Understanding the risk perception of pandemic influenza can improve the risk communication efficiency of the government and ultimately reduce losses caused by the disaster. A mental model interview of 28 individuals who discussed pandemic influenza was analyzed in this paper. The interviewees were college students in Beijing, China who were evaluated to understand their views on the risk perception of pandemic influenza. Referring to the mental model theory, the researchers using Delphi method to identify the key risk factors and concepts to examine the public understanding of these contents; then, the researchers identify the deviations in their understanding so that suggestions and countermeasures have been put forward to enhance the effectiveness of risk communication. Most of the conceptual content was mentioned by most interviewees. However, some interviewees showed misunderstanding including excessive optimism about the consequences of pandemic influenza, a lack of detailed mitigation measures, and negative attitudes toward health education and vaccination. Once faced with threats, this may lead to the failure of risk communication. In Beijing City, the center of domestic and international education, the historical SARS epidemic and this year's seasonal flu peak are all hints of the potential risk of a pandemic outbreak. Beijing’s college students' one-sided understanding and misunderstanding of the relevant risk information may increase the risk during an influenza pandemic. The results highlight the necessity for the government to clearly focus on the communication content of the student group, provide an official reference plan for the public and update health education on this topic.

COVID-19 has spread around the world, causing a global pandemic, and to date is impacting in various ways in both developed and developing countries. We know that the spread of this virus is through people’s behavior despite the perceived risks. Risk perception plays an important role in decision-making to prevent infection. Using data from the online survey of participants in Peru and China (N = 1594), data were collected between 8 July 31 and August 2020. We found that levels of risk perception are relatively moderate, but higher in Peru compared to China. In both countries, anxiety, threat perception, self-confidence, and sex were found to be significant predictors of risk perception; however, trust in the information received by government and experts was significant only in Peru, whereas self-confidence had a significant negative effect only for China. Risk communication should be implemented through information programs aimed at reducing anxiety and improving self-confidence, taking into consideration gender differences. In addition, the information generated by the government should be based on empirical sources. Finally, the implications for effective risk communication and its impacts on the health field are discussed.

Understanding risk perceptions of the public is critical for risk communication. In February 2020, the Finnish Institute for Health and Welfare started collecting weekly qualitative data on coronavirus disease (COVID-19) risk perception that informs risk communication efforts. The process is based on thematic analysis of emails and social media messages from the public and identifies factors linked to appraisal of risk magnitude, which are developed into risk communication recommendations together with health and communication experts.

In Japan, national outbreak of novel influenza A (H1N1) triggered serious social disruption. The public perceived overwhelming fear and their behaviors were severely affected. Countless events were put off, with massive economic losses due to activity cancellations. The heightened fear may have been a mixture of risk communication consequences, geographic characteristics (island nation), and culture-bound fear related to shimaguni konjo, or “island mentality”; according to a Japanese cultural norm, the “outside” is considered “impure” and is often covered-up, criticized, and avoided. These consequences shed light on cultural effects on collective behaviors, along with the importance of risk communication strategies.

Evaluation research produces a grey literature destined for review by a small number of peers and then limited distribution within the contracting agency. When evaluation reports do reach a larger audience it is because they are part of larger political agendas. Coleman's Equality of Educational Opportunity remained in grey obscurity until political reasons led Senator Ribicoff to use a summary of the report to challenge the public testimony of both the Secretary of Health, Education, and Welfare and the Commissioner of Education. However, even after the confrontation drew national attention, the report remained unavailable because of a small initial printing by the Government Printing Office.

The 2016 Kumamoto earthquake consisted of a magnitude 6.2 foreshock that occurred on the 14th of April, and a magnitude 7.3 main shock that occurred on the 16th of April. The main shock occurring over the magnitude 6.2 foreshock was not anticipated because the foreshock was originally considered to be the main shock. After the earthquakes occurred, the Japan Meteorological Agency (JMA) discontinued its policy of announcing the probability of aftershock occurrences. The experience of the Kumamoto earthquake and the policy change concerning risk communication may affect the public risk perception of earthquakes, as well as the public trust toward authorities. In this study, we examined the reasons residents made the decision to evacuation both the foreshock and the main shock. Moreover, we investigated how residents perceived subsequent earthquake risk and they evaluate similarity and trust toward the authorities (the JMA, government, mass media, prefecture, and municipality). This study analyzed data from a mail survey implemented by the MEXT of Japan in the areas of the Kumamoto prefecture that were damaged by the earthquake. As a result, there were differences in the reasons for evacuation decisions between the foreshock and the main shock. Although residents decided to evacuate based on a fear of disaster in the foreshock, they decided to evacuate the main shock based on neighborhood communication. Moreover, the residents’ evacuation patterns influenced the earthquake risk perception. As well, the evacuation pattern influenced similarity toward the authorities and then reduced trusts toward the authorities. This study indicates that residents amplified the evaluations of the authorities after the earthquake. The influences of similarities toward the authorities became salient as a determinant of trust. This study reveals features of residents’ risk reactions to the earthquake, and discusses the importance of the similarity of the authorities for disaster risk communication.
