Cienfuegos affair threatens Mexico-US security ties

Significance The situation has highlighted several issues of concern around the influence of the Mexican military, the government’s reliance on it and the challenges Mexico and its security agencies face in trying to meet US demands while addressing domestic threats. Impacts Mexican militarisation was facilitated by Trump administration apathy on human rights; this will change under President Joe Biden. Increased US-bound migration, encouraged by Biden’s more humane rhetoric, will heighten the need for bilateral security cooperation. Future Mexican administrations will struggle to reverse the political influence the military has obtained.

DURING the late 1950S and early 19605, Israel mounted an active campaign of aid to Africa, which took three main forms: technical help in agriculture, joint commercial ventures, and military assistance. Of the three, the military and quasi-military programmes made the most considerable mark in Africa;1 they were also an important part of Israel's overall foreign policy, in an attempt to gain political influence through military aid, and thus to help overcome her isolation in the Middle East. Israel's military assistance to Africa illustrates several important aspects of foreign aid. This article deals mainly with the political motives of the donor country, and the various ways in which it may be concerned to influence the actions of the recipient government. Later, there is some discussion of the social and cultural barriers to the transfer of military and para-military organisations from one culture to another.

Purpose This study aims to examine the economic role of politics on corporate governance reforms in one of emerging market, namely, Malaysia. Design/methodology/approach The paper is based upon a literature review analysis. Findings The Malaysian economic, political and social settings have resulted in undue state and detrimental political influence on business, and yet the corporate governance reforms undertaken seemed not be able to resolve the matter. It is suggesting that it would be beneficial for Malaysia to have more independent regulatory bodies representing a wide variety of stakeholders to improve the transparency and accountability to ensure that the reforms are effectively enforced without conflicting with the political agenda. Legal institutional reforms also may be needed to improve the structure, capacity and performance of judicial system, as it is capable to capture reliance of economic role of politics and promoting accountability in Malaysia. Research limitations/implications The economic role of politics on corporate governance reforms is merely to broaden the political strategy in the corporate sector as the change in politics can improve the effectiveness of corporate governance reforms. Moreover, the economic role of politics raises the tone of the corporate governance reforms, and it implies that policymakers need to have effective corporate governance strategy in dealing with the reforms initiatives in areas that have strong political interventions. Originality/value Regulatory and judicial implications are offered as a means to improve corporate governance in Malaysia.

Este texto tem como objetivo analisar a vida e a obra de Jaime Nelson Wright (1927-1999), pastor presbiteriano, opositor do regime militar no Brasil e intelectual engajado na luta pela defesa dos direitos humanos. Foi uma das vozes que mais combateu a ditadura militar no interior do protestantismo brasileiro. Desde a deflagração do golpe em 1964, fez a opção político/religiosa de não aderir ao regime autoritário. Wright se vinculou ao movimento estudantil e dedicou-se ao amparo religioso/pastoral dos perseguidos políticos. Sua contribuição como intelectual, perpassa o campo religioso. Ele atuou junto aos organismos internacionais voltados para a defesa dos direitos humanos e fundamentais à vida e denunciou as atrocidades do regime militar no Brasil. Para a efetivação da pesquisa foram utilizadas as seguintes fontes: documentos e imagens disponibilizados pelo projeto Brasil: Nunca Mais; jornais da época: entrevistas e matérias; decretos e leis. Os dados revelados pelas fontes indicam que a vida e obra de Jaime Wright contribuíram decisivamente para o processo de redemocratização do Brasil. This text analyzes the life and work of Jaime Nelson Wright (1927-1999), a Presbyterian pastor, a fierce opponent of the military regime in Brazil, and intellectually engaged in the struggle for the defense of human rights. He was one of the voices that most fought the military dictatorship in the Brazilian Protestant movement. Since the outbreak of the coup in 1964, he made the political and religious choice of not joining the authoritarian regime. Wright joined the student movement and dedicated himself to the religious support of the politically persecuted. His contribution as a committed intellectual goes beyond the clerical field. He was involved with international organizations dedicated to the defense of human rights and the fundamental rights to life. He also exposed the military regime's atrocities. For the realization of the research were used the following sources: documents and images made available by the Project Brazil: Never Again; newspapers of the time: interviews and stories; decrees and laws. The data revealed by the sources, indicate the life and work of Jaime Wright contributed in a decisive way to the re-democratization process in the Brazilian society.

Purpose – The United Nations Guiding Principles locate human rights at the centre of the corporate social responsibility agenda and provide a substantial platform for the development of business and human rights policy and practice. The initiative gives opportunity and focus for the rethinking and reconfiguration of corporate accountability for human rights. It also presents a threat: the danger, as we see it, is that the Guiding Principles are interpreted and implemented in an uncritical way, on a “humanitarian” model of imposed expertise. The critical and radical democratic communities have tended to be, perhaps rightly, suspicious of rights talk and sceptical of any suggestion that rights and the discourse of human rights can play a progressive role. The purpose of this paper is to explore these issues from a radical perspective. Design/methodology/approach – This paper uses insights taken from Jacques Rancière’s work to argue that there is vital critical potential in human rights. There is an obvious negativity to Rancière’s thought insofar as it conceives of the political as a challenge to the existing social order. The positive dimension to his work, which has its origins in his commitment to and tireless affirmation of the fact of equality, is equally important, if perhaps less obvious. Together the negative and positive moments provide a dynamic conception of human rights and a dialectical view of the relation between human rights and the social order, which enables us to overcome much of the criticism levelled at human rights by certain theorists. Findings – Rancière’s conception of the political puts human rights inscriptions, and the traces of equality they carry, at the heart of progressive politics. The authors close the paper with a discussion of the role that accounting for human rights can play in such a democratic politics, and by urging, on that basis, the critical accounting community to cautiously embrace the opportunity presented by the Guiding Principles. Originality/value – This paper has some novelty in its application of Rancière’s thinking on political theory to the problems of critical accounting and in particular the critical potential of accounting and human rights. The paper makes a theoretical contribution to a critical understanding of the relationship between accounting, human rights, and democracy.


