Exploring police-resident racial equality and violent crime

Purpose – Residential segregation based on race/ethnicity is associated with higher crime rates. However, when there is greater diversity within a neighbourhood, there may be less clustering of crime. One sign of such diversity beyond direct measures of racial similarity may be the proportion of minority officers employed by municipal police departments. As such, the purpose of this paper is to test the effect of the proportion of minority police officers on violent crime within minority communities, controlling for residential segregation. Design/methodology/approach – Multi-level modelling of 91 American cities from the 2000 National Neighbourhood Crime Study was used. Findings – It was found that as minority populations within census tracts increase, violent crime also increases; and crime is associated with an increase in segregation. However, racial composition of police departments can moderate the impact that community racial composition has on violent crime. Originality/value – The current findings point to crime control strategies relevant to municipalities which focus on creating neighbourhoods of racial heterogeneity and more diverse police agencies.

Purpose The purpose of this paper is to present the results of the first research on prevalence, nature and correlates of the police cynicism in Serbia, with particular attention to the associations of cynicism with job satisfaction. Design/methodology/approach Data were collected using a paper-based survey, and obtained from 472 police officers from five police departments across the country. For the purpose of measuring of organizational and work aspects of police cynicism a new developed 24 five-level Likert-type items scale was used. Findings The results show that cynicism is normally distributed. No statistically significant gender, education or police rank differences were identified, and the length of service does not appear to influence cynical attitudes significantly. Cynicism scores statistically significantly varied across police departments and predicted job dissatisfaction. The underlying four-factor structure of police cynicism was identified. The factors include: general organizational cynicism; cynicism toward police hierarchy/superiors; cynicism toward public/citizen cooperation; and cynicism toward modernization of policing in the crime control field. Research limitations/implications The generalizability of the sample is limited, giving that participants come from only five out of a total of 27 police departments in the country, while the female police officers and officers with education higher than high school were somewhat overrepresented. Originality/value This research provides some more evidence on the nature and determinants of police cynicism that might inspire future research in this important but under-researched area. It implies that the need to explore more deeply relations between police cynicism and stress, burnout and particularly contextual and departmental factors that might be influential to police cynicism. It might also incite future research on the internal structure of police cynicism.

PurposeDrawing from representative bureaucracy theory, hiring minority police officers has been a perpetual reform recommendation for improving tense police-community relationships with minority communities since the 1960s. The expectation is that minority officers will provide active/symbolic representation, but little is known about minority officers' experiences during racially tense situations. This paper examines whether black officers experienced double marginality in the context of prolonged protests against police in Ferguson, MO in 2014 and compares black vs. nonblack officers' self-assessments about their preparedness to handle the crisis, procedural justice during the crisis and mental and emotional effects on officers following protest policing.Design/methodology/approachIn-depth interviews with 45 police personnel who policed the Ferguson protests provide a rich description of the context and experiences through the lens of police officers. Surveys of 218 officers who conducted protest policing in Ferguson are used to compare the impact on black vs. non-black officers.FindingsThe results provide a detailed portrayal of the double marginality experienced by black officers while policing the Ferguson protests, but also demonstrate that black officers were resilient to the effects of that experience, showing significantly more favorable outcomes than their nonblack peers.Originality/valueThis is the only study to utilize a mixed methods approach with police officers who conducted protest policing to understand officers' experiences in the midst of a racially inflamed context. The findings provide support for policymakers interested in advocating and supporting hiring more minorities in policing.

Purpose The purpose of this paper is to examine whether the representativeness of police departments, i.e. the extent to which the demographics of sworn police officers mirror their local constituency’s demographic makeup, has an effect on communities. The study seeks to explain whether community complaints about police use of force are related to the representativeness of the police department. Design/methodology/approach The study examines the relationships between use of force complaints lodged against a police department and the representativeness of the police vis-à-vis their community using ordinary least squares regression and city fixed-effects models. The stratified sample of 100 large US cities uses data from the US Census Equal Employment Opportunity Survey and the Bureau of Justice Statistics Law Enforcement Management and Administration Statistics Survey from several points-in-time. Findings The analysis suggests that racial makeup and, to a lesser extent, local residency of police departments might matter in reducing community conflict with police, as represented by use of force complaints. However, the fixed-effects model suggests that unobserved community-level characteristics and context matter more than police departments’ representativeness. Originality/value This study seeks to provide a unique perspective and empirical evidence on community conflict with police by integrating the public administration theory of representative bureaucracy with criminal justice theories of policing legitimacy. The findings have implications for urban policing as well as law enforcement human capital and public management practices, which is essential to understand current crises in police-citizen relations in the US, especially in minority communities.

