projects in conditions of a shrinking economy. Methods. I use available statistics and apply methods and approaches with time-series data, namely stationarity and cointegration tests, vector autoregression models. Results. The level of economic development has an impact on transport infrastructure in the short run. However, the mutual influence has not been statistically confirmed. The paper revealed that investments in the sphere of transport reduce risk of accidents on the roads of the Rostov Oblast. Improving the quality of roads with high traffic flow by reducing investments in the maintenance of subsidiary roads enables to decrease accident rate on the whole. Conclusions. In conditions of economy shrinking caused by the complex epidemiological situation and measures aimed at minimizing the spread of coronavirus, it is crucial to create a solid foundation for further economic recovery. At the government level, it is decided to continue implementing national projects as significant tools for recovery growth.

Subject. We assess the impact of tight financial and monetary policy of the government of the Russian Federation and the Bank of Russia on the level of household income and poverty reduction in Russia. Objectives. The purpose of the study is to analyze the results of financial and monetary policy in Russia and determine why the situation with household income and poverty has not changed for the recent six years, and the GDP growth rate in Russia is significantly lagging behind the global average. Methods. The study employs methods of analysis of scientific and information base, and synthesis of obtained data. The methodology and theoretical framework draw upon works of domestic and foreign scientists on economic and financial support to economy and population’s income. Results. We offer measures for liberalization of the financial and monetary policy of the government and the Central Bank to ensure changes in the structure of the Russian economy. The proposed alternative economic and financial policy of the State will enable the growth of real incomes of the population, poverty reduction by half by 2024, and annual GDP growth up to 6 per cent. Conclusions. It is crucial to change budget priorities, increase the salaries of public employees, introduce a progressive tax rate for individuals; to reduce the key rate to the value of annual inflation and limit the bank margin. The country needs a phased program to increase the population's income, which will ensure consumer demand.