Subject The political outlook in Togo. Significance On April 28, the Independent National Electoral Commission (CENI) announced that President Faure Gnassingbe had won re-election in the presidential ballot held on April 25, with 58.75% of the vote. His controversial third term will extend his family's rule to nearly 50 years. Opposition candidate Jean-Pierre Fabre secured 34.95% of the vote. His Combat for Political Change (CAP) alliance rejects the result. Impacts Western donors' effectiveness at pushing for democratic norms will wane as Togo, like other African states, accesses new debt sources. Togo's membership of the West African CFA franc zone, which is backed by the French treasury, will ensure currency stability. A Burkina Faso-style ouster of Gnassingbe is unlikely, for now -- he enjoys the support of the military who first installed him. Despite being spared the Ebola crisis, standards of public health will remain poor, with child mortality rates far above global averages.


Subject Outlook for the post-transition political system. Significance The August 7 constitutional referendum will be conducted under tightened controls on political organisation, making a 'yes' vote more likely. Although the Democratic Party criticises the draft for its attempt to return Thailand to a semi-authoritarian state, efforts by deposed former Prime Minister Thaksin Shinawatra's 'red-shirt' supporters to organise protests offer the only real opposition to the junta's plan. This struggle foreshadows the political system that is likely to emerge after the next parliamentary elections. Impacts Regulatory risk to investors post-transition would be limited: the military, the Democrats and the PTP are pro-business. China will not alter the status quo in its Thai relations, but will need to invest in building ties with the next monarch. Washington will tolerate most eventualities, except a violent crackdown against the military's opponents.


Subject The impact of the failed July coup on civilian-military relations. Significance The psychological impacts of the attempted coup across political life cannot be understated; it has far-reaching implications for the political, bureaucratic and even ideological structures of the Turkish Armed Forces (TSK). In the aftermath of the attempted putsch, President Recep Tayyip Erdogan is more determined than ever to alter the civilian-military machinery of government in Turkey radically. Impacts The purge and radical reforms will bring into question the TSK's operational and strategic reliability for Western partners. A permanently weakened TSK would ease the way for constitutional reforms strengthening Erdogan's grip on the state. It will take years to rebuild the confidence and prestige the military has lost among broad swathes of Turkish society. Any criticism of the TSK reforms, domestically or from abroad, will meet the authorities' fierce condemnation.


Subject Japan's participation in UN peacekeeping operations. Significance Prime Minister Shinzo Abe’s administration will withdraw Japan's Ground Self Defence Force (GSDF) mission from the UN peacekeeping operation (UNPKO) in South Sudan in May. The decision follows accusations that the government covered up evidence of the dangers the troops were facing, and raises potential questions about Japan’s commitment to its policy of a ‘proactive contribution to peace’. Impacts The announcement of withdrawal will reduce the political impact if there are casualties. Defence Minister Tomomi Inada will probably survive accusations of a cover-up, with ministry officials taking the blame. Japan will contribute personnel to UNPKOs again in future, to gain experience and earn goodwill internationally. There will be minimal implications for Japan's other security cooperation efforts, which focus on deterring China and North Korea.


Significance Any Trump-Rouhani meeting would undoubtedly involve discussion of religion and politics, since these issues have set both governments at odds since the Iranian Islamic revolution in 1979. This is important, since the nature of the influence that religion is having on US foreign policy is changing under Trump’s administration. The administration has often downplayed the role of ‘values’ (understood to be the promotion of democracy and human rights) in foreign policy. Now, religious freedom is emerging as a values framework. Religion is also used more frequently to justify the administration’s policies towards complicated issues including Iran and Syria, and counterterrorism. Impacts Defense Secretary James Mattis would likely oppose any attempt at regime change in Iran. Emphasising religious freedom will play well to pro-evangelical voters, likely most benefitting Republicans. The administration will increase funding for anti-genocide and anti-religious-persecution measures. Perceptions that the Trump administration is ‘anti-Muslim’ could constrain it advancing foreign policy in Muslim countries. US sanctions could be imposed on religious grounds, which could affect US and other investors.


Significance Attacks by Boko Haram’s two factions pose the greatest immediate danger, but insecurity from banditry in Zamfara and Sokoto states and inter-communal conflicts across much of the north-central ‘Middle Belt’ could impinge on the elections and after. Impacts An over-extended military and partisan political divisions will hamper the development of a coordinated counterinsurgency response. Journalists and human rights groups could face a growing clampdown over critical reporting on the military. Ethnic and religious-inspired Middle Belt clashes risk disrupting polling in rural areas and fuelling worsening cycles of reprisal violence.