Purpose When patrol officers experience poor job satisfaction and make the decision to leave their profession, their departments face the cost of recruiting and training new officers. The purpose of this paper is to develop a new measure that could be used by police departments to identify specific dimensions of job satisfaction in their officers so that appropriate interventions could be made before officers reach the point of ending their employment. Design/methodology/approach To enhance widespread applicability of the new measure, the 221 study participants were from convenience samples of patrol officers in the USA and Turkey (95.9 percent male; mean age=29.4 years; mean service=5.9 years). Officers completed anonymous surveys to report individual and departmental demographics, to give satisfaction ratings for a variety of aspects of their work environment, and to report other psychosocial variables that might be used to assess validity of job satisfaction dimensions. Findings Exploratory factor analysis produced the 14-item Patrol Officer Job Satisfaction Scale (POJSS) with three dimensions: supervisor fairness, peer comradery, occupational pride. The three POJSS dimensions showed acceptable goodness-of-fit, internal reliability, and test-retest reliability. Multiple regression analyses demonstrated no significant associations between nine individual and department demographics (gender, age, marital status, education, service years, weekly work hours, nation, city location, number of officers) and any of the three POJSS dimensions. Research limitations/implications One limitation of the present study was that it included only convenience samples of patrol officers from the USA and Turkey. Future research could conduct confirmatory factor analyses on more diverse and representative samples of patrol officers from various international locations to determine if they also perceive the same three POJSS dimensions of job satisfaction (supervisor fairness, peer comradery, occupational pride). Practical implications Police departments could use the POJSS as an assessment tool to identify any problems of poor job satisfaction in their patrol officers so they could provide targeted improvements. For example, if patrol officers report low ratings for supportive peers, some scholars have recommended the formation of officer support groups (Johnson, 2012; Pienaar et al., 2007; Rhoades and Eisenberger, 2002; Scott, 2004; Stamper and Johlke, 2003; Toch, 2002; Walker et al., 2006). Social implications If patrol officers report low ratings for supervisor fairness, peer comradery, and occupational pride, police departments could arrange leadership seminars, hold “Clear the Air” meetings or anonymous surveys to allow patrol officers to identify specific improvements they suggest to improve these components of job satisfaction. Originality/value Research on police officer job satisfaction has been increasing in recent decades, but is still relatively sparse when compared to the study of employee job satisfaction in the private sector and other areas of government. Recent research on police job satisfaction has typically included law enforcement officers with a wide range of ranks, rather than focusing solely on patrol officers. Also, the few studies that focus on job satisfaction in patrol officers used either secondary data (Ingram and Lee, 2015) or re-evaluated data over eight-year old (Johnson, 2012). Especially with the recent turbulent events seen between community members and their front-line police officers (including in the USA and Turkey), available research may have missed the most important dimensions of job satisfaction for present patrol officers supporting the measure's widespread relevance.

PurposeThe purpose of this paper is to draw a better understanding of the potential impact of daylight in officer decision making. In order to this, the authors test the veil of darkness hypothesis, which theorizes that racial bias in traffic stops can be tested by controlling for the impact of daylight, while operating under the assumption that driver patterns remain constant across race.Design/methodology/approachPublicly available traffic-stop records from the Louisville Metro Police Department for January 2010–2019. The analysis includes both propensity score matching to examine the impact of daylight in similarly situated stops and coefficients testing to analyze how VOD may vary in citation-specific models.FindingsThe results show that using PSM following the VOD hypothesis does show evidence of racial bias, with Black drivers more likely to be stopped. Moreover, the effects of daylight significantly varied across citation-specific models.Research limitations/implicationsThe data are self-reported from the officer and do not contain information on the vehicle make or model.Practical implicationsThis paper shows that utilizing PSM and coefficients testing provides for a better analysis following the VOD hypothesis and does a better job of understanding the impact of daylight and the officer decision-making on traffic stops.Social implicationsBased on the quality of the data, the findings show that the use of VOD allows for the performance of more rigorous analyses of traffic stop data – giving police departments a better way to examine if racial profiling is evident.Originality/valueThis is the first study (to the researchers' knowledge) that applies the statistical analyses of PSM to the confines of the veil of darkness hypothesis.

Purpose The purpose of this paper is to examine whether management supports police officers adequately, or whether police have to rely on their individual attributes, specifically psychological capital (PsyCap), to cope with red tape and stress. Work outcomes/consequences examined were discretionary power, affective commitment and turnover intentions. Design/methodology/approach A cross-sectional design using a survey-based, self-report strategy was used to collect data from 588 police officers from USA, who are most engaged with the public. The data were analysed using AMOS and a structural model to undertake structural equation modelling. Findings Two significant paths were identified Path 1: management support to red tape to discretionary power to affective commitment and turnover intentions; and Path 2: supervisor relationships to PsyCap to stress to affective commitment and turnover intentions. Further, management support predicted PsyCap, red tape and police stressors. Red tape increased police stressors and turnover intentions. Research limitations/implications The use of self-report surveys is a limitation, causing common methods bias. Using Harmon’s one-factor post hoc test, the authors were able to provide some assurance that common method bias was of no major concern. Originality/value As far as is known, this study is the first to examine, for police officers, how PsyCap impacts upon negative factors (stress and red tape) and enhances positive drivers for employees. Examining the impact of an individual attribute – PsyCap – provides an important piece of the organizational puzzle in explaining the commitment and turnover intentions of police officers. By examining the impact of both organizational and individual factors, there is now more knowledge about the antecedents of police outcomes.

