The study aims to explore the barriers of online learning in Sudan. The achievement of the research purpose requires an approach which is not only describes the relations between variables, but also the experience of the stakeholders, therefore, the study adopted mixed mothed approach. To collect data, the study used two sources; secondary, and primary data sources.  The secondary sources included peer-review international journals from recognized publishers, books, newspapers and reports. The primary sources included questionnaires and interviews. 132 participants were surveyed. Two professors were interviewed. SPSS was used to analyze the data. The findings indicate that there are five unique barriers to e-learning adoption in Sudan including; poor network infrastructure, lack of bandwidth in rural areas, electricity outages, lack of electricity in rural areas, and stakeholder’s deficiency of e-skills. Furthermore, the study showed that some professors are old, and they resist the adoption of e-learning. Likewise, the study found that 67% of respondents were not able to access the internet in their areas during Covid19 lockdown, 25% of respondents do not possess computers, 35% of respondents did not receive training for gaining E-skills, and 74% of respondents prefer learning in classrooms. The study concluded that, E-learning to be adopted in Sudan, several steps can be taken such as e-skills intensive training for stakeholders, support of stakeholders, electricity and internet networks connection to whole parts of Sudan, poverty combat, and stimulation of students to accept e-learning.

Electronic learning or online learning is a part of recent education which is dramatically used in universities all over the world. As well as the use and integration of e-learning is at the crucial stage in all developing countries. It is the most significant part of education that enhances and improves the educational system. This paper is to examine the hindrances that influence e-learning in Nigerian university system. In order to have an inclusive research, a case study research was performed in Evangel University, Akaeze, southeast of Nigeria. The paper demonstrates similar hindrances on country side. This research is a blend of questionnaires and interviews, the questionnaires was distributed to lecturers and an interview was conducted with management and information technology unit. Research had shown the use of e-learning in university education which has influenced effectively and efficiently the education system and that the University education in Nigeria is at the crucial stage of e-learning. Hence, some of the hindrances are avoiding unbeaten integration of e-learning. The aim of this research is to unravel the barriers that impede the integration of e-learning in universities in Nigeria. Nevertheless, e-learning has modified the teaching and learning approach but integration is faced with many challenges in Nigerian University.

Learning Object (LO) is a representation of interactive content that are used to enrich e-learning activities. The goals of this case study were to evaluate accessibility and compatibility factors from learning objects that were produced by using BINUS E-learning Authoring Tool. Data were compiled by using experiment to 30 learning objects by using stratified random sampling from seven faculties in undergraduate program. Data were analyzed using accessibility and compatibility tests based on Web Content Accessibility Guidelines 2.0 Level A. Results of the analysis for accessibility and compatibility tests of Learning Objects was 90% better than average. The result shows that learning objects is fully compatible with major web browser. This paper also presents five accessibility problems found during the test and provide recommendation to overcome the related problems. It can be concluded that the learning objects that were produced using BINUS E-learning Authoring Tool have a high compatibility, with minor accessibility problems. Learning objects with a good accessibility and compatibility will be beneficial to all learner with or without disabilities during their learning process. India is a country which is in forefront of being called a developed nation. To be a developed nation, India has to first look at its rural development, because 70 percent of the population live in rural areas, which means more than 700 million people are spread across 6,27,000 villages. Rural development is more than ever before linked to entrepreneurship. Establishments and agencies promoting rural development now look at entrepreneurship as a strategic development medium that could speed up the rural development process. Development institutions believe that rural entrepreneurship offers a huge potential for employment. In this paper a case study of a young entrepreneur who has taken up horticulture (vegetable plants nursery) as his full time profession, with a mission to help the neighbouring farmers is studied, the purpose of this paper is to understand the government role (policies and schemes), the difficulties faced by the entrepreneur during the startup time and knowledge transfer from the horticulture department, nursery management. The methodology followed is in-depth interaction with the entrepreneur. The outcome of paper will be to understand how rural entrepreneurship is helping improve the quality of life for families, communities and individuals leading to sustainable economy and environment.

Previous planning for rural revival in towns has emphasized construction and government-led policies. However, we argue that the dilemmas of peri-metropolitan rural areas, such as Desakota in China, are far more complex faced with rural super village and hollowed village transformations. Rural revival planning needs to coordinate with the development of urbanized and rural areas towards multifunctional goals and plans as a whole. Therefore, we selected the town master plan of Lijia, a typical peri-metropolitan village in China, as a case study. Through a historical–interpretative approach involving analysis of planning policies, questionnaires, and in-depth interviews with the key stakeholders involved, we structured the process and mechanism of rural revival in Lijia into three phases: resource identification, capitalization, and financialization. In different phases, different stakeholders adopt different roles. The government takes a leading role in resource identification and capitalization, while firms take a leading role in the process of financialization. “Market-dominant and government-guided” planning stimulates villagers to participate in rural revival. We highlight the importance of multifunctional land-use in terms of rural revival in the master planning of peri-metropolitan villages and provide a practical reference for uniting multiple stakeholders, including governments, firms, and villagers.

To improve access to affordable, reliable and sustainable energy in rural areas of the global south, off-grid systems using renewable generation and energy storage are often proposed. However, solution design is often technology-driven, with insufficient consideration of social and cultural contexts. This leads to a risk of unintended consequences and inappropriate systems that do not meet local needs. To address this problem, this paper describes the application of a capabilities-led approach to understanding a community’s multi-dimensional energy poverty and assessing their needs as they see them, in order to better design suitable technological interventions. Data were collected in Tlamacazapa, Mexico, through site visits and focus groups with men and women. These revealed the ways in which constrained energy services undermined essential capabilities, including relating to health, safety, relationships and earning a living, and highlighted the specific ways in which improved energy services, such as lighting, cooking and mechanical power could improve capabilities in the specific context of Tlamacazapa. Based on these findings, we propose some potential technological interventions to address these needs. The case study offers an illustration of an assessment method that could be deployed in a variety of contexts to inform the design of appropriate technological interventions.
