Belarus-Russia unification too complex for swift deal
Significance The summit appeared to mark a significant step forward: as at previous meetings, the two leaders said the 'road maps' to integration were more or less complete, even though they signed no agreements. Although military union is not on the current agenda, joint defence arrangements are emerging incrementally. Impacts Opposition leader Svyatlana Tsikhanouskaya will continue drawing Western attention to Belarus. The deliberate funneling of migrants to Poland and Lithuania creates a new area for tension with the EU. Russia wants Lukashenka to recognise its annexation of Crimea, but he will withhold this as leverage.