The expectation that police officers can address every need in every situation is daunting and unrealistic. Recognizing this, some police departments have instituted special training or used other resources to better serve the needs of citizens. One example is an on-scene crisis counseling unit comprised of volunteer mental health professionals who respond to calls with police officers. These counselors provide mental health services that police officers cannot. This article explains the usefulness of this type of program, and crisis counseling in general, for both officers and victims as they deal with crises like domestic violence, homicide, suicide, and sexual assault. The study examines survey results from victims and police officers about the impact of this intervention. The data support the helpfulness of the program. Implications and recommendations for further research are included.

PurposeThe purpose of this research is to explore the structure and impact of police officers' social support network on health and well-being. Social integration promotes opportunities for regular positive experiences and a set of stable, socially rewarded roles within one's work and life domains. Identifying the structure and impact areas of police officers' social support network provide guidance for initiatives in improving psychological health for the department and individual officers.Design/methodology/approachSurvey of 162 police officers' sources of support provided a holistic representation of their social network across seven sources. Principle component analyses were conducted to explore the structure of one's social network. Multiple regression analyses were conducted to examine overall impact of one's social support network and relative contributions of support sources in terms of increased well-being and reduced strain.FindingsA three-component structure of social support was partially supported. Overall models of the impact of one's social support network related to increased well-being and reduced strain was supported. Relative contributions of support sources show different patterns based on outcome of interest.Practical implicationsProvides guidance for addressing the psychological well-being needs for officers holistically. In other words, treating officers as whole beings, whose system of support and psychological health is integrated, not piecemeal.Originality/valueExamination of principle effects of support provides a parsimonious approach to considering the holistic value of one's support system, apart from specific stressors or conditions.

PurposeTo add to the existing body of knowledge on the relationship between stress and job performance in policing, we monitored police officers' physiology using Hexoskin shirts while they responded to simulated scenarios.Design/methodology/approachWe employed mixed repeated measures (baseline, intervention, post-intervention), between groups (treatment vs control group) design. Using this approach, our aims were (1) to determine whether an individualized physiological stress profile—a combination of heart rate (HR), heart rate variability (HRV), sympathetic nervous system (SNS) index and parasympathetic nervous system (PNS) index—could be developed for each participant; (2) to investigate the association between physiological stress and scenario performance and (3) to pilot test an intervention for decreasing physiological stress in real time.FindingsWe found that it was possible to individualize physiological stress profiles for each participant that alerted us when the participant was becoming stressed. We also found that physiological stress was significantly and negatively/inversely associated with scenario performance. However, our intervention to try and decrease participants' stress in real time was not successful. Several key lessons can be taken from our attempt that could inform future efforts in this area.Research limitations/implicationsThis was a small pilot study, precluding generalizability of results. Furthermore, our intervention was simplistic and potentially affected by an experimenter effect. Future research should explore better ways to intervene when officers are becoming physiologically stressed to help them overcome stress in real time and safeguard against the cumulative effects of stress on health and performance.Originality/valueThis research adds to the body of knowledge on physiological stress and job-task performance in police officers.

Purpose – The purpose of this paper is to examine the relationship between Chinese police cadets’ background, motivations and educational perceptions and their attitudes toward common police roles. Design/methodology/approach – Self-administered questionnaires were collected from 382 Chinese police cadets. Based upon predisposition and socialization theories, personal background, career motivation and attitudes toward education were examined as statistical explanations of cadets’ attitudes toward order maintenance, preventative patrol, law enforcement, and community building as elements of the police role. Findings – Cadets who recognized more value in their practical and academic education also significantly favored the transitional and contemporary police roles (preventative patrol, law enforcement, and community building), which are taught as part of their college curriculum. But educational perceptions had no effect on order maintenance, which is a more historical role, and not emphasized by the police college. Cadets from lower SES backgrounds and those receiving outside influence to select a policing career tended to support traditional police roles whereas cadets with a relative in policing tended to show greater support for contemporary policing roles. Research limitations/implications – This study is limited by being a cross-sectional study of a single police college. Future studies should incorporate a longitudinal element to follow the perceptions of cadets from their school experience into the policing profession and should be conducted in other settings to assess generalizability. Practical implications – The impact of higher education on police cadets appears to be better measured as a function of their perceived importance of education (engagement) rather than measuring their exposure to it. The effectiveness of police training and education may be enhanced by adopting teaching methods that better engage learners. Social implications – Better alignment between police officers’ attitudes toward their roles and duties and contemporary police standards and practices will assure more effective and responsible police action and delivery of police services to the community. Originality/value – This study is among the first to demonstrate that Cadets who hold higher regard for practical and academic education are significantly better aligned to the policing roles emphasized by their educational program.
